Our main objective of today is to go ahead and start with our work plan and get that worked out so that we can get that together, approve it, and send it off to counsel. Ellen, I'll pass it over to you.

Awesome. So the way that we're going to work through this plan today is there's kind of a drafted starter section for you guys to work and build and discuss off of. That was the conversation I had with Chair Olson about how she wanted to approach this. So the purpose of the work plan is to provide a detailed outline of tasks, activities, timelines, and resources required by this board to achieve its annual goals. The purpose of most boards is to gather public input, to review policy recommendations by staff when requested, and to make policy recommendations to county council.

So the process for this timeline is in November, accounting counsel had their strategic planning December. So what we're in the middle of right now is to have you guys review and develop your work plan, and then it will be submitted to counsel in January. So the due date is February 1 on this. And the timeframe for this work plan that you are creating today is 01/01/2026 through 12/31/2026. So we start off by listing all of our current members of the board.

So that would be chair Olsen, vice chair Tharp, Dana, Sonya, and Brandy. And then your term start and end dates are included there. Your chairperson is listed as well as the department director that oversees, which is Elias Isaacson in the back of the room. And then this was developed in collaboration with him as well as myself who's your staff liaison. We don't have any administrative support that we're working with.

Counselor Hand is a part of this meeting so definitely your input is appreciated as well as we go through this with any ideas you have. Once we do that, I can add yes behind that that you've reviewed this as well. So to start off, the current previous calendar year work plan highlights that I had listed, which again, once I go through these, you know, please feel free to have a conversation if there's anything that any of you feel should be added to this list as an additional item. So currently we have reviewed a majority of year seven review of the tourism strategic plan. We plan to provide counsel with an update in 2026 with our findings.

Just as a reminder where we're at with this process is we have a couple more sections to go through. And the plan is that in your January meeting, you'll go over those as well as have your conversation as to the status of all the items that we're overseeing and which ones you feel you'll have a discussion about are most important to bring forward to council to get completed if they are not yet. Additionally, you approved last year's work plan, which is great. And then you met more often than previous years by having quorum to help accomplish your goals. And with that, I'll leave this part open for you to discuss if there's anything, anyone on the board or a counselor hand you feel might might need to be added or you'd like to add?

Ellen, I think that with Destination IQ coming in, it would be important to note that we assisted with the parameters and the scope of work that we wanted to see come out of that contract. I don't know. Is that appropriate in the top five activities for the previous calendar year?

So this section is very similar to what's right under it, which is Oh, okay. Five accomplishments. But the activities. Okay. Does that make sense? Yeah. They're very similar but different. So I would say activities are kind of your more overall big things, whereas accomplishments are like those true completed tasks. Does that make sense?

Okay. It was submitted. Let's see here. So I don't think they're going to go through another submittal, you know, through counsel, but they did send it out to all the people on counsel. And there were a few modifications compared to last year's plan.

I think it's really important that the LTAP consider the 2026 strategic leadership plan and what it how it has changed so that you can parallel the things that were considered priorities in that plan. So they do have economic vitality. That's one of the sections in there. And basically they have another subsection called tourism and special events. If you look in your plan, I don't know what sections you're putting down as how you align with strategic leadership plan.

That would be, like, on the very last page of the plan. Anyway, there there are some changes here. And one of the things that they changed was they took out all the well, they took out let's see. They took out the original sentence under local business and the new sentence is established tools and processes that are clear and support businesses navigation through county regulatory and approval requirements. What it used to say was encourage the retention of existing businesses, facilitate the startup of new businesses and assist in opportunities for business growth.

Basically, they felt that or all of us felt that that was misleading that it isn't really within the control of the county to do some of those things that was included in that sentence. Regarding downtown revitalization, we took out one section of that sentence. Was it now reads revitalize the downtown areas of Los Alamos and White Rock by facilitating and incentivizing development opportunities, period. And it does not say in accordance with downtown master plans. And then under tourism and special events, the special events, what it now says, the new language is promote tourism, sponsor special events, and support community events by enhancing amenities, utilizing indoor and outdoor facilities and encouraging local business support and increasing capacity for overnight stays.

Thank you. That's very helpful. With that being said, does anybody have anything they'd like to add to this first section of 1.1? Okay. With that, we'll move on to 1.2 which is list the top five accomplishments for the previous calendar year.

