Sorry, commissioner. There's a I am going to do a quick presentation on the item for the commission, and then we will take public comment and discuss further. Alright? If I may. Good evening, commissioners. It's nice to see you. Hopefully, everyone had a nice holidays. This item is in regards to the adoption of the working plan for the twenty twenty five, twenty twenty six school year. So we're a little bit about halfway through. This was to be presented in December sorry, in November.
Unfortunately, we didn't have quorum, and then December, it was the holidays. So here is at one at at previous meetings, members discussed priorities, goals, and areas of focus for the 2025 and 2026 school year. Based on that direction, staff have developed a comprehensive working plan outlining the committee's proposed initiatives in the areas of education, leadership, community engagement, recreation, wellness, and public safety. So before you is the work plan, that ultimately the committee would create ad hocs to conduct some additional, work. A couple of the items, and I'll kinda highlight them.
Our proposal is to, do five. Those five sub or sorry, ad hocs would be, one, the educational support and leadership development. That means that you will support initiatives focused on academic readiness, leadership training, college preparation and mentorship mentorship. And those activities may include workshops, tutoring, partnerships, and career exploration events. The second ad hoc would include the community engagement and civic participation sub promotes involvement in city programs, volunteerism, civic leadership activities, and local business engagement, including our youth in government day, which we'll discuss a little bit more in detail, and the small business spotlight initiative.
And again, this is all based on feedback from the committee. The third ad hoc would be recreation and safe spaces sub commit or sorry, ad hoc. That would focus on improving youth access to recreation programs, gathering spaces, and inclusive after school opportunities. Responsibilities may include survey outreach, event planning, and collaboration with parks and recreation staff. The fourth ad hoc would be discussing, would be the health and wellness ad hoc.
That ad hoc would support the mental health initiatives, wellness workshops, stress relief activities, and peer support programs, including finals week wellness and mental health awareness month events. And the fifth one would focus on the Public Safety and Preparedness Ad Hoc, I apologize. That would advance youth the understanding of emergency readiness, safety education, public safety career pathways, and this may include coordinating presentations with police and fire, and planning an annual use safety day. Again, those are five of the ad hocs that were shared by the by the com or the commission. Now how are these, ad hocs going to include each of the committee members?
So each group will consist two to three committee members. During tonight, members will select which ad hoc they'd wish to join. Each group will choose a ultimate we call it a chair to coordinate meetings, but it's just someone that's gonna take the lead, not no official chair because everybody can have input. You will be tasked with coordinating the meetings. So all this work would be outside of, you know, the monthly meetings, oversee task, and provide progress updates during the regular youth advisory committee meetings.
This structure would ensure there's shared responsibility, there's leadership development, and effective implementation of the working plan throughout the school year, so for the next four to five months. There's general responsibilities for all chairs as highlighted. You'll schedule the ad hoc meetings. You'll draft simple agendas just to ensure productive discussions. And this is all.
There's no standard to it. So it can be kind of the bullet point or an actual agenda of what you wanna discuss during your ad hoc meetings. And you can coordinate with staff regarding meeting logistics resources and guidance. We're not here to hang you out to dry. Staff is here to support you, whether it's meeting room space, giving you information that's requested by the committee members.
And at each youth advisory committee meeting on a monthly basis, you'll provide updates, ultimately with the final update at the end of the term. And you'll serve as a primary point of contact for staff support. So if there's, again, the chair of each ad hoc would be the primary point of contact and work with staff. This will help you demonstrate leadership, organization communication skills, and will encourage collaboration amongst the ad hoc members. Now, there's an attachment that's the working plan.
These are just examples of what we've highlighted previously. And this was kinda based on the feedback. I can on the focus areas, number one was the educational support and leadership development. There's a couple of different strategies. I won't go through all of them, but they're in front of you. I'll highlight on a few, and that's being partnering with schools, community centers, and higher education institutions to expand that after school tutoring.

