right here sir. Go ahead and face the so officer Josh Chang uh he was born in Whittier and raised in Hianda Heights. Uh he has one brother. His name is Cameron Chang and he works for an IT for ALSO. So still law enforcement in the family. Chang does come from a law enforcement family. His father David Chang was an investigator and an officer with us for I'd say close to 20 years. Uh he started in 98 and retired in 2020. So, um, it's not only do I get opportunity to introduce him, um, and I'm excited about that, but I've known Josh since he was eight years old, nine years old, and show up to my family's, uh, parties and steal all the candy. So, it was uh, it's it's great to see him grow and become part of our family. Uh, Josh attended Glenn Wilson High School in the city of Hosienda Heights in 2016. Uh, he played water polo and he swam. He was a team captain his junior and senior year. Outside of high school, he plays hockey uh for the city of um Artisia and he's been playing hockey since he was four years old. Uh his first job was

his first job was working at Hollister in high school and so he's he's also has taste in clothing. I surprised that Hammer Crombie and Fitch, you know, almost the same. Um, so one of the requirements that the city manager gave me was that anybody I bring down had to be Dodger fans. So it's it is it's difficult me to say this, but Dave uh Josh is a Dodger fan. He's also a hardcore LA Kings fan. So good for you. You hear that, Jav? Dodger fan. One thing you're missing out of. Talk about his acting talents. Yes. Yes. Josh, this is his second year in every 15 minutes or so. Yes, he's uh

That is awesome. Um he attended Rohano College and he obtained his AA in administrative justice and later attended Cal State Fullerton where he got his bachelor's degree in criminal justice. Uh he was originally hired as a police officer uh with Bell Gardens PD. Uh but at his graduation um Whittier Police Department was there and we congratulated him and told him just hurry up and apply and he did and so we end up taking him from Bell Gardens and um it was a it was a great move. So we're excited to have him um and he was hired with us in 2020 and he's recently um was selected for the traffic bureau and then selected for the Santa Fe Springs traffic bureau. So, he will be our second uh traffic officer down here in or here in Santa Fe Springs. And he will start motor training in two weeks. In two weeks. So, we plan to have two motors in the city of Santa Fe Springs soon. So, this is Officer Josh Chang. Thank you. You might recognize uh Paul. Paul has been with Whiter Police Department for some time and um was assigned to Santa Fe Springs investigations for um some time down here and did an excellent job. Part of the reason why we felt that his next step was sergeant. And so um he recently was then transferred to Santa Fe Springs to supervise the Santa Fe Springs patrol. So Paul was born and raised in Belfar, California. I'm sorry. He was born in Belfar, California and raised in Southgate. Paul has two brothers, Lewis and Gabriel. He is married and has two daughters. He graduated from high school in 1993. Good year. Same year I graduated. Paul enlisted in the Navy in 97 and was in the Navy from 97 to 2001. Uh he held the rank of petty officer uh two um which is machine gunner. Is that correct? Okay. Two years home base in Guam in the seventh fleet western Pacific Ocean and in the Indian Ocean covering Asia and Oceanana. uh two years home base at Naval Special Warfare Command where he was assigned to Nav Naval um the Naval Base in Coronado and the Navy Seal uh support ship. So he knows all the secret moves uh Navy Seal moves. He also did uh counterdrug interdictions in the Caribbean Sea. Uh Paul was hired as a Los Angeles County Sheriff in 2021 after graduating from Star Center. Oh, 2001. Yeah. He worked as a custody deputy and a transportation deputy at Century Station. In 2003, he was hired by Whittier PD. Paul has been a patrol officer, a school resource officer, a Santa Fe Springs detective, and a corporal in patrol for Whittier and Santa Fe Springs.

Paul has had some interesting jobs uh in his career. So, he's been a butcher and a truck driver for lumber. Uh he also uh is a Dodger fan, a Raider fan, a Laker fan, and a LA King fan. Got issues with the Raidersh. And as his hobby, he likes to DJ. So any any next parties Santa Fe Springs have we have a resident DJ now? I think during the artfest, don't they do like a DJ? Um so we need you to show up and represent. Yeah, show up.

