is our agreement with ODOT allows us to partner with ODOT for the uh Route 8 Highland future intersection improvement project. Uh ODOT will conduct the public bid and administer the construction uh for this project. And as I believe we've discussed probably a couple times in the past in this room, uh the project is to add turn lanes at the uh Route 8 Highland intersection and upgrade the traffic signal. Add a turn lane at South Bedford and Highland and replace that traffic signal and install sidewalk on South Bedford Road from Highland north to Blue J basically in front of the high school where we currently have no sidewalk. So we're going to connect those two existing sidewalks. Anyone have any questions on 27?
Okay. Um, are we looking for anything expedient on this? Um, I would suggest the one, two, three that we could return it to ODOT. And I mean, unless we're anticipating any, I guess, outside uh public comment, which nobody would not anticipate for this piece of legislation. We've talked about this, you know, several times. It's been going on for a long time. Correct. In the planning stages. Nobody. Yeah, let's do that. All right. 28. I will give this one to director Gdetti.
So, this is, you know, similar to what council has seen a number of times. Now, this is to authorize the city to participate in another opioid litigation settlement. Uh this is with six manufacturers um allegedly involved in the opioid epidemic. Um this one's a little bit different. This would be a flat fee payment one time. It wouldn't be over the course of 10 years or anything like that. I think there's around $90 million in the pot. How much the city gets is based on a formula which includes how many other political subdivisions decide to participate. So we don't know the exact dollar amount. Right.
Right. Is this with the Summit County Health Department? What looped in with that? I'm sure it is. It's all part of the one Ohio that's talking about. Yeah. This is This is what the They're called the remnant defendants specifically. So, anyone have any other questions on 28? Um, are you looking for one 123 on this as well? the if council is interested in participating, they would have to call a special because the deadline is the first week of May. So, you don't want to pass it tonight.
Oh, okay. I'm going to recommend we do one, two, three. So, you don't want to have a special, correct? Clarity on that. Um, okay. Ordinance 29. 29 is the uh powered energized community grants we get from NOPEC. It's $29,435. If you're a NOPEC community, they give money back based on the number of people participating in NOPEC's energized communities. We use those dollars to put towards the lights on the ball fields at Longwood Park has to be used towards something that has energy efficiency because they're LED lights and all that. So things that we've talked about plan for, we put those dollars in there for that. Pretty standard and easy.
Anyone have any questions? We've passed this multiple times. Nobody objects. One, two, three. Yeah, it's pretty standard. All right. Ordinance 20 30 road salt contract what we do every year. Uh it's a conglomerate of different folks coming in together to cheapen or I shouldn't say cheapen to lessen the cost of salt. They negotiate the best possible price to do that and it's standard that we do every year for salt. Anybody have any questions? I don't see uh this being very controversial. So, I'm going to recommend one, two, three as well. And then ordinance 31.
31's what we've talked about. Um been working on this for probably the better part of a year, longer, year and a half. That sounds about right. The property owner had approached the city to sell the property. We've talked about the future growth committee. We've talked about that being the big piece in the corner is everything. So, acquiring that property will be a huge step in getting this thing moving towards having the town center begin. Not saying it's going to happen immediately or in the very near future, but this could be a big step if someone's interested in in developing that property for that. Um, again, they came to us. It's been talked about forever that that property and the way it's designed is terrible. Um, and they want out of there. And I think it's a good thing. We if we purchase it then are we going to then demolish the structure or what is it a vacant structure?
We will train out of it for a while like we're doing with the house of the corner Park Avenue. It's good training for fire and police to go in there. It's it's really good to have different things like that and at some point we'll have time. We'll go for grants to de demo the building. That's my that's my thought process. Anyone else have any questions on 31? It's a good thing. Yeah. And what are you looking for? Um the purchase agreement would be the 1 of June. You'd help us to get the paperwork going. Again, I I'm not going to tell you to go one, two, three, but it would be desirable. We have talked about this. This is not something that's going to surprise anyone, but that's up to you guys how you want to handle it. I'm okay. One, two, three. Nobody object.

