We appreciate you being here. Uh, I will ask for a motion to approve the agenda. I make a motion to approve the agenda. Have a motion by Miss Laura Nettles. I'll second. Miss Anna second. All those in favor say I. I. Uh, if everybody will remember, we we move public comments to after each item. So, we'll disperse with public comments and go right to the approval of the previous minutes. I think everything's in order. Do I have a motion to approve them? Uh, first item on the agenda is bond review. Kurt, no bonds. No bonds. Okay, that was easy. Uh we're going to look now at the site plan for the storage facility on 4212 Old Manchester Highway. Randy Anderson, that's you, Kenny. Well, I was hoping it was you. So, good evening. Um this property is
the one that was held up here in resoning for some time. uh because half of it was zoned I think you know one zone a few months ago half of it was one thing and then the other half was another and uh come to find out you could use it for the for the intended use there of the commercial for for the mini storage so uh Mr. Randy Anderson is the owner there. But uh but basically he's trying to uh to fit in mini storage here. It has an existing driveway there that we're intending on using and he's looking at a total of about 81,600 units on a total build out there. But uh we've gone through and got everything designed to meet the requirements and setbacks and uh detention requirements for the two-year through the 100redyear storm. And that'll all the detention is down on this lower end right in here. The bottom part there all that's detention. So uh for the storm water. So there'll be a actual decrease on the on the side after the development. So it it exceeds the pre versus post requirements. Kurt, everything good with this? Yes. So, this is the uh the property there. It's about nine acres
right beside Rose Hill Cemetery on Highway 55. And uh this this Brandon Lming, he actually has a gymnastics uh he teaches this now in the city of Toma and he's wanting to build a a larger building here. He has a great setup. You know, the way he does it, he sets all the mats and everything up. Uh so he needs a large space, but uh but he's got a 27,531 square foot building proposed on this 9 acres. He's using about half of it. Uh basically right now it's the same. It has the detention area down at 55 where the low point is close to the entrance there. And u and it meets the two-year 300year storm events as well. But the parking requirements here, he has about 75 uh students now. I guess he does. It's like after school and things like that, but uh but the parking requirements, we doubled everything. Uh when Kurt and I looked at this, we just doubled everything that he had. Uh he's got about 10 employees. We doubled that to 20. So in in calculating the the parking, we wanted to be conservative on it and he wants to be conservative on it as well. But uh we come up with about 85 spaces required there, I believe. even then he's actually proposing 146. So he's he's well over parked uh anticipating things going really well and hopefully uh would be able to allow for some growth there as well. But uh this would be a a good benefit to Coffee County as well to have his he's got a good business here and a good facility that he runs in. So this would if y'all are not familiar with it, this would be a a
plus for Coffee County here. So agree on that. Does it meet everything, Kurt? Yes. Any any questions? Any other questions? Any discussion on this? I think it's a great idea. I do. Uh the minor final on Ferrell's Branch Road, Mount partial 018, partial 005 uh and 0005.03. Justin and that application was put in 23, right? It was put in before that. Hey, Nicholas Northcut. I'm representing uh Justin on this uh the bond property and uh to Kurt's point, yeah, he did get his application in prior to the change. And you know, that just kind of goes to illustrate kind of how long it does take to get through even a minor division in terms of working with soil scientists and then getting it back from TAC and all that stuff. It does take a does take a pretty good amount of time even on a minor. But um on this um he has uh water on Frell's Branch Road, but right up here at the intersection of Frell's Branch and McBride's Branch and uh Paul Harrell
Road, uh which would otherwise be known as downtown Hudoo, I guess. uh that uh there is a I think there's like a 10 inch water mane going up through there and they've got you know boatloads of pressure on that. So uh Justin paid uh West Warren for a fire hydrant up there. Now I don't think they've actually installed it yet, but he's paid for it. They've given him the receipt and all that and they're going to be putting it in shortly. Uh so anyway, by him going ahead and getting that hydrant up there, that gave him the fire protection and and and enabled him to get down to the 8/10enth of an acre on that. Uh so anyway, so that's how we've set these lots up. And um you know, some of them are just shy of an acre and everything uh or just shy of two acres as it were. But anywh who um he's got his fire protection, he's got his soils back from Charbanov. That all looks good. And so he's seeking approval for this division. Everything's good. Yes. Hey Nick, is there a lot of 10inch water line out in that area? I'm just asking not because of this, but just for general knowledge. No, there's not. No. Okay. No. West Warren has very few lines that are that big. It may not even be 10 inch. I'm not exactly sure why. It might only be eight inch. Um, but I know four, it's not two. It's not four and it's not two. It's enough for a hydrant and it's got all kinds of pressure on it. So, any other questions? Uh, Kurt says it meets all the uh criteria. I'll take a motion to approve. It's pretty wordy. It's pretty uh complicated. I'm not saying this is what we need to do, but I'm saying this just giving you this as an example for everybody to kind of look at. Uh we have a training session uh July July 18th and then we'll have a meeting after that. Hopefully, Amanda is going to uh spend a lot of time on the subdivisions and a lot of times on a lot of time on board of zoning appeals, but if you get a chance to look at this, I we did not advertise this, so we're not going to discuss it. Uh and I have extra copies if anybody wants anything. Uh what time on the 18th is our training session if you don't mind me asking. Uh commissioners and board members will be from 8 to 12. 8 to 12. And then lunch and then y'all can We're done after lunch. Hey, the lunch last year was phenomenal, by the way. Hey, good job. We have a good lunch. Yeah, I left full. Oh,