It's cuz uh in my house we're in limbo. I'm trying to get Jav to go back to the to the Dodgers like we first started and and I don't know how many championships they need to win for him to change. So it makes it pretty difficult. So birthday celebration uh video. I would like to call up Railen Bar Barasa. Good evening, Mayor Zamora, members of the city council and community. The city is excited to introduce a heartwarming new addition to our best of SFS citizen recognition program, our birthday home visits. This special initiative celebrates some of our most cherished residents, those who are 90 years young and better, by bringing the celebration right to their doorstep. Through our birthday home visits, residents receive warm birthday wishes from the city's very own birthday patrol made up of the mayor, city council, and city staff. We were proud to kick off our very first visit honoring Miss Satie Calderon on her incredible 99th birthday. It was truly a joyful afternoon filled with cakes, smiles, and heartfelt moments as we celebrated another beautiful year of life for Mrs. Calderon. These visits are more than just celebrations. They are a way for us as a city to recognize the legacy, wisdom, and stories that make our community so special. If you know a resident who is 90 years or older and has a milestone birthday coming up, we invite you to keep an eye out for the birthday home visits on the city social media pages where you'll find more information and access the online application. Good even. Good evening, Mayor and members of the city council. National Library Week will be celebrated April 19th through 25th. A special time to recognize the meaningful role libraries play in bringing our community together. For over 65 years, the Santa Fe Spring City Library has proudly supported the educational and cultural needs of our residents while creating a welcoming space for learning, connection, and discovery. Accepting this proclamation this evening are dedicated staff and volunteers whose passion and commitment help make the library such a vibrant part of our community. I'd like to ask librarian Jessica Magayanis and volunteers Renee Shorda, Rosemary Gerola, and Javier Zamora to come up to accept the proclamation. Uh real quick, I'm just going to read the last part of the national uh library week because this is a long whereas but we're going to say during this week we encourage all residents to visit their library, explore its resources and celebrate all the ways that the library helps our community and find joy. So if you guys haven't noticed, we have a first Friday of the month. The library always does a great job with that. So thank you guys. My first job in a public library was at Santa Fe Springs Library when I was going to library school.

I just want to bring that to the attention of the city council. Second, April 14, 2026 is Holocaust Remembrance Day. The day that we honor the six million Jews that were exterminated by Nazi tyranny. I bring this up due to the increase in anti-semitism in America and around the world. The US Army were known as the liberators of the Nazi concentration camps. I'm proud to be US Army and they have a special place in our heart would be the Jewish community. Third, Medicare and fraud against the elderly and your hostage agencies. LA County, this fraud against the elderly is about as offensive as it gets. To JD Vance, we are on standby. the largest army of fraud fighters in America, the Association of Certified Fraud Examiners. We are available to investigate and assist in the prosecution of all fraudsters, even including employees who have mutually facilitated the process into the fraudsters. God bless America. Um, but uh Woody Police Department, new officers, I know they left, but you know, what just welcome to to our city. Uh, the uh every 15 minutes um that was a phenomenal event that's put on by our staff and our partners and I know that uh we were there and it it impacts um especially the adults and hopefully the youth. But uh usually when you see a youth event like this, there's always like they're talking to each other. But this one, they were full-blown paying attention. During the mock funeral, it's as if there really did happen. Um uh myself and I think uh council member Martin, we had one of our kids uh partake in this. And mine was uh that was going to be one of the stats of the every 15 minutes. So he was going to be one of the walking dead around campus. We were they call we're going to give you a phone call cuz you know your son's going to get sequestered. I said okay I know it's coming it's coming and then here comes a phone call and yeah it was police saying that my son had died and it really really gets you and hopefully it touches the kids makes them aware that there are options. it's out there anywhere and hopefully they don't do it, but if they do, you know, they're they're uh there are um there's help a parent and I told my kids, I don't care what time it is, what you're doing. Let's get you home and then we'll talk stupid later. But but it it's a great program. So staff did great. Our partners did great and um Paul and um Rick and those that put it together, incredible job. If you get a chance to see that video, yeah, get your tissues ready because it's uh it's impactful even though you don't know these people. And now on to the more fun stuff. But, you know, Easter egg extravaganza was great. Um, you know, our mayor's pair

