DEPARTMENT UPDATES FOR COMMITTEE:

David Dempsey (Treasurer) -

The collection of County and Town tax liens, Auburn Enlarged City School taxes, and 2026 Town & County taxes continues. 2026 Town & County 2nd installment payment deadline is July 31st. Delinquent notices for any unpaid 2026 Town and County 2nd installments still owed will be mailed out this month. The 2025-2026 Foreclosure process is ongoing. The repurchase deadline was August 3, 2026. Of the 24 parcels on the foreclosure list, 10 parcels were repurchased. Auction dates are August 28th to September 11th. Auction information is now available to view through Auctions International. The 2026-2027 Foreclosure process is ongoing. Title Searches are coming in from Vanguard Research & Title Service and invoices are being processed. Receiving and disbursing of bail funds and court fees and fines is ongoing. Installment Agreements payments continue to be received and processed as well as new Installment Agreements continuing to be written and started. Certificates of residence continue to be issued for County residents going to community colleges outside of Cayuga County. The collection of room occupancy tax continues for the 2nd quarter of 2026, as well as registration of new room tax vendors. Late notices have been sent out. Continued administration of estates by Treasurer with outside attorneys.

DEPARTMENT UPDATES FOR COMMITTEE:

Grace Blowers (Finance) –

Worked with Auditors to Finalize 2025 year-end. Answered any final questions with EFPR Group, reviewed and revised the draft Financial Statements for the Cayuga County Health Consortium Audit. Met with auditors from Drescher & Malecki to discuss the 2025 audit. Reviewed any open items needed for the Federal audit, answered any final questions, and discussed their presentation to the Legislature done on Tuesday, July 28th. Finance staff and I participated in OSC fiscal training webinars. Met with staff from Parks to discuss the current Cash deposit process and make changes for both security and efficiency purposes. Met with various staff (Clerk of Legislature, Budget Director, Purchasing Director) to discuss our current insurance claim process to develop better procedures going forward. Updated the Sales Tax Report through August. Provided Clerk of the Legislature with information for several FOIL requests. Spreadsheet for the OBBBA qualified overtime calculations was created and finalized. Payroll staff in Finance as well as other larger departments will now begin to update this spreadsheet for all employees from January 1st through current to be ready for the required W2 reporting at the end of 2026. Monthly meeting with Accounting and Payroll staff Participated in the Monthly Health Consortium Meeting.

DEPARTMENT UPDATES FOR COMMITTEE:

Jennifer Indelicato (Real Property) –

School tax processing is well underway. August 29 is the target date to mail tax bills. Processed final roll STAR exemption changes released by NYS for all towns. RPS database updated to reflect NYS STAR credit markers and bank codes. Tax certioraris cases (7) have been filed and are being reviewed by counsel. Additionally, Small Claims Assessment Review cases (10) have been filed. ○ Continue to process returned data mailers and data collect for the Niles 2027 reassessment project. ○ Mailed invoices for two PILOTs for solar projects. ○ Attended Cayuga County Assessor Association meeting.

DEPARTMENT UPDATES FOR COMMITTEE:

Diann Ferris (Human Resources/Civil Service) –

We are working with various departments on their recruitment and hiring needs; ○ We currently have 48 open positions • We will be providing annual training for the Highway Department and Municipalities on August 20, 2026; • We are working with the Towns, Villages, Schools & Special Districts on their recruitment and hiring needs by updating job specifications, posting job announcements, and classifying positions for the HELP Program; • We are working on the June and July payroll certifications; • We are preparing rules resolutions needing to be submitted to NYS Civil Service Commission for approval; • We are currently processing the non-bargaining salary changes and updating Non-Bargaining Part IV of the Cayuga County’s Compensation Plan; • Currently working on some employee and Union issues with Counsel; • Union contract negotiations are continuing; • Conducting interviews for the 911 Administrator and Building Inspector and Code Enforcement Officer positions.

Amanda O’Grady (Purchasing) –

○ Working on various quotes/projects/bids per the Chair’s request ○ Met with OFA on upcoming Meal RFP ○ Meeting bi-weekly on Back-up 911 Project at AFD ○ Met with Health Dept on OGS Vaccine Vendors and Pricing ○ Completed a site walk for the solar bid ○ Met with Danforth and gathering documents requested ○ Continuing to meet with DSS to draft and publish bids ○ Completed a site walk for Culvert Repair ITB ○ Walked the Dill St Site with B&G, IT, and County Clerk for ordering needs ○ Completed the Solar Bid Opening ○ Participated in the United Way Day of Caring Event ○ Completed the Culvert Repair ITB Opening and the bid came in at about $70K less than the original estimate ○ Working on FOIL requests ○ Assisting with Thaler and the HPO City Court Plans ○ Ordering required items for the new DMV site ○ Assisting Parks with various ARPA Project Quotes and RFP’s