Thanks for stopping me, by the way. I apologize for that. Okay. Okay. So we will, once you have it in front of you, the actual working plan and its high and its focus on focus areas, goals, strategies, again, highlighting the ad hocs that will be created.
Educational support and leadership development, the committee shared how the importance of SAT and ACT prep classes, academic support programs, so that's something that you'll be focused on. You can collaborate with local colleges to host career day style sessions for majors, career pathways, and you can provide leadership development workshops on public speaking, teamwork, and advocacy. Also, so number the second ad hoc I shared was the community engagement and civic participation. That would be to expand the youth involvement in civic affairs and strengthen connections between young residents and the community. One of the highlights of that ad hoc would be the Youth in Government Day, which I present to the Youth Advisory Committee.
And working with the Fullerton Collaborative, we're focusing on two days in March to do a youth in government day where the youth comes to city hall, and then there's rotations, and they get to meet with all the departments and learn a little bit more about, you know, civic duties, city hall, how it operates. And we're folk and we're looking at exploring it's a Wednesday, March 25 or a Thursday, March 26, if I'm not mistaken. And I'll repeat those dates once you have the working plan in front of you just to highlight that. Sorry. I'm just gonna confirm that those dates are accurate.
Yeah. Wednesday, March 25 or Thursday, March 26. The committee also was focused on launching a small business spotlight program highlighting local restaurants, retailers, youth friendly services monthly or quarterly. So that would be part of this ad hoc. You would also establish youth to youth mentorship opportunities encouraging younger students to explore civic engagement.
And then you would collaborate with various city departments on youth initiatives. The third ad hoc focusing on the recreation safe spaces, as I shared, You would conduct youth recreation needs surveys, so that can be through different nonprofits or focus groups and our after school program. At the community center, you would work with parks and rec staff to enhance youth recreation options as open gyms, art programs, game nights, or drop in activities. So that can be with parks and rec or the library. The library has a lot of drop in programs.
You would also support youth friendly programming at community at the community center, and we can also do interest based clubs. And lastly, you can explore opportunities for pop up recreational events in our parks or community that promote social connection and healthy activity. One of the examples is if you do, like, a a trail, hike, you know, once a month or along we just, opened up the Union Pacific Trail so you can meet there once a month, and and that can be part of this, recreation safe spaces. The fourth, the health and wellness initiative, and that's partnering with health care providers, mental health professionals, school wellness staff to coordinate workshops. You can plan and host a mental awareness month in, you know, towards the end of the of your term now, and we highlight just me.
Thank you, Diana. And then you can provide supportive programming during finals, such as a quiet study area and wellness booth. And I think that was one of the and this is the last page we're referencing now that's in front of you. I, again, I apologize. And that can be at one of our facilities or, like, the Hunt Library in in coordination with staff.
We can provide a safe space to study. And then lastly, the fifth ad hoc is the public safety and preparedness. And this is for the goal of increasing youth awareness of emergency preparedness, safety practices, and public safety careers. So we can coordinate school site presentations with either the police or fire department. We can cover emergency preparedness, personnel safety, and first responder roles to learn a little bit more.
They can work with the police department and fire outreach staff to develop youth center staff, education engagement opportunities. You can also plan a youth safety day or a presentation. I think a presentation, if we're leaning towards the youth and government day, that would be covered as well. So just bringing in, either police staff or fire staff to present here at at a committee. And then you can also promote pathways for you to explore public safety careers, including informational sessions or meet and greet events.
We have an explorers program with the police department so we can coordinate some, informational sessions there. I do wanna highlight that a few signature events. Again, the Youth in Government Day is something we would like to host, and that's there's two dates right now. Before the meeting started, we were discussing spring break. So this would be kind of in March without impacting spring break or SATs and ACTs and an AP test.
So that would be March. We're looking at March 25, which is a Wednesday or Thursday, March 26. So I'm looking for direction from the committee on on the preferred date. The NextGen committee with the Fullerton collaborative would like to host a youth summit kind of in coordination with the youth advisory committee. And, also, that would be after the youth in government.
That would be either a one or two day event where there's multiple youth related topics, discussions, and activities. A mental health awareness month event in May, a youth safety day potentially in the spring, and then small business spotlight program, which can be quarterly. And with, finals week, looking at you in the spring season so I believe finals for the winter have already been done, or are you guys still looking is that on the calendar, or are those done?
They're done.
They're done. Right? It was before the holidays. So looking at, having the finals week stress relief activities for the spring season. We also share a proposed timeline. Again, due to the canceled meetings and the holidays, this we will have to reassess the timeline to make it also workable for the committee, and we would push things back. And then at the end of the year, we would do evaluation and reporting. It's like a year end report with support from staff. So I know that's a lot of information. I'll give you you now have it in front of you.
If you wanna review ask any questions. What we are seeking today is for there's gonna be and then we have two or, yeah, we have a member missing, but, ultimately, it's two members to join each ad hoc, and then one would be with three members. And I'm available for any questions.

Good evening. My name is Deborah Stout. I am the executive director for the Fullerton Collaborative and have been part of the NextGen. I am so glad that you are here and discussing these important events coming up. My my question or just my comment was in regards to the the government day with the proposed dates.
Those are, my understanding, a very small cohort, and it would be transportation from possibly the school district or other other means. So there does not need to, you know, to have a it'll be during the school day. So those are the dates we're looking at for that. And then I I just wanted to just throw out for the commission for the committee, is the youth summit something that you are interested or you think that the youth will be gonna be interested in doing, which is different than the government day, and ideas as we move forward and planning what would be a good way to get the youth involved in, sharing and attending. If you have any ideas, that'd be really helpful.