breakfast, you know, our community coming together, uh, as a group to uplift each other. Uh, parking rack workshop was incredible. You know, a lot of people that had a real interest in our community. And of course, uh, I got a ton of postcards from the kids that went to Washington. Washington. That was awesome to have them write back to us and you know being appreciative of you know what we were able to put together and hopefully we could keep doing that for our kids. Like uh John said, my daughter was in the same as your it I think it was like 14 15 years ago and my daughter was the one that actually was airlifted and even though you know it's fake, but when you see your child in a body bag and you see your child without life, it hits you. And even though you know it's fake, it hits you. And as long as we could save one life from each year that they do this, it's worth every penny that we put into this. So kudos to that program and they keep doing it. Um the mayor breakfast great a lot of people there. Thank you so much for that. Um also u I kind of two requests. I have one um I don't know if council is getting calls on this but I have a lot of small families that can't go out and play in the parks because we have so many different organizations taking over the parks that they can't I mean there's soccer there's you know all these other events. Is there any way that maybe um city manager we can look into it? Like I have families that are getting taken off and it's like mom and dad with kids trying to play on the grass or trying to throw some balls on the field. Is there maybe like some nonprofit or whatever the people that are using that are not from our city that are using it. Could we do something? Maybe we can designate at least maybe one park for our families that aren't part of any organization

or give them. So So currently our our um policies our code allows for for that use. Um, we could definitely look into modifying our policy, our field use policy. If that's something the council would like us to work on, we could we could look at that and and bring that back organization that we have it. But I feel bad for our parents that live here in our city that can't just get a bat and a ball and go play something.

So, you're okay with our organizations like, you know, using it, but when it's the outside organizations that So, she's probably saying anything that stays in house within our community. We could certainly look at the distribution of percentages and and look at how we can prioritize those for our residents. And and we have gotten the same complaints from residents that, you know, maybe don't have space to just play with their kid, kick a ball, or catch a ball. So, if we could look at areas that may allow for that, we could certainly look at that. Yep.

Uh, we appreciate everything that you do and for taking care of our veterans, making sure that they're not forgotten, uh, which they'll never be forgotten, but I want to thank you for always stepping up, being a leader. uh every 15 minutes is uh it's very impactful. I've been to the every 15 minutes and it uh they have speakers there that you know are uh paralyzed because of drunk driving and they've been they were drinking and they go up and they tell their story. um just sitting there watching. They used to have a casket that would come up and it's just so again the way um our princess said very impactful and of course we're never going going to get rid of that program because it's so important. It teaches not only the the kids, but it teaches anybody that takes time to watch it or be a part of it. Um, that don't drink and drive and always help somebody, whether it's 1 or two in the morning, just call that person and say, "Come pick me up or use an Uber and lift." We're not in those uh stone ages. You can you can call other people. So, uh, that's a great program. Thank you for everybody that was there that put the program together, worked so hard, our police department, our firefighters, our staff, uh, Santa Fe High School, and all the kids. Thank you so much. Uh, the mayor's prayer, I just want to say, uh, to our mayor, Joe Angel Zamora, it was an amazing, amazing event and, um, your speaking abilities are phenomenal. I really like everything that you said and I I was really touched that all of our uh pastors came up and gave great sentimental inspiring speeches to all of us. And I just want to thank everybody