So, I'll I'll start and I'll hand it to Todd, but this is the key in um the bane of my existence and my role. I I I've had enough of the property. We have done a lot. Um I don't want to say anything I'm not supposed to say because I see Mark glaring at me, but basically, we all know that this this property is dilapidated. This has gone on far far too long and this is the next step for the city to get to the point of demoing that that building that is just a complete eyesore. Well, if you see the guys have a copy of the report and it's read out the police records, the fire department records and our records of everything that we've seen the police have done and the fire department has inspected and the pictures go along right with the building department reports in order. You can see the structure and everything. What is the next step after um we make our intent known? I mean, do they have time to counter? Is it possible to counter? Are they going to counter?
The notice is issued. I mean, look, we had a what I'll call stipulated injunction uh to stop operations at the facility quite a while ago at this point um because of the dangers posed by the facility, namely the danger of the balconies collapsing, failing guardrails, and lack of adequate fire suppression system without fire watch being performed. They had appealed that that eventually got dropped. They've been unresponsive. Um I did reach out to the bank to let them know this was happening. I don't think they're really interested in getting involved at this point um any further because they do have a foreclosure on the property. Um so after we issue this notice, there's a time period where theoretically they could reach back out to the city to try to correct what the next step would be come back to council and you guys can order the demolition or at least consider it. So that could be as soon as the then it comes to council that we could order that the the demolition
I think it's a 30-day notice or I don't have it right. Okay. So at the end of the second meeting in May we could possibly Okay. And I think there they haven't paid taxes since 2020. Correct. Or correct. And that I mean the foreclosure I think the appraised value of that property was like 1.2 2 million, but I they owed in excess of that through the foreclosure to Birkshshire Bank. Um, and that was there's a foreclosure action that preceded that. Um, they kind of got bailed out then failed to make payments on the new mortgage and it kind of wound up back in that same boat. So,
and the bank just won't let it go for and then sign it to the over to the city or is that something? So, I mean with with those bank foreclosures And I'll just kind of speak generally. The bank wants to get reimbursed on some level. Right now, they understand that's probably not going to be full reimbursement, but they still try to want to make some of their money back, some of their losses back. So, I think that's what they're looking at. Are they first in line for reimbursement on a sale? I don't want to or not priority outcomes or anything. But to be clear, too, we've had a lot of folks approach me about things that they want to put there that don't fall within what we allow for. And that's where I'll leave that. Okay. Okay.

And whereas these courageous men and women embody the highest ideals of public service, bravery, sacrifice, and compassion, risking their own safety to protect lives, homes, businesses, and the natural environment. And whereas each year we pause to remember the and honor brave firefighters who have made the ultimate sacrifice in the line of duty, giving their lives so that others may live, leaving behind families, friends, and colleagues who carry their memory with pride and sorrow. And whereas the National Fallen Firefighters Memorial Service observed uh this year on May 3rd, 2026 serves as a solemn and unifying moment for our nation to reflect on the courage and dedication of these heroes and reaffirm our commitment to supporting the fire service community. And whereas it is fitting that we as a community join together to honor the legacy of our fallen firefighters to ensure their name and deeds are never forgotten and to inspire future generations to uphold the same spirit and of service and selflessness. Now therefore, I, Nick Molnar, mayor of the city of Macedonia, do hereby proclaim May 3rd, 2026 as National Fire Fallen Firefighters Memorial Day. Yes. This uh agreement allows us to partner with ODOT uh for this project and uh as we've discussed uh the project includes uh adding turn lanes at Route 8 Highland intersection, South Bedford Highland intersection, uh replacing those traffic signals and building new sidewalk on South Bedford Road in front of the high school. I will also add to that there is a possibility and I think we're in a strong running to get a grant from that. Uh I have been in contact with Congresswoman Sykes's office and we are asking for $2,256,557 and from what I'm hearing we are in the strong running to get that funding for that project which would be amazing for our community. So I just want to put that out there as well.

An emergency resolution authorizing the mayor to enter into a national opioid litigation settlement with Associatedies, Inc. and American Associated Pharmacies, Jam Smith Corporation, Louisiana Wholesale Drug Company, Inc., Morrison Dixon Co., North Carolina Mutual Wholesale Drug Company, Inc., and United Natural Food Inc., including its subsidiary, Superv Value and Advantage Logistics. So, this legislation would authorize the city to participate in an opioid settlement involving uh the six entities that Mr. Hoover just read off. Uh, it's generally similar to the previous opioid settlements the city's decided to participate in. This one's just slightly different and I believe it would just be a single payment should the city decide to participate, but it's still a formula that determines exactly how much we receive. So, this is a grant for $29,435 that we get annually. being a NOPEC community. Uh truth be told, I do serve as a board member there. I am the representative for Summit County. Uh if you don't know, NOEC is a nonprofit organization. They're able to give this money back to the communities based on a number of people that are involved with NOEC. So these dollars come back to the city for things that are energy efficient, which will be the ball field lights, as I said earlier in the caucus. So uh those dollars are are helpful. Those lights are very expensive and I think it's a great thing that they do to give back to the communities that they uh they they support. Any other discussion hearing? None. What is your pleasure?

