Parks & Recreation Committee - Regular Meeting

Perfect. Have so sorry about I am calling this meeting for the library board to order at 05:00. Starting with requests to amend the agenda, do we have any requests? K. Seeing none, we'll move forward to public comment.

Members of the public are invited to speak at the Manitowoc Public Library Board of Trustees meeting each month on any matter related to the oversight of Manitowoc Public Library. The comments from each speaker shall be limited to five minutes in length unless extended by action of the Manitowoc Public Library Board of Trustees. Do we have anybody present for public comment? Going twice for public comment. And final call, public comment?

I see none. Then we will move forward to our approval of minutes. We have minutes for our regular board meeting from last month, July 28, and then the finance committee meeting on August 14. Looking for a motion to approve. A motion by trustee Abel.

Just a housekeeping thing during this time since I'm talking. I did do an updated contact list in your folders. So it does I don't email that out, so it's just for you to be able to contact other board members if you need to. Yes. And, also, our committee assignments are on there as well.

I mean, we also have our monthly statistics, the July 2025 articles. Anybody has any questions, comments? Okay. Then we can move right along on to new business. Our 2026 budget.

Thank you. I'm not gonna over labor this because many of you were here for that meeting. So, really, we had a really good meeting about the budget, and you can see where we're at. Really, what we're looking at right now and what we're asking for is to have the operations in approved. The personnel in, we really won't know until the actual cost for health care comes through and the and the expected increase and increase performance that come along, which is something that's developed over at city hall.

But you can see it's we're not really spending a lot more money to run next year. Very, very tight. So I would move to accept it.

As as a point of privilege, I would like to just say that's really a credit to all of you that it's so thorough and so well explained. Yeah. We don't have to

We did go nitty gritty finance at community. Yeah.

And it was a very good meeting, and people were very thoughtful and deliberate about it. Is that I'm happy with that too.

K. Yeah. I I agree. K. Then moving on to old business, our library HVAC project update. I have never seen this before, so I thought I would make sure you guys understood. This is what they call a tabulation, and that's what it should it would list all the. And this one, two came in. One, the first one under AES was incomplete. They only bid on half of it.

So that's why you can kinda be considering the one with both projects there, if that helps.

I'm most to accept the bid and approve an additional $40,850 from the library reserve funds to help fund that overage with the expectation that the city would also put in the other half.

We're having a place right now. All we're doing, we're focusing on for the next coming weeks is this, upgrading all the LEDs. So if you take a walk downstairs by the large print on the north side, we've changed all those banks. We've run into some areas where there's stuff that wasn't finished off, stuff that were kinda dangerous. There's rub through some of the wiring. Those knockouts where you put the wire through, they have sharp edges. There's every grommet that's put into them. So as we're going along, we're making it a lot safer. I won't have the hard way on Sunday when I started them all up and then Blue breaker. So I got the breakers.

So I don't if there was a lot of freight wires, so we just went back and went through and threw all the grommets and the cutouts and made all that stuff safe and replaced all the bad wiring. And then we're slowly going all on.

Any questions? The galls are still there. They're molding quite a bit, a lot more than they used to. I don't know why. Probably gonna be a warm winter or very cold winter. Because they're making new feathers as they get the old ones off. So Is that why it looks like a lawn mower ran over a seagull on the way in the building? Had a little fight on that too? That too.