I don't think any of us had that access. And we were I mean, I ain't gonna lie, I was scared to call my parents. So, I would walk, you know, and you know, I used uh my Chevrolet legs. So, I didn't have a car, but I used Chevrolet legs. So, you know, I did what I had to do, you know, to get from one destination to to the other. But, uh, the dopatas, those my dopatas, you know. So, other than that, um, also, if we can have every 15 minutes, maybe we could reach out to uh to Lyft, Uber, see if they can be a sponsor, especially since the events that are going to be going on for prom and other things, it could be something because I don't see them on our list. And, you know, hopefully we can do that. Um, we're your PD. The two individuals, of course, one of them we already know, but we just want to thank them, you know, of course, thank them for their service. And to all our military vets, uh, you know, veterans and those who are abroad, who are servicing, who are serving now and and who who are not active. I mean, I would just always thank you for all that you've done here for for for, you know, this wonderful country that we live in. So, thank you. um prayers pray the mayor's prayer breakfast. able to pay for some individuals to go um whether it be to science camp, kids who couldn't afford uh their their their tuition to go to science camp um if they needed to go um I know um Lake Center had an event to go to. We actually used that for them. Uh you name it, that's what that money is there for. Uh the goal for the city is to try to raise $100,000 for that foundation because we not only help kids, it's helping senior citizens and everybody else. We need to help out u families in need. And it could be from anything from a refrigerator from, you know, from backpacks to anything else that we can we could help out. And uh so this year, Mayor's prayer breakfast, we were able to raise close to or about 40,000. So $40,000 we're able to raise. And that goes directly back to our foundation, the city's Community Programs, Inc., am I saying it correctly? Community Programs, Inc. Foundation. So, thank you guys. Um, and of course, thank you to the staff. I mean, the efforts that they put in, uh, you know, and then, of course, the leadership, it comes from from Renee, you know, Gus, thank you. you know, um the Washington DC trip like, uh like John brought up, uh you know, getting these cards from the kids, um they're sending them while they're over there. So, it's actually pretty cool to read them and I can't wait until they, you know, we meet up with them to see their their their scrapbooks that they get to put in put together because these are memories of our kids in our community. So, what we try to do as a city is uh try to help those families who send their kids that live in Santa Fe Springs u to to their Washington DC trip. So, we're always trying to give back to our community. The Easter egg hunt, I mean, you think everybody set it up here. Um all of a sudden it just got packed like it went from 9:00 8:00 I don't know what time I got there but still um it was

just you know there was space and then all of a sudden there was just so many people and we looked around and we were just like and then when they're telling everybody hey keep coming out keep coming out you're like what are they supposed to do and then they then you start seeing them double loop like people come inside We're just like, "Wow, I hope you know these these parents or these individuals, these families don't get upset because, you know, here we're trying to make things up on the fly." And um luckily uh the staff were were on it. They they brought out more Easter egg uh more Easter eggs and so we're able to put them out there and um you know, the staff did an amazing job. I mean, Gus, Arlene, all you guys, everybody with the setup. Um, Julio for allowing us to have the checkbook, you know, that's printed out to to I when you have a finance director that's, you know, I mean, he's okay, but you know what I mean? But if you guys know what this means, like he's a penny pincher. Yeah. Yeah. Yeah. And that's what you want though for a city. Just to let you know, you do want that for your city. Um, but other than that, maybe I shouldn't say anything because if we need anything, you know, he's probably going to cut it off. Um, our parks and wreck master plan. How many of you guys were able to go to the parks and recck master plan? Raise your hand. Um, it's great because we get to see the different things we get to add to our parks. And and and for those of you, I mean, it's not too late to still add your input, what you want to see at the parks. I mean, we had a lot of teenage kids coming because they were fighting for pickle ball courts. So, it was great to see them. They were like, that's all they cared about was pickle ball courts. We're like, you want anything else? Just pickle ball courts. We're like, you know, so it's great to see even our young people. Um, you know, because then later on when they apply for a job, they actually, you know, help build these parks and help build our

community. So, when they work here for this city, it makes it a lot easier. Um, so thank you to that once again. um to all our staff, you know, whether it be um Renee, um Nick, um Rick, Marbel, Priscilla, Adriana, um Arlene, Julio, James, Railene, um Gus, um man, I think I'm going to go down the list. I'm looking at everybody's name, you know what I mean? Those of you who go above and beyond, I'm going to stop there because then, um it just, you know, we truly thank you guys. I mean, I I know that we're up here as the face and sometimes you may feel that it's not thank like we don't thank you enough, but we do appreciate it. Um because it makes it easier for us. Um because we do have a lot on our plate and maybe some of you may say, "Hey, Jo, you should have less on your plate." But hey, but other than that, I mean, it's one of those things. I said it, but I'm just saying uh it just your the staff that we have and the fact that they come to work and they're willing to work. They're willing to make those sacrifices. This is what we all envision for people to come not play the politics and just worry and love the city of Santa Fe Springs. You know, truly be appreciative what what God has given us. I mean, the city of Santa Fe Springs just it's a peaceful environment and and we can't thank it enough. I mean, I we you know, on Sunday, we're able to have a um Easter um presentation here from Calvary Chapel, Santa Fe Springs, and our in our plaza. And, you know, they rent it out. They do everything they need to do. It was a packed house. And it's awesome because we know they're praying for us, too, and other individuals. And that's the thing. And it's not just a mayor's prayer breakfast, but we need it from everybody as a community to to pray for all of us, especially that we make good