Wait. What is the youth summit? Like, what is the main purpose of the whole
thing? So based on the kind of the description and as Debbie shared with the NextGen committee, the youth in government is for the local high schools and junior highs to attend city hall and learn about kind of the civic engagement. Youth summit is much larger, and it it includes all potential youth in the city. Of course, there there may be a cap or or such, but, ultimately, it it's for everybody within the city and identifies different topics that will be discussed at that time. And it can range from educational topics to health and wellness topics.
It's not focused just on civic engagement, which is what Youth and Government Day aims to accomplish.

Okay. I have another question regarding the ad hocs. Since everybody is only joining one, we will be coming back together in, like, a meeting like this to discuss, like, what we've been working on. And other people from, like, other ad hocs can also come together to share ideas regarding, like, else's work. Right?
Correct. So the ad hoc committees intent or ad hoc groups are intended to advance on those, topics and meet the goals. When you meet at the youth advisory committee meeting on a monthly basis, you'll you'll be able to share out the information. And at that time, feedback can then, you know, be received from staff or committee members as well. The goal is to keep it also ad hoc small so it can be productive, and you don't violate any of the Brown Act rules or Brown Act rules.

If if we can, circle back to the youth summit quickly, did have we participated or run something like this before? Like, is or or would this year be our first time?
It would be the first time we have not, to my knowledge, but it would also be in collaboration with the Fullerton Collaborative, other nonprofits, and the, ultimately, the NextGen committee, which is a it's a third party partnership, the collaborative is. So the youth advisory committee would provide feedback and input and would maybe have a minimal role, but not necessarily would be a responsibility of the committee to host and have that program be a partnership. So for the summit, for the committee questions, if we have a date for the youth summit, that we do not as that's, again, that's in collaboration with multiple organizations, and that might be on a Friday or Saturday. For the youth in government day, as, speaker mentioned, it's gonna be during the school day. So the goal is the structure of that event is, you get picked up at your local school.
It's a small group, probably about 30 to 40, participants. You attend city hall, go through kind of the rotations, lunch, and then you'd be drop at dropped off at school. So, that's the goal of the Youth and Government Day. The youth summit is, a different event, which would most likely take place on a weekend day, but there's a lot more discussion and collaboration that needs to take place.
So just as clarification, for the spring youth summit, we would be partnering and also taking more of a backseat. Is that correct?
Yeah. For the youth summit, there'll be multiple individuals involved. And that's totally off the scope of the youth advisory committee. But you will be providing feedback and be in those planning meetings. And that would be myself as the liaison to the youth advisory committee assisting and relaying information. The Youth and Government Day is something that you can be more proactive on and your participation as well.
Sorry. I have another clarifying question about the Youth in Government Day. So is that going to be you mentioned around 30 kids. Is that going to be available to like, what schools in our area will it be available to?
Yeah. So the goal is for the local high schools and then the middle schools. Once we solidify a date again, it's in partnership with the Fullerton Collaborative and the NextGen. We would then present the date to the school district, confirm their participation, and kinda work through the details if there's an application process. So all those items happen in discussion.
We just need to solidify the date with feedback from the committee and a couple of different factors that we're taking into account, but just making sure that it's a date that may work if you all are all involved on either on that Wednesday or Thursday if there's preference. Because I don't know if school schedules, if you're out early on a Wednesday versus a Thursday, etcetera. Excuse
me. I have another question, and this one is about the youth the youth and government day and the youth Summit Day. So would that be something that all members of this committee can all, like, participate in? Or due to the Brown Act, would it only be, like, only one of us or two of us can go?
So Youth in Government Day, because you're not participating in your role as a a committee, you can participate in. And then the youth summit day as well is and, ultimately, when you're meeting outside of a scheduled board meeting, you're not discussing board items that will then become available to the public. So there's still be participation.

So it's it's more a little bit more complicated than that because this youth advisory committee was created by the city council through a resolution. So we'd have to go back through the city council to then, amend the resolution for a new that would then add a secondary meeting to the calendar. So it would be a little bit more challenging through those ad hocs. And, of course, you always have access to staff. So if you have any questions throughout the month, you can email us, and we'll give you those answers. And then through your ad hocs now that we're doing the work plan, you guys can discuss and meet as as necessary. And, again, we can provide support.
