Hello. My name is Dean Bradshaw. I'm a visitor to your city. My address is 379 North 650 East in Bountiful, Utah. I serve as mayor of Bountiful, Utah. And as my husband and I were making the drive from Utah to Oregon, we were counting up the number of times we have been to Penn Beach. And we believe this is our 19th trip. We kind of like your fair city. We think it's really cute. We enjoy, of course, the beach. We don't have one of those in Utah. At least not in the way you guys have it. Great Salt Lake, if not the same. Because I'm a bit of a municipal nerd, I enjoy walking around other cities and seeing what you're up to. So I enjoy your nature trail and the creative way you've used your review for wastewater treatment. Today, my husband and I were at Chapman Beach with our dog, and we appreciated using your public restrooms and we squirted off the dog after his romp on the beach. So tonight, I noticed you had a council meeting and I noticed you had issues that I thought were interesting. And I don't intend to stay for your whole meeting because I am on vacation and my husband does think I'm a little bit nuts, but I have a free Tuesday and I came over here. But in the spirit of American 250 and the things I've been working on in my city, I thought municipal service is sometimes hard and people don't come to say, hey, you're doing a great job and I really enjoy visiting your city. And I see all the things you're putting into public works and that it must be a challenge to a city that has to expand to accommodate so many people who want to spend summers with all of you. And that takes a lot of work and thoughtful planning and resources. And I see it and I appreciate it. And so thanks for making a great place that has been our pleasure to visit for 19 times and what I'm sure will be many, many more. I also appreciate that you guys are meeting in temporary chambers. We remodeled our city hall a few years ago and I know It is fun and a challenge to figure out how you're going to continue to do the work of the city, but do it from somewhere remote, but still make sure you maintain a public access. So with that, thanks for making this a great place to visit. Please keep up the great work so that we continue to come spend many more summers with you. Thank you so much. Super curious about your mobility issues on advice. I saw your agenda. We have the same challenges in my city. But maybe I'll read your minutes and follow that up afterwards.

I don't have anything to bring to you today other than that we're kind of excited about it. We're looking into it. And like I mentioned, I had some confused today, but I'm not ready to disclose any of that yet. The biggest challenge for us is hiring new drivers. We have five in our training class. We expect three of them to complete it Through your head around. So that keeps us kind of far. So, but we will continue to go down there and get to a certain point and be able to have more discussions. I've been in the sense that environment education district for 11 months. We've had some difficult with financing and Budgeting and all the base, a lot of other different agencies and we started dealing with We feel pretty good about our future. We feel like we're recovering from some of the stuff that has occurred in the past. We're moving forward with a lot of optimism, and we're excited about the future. The main thing I would appeal to you is that as new legislation comes forward with transit funding and things like that, we appreciate your support. It's a tough sell. We do provide transit services for fixed route transit. We have a lot of folks here in Can Beach. We take care of disabled, seniors, veterans, a lot of different folks that rely on us. And we're pretty excited about the future. We're looking forward to working with more workers. We think we can do these kinds of things still within the structure of what we're doing. And then sometimes it's just amending the route. An example I like to use is we go, right now we go from Class of Community College to Astoria High School and we go around. Nobody goes from the college to the high school. And so we want to turn that around. We want to go from high school to college. Makes perfect sense. But all the bus stops are on the wrong side of the street. So we're working on those things. We're looking at those things. We want to be better. We want to meet your needs better and as the executive director excited to be able to chat. I mentioned to you here months ago that I'm here today and just want to introduce myself and let you know that you are in our plans and in our thoughts and that we want to be able to provide the highest level of transportation customer service throughout the county. And this is a great opportunity for us to do a little bit more and we can make that work with people.

