91, passed away on July 8, 2026 at his home in Paradise Valley, Nevada. He was a rancher, author and public servant, serving the citizens of Nevada in numerous ways including as an Elko County Commissioner, Humboldt County Manager and the Nevada Department of Agriculture Director. Discussion and consideration of appointing a member to the Elko County Planning Commission for a term expiring December 31, 2029.

The Elko County Planning Commission reviewed applications from Andrew Meek and Joe McNeal. At its July 16, 2026 meeting, the Planning Commission recommended the appointment of Andrew Meek to fill the vacancy. FOR POSSIBLE ACTION

Pursuant to Notice No. 2026-33, conduct a public hearing, followed by discussion and consideration to approve the second reading and adoption of Ordinance No. 2026-03 to amend Title 7, Chapter 10, Section 2 of the Elko County Code to add language related to fingerprint-based background check submissions to the Federal Bureau of Investigations (FBI) for gaming license applications. The proposed amendment will ensure the County Code is consistent with current licensing and background investigation requirements.

Discussion and consideration of approval to apply for the U.S. Department of Justice 2024 Project Safe Neighborhoods (PSN) Grant, administered through the Office of Criminal Justice Assistance (OCJA), to provide funding to purchase a portable ballistic imaging system to be used by the Sheriff's Office in an amount not to exceed $15,000 with no match required.

Pursuant to Notice 2026-31, discussion and consideration of approval of the Public Safety Infrastructure Tax Plan for Fiscal Year 2027.

FOR POSSIBLE ACTION

Discussion and consideration of approval to purchase one command vehicle, including upfitting from Champion Chevrolet for an amount not to exceed $85,000 and one Ford F-550 from Gallagher Ford for an amount not to exceed $75,000 Nevada State Purchasing contracts, and to authorize the sale or disposal of the resulting excess vehicles through approved County processes.

The F-550 chassis will be remounted with existing apparatus bodies to extend their service life and reduce replacement costs. The total purchase is included in the approved Public Safety Infrastructure Tax Plan. FOR POSSIBLE ACTION

Continued discussion and consideration of providing direction regarding next steps for the Downtown County Complex following presentation from HA Architects at the July 15, 2026 Board of Commissioners meeting. The Board continued the item to allow all Commissioners to be present for the discussion and decision.

At the direction of the Board of County Commissioners, HA Architects revisited the Downtown County Complex Facility Assessment following the Board's discussion of the initial facility concepts. The Board expressed concerns regarding the scope and anticipated cost of constructing new facilities and directed the project team to evaluate alternatives that would better address the County's long-term facility needs while addressing the overall fiscal impact. Since that discussion, Commissioners Karr and Gerber have met with staff and HA Architects to provide input regarding revised planning assumptions and potential alternatives that reflect the Board's previous direction. Based on those assumptions, HA Architects has developed revised concepts for the County Complex for the Board's consideration. FOR POSSIBLE ACTION

Discussion and consideration of approval to purchase one (1) water tanker trailer from Western Truck & Trailer Sales, Inc. through the Nevada EPro Purchasing Agreement in the amount of $85,250.

The purchase was approved for an amount not to exceed $110,000 in the Fiscal Year 2027 Elko County Capital Equipment Budget. FOR POSSIBLE ACTION

Discussion and consideration of approval to purchase one (1) new Caterpillar Model 140-16 motor grader from Empire Southwest utilizing OMNIA Partners Contract No. 212816 in the amount of $418,585.98.

The purchase was included in the approved Fiscal Year 2027 Infrastructure Tax Plan for an amount not to exceed $450,000. FOR POSSIBLE ACTION

Discussion and consideration of approval to rebuild the engine of a 2006 International

Dump Truck Vin # 1HTWHAZT66J244005, through McCandless Truck Center utilizing Sourcewell Contract No. 11408 in the amount of $40,942.58. The rebuild was included in the Fiscal Year 2027 Elko County Capital Equipment Budget for an amount not to exceed $65,000. FOR POSSIBLE ACTION

Discussion and consideration of approval to rebuild Motor Grader Unit No. 240, a Caterpillar 140H, through Empire Southwest for an amount not to exceed $350,000 utilizing OMNIA Partners Cooperative Contract No. 212816.

Funding for the rebuild was included in the Infrastructure Tax Plan approved by the Board of County Commissioners on July 1, 2026. FOR POSSIBLE ACTION

Discussion and consideration of approval to purchase a street sweeping equipment package for an aggregate amount not to exceed $385,000, as approved in the updated Fiscal Year 2027 Infrastructure Tax Plan.

- Tracked Skid Steer / Compact Track Loader to be purchased from Empire Cat upon approval of utilizing the Omnia Contract #212816. - $117,281.88 - Self-Propelled Broom attachment to be purchased from Coastline Equipment upon approval utilizing Sourcewell Contract #111522-SBM. - $95,225 - Pick Up Broom attachment to be purchased from Empire Cat upon approval utilizing the Omnia Contract #212816. - $19,014.95 - Mower / Brush Cutter attachment to be purchased from Empire Cat upon approval utilizing Omnia Contract #212816. - $9,753.70 - Stone Crusher attachment to be purchased from Coastline Equipment upon approval utilizing Sourcewell Contract # 032525-FAE. - $60,037.30 Total Package Cost - $301,312.83 FOR POSSIBLE ACTION

Discussion and consideration of approval to purchase one 2027 Ford F-350 double-cab truck with a service body from Gallagher Ford utilizing the Nevada State Purchasing Agreement in the amount of $65,869.56.

The purchase was included in the Fiscal Year 2027 Elko County Capital Equipment Budget for an amount not to exceed $75,000. FOR POSSIBLE ACTION

Discussion and consideration of approval of a professional services proposal from Dixon Hydrologic, PLLC to provide technical and regulatory assistance and coordinate with the Nevada Division of Water Resources regarding the potential reversal of the 2023 relinquishment of 5,409 acre-feet annually of ground water rights in the Dixie-Tenmile Hydrographic Basin, for an amount not to exceed $5,000.

Discussion and consideration to apply for the Nevada Aging & Disability Services Division (ADSD), Office of Community Living's (OCL) Opening Minds Through Art - Dementia Support funding opportunity in the amount of $12,000.

This funding will be used to conduct two six-week Opening Minds Through Art (OMA) program sessions that will be facilitated by an OMA-certified facilitator. OMA is an evidence-based, intergenerational art program for people living with dementia. A 25% ($3,000) match is required, which will be provided by in-kind efforts within the department. FOR POSSIBLE ACTION

Discussion and consideration to apply for the Office of Juvenile Justice and Delinquency Prevention (OJJDP) Children's Advocacy Centers National Subgrant Program carried out through the National Children's Alliance (NCA) Core Direct CAC Services funding opportunity in the amount of $50,000.

This funding will partially compensate for the full-time position of a Victim Advocate/Liaison at the Great Basin Children's Advocacy Center (GBCAC). There is no match requirement. FOR POSSIBLE ACTION

Discussion and consideration to apply for the Office of Juvenile Justice and Delinquency Prevention (OJJDP) Children's Advocacy Centers National Subgrant Program carried out through the National Children's Alliance (NCA) Rural CAC Capacity Building and Expansion funding opportunity in an amount not to exceed $75,000.

This funding will provide funding for forensic interviewing drug endangered child abuse cases, translating services, as well as mobile/teleservices to expand GBCAC's geographic reach. There is no match requirement. FOR POSSIBLE ACTION
