Whereas the Congress and President of the United States has have designated May 15th as Peace Officers Memorial Day in the week in which May 15th falls as National Police Week. And whereas the members of the law enforcement agency of the city of Danville play an essential role in safeguarding the rights and freedoms of the city of Danville and its citizens. And whereas it is important that all citizens know and understand the duties, responsibilities, hazards, and sacrifices of their law enforcement agency and that members of our law law enforcement agency recognize their duty to serve the people by safeguarding lives and property by protecting them against violence and disorder and by protecting the innocent against deception and the weak against oppression. And whereas the men and women of law enforcement agency of the city of Danville unceasingly provide a vital public service. Now therefore, be it resolved that Mayor J.H. Atkins and the city commissioners of the city of Danville do hereby upon all patriotic civic and educational or organizations to observe the week of May 10th through the 16th, 2026 as National Police Officer Week with appropriate ceremonies and observances in which all of our people may join in commemorating law enforcement officers past and present who by their faithful and loyal devotion to their responsibilities have rendered a dedicated service to their communities and in doing so have established themselves as an inviable and enduring reputation for preserving the rights and security of all citizens. Thank you, mayor. Um the uh we'll start with some dates. The most important thing this week uh after tonight, well, there's actually several things on the agenda, but I would like to mention the peace officer memorial date is there usually is a is a well attended ceremony. 2 pm on on Friday. Um the um of course Memorial Day the 25th, city hall will be closed. Remember that. So your next commission meeting will be the 26th. Um and then we'll have a budget meeting June 2nd. So that that's your big commission meetings uh forthcoming. And then we have uh Lee was able to get confirmation the auditor will begin first week of September um on site. We do not have a coffee with commissioner scheduled yet for June. Uh so we'll we'll hold that. The civic engagement series uh Melanie host will be tomorrow night at 6 pm. This would be the the city safety um series night and so it will be at the the central fire station and it highlights the police and fire and those those types of responses. Uh the next ladies leading ladies lunchon is also tomorrow at noon. It is h not a necessarily one of the all welcome. It's it is a ticketed event just because we have a limited capacity at that location. Um we expect uh the lieutenant governor, Miss Coleman to be there. We also expect Miss Bledsoe to our state senator to be there. Um and so it we're looking forward to that. terrific event.

The mural discussion that we we had um a few couple weeks back, Melanie was able to take that and have the conversation with the county and at the end of the day, they deferred contribution. Um but, you know, after we thought about it more, it is a little bit akin to our welcome to Damble signs, frankly, inside of the city. And so, um what I what I'd ask Melanie to do is to continue to refine the cost and then provide an full update, final update to to you guys. I know the CBB is is that I think they had it on their agendum uh last Monday and it's proceeding out of there still. And so we will refine the cost, make sure we understand what that is and and bring that back to you in two weeks and and see what path you all want to go down. Um, again, it's a after hearing the discussion, it is a little bit like the welcome to Danville signs. So I, you know, it seems like this probably one of the things that the commission should consider funding entirely to be honest with you.

And so which is why I want a better cost estimate and and more details on that. We'd like to point out the gallery hop u and the main street market is May 21st downtown. Of course, we still have everything's gearing up towards July 4th, and that's going to be a busy month of June, and that weekend is going to be a significant weekend. Melan's done a terrific job um communicating outwardly. The newsletter this week had a lot of information in it. Encourage you to to sign up if you haven't and the public to sign up if you haven't.

Um about both the 250th and other events. For example, May 20th at 11:00 a.m. the Iron B baby angel walking tour will happen um downtown and and so that's that's a terrific thing. It begins at 11:00 a.m. Um activities, there is a letter of support for a grant application being pursued through the hospital um for lifestyle medicine grant that through administered through the wellness center. The there there is no partnership per se. It's just a a letter encouraging the participation in lifestyle medicine really is what it amounts to. So, we've got that in front of you um to so that the mayor can execute that and and proceed. Um the next thing that we want to make sure we encourage is that um we still have the Eastble connector. I know there's a lot of questions tied to that, tied to the process. Building a road takes a very long time. Um, I would argue based on the feedback that I've heard, folks still don't understand why roadways are are why you have to look so far in advance to to start the process of developing a road, why a roadway expansion, why your transportation system is it's necessary to increase your total capacity through downtown. It's that's an abstract thing for folks on when when you're just driving around. And certainly we would en encourage uh continue uh dialogue with folks. We have the displays here and and welcome interaction with citizens. I know I've met with probably a half a dozen folks that's just randomly came through and walked them through some of the the indicators, some of the drivers of the roadway construction. The roadway is not intended to be an eastern bypass per se at all. That's not what it's about. It's