joining us at the grand opening of the police station a few weeks ago. That was a great pleasure to share the excitement with everyone. In your packet today, you'll notice on the police station side, we're now able to have both the rendering and the completed project photo adjacent to it that you're looking at there. Starting with City Hall, So some things that we in FNC have been up to since last we met, these photos were put in the packet last week. So I'd say they're already out of date. It's been very busy over there, but some things that have been happening, I'm seeing on the upper left, that's the new council chamber in progress. So finishes have been being installed the boosting panels there, the speakers hanging that is there this afternoon. The dais is now installed. The flooring is standing. So great progress throughout the building. On the upper right, casework is on again. What you're looking at there is the mailboxes for Public Works and the flat files for the planning department to replace that. area of flat files and actually community that's in the old city hall. The retaining wall in the bottom center, that's between the public parking that replaces those railroad ties that we determined to take out last time. That's installed. The sidewalks and the paving and striping, that's all in now. On the bottom right, that's the plaza on the south side. The benches. Right now, the closet papers are mostly in the process of being complete. So landscaping is underway. It's in the final stages for both site and field room and interior. So the budget, as always, I like to point out that you need to remember through the end of April, we were at 78% complete. I won't go over all of this unless there are questions. There's no contingency use showing up on this. There are a couple of items in the pipeline we'll have to forecast that we'll be seeing next time. One is We opted to do a full street improvement along Gower. So originally, the intent was not to disturb Gower, but there will be contingency from this project set aside for that. The other small contingency use that you can expect to see next time is an enhancement to the art painting system in the Capitol Chamber. So we've had art lights to feature HAB-Masyn Moyer- On the wall space for community are we added that formal hanging system support that are so that will come through next time.
HAB-Michael Leccese Jr.: So i'm but it and other stuff pending we're talking to me a little bit about paving in the parking lot in there and that some portion of that is going to be covered under this budget. What's the situation there?
We believe that's going to be outside the budget. The city has indicated they have separate funding for the repairs in that lower parking lot in a couple of areas. And so what we're using contingency is for is the full street improvement along Gower there instead of just patching back to the curb. There's a lot of palliatory and a lot of damage paving there, so we're going to I mean, I think they start next week socket all of that out and move it and prepare to celebrate. Make it better, hopefully, and repay to have something.
It's never been inside the front, not inside this necessary. I see. It was inside that, but I would like to not accept this contract.
Thank you for that. And then I had another question. Is there any reason why the subcontractors aren't parking within the site and are taking up a dozen or two dozen parking spaces daily?
We do have reduced crews now, but I know it's very tight, but we have a lot of lay down in the new parking lot, and we don't want a lot of traffic on that, so it doesn't look like it's all used up by the time we get to turn it over to you. I know if anybody has to leave and they come back, they can't find parking. We're having them park in there from the turn of the 6th. Some of the side stuff, but like next week, we're going to be ripping out that asphalt and we're not going to be able to park in there.
Yeah, I understand when it's actually new stuff, but like the last week or two weeks, it's... I own a business right next to it and I see it's just empty. All the galleries are just sat in feet. When I get to work in the morning, I wake up and
Stability full of contractors were Yeah, I know we still have a dumpster along here and some of the parties models of already our Electrician the parking down the bar and still have a little bit of lay down area in there and then we're using that as as overflow parking one week if somebody comes in later and can't come back to me.
Yeah. I'm wondering why It wasn't determined in the beginning that GARL was going to be a problem and need to be redone. It was a huge project. It's old infrastructure.
I think at the beginning and early stages, our emphasis was to make it as cost efficient as possible. So it's similar to the retaining wall we replaced. We were really trying to keep scope minimal and keep that project scope as small as we could. And so now we're at a place where we have the funds and the budget to add back some of these items that we want to get ahead of ourselves.
I appreciate what you're saying. I think that the project could have been much smaller than it was to begin with. So I have that in the back. No, I get the back of my mind too, but thank you for that. I appreciate it. I appreciate what you're saying there.

