2026-261 PROCLAIM MAY 2026 AS FOSTER CARE MONTH IN GUILFORD COUNTY

Background: May is National Foster Care Month, a time to honor foster parents, kinship caregivers, and professionals who support children and youth in the child welfare system. Requested Action: Proclaim May 2026 as Foster Care month in Guilford County.

2026-242 APPROVE OPIOID SETTLEMENT FUND BUDGET AMENDMENT FOR SAIOP PROGRAM (FAMILY-FOCUSED RECOVERY PROGRAM)

Background: On March 27, 2026, during the Board of County Commissioners Retreat, the Board approved an Opioid Settlement Spending Resolution to support the implementation of the Substance Abuse Intensive Outpatient Program (SAIOP), which represents Phase 2 of the Family-Focused Recovery (FFR) Program. This program will serve pregnant and parenting women with substance use disorders through structured outpatient treatment and wraparound support services. The SAIOP program is designed to open and begin operations while the Gibson Park facility is under construction and continue operating once the residential facility is open. This will provide an important early component of the broader continuum of care under the FFR model. As outlined in the program materials, the SAIOP phase includes group-based treatment and support services, with the goal of improving recovery outcomes and family stability. The Board-approved resolution authorizes the use of Opioid Settlement funds under Exhibit A, Strategy 3: Recovery Support Services, in the amount of $186,432, effective April 1, 2026 through June 30, 2027. This agenda item formally appropriates the approved funding within the Opioid Settlement Fund to support program implementation. Requested Action: Approve the budget amendment to appropriate $186,432 in Opioid Settlement Funds to support the Substance Abuse Intensive Outpatient Program (SAIOP) as part of the Family-Focused Recovery Program, consistent with the Board-approved Opioid Settlement Spending Resolution.

2026-246 BUDGET AMENDMENT: REALIGNMENT OF FY26 JUVENILE CRIME PREVENTION COUNCIL (JCPC) FUNDING

Background: This agenda item is intended to realign the FY26 Juvenile Crime Prevention Council (JCPC) funding and to approve the associated budget amendment. The attached revision to the JCPC funding plan for FY 2025-2026 requires the following changes. Some of the changes are line-item adjustments to align budgets for FY2025-2026, some are as a result of discretionary funding awarded from the North Carolina Department of Public Safety (NCDPS), and some are a combination of both. The Board of County Commissioners are required by the NCDPS to approve all JCPC funding plan amendments and revisions. 1. Alexander Youth Network - Psychological Testing (served 37 of 40 estimated) Increase of +$13,397 Decrease of $1,776 Total increase / decrease = +$11,621 Reasons for increase: JCPC Discretionary Funds Awarded by NCDPS in the amount of $4,750 for additional evaluations, Local Cash, and Medicaid revenue increases. Reasons for decrease: Reallocated budget line-item amounts to cover additional costs not originally budgeted. 2. Unifour One - Mentoring (served 116 of 75 estimated) Increase of +$26,000 (Discretionary Funds awarded for a van) Decrease of $0 Total increase / decrease = +$26,000 Reasons for increase: Discretionary Funds Awarded by NCDPS 3. Commander Peace Academy - Boxing (served 34 of 25 estimate) Increase of +$3,530 (Discretionary Funds awarded for additional supplies & needs) Decrease of $0 Total increase / decrease = +$3,530 Reasons for increase: Discretionary Funds Awarded by NCDPS 4. Alexander Youth Network - Outpatient Counseling (served 27 of 75 estimate) Increase of $10,046 Decrease of -$11,118 Total increase / decrease = -$1,072 Reasons for increase: Reallocated budget line-item amounts to cover additional costs not originally budgeted. Reasons for Decrease: Decreased in Other Fund Source (Medicaid) These results show an increase of +$34,280 in JCPC funds awarded from the North Carolina Department of Public Safety (NCDPS), increase of +$6,871 to Local Cash and Other outside funding sources, and a decrease of -$1,072 in Other outside funding sources with an overall increase of +$40,079. Requested Action: Approve the attached revision to the Juvenile Crime Prevention Council (JCPC) funding plan for FY 2025-2026. Amend the General Fund to increase the appropriation to Coordinated Services by $34,280 and increase Federal/State Funds by $34,280.