about connecting the intersection at the south side of town um at 127 and 150 um away from and and through and across downtown Danville. Clark's Run is a is is a geographic issue with us and so it naturally funnels all that north traffic through town through the downtown intersection at fourth of Maine and third of Maine which then folks some of the comments I heard was well this is going to increase traffic on Lexon Avenue it won't increase necessarily traffic growth will increase traffic whether whether you build a new road or not but as with transportation systems through all communities increasing the Internal connectivity is critical so that as that traffic count continues to grow, you don't increase the number of cars in front of Danville High School where we did have a pedestrian get hit last year and and and where there driveways along Lexon Avenue where folks are backing in and out of driveways versus if you can move that traffic further out the bypass, you have traditional intersections such at a city street intersecting with another street. Those are much different than driveways in bulk. And so that's not really easy to see on its face, but when you when you zoom out and spend time with it. So we encourage folks to that that are curious, we can communicate what information we have and and certainly help um communicate outwardly some of those details, I guess, that are that are drivers for a project like that. And we can certainly understand why it's a priority for the state at at on some level. and and certainly um as those projects occur, we need better input locally so that you can en enhance the design, enhance the features as it goes along so that it's understood better and produces a better product. Um moving forward, uh we had a DC fly in last week

uh week before last with uh in with all of our uh legislative officials. We had a twoight thing. We we went with um the 150 commission which is your Lincoln County, Rockcastle County, Gary County group. We had a successful uh Wednesday afternoon there with with some of those folks. We were able to meet with a corporate um a corporation at with their company leadership and and trying to recruit them into Danville and also into Kentucky. Um and so that that was that was to Wednesday. Um then Thursday you can see the schedule we had it attached which is a full day daylight to dark. Um you you go from 8 to about 10 p.m. and and it it's pretty heavy schedule but uh I felt like that um Danville locally was well represented. Uh Marshall and I got to participate but but we had uh the folks that own our local quarry were there on the scene. and there was folks from Mercer County uh there that that operate out of their community in the world of transportation. And so we we felt like that our two county our region was very well represented and consider the uh overall trip very successful. We were specifically trying to support our safe safer streets for all grant application. Um recall we got a $12 million grant grant to do the southside intersections. this will be the from Parable Road North, the intersections in that part of town. So, uh certainly it's it's uh that project those monies are are really you're trying to guide those investments of the Federal Highway Administration and and um and so we we felt like that was a successful trip. uh May 18th through the 20th, we'll be doing the uh commercial and retail work uh at the ICSC and and we had some meetings today with the mayor and and um

the chamber of commerce and and talking about organizing our our efforts those three days which will be it will become a very intense period and I think everyone when you look at the schedule you start to see that and so um we will welcome any questions you have about that. The next thing is is I would like to point out the EDA is expecting uh a date soon to close on its first uh property transaction. Um hopefully that will occur in the next 60 days depending on on the legal aspects of it. The um we expect to do two property transfers this year if all goes as planned based on letters of intent that are executed. As a result of that, Josh is working really hard with an encroachment permit. If you're driving down the bypath bypass south of Daveco Drive, you'll notice some flags on the west side of the bypass through the fence. Um, that will be a new entrance location. We're doing the encroachment permit now uh to support the EDA. Josh has been working on that. We appreciate his work in that direction. The traffic study approved by the EDA is to address um the Daveco Drive intersection as well as the Summit Drive intersection as well as the Bluegrass Pike intersection on Perville Road. If you'll recall when you've looked at that master plan, it connects to Bluegrass Pike to Dave Co Drive. There's there's a connector road back there planned in the master plan. And so the traffic study that that he is uh the EDA is engaged in will help guide the load on those intersections and help the state understand what our requirements will be as those things proceed. The um entrance access point where the flags are today will need to be done early semi early in 2027 uh the May area to accommodate the the transfer of sale. The right now the targets as expressed