Again, very similar to the previous one, just a little bit different as to how we approach it. Currently, have listed advised on scope of work and deliverable to be included in the request for proposal for a new tourism marketing services contractor. In addition, held seven meetings during which most of year seven review of the tourism strategic plan was reviewed and discussed, and then participated in New Mexico True Grant fiscal year '26 for a total value of a $163,500. This allowed for more advertisements and videos and more availability of lodgers tax printing and binding funding. As a reminder, that's due to the two to one match that they offer.

And with that, we'll move on to 1.3 which is list the lessons learned for the previous calendar year. This one kind of goes hand in hand as to something that you felt you learned last year, which is meetings need to be succinct, organized, and with purpose. Having quorum allows the board to achieve their goals. Something else that we added in here is ongoing training, especially around the purview of the board, is necessary to understand our role and how we can help foster and enhance tourism in our community. Is there anything, you feel you've learned?

Alright. So now we get into the exciting stuff around the calendar year 2026 work plan. So this is the stuff for the upcoming year that you would be working on. So 2.1 is list any special projects or assignments given to the Board by counsel or the department director. Obviously the big one is continued oversight and reporting of lodgers tax expenditures.

And 2.1.2 is complete the review of the year seven review of the tourism strategic plan to determine what items have been addressed and in what capacity and which ones we still need to address and how to do so. In doing this review, consider the county's abilities, capabilities, and resources. In addition, we will make suggestions as to how to move forward. This is one that it was a goal that was started last year and as I said previously, you should hopefully accomplish that in January. And then two point one point three, promote tourism by enhancing amenities, utilizing indoor and outdoor facilities, and encouraging overnight stays.

And then two point one point four, we have worked with Destination IQ to grow, identify, and enhance tourism opportunities in Los Alamos County. Is there anything you would like to add or any thoughts you'd like to share about, these projects or assignments?

At our last meeting, Ellen, oh, that's really loud. We talked a little bit about Santa Fe, Taos, and Ria Ribos Counties initiatives that they've taken with their lodgers tax income to grant to smaller groups in the community for special projects that bring tourists in. Is there any way we could put the exploration of implementing that similar process in Los Alamos into our work plan? We don't have to do it this year, but I think understanding what they're doing would be helpful.

I would say that's definitely something perhaps later on when you talk about working groups. I think that would be a great place to add that. The way that it currently is, is budget obviously is approved by counsel in the spring and so you'd have to have that included. So definitely, you know, like you said, it might take more than a year of reviewing and understanding their process before you might suggest to counsel how budget might be utilized differently to give those opportunities locally. Obviously, part of it has to do with the way the current lodgers tax funds sit.

It mainly supports operation of our visitor centers and then the Destination IQ tourism marketing services contract. And then we have the printing and binding funds. Right? And then your supplies for the visitor centers. But it's definitely something that if you wanted to explore, that would be a great addition to perhaps a working group section as I as I think there's definitely some thoughts, and it's not just this board, but the community is very interested as to what that could look like if we were to able to offer that and what that approach might be. Well, I think it's really important for the board to start brainstorming some ideas about one of the last pieces of the tourism and special events section of the strategic plan where we say enhancing amenities. So that would mean, you know, possibly with the hotel activities, utilizing indoor and outdoor facilities and encouraging local business support, that's hotels, and increasing capacity for overnight stays. So, you know, I think it's really important that we get input from your members of how how everybody feels we could do that. You know? Maybe even think out of the box a little bit.

I certainly don't wanna, you know, make those suggestions myself, you know, because I think it's it's really up to what the board wants to do. I think there are a lot of things that we could do to get creative on on how to meet that part of the strategic leadership plan.

And we can definitely update that language to what your drafted plan is because right now, I think it's kind of similar, but there might be a little bit of text that we could definitely add in if everybody on the board feels it's valid to match that directly.

Yeah. I I highly recommend it because, basically, your plan should should parallel the updated strategic plan of council. And so, you know, that's probably something when it goes through the review process through counsel that, somebody's gonna catch.

So what happens is we are asking the boards to do this in December so that then they're submitted to counsel, in January. The new chair creates a working group of counsel to review all the work plans. And so that will probably not take place until kind of the January, early February. And occasionally they make changes such as counselor Hand noted that if there's some language that doesn't quite mirror their Strategic Plan, they may want to change that. So then those final plans come before the entire council for approval.