Any questions? So we do have some information on authorization as well, some updates. These, as I said, thank you for everyone for joining us at the grand opening. We still have some photos. Several of them are from the grand opening. You'll see here It was not installed yet, but the signage that west-facing signage is now installed. We're still waiting on the main entry signage that we believe is next week to have that installed. Budget-wise, again, there is a lag. So this is showing 91% complete. That's through April. I know Montana was working on the May budget numbers this afternoon, right before we came here. And so then those will be being reviewed in the process. Chana is reconciling and getting those final billings so that this one can be wrapped up. We are forecasting remaining contingency on this. So the plan is after the last items get reconciled, that that contingency would then move to the city hall contingency in one bucket until we get to that
So you believe May will be the final 100%? Billing will be done at that point?
It's not quite. I have some subs that have not final billed yet. And I couldn't wait on them anymore. I have to get it done. But I'm hoping by the end of June that we can get the last couple of stragglers in. We might do some increases in exhaust airflow there. So a little bit of stuff might be coming there as well through June and then hopefully we can bill it out all through June and maybe start releasing some of the attention on that in terms for the city over the city hall.
So is that $800,000 to $828,000 mainly billing that hasn't come in yet? That's through April.
That's already been billed, and I think we released the check on that. So through May, I can't remember what that came out. I just finished it, too. I remember before I came over here. But I'm still projecting savings coming back and getting transferred to the city hall.
Yeah, it looks great. So from what I'm seeing, there's still $800,000 to go. I'm wondering, where is it going? But I don't know if it's always delaying. Well, that was only until the end of April. Yeah. And there's more bills that haven't come in.
Yeah, but it's not a huge one. I think this bill, if I remember the numbers right, is about $303,000 for this through May. And there will be very little left after that. What do you anticipate that you have left in finals? I think it was... Is that the remaining... Then you see, you know, this is going to rain. There's 33. Okay. So there's about 33 remaining contingency that we don't expect to get spent. And I think there's going to be about another 40 to 50,000 in the main contract unspent. So we'll have about $75,000.
So it'll go to city hall. Yes. Okay. So it's a much smaller number than it appears. Yeah.
And then the final thing we have is schedule. Again, we just discussed the police schedule, wrapping up with the final items and that final billing. City call is also, we're looking at mid-July for our substantial completion. And that's not final completion, but the move would be happening back there end of July. And we are scheduling a grand opening for the city hall as well. We're currently looking at August 6th.
The signage for the city hall or the police station that you've got the highway facing sign up, but the front facing, is it going to be similar to this? Or is it, it's different.
It is different. So it is a single piece of wood that is sandblasted to relieve for relief of the letters and police about it. And it's more in line with the city. I thought I heard that, but then I wasn't sure.

Yes, ma'am. Thank you. I want to give you a little bit of history on the voting. At the April 7, 2026 meeting, Council approved first reading of Ordinance 26-03, Votes 4 to 1. Since the vote was not unanimous, the second reading of future meetings needed board adoption. At the April 14th meeting, Council discussed the item and requested additional information from fund cycles CANDIDATES BEFORE PROCEEDING WITH SECOND READING. THE MAY 12TH READING, AFTER DISCUSSION AND HEARING FROM FUND CYCLOS, COUNCIL REQUESTS AN ADDITIONAL REVISION. DUE TO REVISION, THE ORDINANCE PROCESS IS STARTING FROM THE BEGINNING. SO YOU'LL HAVE A FIRST READING TONIGHT. AND ASHLEY, I HAVE A QUESTION FOR THE ATTORNEY. If we have four people here and it does pass unanimously with four, do we have to have a second reading?

Okay, that's present for members of the Council. The resolution before you is to approve the master fee schedule for 2627. We went over the changes to the utilities last time or last month. And so this master fee schedule basically only adds to increases. That's a water increase for 3%, wastewater for 5%. Everything else in the schedule essentially stays the same. Well, I have a question. I can't remember anything. I don't know if we answered it in a long time. But exempting certain types of construction, ADUs, things like that, MSCCs, is that something that is policy, completely separate from this, is adoptable by resolution? Separate from that?