2026-202 SOLE SOURCE AGREEMENT WITH IDEXX DISTRIBUTION CORPORATION

Background: This agenda item requests approval of an agreement to acquire a CBC (complete blood count) analyzer and two SNAP Pro Analyzers for Animal Services through a purchasing commitment, with ownership transferring to the County at the end of the respective agreement terms. Currently, Animal Services is outsourcing CBC analysis to IDEXX. The purchase of the analyzer will allow staff to analyze CBC on location. The SNAP Pro Analyzers will allow automatic activation of SNAP tests for Canine and Feline Parvo, Giardia, Panleukopenia, Heart Worms, and tick borne illnesses; and Feline Leukemia Virus (FeLV) and Feline Immunodeficiency Virus (FIV). Based on current spending with IDEXX, this agreement will not require additional funding beyond what is currently budgeted for medical supplies. G.S. 143-129(e)(6) provides that formal bidding requirements do not apply when a needed product is available from only one source or supply. IDEXX Distribution Corporation is the sole manufacturer of (1) ProCyte One Hematology Analyzer (provides reference-lab quality complete blood counts (CBCs) with a 5-part white blood cell differential in under 5 minutes. It uses laser flow cytometry to analyze 24 whole blood parameters for canine and feline patients) and (2) SNAP Pro Analyzer (automatically activates and times the SNAP test, interprets results and updates the pets records). IDEXX agrees to provide Animal Services with the equipment in exchange to purchase $50,000 a year in qualifying affiliated products. The products required are already purchased from IDEXX on a yearly basis. This agreement will allow Animal Services to obtain all the equipment without purchasing it for over $19,000. Requested Action: Approve a sole source agreement for the purchase of medical supplies from supplier, IDEXX Distribution Corporation, as authorized by the sole source purchasing exemption G.S.143-129(e)(6) for a not to exceed amount of $50,000 annually for a six years' total of $300,000.

2026-220 NC SOIL AND WATER CONSERVATION SHARED PERSONNEL MUTUAL AID AGREEMENT

Background: This agenda item establishes a mutual aid agreement with the North Carolina Association of Soil and Water Conservation Districts. By establishing pre-arranged agreements, SWCDs can share resources, enhance technical expertise, and provide localized support, including during natural disasters (e.g., Hurricane Helene in September 2024). Mutual aid assistance among Soil and Water Conservation Districts (SWCDs) is critical for accelerating disaster response, sharing specialized personnel and equipment, and reducing recovery costs. Recognizing the value of mutual aid and assistance for disaster recovery efforts, the delivery of employee technical training, and other mutually agreed-upon assistance, the Guilford Soil and Water Conservation District Board of Supervisors reviewed and unanimously approved the attached agreement at its October 1, 2025, February 4, 2026 Regular Meetings (attached), and approved a mutual aid agreement term of nine (9) years through June 30, 2035 at its May 6, 2026 regular meeting (draft minutes attached). Counties are authorized to enter into such an agreement by NCGS 153A-11 and 160A-461 - 160A-464. Accordingly, implementation of such an agreement includes the NC Association of Soil and Water Conservation Districts (Association) developing and maintaining a Clearinghouse of resources consisting of a list of all participating Districts and Counties who have entered into such an agreement (see attached). The Clearinghouse includes an inventory of personnel, their acknowledged skill set, and the primary contact for each participating Soil and Water Conservation District. As such, the Association will provide from the Clearinghouse a list of resources to requesting SWCDs to assist cooperating Districts and Counties, as needed. The attached agreement binds each District or County only to the extent resources are available, and the allowance of shared resources is on a case-by-case basis. The Guilford Soil and Water Conservation District, with this agreement, acknowledges that each party receiving aid agrees to protect, defend, indemnify, and hold the other parties free and harmless (see Section 9 of the attached agreement). Requested Action: Approve, in substantial form, the NC Soil and Water Conservation Shared Personnel Mutual Aid Agreement through June 30, 2035.