An ordinance authorizing the mayor to purchase the real property located at 854 East Aurora Road in the city of Macedonia. So about a year and a half ago, I was approached by the property owner at the corner of um Valley View and Route 82 uh known as City Tire. Uh they were looking to vacate the property. They came to us first because they were aware of the the future growth committee had put something together about a town center. Obviously, the corner is the most intricral piece of that and that's why this is coming before us today. Uh I did inform council of this quite some time ago of what our intentions were and why this was important. So, uh, I'm looking today to finalize that purchase of that property and this should be about the last one that we're going to be involved in from this point on. So, I can assure you, uh, with what we have now, it should make it enticing for a developer to want to come in and actually enact upon the town center that people ask about. Why that's so important? I hear and see I'm on social media like everyone else. Everyone always talks about the mom and pop shops and and having different types of restaurants and oh my god, more chicken. Well, this is a way that I can start to rectify that problem if you perceive that as a problem. So, this is one way that we would have to where we can have some control over what would go there and we can start to have something that we can call our own to be our own town center. So, that's why this is important. It's an investment in the future. We will get we will get dividends back out of this at some point. So, that's why it's before you today.
What's the cost of the property? Uh, it was appraised at 375 and we were getting it for 350, but we're actually getting it for less than it's even worth. Any further discussion hearing? None. I'd like to make a motion to determine that an emergency exists and authorize issuance of notice pursuant to Macedonia codified ordinance 1385.11 regarding the city's intent to demolish the structure located on the property with the mailing address of 311 East Highland Road in Macedonia, Ohio. Second.
So before we go to a vote on that, I want to give a little further explanation. This is essentially the key in uh everyone in this community knows that that's been vacant for quite some time. uh we are taking the necessary legal steps to do the things we can do as a city. Um I hear you. I've heard from many of you talking about this, many questions about this. I get contacted and often I don't know if council gets contacted from people about this property, but this is something that's been going on for far too long. We are doing everything we can legally do to get that thing taken care of. And and I don't want to say too much, but um that's essentially it. Director Gdetti or Assistant Commissioner, anything you want to add? Well, we definitely have plenty of police reports, fire department reports, and inspections being done by the fire department and the building department, and we're pretty confident that there's a lot of hazards here that exist, plus it's a nuisance. So, uh, we want to get move forward with this to try to get the steps to to get it demolished.

Opposed? Motion carries. All right. Next up is the mayor's report. Uh our business of the month is Prime IV. Uh if you're not familiar with Prime IV, um I'm someone that goes there, I wouldn't say often, but I I go there periodically. It's a nice little thing. You should check out the video. It'll be on our our social media. It'll be on uh Community Focus. I think best way to figure out that's all about is to watch that. It's a great little business and and check it out. Uh the service building, if you've driven by it, it's moving upright. We have positive things moving up into the air. I'm very excited about that. Um, I attend HOA meetings. I was talking with an HOA this week and some people knew what it was and some people didn't. So, it's a great outreach for me when I talk to those folks about what we're doing, some of the hot topics in town and they seem to understand. We're kind of excited about what we're doing because again, we're we're working out of five different locations for service right now. This pretty much consolidates us down to about one and a half because the park we're not going to really move the mowers out of because it doesn't make sense to do that. But um very excited for this project. If I haven't said that 75 times, and you're going to hear it 75 more until we actually cut that ribbon for that building, I cannot wait. It's a big thing. Um this week we had a water main break on Route 82. We had water flowing for about 10 hours. Sound about right, Director Wilson?
That's right. When water flows for 10 hours, bad things happen. Uh we had severe severe sinking of of sidewalks in the road. uh Cleveland Water came out and did I guess we would call it a repair that was was not acceptable. Uh reaching out to them, I got them to come back out and kind of do it in a in a more desirable way to make it pass passable. So, uh they did come back out with an army after I spoke to them and it's going to it's going to be a good thing because we can actually drive on route 82 again and not have lanes shut down. Good description, you think?
Yeah. I thank the uh service director and our our uh engineer for helping with that too because that was that was a big deal. Uh we had admin assistant day this week. I want to point out my personal admin assistant, Betty. She's amazing. She does a great job. If you're watching Betty, this one's for you. Uh but we also all the people that work within city hall that are administrative assistants, we thank you, too, because we're all part of a very important team that does a lot of good work. And I also point out Mr. Hoover. Albeit he doesn't work for me. Uh he works for council. But whenever I ask him for something, he's amazing and he gets it done. He does it quickly and he always does it with a smile on his face. Even though I don't like a lot of his music, we still get along. So that's great. I
think it's a grimace, not a smile. See, you got the smile. There you go. Um last year on this time, I talked about the Browns and why they should take Travis Hunter and I made a big deal about it. Boy, did I look stupid because they didn't do that and the draft is tonight. And I why I talk about this is because I'm I'm a sports guy. I can't help it. But they're going to screw it up again tonight. I hope they don't. But this year, I'm just going to say, hey, they're going to screw it up. So, whatever happens, I'm not at a loss, so we're going to go with that. That uh that Travis Hunter thing wasn't a screw up, though. I think they dodged. Yeah, I think I think we did. All right. Durability. Uh, also, I want to wish Councelor Cummings a happy birthday tomorrow. Thank you very And I want to wish counselor Brandt a happy birthday on Tuesday.

