Thank you so much, Mayor. As we reflect on Memorial Day weekend here in Aurora, we will begin tonight with a special recognition for this year's Memorial Day Parade Grand Marshal. He joined the Marine Corps in 1959, serving in Okinawa, Japan as part of four years of active duty service. After two years in the preserves, he returned home in 1963, married his wife, and had six children. And from 1963 until his retirement in 2012, he worked for the John Sexton Company, starting as a laborer and ending his tenure as the company's general manager. Today, he's still an active member of the community, serving as part of the Roosevelt Aurora American Legion Post 84 and Betts Post 103 and the Fox Valley Marine Corps League. Put your hands together for the 2026 Aurora Memorial Day Parade Grand Marshal, Jim Butler. Round of applause. We'll invite him up front with Mayor John Lash as we present him with his banner from the Memorial Day Parade.

Special shout out to the city's community events division for putting on a spectacular parade yesterday. The weather certainly cooperated, but we had a lot of people out and about here in downtown Aurora for the parade. So May is also National Mental Health Awareness Month across America, as communities emphasize healing and personal wellness. The 2026 campaign is themed More Good Days Together, which focuses on meeting people where they are, understanding that a good day can be subjective. Tonight we're joined by Erica Bailey, who's a member of the National Alliance on Mental Illness in Will and Grundy counties, to accept the official Mental Health Awareness Month proclamation from Mayor John Lash. Whereas mental health is an essential component of every individual's overall health, influencing emotional well-being, relationships, productivity, and quality of life, and whereas according to the National Institute of Mental Health, approximately one in five adults in the United States experiences a mental illness each year, demonstrating the far-reaching impact of mental health conditions on families and communities. especially politicians. Whereas according to the Substance Abuse and Mental Health Service Administration, nearly half of individuals with mental health conditions do not receive treatment, often due to stigma, lack of resources, or limited awareness of available services. And whereas evidence consistently shows that early intervention and community-based services improve outcomes, reduce long-term costs, and help individuals lead health-fulfilling lives, And whereas the City of Aurora proudly supports community efforts to raise awareness about mental health and appreciates the partnership of the National Alliance on Mental Illness offices spanning Kane, DuPage, Will, Kendall, DeKalb, and Grundy Counties, now therefore I, Mayor John Lastew, hereby proclaim May as Mental Health Awareness Month in the City of Aurora, Illinois, and encourage all residents to observe this month through activities and promote education, understanding, and support for mental wellness.

We take mental health awareness very, very seriously. I am very, very honored to stand before you representing both NAMI, Will, Grundy, Will and Grundy County. we have seen an expansion and our services we've exceeded our fundraising efforts and we've seen an expansion in both the connections where the individual with lived experience experiences has come in to receive services and also for those family members who are in support of those individuals with those lived experiences tomorrow morning I fly out to Atlanta to participate in the National Convention so it was an honor to be able to stop by here this evening and again we applaud you for your efforts in recognizing how significant and how important it is for individuals in our community to embrace mental health services and I would be remiss if I didn't recognize and ask my counterparts to stand up who are representing KDK they came as well tonight so thank you and thank you to all of you who have embraced the mental individuals who are living with mental health conditions thanks so much Thanks for having us. So I'll just say thanks to both of you. I know when we talked briefly on the phone about taking this moment, the city of Aurora, like many communities, is having a real significant problem with underage kids riding small motorcycles around town. It's difficult for our police to enforce it because they can't follow minors. They don't have any driver's ed training, and the city of Aurora is going to be focusing acutely on both e-bikes, electric scooters, minors riding these small motorcycles. I don't want to steal your message, but it's going to be part of our awareness all summer long as we talk to parents and kids about the importance of observing road safety. To begin the proclamation, whereas motorcycles are a primary, common, and economical means of transportation that reduces fuel consumption and road wear and contributes in a significant way to the relief of traffic and parking congestion, and whereas it is especially meaningful that the citizens of Aurora be aware of motorcycles, motorized bikes, and e-bikes on the roadways and recognize the importance of keeping riders safe, And whereas the members of Abate of Illinois, a brotherhood aimed towards education, continually promote motorcycle safety, education, and awareness in high school drivers, education programs, and to the general public in our city and state, presenting motorcycle awareness programs to over 120,000 participants in Illinois over the past nine years. And whereas all motorcyclists should join a bait of Illinois Inc. in actively promoting the safe operation of motorcycles, as well as promoting motorcycle safety, education, and awareness. And whereas in Aurora, residents should understand the importance of responsibly operating motorcycles, motorized bikes, and e-bikes on city streets, preventing traffic accidents and serious injuries. And whereas throughout the year, and especially this month, all roadway users should unite in the safe sharing of roadways within the city of Aurora. Now, therefore, I, Mayor John Lash, do hereby proclaim May as Motorcycle Awareness Month in the city of Aurora, Illinois, and encourage all motorists to join in the effort to improve safety and awareness on our roadways.

We meet with legislators once a year.

