Authorization to Negotiate a Lease Agreement with STAX Engineering for Basin 4 at the Point Potrero Marine Terminal

ADOPT a resolution to AWARD a lease to STAX Engineering for Basin 4 at the Point Potrero Marine Terminal for use as a maritime emissions control operations facility and Northern California operational headquarters, with an anticipated commencement date in November 2026, and AUTHORIZE the executive director (city manager), or their designee, to negotiate and execute the lease agreement between the Surplus Property Authority of the City of Richmond and STAX Engineering – Economic Development Department (Charles Gerard 510-829-2253).

PROCLAMATION honoring Richmond Sports Outreach Leadership (SOL), its founder, volunteer coaches, student athletes, and families for creating a program across the City of Richmond that provides youth ages 4 through 18 with access to competitive and recreational athletic programs, positive opportunities, and pathways to success both on and off the field, while generating community pride and strengthening the fabric of our great City - Councilmember Soheila Bana (510-672-3490).