Once those are approved, that's your work plan. Does that mean at some point you may want to change something on that? I think that's perfectly fine. I think the goal is to have kind of broad enough goals and activities that you can kind of work within the current work plan without having to go back to counsel again for approval. Does that help?

And there occasionally when the council working group, if they make changes, there is some back and forth with the chair of each board to make sure that it's not something crazy that, you know, maybe they wanna talk to the rest of the board. So it's possible in January or February, we could bring it back to the board and say, well, there was these four things or or here's something council wants to assign us and have a little bit of that dialogue.

So another thing I'd like to mention, and I really appreciate Linda's or miss Madison's input on that because she explained the process well. And, you know, I think that even though we have some real broad language in there, you know, there's an opportunity to think of some things that you really want to focus on this year that that could promote an idea to counsel to maybe pursue an area, you know, that's that's still within promoting tourism or whatever. But maybe you wanna go off and and do, you know, a special kind of thing that isn't really spelled out here and it's a new idea that you you would like to propose to counsel. You know, this would be the opportunity to do that. And, you know, I don't know if this is gonna be taken well or not, but, you know, I know that your previous member of the Lodgers Tax Board, you know, he provided a lot of input, especially at the last meeting where he talked about all the things that could be done.

And, you know, that might give you an opportunity to look through it a little bit more and see if there's something in there that isn't really explained well in your current plan that that you'd like to pursue this next year. So, you know, that's one thing that I would offer that that has already been proposed, already been presented to your board. And, you know, if any of you believe that there's some good ideas to explore or, you know, you wanna take action, that that would be a good time to incorporate it into this work plan. And then you could have more discussions with the chair, the new chair, and the work plan review group to see if it's supported by counsel to to do some of those things.

But currently, what we have listed here is identify and evaluate potential projects and initiatives that can effectively increase visitor spending, extend visitor time spent in the community, and maximize the economic benefits of tourism and visitation for Los Alamos County. And then we have two point two point one, which is work with Destination IQ to grow, identify, and enhance tourism opportunities in Los Alamos County. In doing so, explore ways to highlight the small business community to visitors and increase their length of stay in Los Alamos County. I will kinda open it now for any thoughts of anything you might like to edit or add to this section.

You know, you need to move to the next step instead of just evaluating potential project.

And I think what happened here is part of what we decided to do last year was to go over the tourism Task Force Strategic Plan and really review that in-depth, which is what we were working on getting through before we came up with a new list as of yet. I think we were thinking that we needed to see where we were standing and what had been done and hadn't been done before we came up with a new list.

Well, what we did is we took what the tourism task force had presented to council seven years ago, and it was determined at either our first or second meeting that we needed to really go through that list completely since that was identified by a working group, and see what had been done and what had not been done, and see where we wanted to follow-up in any of those areas as to what was already in that tourism task force plan.

But I think when you're talking about projects and activities that you're proposing, that information should be provided here as a result of your accomplishments last year. What what we wanna do is just not have this perpetual plan that really, you know, just says the same thing year after year. It's so vague.

So, you know, I I think it it would be helpful to really understand what what this board is doing and and, you know, how you're promoting all these activities with tourism, not just hiring a contractor.

And, you know, you could probably compare, you know, work plans from other boards and some of them are pretty detailed. I'm trying to remember if it was the parks and rec board or there's some boards. I think it was the parks and rec board. That it's not just that you're meeting, you know, you're not just going through the motions to do what all the other boards are doing, which all of them are approving their twenty twenty five work plans.

Rather than just look at the numbers, I like to dissect them and create a narrative around them so we understand why they are what they are. So if I looked at November website traffic compared to December website traffic, We see some great bumps. We see direct traffic is up. Organic search traffic is up.

Paid search, those are your Google Ads that we launched mid November. All of that traffic is up year after year. But then we see some big dips down below referral, paid social, and unassigned. So what I like to do then is dive deeper into analytics and assess why those numbers are what they are. And as as it turned out, if I looked at the campaigns there on the right, we'll see that that loss of traffic this year compared to last year is because at November, you were engaged in some New Mexico true coop digital advertising, initiatives, which were driving thousands of visitors to visit Los Alamos.

Now most of that is from meta ad traffic, which we launched, with Los Alamos today. So, when we meet next, we'll start to have we'll see a bump, in that traffic as well.