We go down for legislative days in Springfield and go from legislator to legislator and talk about our rights, our safeties, new laws that are coming out for us, what we'd like to see. Ken was just down there and they were talking about the e-bikes and those little motorized scooters and such and how there's going to be some new laws coming out with that Kids over a certain age, they have to be a specific age, and the bike has to be under a specific CC or something, 28, so that if it is over that, they have to get a license. They cannot just freely go about the streets and wreak havoc. We're proud to say that we've educated over 5,000 students this year in driver's ed. That's just our chapter. So we've been in a lot of high schools educating the driver's ed kids and just trying to make everybody aware that, you know, you got to be safe out there. You got to have your eyes open, not only for the cars, but for the motorcyclists and keep us safe. Okay. We appreciate you so much. Thank you. Thank you. It's an honor.

Thank you. Elected officials are servants of the residents, not their masters. Aurora residents are calling to enhance accountability mechanisms for elected officials. Aurora residents do not have real mechanisms for accountability when a politician failed to do their jobs. Holding public officials accountable is vital for restoring and maintaining public trust. Recalling is a tool of direct democracy, usually initiated by citizens through a petition. A recall process provides a way for voters to exercise control over failed elected officials who fail to represent the best interests of the voters. Aurora residents want to introduce mechanisms to recall mayor and city council members. We want to create a process in Aurora to create a recall. A recall election is a process by which citizens may remove elected officials from office before the expiration of the terms. A city of Aurora election laws should permit local recall elections. We need a city-specific recall procedures. The citizens of Aurora should have a right to recall elected officials. There is no overreaching state constitution provision for recalling city leaders. We know the governor of Illinois is subject to recall procedures in Illinois. The governor cannot be the only politician that can be recalled. We have consumer recall for medicine, vehicles, food extract to protect the public safety. So we would like a recall for politicians too. Aurora residents need opportunity to recall politicians when they do not do their jobs. A political recall is a democratic process. The process initiated by bipartisan move, it is for Republicans, Democrats, independents, and everybody who wants to join. It is a procedure allowing voters to remove elected officials. It is in the best interest of taxpayers to have options in place. The process to initiate recall is not easy. It requires a high signature requirements. Our will work together without any political concern. Thank you.

Okay. Good evening, everyone. I was the director of the Warming Center this season. My name is Annie Fish, and I wanted to start by saying that tonight we were going to include our larger presentation, and that will be coming on June 9th. That's when we're slated to be on the agenda, and we'll be able to detail the incredible impact at that time. But ultimately, we decided tonight that delaying a presentation does not mean delaying the conversation, because the reality is our communities cannot wait. This season taught us that very clearly. If the warming center experience taught us anything, it is that preparation matters, time matters, planning ahead matters. Even without all the time we needed, people came together and made something meaningful happen. People showed up, volunteers showed up, partners showed up, and many of our city council even showed up. Guests showed up for one another, and we are proud of that. But we also learned that we cannot wait until the next emergency, the next season, the next project, or the next funding cycle to begin thinking ahead. We have to start preparing now because people are living these realities every day. These aren't hypothetical conversations. These are lived experiences. And so our guests are going to be sharing some of those. People most affected deserve more than being spoken about. They deserve to be heard, included, and to have a seat at the tables where decisions are being made. That culture has always existed in this work. And at the Warming Center, we saw people exercise their voices, support one another, and advocate for themselves and each other. We encourage that, and we believe in that. And we want more spaces where those voices are not only welcome, but expected. So I wanted to thank all of you for hearing all of their stories and hearing them when we present again on June 9th during public comment as well, and just taking the time to make it a priority. We very much appreciate it. And from a negative to a positive, and Chef LaTanya Romay, and with the help of Alderman Will White, Keith Larson, Daniel Barrero, and Javier Benuelos, we are going to be throwing another Beats and Eats event where we're going to be cleaning up the local campsites and connecting with our unhoused neighbors. So we invite everyone to be there and participate, and thank you so much again.

And we need places like this for people to escape. And I feel like people like running from domestic households, like really need places like this, like to stay open and stuff like that. That's all.

And if we know that he hears us whatsoever we ask, we know that we have the petition that we desired of him. That's some scripture, 1 John. The reason I read it is because I feel that connecting with you all, we're able to just come before you and just ask for help. I am a resident also of the shelter and some unseen circumstances happened in my life and that warming center helped me get some peace for my family so that we can get through some hard times and then move forward. Not having been there a very long time, we were able to get back on our feet. AS OF NOW, AND THEN ALSO EMBRACE THE CENTER AS FAR NOT ONLY AS STAFF, BUT FOR ME, SOME OF THE MEMBERS THAT STAY THERE, THEY ACTUALLY CALL ME MA. AND WITH THAT BEING SAID, I'VE SEEN SOME OF THE YOUNGER PEOPLE BE ABLE TO TRY TO MOVE FORWARD BECAUSE THEY WERE OPEN TO ASK QUESTIONS BECAUSE OF A GOOD NIGHT'S SLEEP. A GREAT MEAL AND THEN HAVING SOME SUPPORT. THE CENTER IS NOT ONLY JUST TO BRING YOU IN FROM THE WEATHER. THE PEOPLE THAT RUN THAT run it from their hearts. They can see the needs of everyone individually. It's a case by case. And so I'll just wrap up, hopefully be able to talk to you all later, you know, about some things. But we just want to ask for an ear to hear and join you all to help the community to be able to help, I'm going to say, mostly those younger ones, so that they can become productive human beings and move forward in their lives. I can honestly say that the Warming Center has helped me in so many ways it's unbelievable. I am currently wearing my whole outfit right now is from the Warming Center. It has literally put the shirt on my back. It It, I think we need something like this because there's not much of it and it hurts because it feels like it just feels like we're being dehumanized sometimes. And this place gave us opportunity to feel like the humans we are. This place has literally heard me out when nobody else would give me a chance. They help us with mental health and give us a place to sleep. And even physical health, they'll help us with that sometimes. I know one of my friends came there with a stab wound and he got that cleaned up there. I know not many of you would know what that feels like to really be scared about where you will be going or if you're going to be able to eat, but Something like the warming center helps that for us. So we need it. And I just feel like we need more stuff like that. We need more people to care. That's all.