Again so this this resolution is to just the budget again we did this once in March, this is similar. Again, this is just with regards to the litigation that we are currently engaged in what we had been doing originally was charging these litigation fees for the list. So the wastewater. And what we brought to you was to charge them into the general fund and into the non-departmental portion of the fund. And therefore, they wouldn't be charged to any other program. So the general fund is just picking them up. They won't have any impact on rates. Again, this is only for the litigation. The other two areas that would typically have legal fees are in planning, and there we have spent about $76,000 this year. And then the other area is our general legal fees, which is in the executive department, which is usually like ASHRAE, and that is about $88,000. Both of those are significantly below budget.

Good evening, council members, city staff, sorry, I forgot to bring a brace, I've been on the bridge for about eight days, and I have very cramped arms, so it's 38 third graders today. So, I'm here to proclaim June 2026 as Tufted Puffin Month. However, I really prefer to be the flag hoist or catcher-upon, but that's for another time. We have hosted our annual Puffin Wonder during the 12 days of our big festivities. And due to the negative tide and activity, we had over 800 visitors for this celebration. During that set day, we were with our friends at the Eastside Pop, Project Puffin, the Wildlife Center of the Northern Coast, NCLC, and a special guest, Jeff Hemantwell, with his charter of the Talbot Puppet. And I'm looking forward to having you all there next year. We're continuing our work with U.S. Fish and Wildlife Service and the ODFW and Friends of Haystack Rock for monitoring the puppet population at Haystack Rock. In addition, my team continues to point out and occasionally yell a puppet when it's sighted. Thanks for your continued support for our iconic bird and a trap. Do you have any questions?

And there remains much work to do to extend the promise of our country to every person, making it important for cities like Cannon Beach to stand up and show support for all our residents. Thank you. Thank you. Council members. Thank you. Sorry, like Lisa, I lost my voice on Saturday and I've been slowly recovering. Trust me, it sounds a lot worse than it is. At the May 12, 2026 council work session, city, staff, and council members discussed proposed changes to the public works contract for the purposes summarized below and included on attachment A. One was to revise the incorrect effective dates. Two was to establish the time period associated with the annual not to exceed amounts to begin on July 1. and end on June 30 of each year to coincide with the city's fiscal year. Three, increased annual amounts for janitorial, excavation, and flail mowing contracts. Four was to include labor, equipment, and unit rates as a revised exhibit and or attachment. Together with Ashley's help, we drafted the proposed contract amendments and city staff issued it to each contractor for execution. We are now returning with assigned amendments and are asking for formal approval to have the city manager execute each. The individual contract amendments containing the proposed changes are included as attachment B for your review. Recommendation. If Council wishes to proceed with the approval of Public Works on-call contract amendments, a suggested motion is as follows. I move to authorize the City Manager to sign the Public Works on-call contract amendments as presented.

The Were there any substantive changes after our general counsel review based on what you provided us at the Mays World? I didn't see any. I just wasn't sure if there actually was that I glanced over.
The only change was a typo that I had included on attachment A. I had Thornton excavation moving up to 285 and McEwen moving up to 3050, and that was reversed. I know. Thornton, we're going to increase the 350, and Bob McEwen, we're going to increase the 285. So those two are transposed. All right. Yep. Other than that, it was...
It was the same thing that was presented on the final 12? That's correct. And janitorial services, that one was way off. It's way off at 185. Correct. And so that's...
that's being correct we're down to 325 which again is much higher than we're anticipating spending probably for the next five years uh but that's so we don't have to come back each and every year and say i mean that one increased by 20 000 more by 30 000 more but what was um what was the previous actual uh i unfortunately didn't bring that attachment which i brought the the last one um we spend um Like last year, just over just over 200,000. And yeah, I think we're on target for about 222 somewhere in that. Okay.