2026-235 APPROVE INTERLOCAL AGREEMENT RENEWALS WITH CITIES AND TOWNS FOR ANIMAL SHELTER AND ANIMAL CONTROL SERVICES

Background: This agenda item renews contracts between Guilford County and cities/towns to provide animal control and animal shelter services within the town limits of Greensboro, Jamestown, Oak Ridge, Pleasant Garden, Sedalia, Stokesdale, Summerfield, and Whitsett. The Town of High Point provides its own animal control services, but drops those animals off at the Animal Shelter. The High Point agreement is in discussion and will come before to the board at a later date. The City of Greensboro is charged 50% of actual animal control expenses and towns pay a fixed rate of $3.44 per resident. The county anticipates receiving revenue totaling $1,080,814. The details of the revenue up to an estimated amount are as follows: Greensboro: $956,458 Jamestown: $13,098 Oak Ridge: $29,002 Pleasant Garden: $17,477 Sedalia: $2,355 Stokesdale: $21,802 Summerfield: $38,577 Whitsett: $2,045 These Interlocal Agreements shall continue for three (3) years for Greensboro, Jamestown, Oak Ridge, Pleasant Garden, Sedalia, Stokesdale, Summerfield, and Whitsett from July 1, 2026 to June 30, 2029. All agreements are subject to final approval and any non-material revisions made by the County Attorney and the County Manager. Requested Action: Approve a resolution ratifying and authorizing the execution of the Animal Shelter and Animal Control Services interlocal agreements, in substantial form as attached hereto, between Guilford County and the Cities and Towns of Greensboro, Jamestown, Oak Ridge, Pleasant Garden, Sedalia, Stokesdale, Summerfield, and Whitsett, for a term of July 1, 2026 through June 30, 2029; unless terminated pursuant to the terms therein.

2026-245 TYLER ENTERPRISE PERMITTING AND LICENSING SYSTEM CONTRACT EXTENSION RENEWAL

Background: This agenda item requests Board approval to approve, in substantial form, a one (1) year renewal, from 07/01/2026 to 06/30/2027, of the current EPL maintenance and service contract between Guilford County and Tyler Technologies Inc. for $220,733. The system is used by several county departments including Inspections, Planning, Public Health (Environmental Health) and Emergency Services to streamline and optimize all aspects of inspections, permitting and planning review processes in order to deliver quality digital services to the community. The annual software maintenance costs vary annually as additional software licenses, professional service, support, and maintenance are required. The costs for FY26, excluding tax, were $210,222. The FY2027 renewal represents a 5% increase and funds for the contract renewal will be budgeted in the FY27 budget. Requested Action: Approve, in substantial form, a one (1) year renewal, from 07/01/2026 to 06/30/2027, of the current EPL maintenance and service contract between Guilford County and Tyler Technologies Inc. for $220,733.

2026-240 FY26 APPLICATION FOR PUBLIC SCHOOL BUILDING CAPITAL FUND - NC EDUCATION LOTTERY DISTRIBUTION ($4.75 MILLION)

Background: This agenda item is for the approval of the FY26 application for the Public School Building Capital Fund from the NC Education Lottery distribution. The Guilford County Board of Commissioners and Guilford County Board of Education are required to submit an annual application for the distribution of Public School Building Capital Funds (PSBCF) - NC Education Lottery (NCEL). This requires approval by both Boards. The Board of Education approved the application on May 12, 2026, and now the Board of Commissioners' approval is required to formally apply. Guilford County uses its share of lottery revenues to repay debt on bonds issued to build and renovate school facilities. The FY26 application is for the distribution of $4.75 million for School Bond Referenda Debt Service. The original legislation that established the North Carolina Education Lottery directed 40% of lottery proceeds to counties for local school capital needs, including debt payments on school facilities. In 2010, the state changed the lottery legislation and reduced the amount of money provided to counties. If the original lottery legislation were still in effect, the county's share of lottery revenues would exceed $12 million. Requested Action: Approve the attached applications for the release of $4.75 million from the PSBCF - NC Education Lottery.

2026-247 RECOMMENDED ALLOCATION OF GUILFORD COUNTY JUVENILE CRIME PREVENTION COUNCIL (JCPC) FUNDS AND ANNUAL CERTIFICATION FOR FY2026-2027

Background: North Carolina Department of Public Safety (NCDPS) has approved an annual allocation of $1,289,575 for the Guilford County Juvenile Crime Prevention Council (JCPC) funding and up to $85,000 in Guilford County funding to be included in the FY 2026-2027 budget. A request for proposal (RFP) for use of funds within Guilford County was issued to qualify and evaluate community-based programs targeting delinquent or gang involved youth (ages 10-17), or those at risk of juvenile court involvement. A copy of the RFP conducted for this budget is attached which was created based on the YASI (Risk & Needs) Data provided to the local JCPC by NCDPS to match services with local needs. Twenty-nine (29) programs responded, and twenty-two (22) programs met the minimum requirements of the RFPs. Following a review of the RFP and applications, the JCPC voted on April 23, 2026 in favor of funding the following allocation recommendation for FY 2026-2027. The JCPC Administrative Program Application is being processed as a part of the annual Guilford County Juvenile Crime Prevention Certification for FY 2026-2027. The application shows that the Administrative annual budget is $15,000, standards listed are true, membership information is accurate and lists terms / responsibilities under the agreement. Requested Action: Approve the Guilford County Juvenile Crime Prevention Council's (JCPC) recommended allocation, annual certification, and funding plan to be adopted with the FY 2026-27 annual budget and authorize staff to execute any program agreements for agencies approved by the state through North Carolina Department of Public Safety (NCDPS).

