Approve April 14, 2026, City Council Meeting Minutes

Authorize execution of Amendment No. 1 to Agreement No. A2023-228 with Landscape Pro Services increasing total not-to-exceed amount to $630,117 to add full maintenance responsibilities for demonstration garden on Valle Vista Drive at Bayberry Drive

Find that exception to competitive bidding procedures under Chino Hills Municipal Code (CHMC) Section 3.16.110.G applies because CPAC, Inc., is an approved subcontractor through cooperative purchasing entity, OMNIA Partners, contract # OMNIA-R250307 ("Contract"), and procurement process utilized by entity is substantially similar to provisions of CHMC Chapter 3.16 - Purchasing System; authorize purchase order to CPAC, Inc., utilizing cooperative purchase Contract in amount of $95,591.22 for purchase of two HPE DL360 servers and one HPE MSA 2070 storage array to support City's SCADA network infrastructure, including 1,2,3-TCP Removal Treatment Plant Project and groundwater well systems; and determine the SCADA network server procurement and installation is exempt from review under California Environmental Quality Act

Authorize execution of three-year Revocable Non-Exclusive License Agreement with Camery Cattle Company, LLC, for livestock grazing for City-owned open space property west of Ridgegate Drive and Mystic Canyon Drive (APNs 103309114,103309118, 103318128, 103318132) for a $2,500 annual fee, and find that entering into said License is exempt from review pursuant to Section 15304 of the California Environmental Quality Act Guidelines (Minor Alterations to Land)

Review and file update to City Hall Fire emergency declaration in accordance with Public Construction Code 22050 and continue to authorize City Manager to negotiate and execute all necessary agreements related to repair and restoration of City Hall under Chino Hills Municipal Code 2.08.065.A.1 on an emergency basis and determine by four-fifths vote, the need to continue City Manager's authority under Public Construction Code 22050 to repair City Hall and procure necessary equipment, services, and supplies for these purposes, without giving notice for bids to let contracts, due to continued existence of local emergency caused by City Hall fire and flooding

Accept Mayor's nomination and ratify appointment of Student Member to Parks and Recreation Commission with term expiring April 30, 2027

Appoint one member to Parks and Recreation Commission to fill unexpired term of Greg Higgins through November 30, 2026

Conditional Use Permit No. CUP-0006-2025 - 2092 Chino Hills Parkway (Yireh Church), Tony Kim, Applicant

The Planning Commission adopted a resolution approving Conditional Use Permit No. CUP-0006-2025 for the operation of a Religious Institution (Yireh Church) at 2092 Chino Hills Parkway, and determining project is exempt from review under the California Environmental Quality Act, subject to Conditions of Approval