So the drone is the unmanned aircraft vehicle and then everything else that goes with it, the rollable software and everything can make it a system. So that's your little definition on SUAS. So if we get called up for like a trivia question. We launched our program in June of 2025 with the deployment of three platforms. We've got large, medium, small. One of the trees is our largest. It's weatherproof. It can fly in weather up to 27 miles an hour, land up to 27 miles an hour, and you can fly it in the rain. The Mavic is our smaller one. It is not weatherproof, so if it is raining out, we really can't launch that one. But it can still fly in land up to 27 miles an hour. And then the Nevada is our small drone, which we can use mainly for interior flying. maybe search and rescue in a building that's collapsed or maybe going over the bank towards a vehicle that had been rolled over to see if we still have occupants in those vehicles. So the program was developed to enhance public safety and operations, including search and rescue, emergency response, scene assessment, thermal imaging, and hazardous and compliance-based operations. Between July and December of 2025, we conducted six remote mission-related deployments in support of missing person searches. water rescue operations, and interagency law enforcement assistance. Notable deployments include locating a missing surfer, assisting with searches for injured crash subjects, and supporting our regional partner agencies with filling suspect searches. Throughout the year, Department of Personnel completed extensive operational and safety training focused on search and rescue, night operations, water rescue, combined space flight, mapping and payload management, and lifespan operations. In December, three additional department members obtained their Part 107 runoff pilot certification, bringing the department to four certified pilots, and that is Corporal Bowman, who leads the program, myself, Officer Cody Gidell, and Officer Ethan Walde. The department also secured federal aviation administration waivers on operations beyond visual light of sight over people and over moving vehicles within approved limits. Coordination with the U.S. Fish and Wildlife Service was also conducted to ensure environmental compliance within protected refuge areas. Financial impact. The program operates within the police department's approved equipment and training budget. And our future in 2026, we plan to continue expanding pilot efficiency and interagency coordination while implementing the National Institute of Standards and Technology Growth and Education course to establish standardized operator performance and training benchmarks. It's smaller. It's more compact. We have a backpack for it. So if we had to hike in someplace, it makes it a lot more portable. It's just the size. The Matrice is, the box that it's in looks like a piece of, like a suitcase. Probably weighs 40 to 50 pounds. It's one of the ones that we can put payloads on. They intentionally sized their trolley smaller so that it didn't require a CDL to drive. So it could leave more flexibility if the city would have taken over. They would modify it so it's 14 passenger maximum instead of going for the 28 or 30 passenger trolley. They would have slightly smaller trolley so that they could have the flexibility in the future. So there was some interesting discussion points that they had that they investigated. And so it's sitting on the line, right? HAB-Jacques Juilland, it's city owned operated by first student, so the the bus the bus system down there here the seaside school district does an internal so. HAB-Jacques Juilland, I like the option to talk with them the sunset transportation was unable to do that they sounded excited to maybe that they're still in there, but. HAB-Jacques Juilland, If they're if they're unable to write it might be worth the discussion with seaside school district. And they offer it just on the weekends until kids get out. When you talk about the different kind of licenses, when you say you don't have to have the specialized license that's required for a larger vehicle, does that mean all of you need to take driving licenses?
I think they still require the passenger endorsement or the chauffeur's license, which is an extra endorsement, but it's not a CDL endorsement. So having a CDL is substantially more. I have a Class A CDL, so it's It's a lot of extra stuff you have to do to get it. And it's difficult to find people that have class A CDLs. I technically could, yes. But I'm busy. I have a hotel room. But it's the day size, so it doesn't require CDLs. It's a smaller vehicle. It's a hybrid vehicle as well. So that was... That was interesting. Yeah. And I asked the question of how often do they have to do it? Can it go for the full day? And she didn't have the answer at that time. She's like, oh, I'll get back to you. That's exactly it.