2026-248 REVISED FUNDING PLAN FOR FY25-26 NORTH CAROLINA DEPARTMENT OF PUBLIC SAFETY (NCDPS) YOUTH FOCUS GRANT

Background: This agenda item seeks to approve releasing funds to return back to the NC Department of Public Safety (NCDPS) in the amount of $27,008 and the associated funding plan. Guilford County administers pass through funds on behalf of NCDPS to Youth Focus. Youth Focus “HEARTH Transitional Living Program” is requesting to release and return underutilized funds back to the NCDPS. This request is as the result of 3rd Quarter Accounting expenditure calculations and to align with the actual expense needs during FY25-26. The total request to release funds back to NC DPS will be a total of $27,008. This will also alleviate the potential need for refunds after Final Accounting calculations. Requested Action: Amend the FY26 NCDPS Youth Focus Grant project to decrease the appropriation by $27,008 with a decrease of $27,008 in Federal/State Funds. Approve releasing funds to return to NC Department of Public Safety in the amount of $27,008 during FY 2025-2026 and approve the revised funding plan.

2026-249 TAX COLLECTION AND BEVERAGE LICENSE REPORTS FOR MONTH ENDING APRIL 30, 2026

Background: Attached is a tax collection report for the month ending April 30, 2026 required by NCGS 105-350(7) to be submitted by the tax collector to the governing body. The purpose of the report is to apprise the governing body of the progress of the tax collector in collecting taxes levied for the current fiscal year. A list of beverage licenses issued for the month ending April 30, 2026 is attached for the purpose of providing the governing body the opportunity to exercise their authority to refuse to issue a license, as described in NCGS 105-113.71. Requested Action: Accept and approve the tax collection report and beverage licenses issued for month ending April 30, 2026.

2026-250 PROPERTY TAX REBATES AND RELEASES FOR MONTH ENDING APRIL 30, 2026

Background: A valid defense has been provided by the taxpayer that the tax imposed was invalid and met the criteria of North Carolina General Statute 105-325 and North Carolina General Statute 105-381, to be rebated or released for the amounts contained in the attached reports. Complete reports are maintained on file with the Clerk to the Board. Requested Action: Accept and approve property tax rebates and releases for the month ending April 30, 2026.

2026-254 GUILFORD COUNTY SCHOOLS (GCS) CAPITAL PROJECT AMENDMENT: SHADYBROOK AND LINDLEY ELEMENTARY SCHOOLS

Background: Guilford County voters have approved a total of $2.0 billion in school bond referendums to address school capital needs identified through a comprehensive facilities master plan jointly developed by the Guilford County Board of Education and Guilford County Board of Commissioners. Due to current and projected declining enrollment, the Katherine G. Johnson project has been paused, and transfer of a portion of its remaining approved ordinance funds to the Shadybrook Elementary and Lindley Elementary projects are recommended by district staff. This reallocation will provide sufficient resources to finish the design development phase at Shadybrook Elementary and to align with the received Guaranteed Maximum Price (GMP) for Lindley Elementary. On April 14, 2026, the Guilford County Schools Board of Education (BOE) approved realigning $3,000,000 in funds from Katherine G. Johnson K-8 School to Shadybrook Elementary. On May 12, 2026, the Guilford County Schools Board of Education (BOE) recommended increasing the allocation to Lindley Elementary by $64,748,767 to align with the received Guaranteed Maximum Price (GMP). Lindley Elementary will allocate $38,507,941 in funds from Katherine G. Johnson. The remaining $26,240,826 in funds needed will be allocated from bond proceeds as part of the $2.0 billion bond program. Requested Action: Authorize staff to take any and all necessary actions to amend project ordinances associated with the project readjustments or adopt necessary project ordinances.

Background: Budget and Management Services prepares a Budget Performance Report as part of our monthly budget monitoring. These reports are intended to show the current status of the county's actual expenditures and revenues compared to budgeted amounts and identify areas of concern that may require additional staff and/or board action. At this time, staff is providing the report to the Board for reference only. No additional action is needed. Requested Action: Receive FY2025-26 Budget Performance Report through March.
