Counting considers Ordinance 26-031 relating to the Snohomish County Transportation Benefit District, imposing a sales tax for financing transportation improvements, creating a Transportation Benefit District Fund, and amending Chapter 2.85 Snohomish County Code. Proposed action today is to set time and date for a public hearing.

Snohomish County originally established a TBD in 2011 with the adoption of Ordinance 10-103. However, a funding mechanism for transportation improvements was not included in the original ordinance. Council first heard the proposed ordinance at the July 8th Public Infrastructure and Conservation Committee. And Under RCW 82.80.140, a district that includes the unincorporated territory may impose by a majority vote of the governing body of the district a 10-year 0.1% sales and use tax for county roadway improvements. The proposed ordinance was initiated by Councilmember Lowe. Council considers ordinance 26-027 relating to charges for copying public records. Proposed action today is also to set time and date for a public hearing.

Good morning, council members. For the record, Jim Martin, council staff. Opposed Ordinance 26-027 would amend County Code Chapter 2.51.100 to allow the county to charge reasonable costs for preparing body camera recordings for public disclosure as allowed under RCW 42.56.240. This includes doing any of the following actions as to parts of the video. Redacting, altering, distorting, pixelating, suppressing, or obscuring. Based on their initial review, the rate will be set at 53 cents a minute. Requested action is to move to council to set time and date for public hearing.

Council considers Ordinance 26-032 relating to the 2025-2026 budget, making a supplemental appropriation in Search and Rescue Helicopter Fund 141 to provide expenditure authority for funds received from the Stillaguamish Tribe of Indians. Proposed action is to set time and date for a public hearing.

Motion 26-240, confirming the appointment of Pamela Morrison to the Snohomish County Children's Commission. Motion 26-250, confirming the reappointment of Galen Baten to the North Sound Behavioral Health Administration Organization Advisory Board, and motion 26-251, appointing Andrea Lafredo of Snohomish to the Board of Equalization.

These proposed motions confirm appointments to the Snohomish County Civil Service Commission, Children's Commission, North Sound Behavioral Health Administration Organization Advisory Board, and the Board of Equalization. Three of the appointments are a first term, while North Sound is a reappointment to a second term.

Council considers motion 26-260, approving and authorizing the county executive, to execute amendment one to the 2026 2027 agreement between regional toxicology services, DBA cordon, health solutions, and Snohomish County.

Motion 26 dash 260 amends the agreement with regional toxicology services LLC doing businesses cordon health solutions to add services for district courts, mental health court programs. Not to exceed amount is increased by $59,000 and all of the terms and conditions remain the same. Requested action is to move to council for consideration.

Council considers motion 26-269. approving and authorizing the county executive to sign interlocal agreement between Snohomish County and the Tulalip Tribes of Washington for the Foy Creek Reconnection Project.

The county owns Centennial Snoqualmie Trail, a former rail line and unopened and undeveloped trail property that runs from the King Snohomish County line to the City of Monroe. A roughly 6.79 acre parcel of the trail runs adjacent to Foy Creek. The Tulalip Tribes of Washington has a floodplain restoration project that includes Foy Creek and is generally referred to as the Tualco Valley Connectivity Project. The tribe will use the county premises for access and staging of materials and equipment related to the project. As part of this work, the tribe will connect a reconstructed berm to the existing railroad embankment to maintain trail integrity. During construction, the tribe will install temporary erosion control consistent with Snohomish County Drainage Manual best management practices at the edge of the disturbance area around the county premises corner to stabilize existing construction access through the county premises. The tribe will not perform any clearing or grading of the staging area. The tribe will cede the county premises post-construction for erosion control. This ILA is from execution through January 31, 2028, and requested action is to move to council for consideration.