to us is the roadway construction in the back will will support uh current request if if it can be in construction in 2027 completed and that year. We don't know necessarily that that's the finite schedule yet, but as we shore that up, we'll let you know and communicate that effectively. The EDA will have to come up with recommendations on funding. there's different opportunities they can pursue, including simply debt servicing, using the the uh revenue they're getting from lot sales, knowing that that there's going to be add additional options purchased over time. They were very attentive to what we were doing. had a good crowd and I brought Mr. Coffee. It turned out to be really fortuitous because most of the questions they asked me I would have had to ask him anyways, but he was there and so I thought it went real well and I actually wanted to make sure he was there because I thought there'd be a lot of questions about the connector road. There was not the first question about the connector. So, I got them all right. Yeah. Okay. Oh, anyway, it was a good meeting.

But uh the other thing was I just want to say like Friday I wanted to say thank you to I'm sure somebody will to um WLU I believe and Tony Fuo that donated the stone for Marshall Simpson uh out there at the cemetery. the he lost his life in the line of duty and I'm assuming he will be recognized Friday. But uh Tony Fuo and WL Puit donated the stone and the plaque for that grave I believe, right Josh?

so yeah, they we did the we did the approved the agreement two weeks ago at the last commission meeting. We've gotten that signed. We've sent it into the grant office. The last email I got from them was late last week that said we will get this signed and then we'll be ready to go. So, I'm assuming any day now we'll get the green light to to advertise. The the construction documents are ready to go. it's ready to as soon as we even have dates set on those construction documents u with plans to be completed by, you know, end of November is our goal at this point, which is a good time to wrap up a project like that. So, we're we're on schedule. We're planning this summer to get everything put together and build these sidewalks. So, yeah, we're pretty excited. And

I know I've said I think it was last spring we were planning to do this project, but these grants they take time. like we talk about, you know, we can't it's hard to ask for a grant for something we need right now because it's going to be three or four years from the time we apply that we get awarded before we actually have the money in hand to do a project. So, I think that's Well, and you don't know and I that the county was caught a little bit off guard in our in our budgeting this year when we were made aware that those other two grants, the land and water grants, they were going to send us the matching funds was going to be required this year in the this first phase and we didn't think that would happen for two years. So two, sometimes you you get surprised and and just to point that out and we appreciate the county working with us on that.

What y'all say was the first time it was mentioned on Bman Avenue? The sidewalks it was like 1942 I think. No, how old is Bman Avenue? I think we're I think it was the documents we found when we first applied for this three four years ago when we got it was 42 years. So I think we're around the 45 year mark that we've been talking about sidewalks on. Even when when I first came, there was it had been two years and and everybody had done this poll and nobody wanted them. And so the one of my first projects was we went out and then reanas the neighborhood to see if they wanted sidewalks and we were told no.

One of my first meetings I remember and working with city staff was in a young Donna Peak's office with a milkbox full of Manila files that said these are the approvals we have and this is what we're trying to get when I was just a young lawyer in training and here we are these many decades later.

I think as soon as we get that agreement back, which is kind I don't I'm hesitant to say like yes, we're like as soon as that agreement comes back signed, we'll we'll we'll put out a lot of media and say we're advertising it and because at that point we have we have a an actual timeline of when things will happen. Thank you, Mayor. Um, this agenda item is in relation to change order number one of the Parville Junction City Sewer Improvement Project. The idea behind this is maximization of pump capacity York at the York Lane Sanitary Sewer Pump Station in Junction City. Uh, it's anticipated to include equipment and related electrical components. No days will be added to the project. However, this will be a cost increase to the contract of $64,224.19. So, little bit of backstory on this change order. Um, this essentially is a change order that that should have been done in design uh to accommodate uh upsizing of pumps in that existing pump station uh from 20 horsepower to 40 horsepower. The only issue is when you jump from 20 horse to a 40 horse pump in a pump station, you have to go to three-phase power typically, which was available on site. Um, now this allows us to implement the the availability to three-phase power to put more enhanced pumps in that pump station for the long term. So, um, typically on a project like this, you've got about a 10% change order, uh, 10% of the total project cost. Uh so this represents about a 5% change order thus far on the project. So this should still remain under budget at the end of the day.

Uh it extends the contract um through June 30th, 2030. And as you can see there in the in the bullet points, the base monthly bill would be $14.94 and would include one 96gallon cart for for garbage collection.