Thank you, Mr. Mayor, and thank you. Thank you everyone. Good evening everyone. Maybe there would be some repetition in emotions and comments that Atlantis and Ms. Lackland has mentioned about. I'm also a guest or have been a guest in the Warming Center and I really thank the City Council to give me the opportunity to come here and speak and the Warming Center to help me stay alive during the winter when I was really afraid that one of the night could be the last night of my life. So it was middle of January, the winter was really brutal and couple of the nights there was single digit Friday night or even negative and I slept in the car for a few nights and one night I was really, really scared that I won't be waking up tomorrow morning. My feet every morning, the couple of the nights before was like half frozen when I woke up. And somehow I remembered that I have seen in social media the warming center or the note of that I used to follow the city of Aurora for traffic congestion and news like that. That's the primary reason that I used to follow them. But I remember of seeing the warming center. So I came across without any expectation, not knowing what to expect. I was welcomed in open armed. very warmly into the center which is run by managed by some of the nicest and the most cordial people and I am here talking to you sharing my experience that is a testament in itself because I'm alive now and I possibly would not have been alive if that day, that night, that I didn't have a chance to go and sleep in a place safely and being fed. So I really, really, like, owe my life in some way to the Warming Center and to the people who run it, Annie and her whole team. And I really, would like to draw also a note that the season changes so the winter is hopefully behind us for this season but the need does not go away as the winter could be brutal so could be the summer well a negative temperature is brutal so is the 90 plus temperature with the humidity that can also be life-taking and we need a continuation of a shelter like that which welcomes people warmly to help them live, get through their physical pain, get through their mental pain, get to feel like a human and get, you know, feel themselves welcomed. So it is my request and it is my pledge to all the people to help support the program to continue on because we need programs like that. We need programs like that all throughout the year, not just for the winter, other times too, for whatever need that they can offer so that there are some more people who can stay alive and continue to stay alive and with dignity and respect that we get there. I mean, I think I would like to emphasize on that point we are humanized there we are not just a number not just statistics we are human and that gives an immense self-pride that i think we i really strive for and i really enjoyed and i really uh appreciated that much so that's all for today thank you very much thank you the council last clerk please read the name of the next person which are for public comment ramona lowry

Good evening. I'm here to present to you guys a new business venture, a new youth program that I'm working on and hope you guys like it. I want to start by taking you back for a moment because some of my strongest moments in this city as a kid started at the summer camps here in Aurora and participating in the youth talent shows. What I first learned was what it felt like to be seen and supported and encouraged by my community. Fast forward to 2026, my kids launched their own small business, K-Kids Slushies and Waffle Pops, and they were actually featured on the news within 48 hours. What mattered the most, more than the exposure, was what it meant to them, the confidence it built, their belief in themselves, and how the community showed up for them. That experience is what inspired Mini Markets Children's Business Fair and Talent Showcase. Mini Markets is a children's business fair and talent showcase centered on youth entrepreneurship, creativity, and confidence building. It's a market ran and operated by children ages 5 to 18, where kids will create and run their own businesses, sell their products, showcase their talents, and gain real world experiences through a community event. Each child will be celebrated, have a ribbon cutting, a small business award, and have the opportunity to proudly present their business and talents to the community. This is going to be more than just selling products. It's going to be about exposure, leadership, identity, and creativity. Um, when children are seen and celebrated by their city, it shows and it changes how they see themselves every day. Um, since launching K kids, slushies and waffle pops, my kids have been featured on the news about four or five times. And the response that they get from their peers and the other children around them saying that they want to do something, too, is what inspired me to start such a business. This is when I realized it was bigger than my children. And my goal on July 11 is to launch our first Children's Business Fair, where we'll host 20 small businesses. It will be free for the children. They would learn entrepreneurship, manage real money, and parents will learn marketing skills as well. So I wanted to present this to you all first and let you know that this is coming to Aurora and hope that I can have your support. Thank you.

When phase one was open, we had 3,000 applicants for housing. This is affordable housing. which houses the elderly citizens of our community. We believe that phase one has been enormously successful, and this would be a contiguous property. It makes it really a very manageable site for the Rural Housing Authority to provide affordable housing to this sector of our community.