Parks and Rec Commission had their uh April meeting last Wednesday. Talked about a lot of good stuff coming through uh the pipeline. Things that have already been finished with the rec department, things that are going to be happening. Um they're working on a lot of grants which will um once those grants get settled either way, we'll know more about what we can uh do with those grants. But I'm very appreciative of the whole department and and everyone they're working with to get these uh to get these grants at least, you know, try try to get them and if not, they'll come up with some other plans to do some uh things we'd like to do. Um uh always they're finally uh able to start working on the uh doing more with the uh trail outside of the woods uh the pave trail. So, they'll be putting in uh benches and signage and uh fixing up some of the grass. So, that's great. Uh the parks and rec commission is uh very very happy about that uh still. Um and there's lots of um events coming up this summer, the spring and summer, which I'm sure uh director Echondorf will talk about. Um our next meeting is um May 20th, the third Wednesday in May. And then um and that meeting will be talking about our schedule for the rest of the year, but if you would like to um come take part in that meeting. It's open to the public uh May 20th at 6 p.m.
I'll add to the grant thing. Um we initiated that here and there was a state representative that contacted me and hopefully that's another good one. I I I got I got some warm and fuzzies, but we'll wait and see. So we can get those grants. We got some some great things sir uh we can add to the park. Absolutely. Any other committee reports? Just uh one thing, Mr. Mayor. 9730 Valley View, the Avenue um has taken and uh given we've given them a partial occupancy for right now. They're going to move in 29 residents into the facility and then uh it will remain on fire watch. all the uh fire safety systems are up and running and then they're going to start uh construction on the damage from a fire uh as soon as they can and then once that's happened um they you know they'll deactivate that section and they'll remain on fire watch until the construction is completed. They also uh want to do a little bit extra making some exit wider for easier uh evacuation from people and uh so we looking forward to working with them and getting that completed and uh get that back up and running the report.

That event actually kicks off at 9:00 a.m. If you'd like to show up a little early, we've got a park cleanup. Um so all hands are much appreciated. Uh we've also throughout the day have uh craft vendors on site. We'll have some food trucks, some kids activity, plant swap. We'll have some uh Zumba and some yoga in the park, which will be nice. So, get everybody active, get everybody outside after being inside for a couple of months. So, we're excited for that. Um, and finally, uh, we're still looking for some sponsors for our upcoming events, uh, whether it be in the summer, the fall, the winter. Yes. Road paving for this year scheduled to begin in June. Again, for the record, roads to be paved this year are Vernon, Harper, Cherry, North Spring Hill, Firestone, South China Berry, and Shepard Road. That's Shepard from Route 82 uh going north to the bridge over I 480. So, that's a long stretch. Uh one other note for everyone. Uh the intersection project currently taking place in the far northeast corner of town at the intersection of Shepard and Ravena. Uh Twinsburg's informed us that that that Shepard Road will again go down to northbound only traffic beginning on Monday and uh that condition is scheduled to last for four weeks. So it will be northbound again only similar to the way it was set up last fall. End of report.
Thank you, Director Wilson. Thank you, mayor. Um, mayor touched on the building. It's They're flying to take a drive by there. I'm just as excited as the mayor. Um, Route 8 cleanup. We did a big push this last week. Um, there's a lot of trash and the guys did a phenomenal job. Also, thanks to Cummins for, um, donating some time and effort and in that process. Um we have added some new additional um hanging baskets plant like the brackets for the hanging baskets on in the commons. So we're going to add some those are right around the corner. So that's exciting. I know the mayor it's one of his favorite things. Um Route 82 uh water break. Um just want to shout out to you know um the department. Um guys did a great job just immediately setting up a great works. um you know, we do work zone training. Steve does a good job at leading it, but um leading the whole like work zone thing. It's kind of his thing and um just the guys did a great job just immediately like putting it all together and it's right and it's like all the cones are the right distance and all that stuff that they're supposed to be. So, um they did a good job and it is admin week. Uh, I would be remiss if I didn't say something about Laura and Jenna who both do a great job answering the phones and doing all that that we need to do upstairs with the service department. Also, um, Laura Buto is retiring and May 8th will be her last day and she has a get together on that day, May 8th. So, make sure you can try to be here on May 8th for her and celebrate that with her. That's all. And just for those that don't know, Steve is our service supervisor, Steve Zernack. He does an amazing job and being a little short-handed, I got to give him some some big up because there's a lot going on and he's he stepped up to the
plate and I think he Oh, man. He was out there collecting trash with those guy. I drove by him when they were I saw Steve like literally in the front of the line. You know, he's the number two guy in the apartment the department and he was picking up trash with them. So, he's he's great. He's such an asset for the community. Yeah. Does a good job.
