All right. Minutes are passed for September 23rd. Um now we're on to the Treasury Investment Presentation. Welcome. Are you ready? [laughter] getting some water for there. No worries.
Yeah, thank you very much. Really appreciate it. Yes, that works. We're good to go. Um so yeah, really appreciate the opportunity to provide this uh annual update uh to the uh Treasury Investment Board. Um clearly it has been an interesting year to say the least. Uh just uh wanted to provide quickly here uh just another update on uh Meter as a firm. Uh we uh continue to grow. We now have over 165 billion dollars of assets under under advisement and management and we work with over 400 public entities throughout the country of which um just under 300 actually are Ohio public entities. So we are of course Ohio based out of Dublin, Ohio uh and remain will always will uh focused on working with Ohio public entities. So again just a brief listing of the services that we do provide. Um, I do know earlier this year, uh, we provided, um, a draft of an investment policy, uh, to to Christina, uh, and I understand that, um, that, you know, that is still in the works as far as being, um, uh, incorporated and updated, but uh, that that uh, work is underway as well because we always want to make sure that, you know, the policy is is current, follows certain, you know, parameters and the like, and is uh, reflective of what's permissible under Ohio Revised Code. And then of course we do execute that investment strategy and report back uh to uh Christina as well. So like I said interesting year uh so when we think about what's been happening uh with interest rates uh following through with what we call our figgy model which is first four uh components really are the factors that are driving interest rates and the end result is really where interest rates are. Um, so we look at the Fed funds rate. That's what the Federal Reserve is doing. Uh, they were on hold beginning
of this year with monetary policy after having uh lowered rates three times in 2024, but they have now picked up uh the the torch again and are now lowering rates uh again. And we anticipate u based on their guidance as well as the the market's expectations two additional rate cuts yet in 2025 and additional rate cuts in 26. They are meeting tomorrow. You expect those to be quarters? Yes. Thank you. Yeah. Good question. There has been some discussion maybe the last one was quarter. Yes. Maybe 50 basis points this time but we think that's highly unlikely. Okay.
Um it'll be just another quarter basis point reduction. Um so again the the the outlook is yes lower interest rates on the short-term side um are inevitable. They are on their way and really what has given the Fed the leeway to be able to lower rates is the inflation picture has moderated uh not back to their target that they would like to see but inflation is not picked picked up again. What is their target that they would like to see? Rob 2%. Okay. Yeah. Thank you. And we're at three. So got some ways to go. Uh but the narrative has really shaped that year to date three this year or year. Okay. Thank you.
Right. So the and that's a good question because the inflation numbers many times when we think about inflation we think of that previous inflation that we experienced in 23 24 when inflation was quite high. And when we say, well, inflation is moderate, it's like, well, no, those previous inflation increases didn't go away. We're just m we're just measuring the year-over-year change in that rate of price increases. So, on a um cumulative basis, yeah, inflation or they announce it quarterly or monthly also. So, I I just wanted to get a reference for what that number meant to you. Yes. Thank you.
Yes, it says annual. Um and so economic growth of course has uh been relatively strong, but the expectations are that that will also slow going forward. Um and then the the uh last economic piece really that feeds into our model is what's happening with employment. Um job growth has really slowed of late. We've started to see a pickup in announcements with firms laying off workers as well. Um and there was a um a massive uh revision to the prior year's job data um to the tune of 911,000 less jobs created than originally uh communicated. that really provided the Fed with kind of a wakeup call to say, "Okay, we need to to look at not only what um the part of our mandate that revolves around stable prices, but also focus on the part of our mandate that is full employment uh because now clearly the the full employment mandate is a bigger risk today than what the inflation mandate is. Uh so this allowed the Fed we believe to finally um start to lower rates again uh like they did starting uh at their September 17th meeting and projected to continue through this year. So ultimately the long short-term rates are trending downwards in advance of all this. Of course the longerterm rates have moved down as well uh but we don't anticipate that um they will continue to move. So when we think about those short-term interest rates, this is looking at the uh Fed funds futures market which tells us uh the blue bars what the market expects will occur with that overnight rate versus the uh darker blue uh squares are what the Fed has communicated provided guidance on where they think will be the appropriate level of that overnight rate. Each bar
corresponds with each of the Fed meetings. And we can see here that um for 2025, the next two meetings, the one meeting being of course tomorrow and then the next meeting on December 10th, the expectations are that the two 25 basis point cuts that will put the overnight rates down clearly well below three 4%. And then the expectations are continuing into 2026, additional rate cuts, getting us down to what uh the Fed feels is their um long-term objective, which is if the economy is not overheating, if inflation is not out of control, if the labor market um is not overheating as well, then the appropriate level of that overnight rate uh would be closer to 3%. And so we can see the market is anticipating that uh we will get there by the end of 26. Um although the Fed's guidance is that it may take a little bit longer. Well uh at this point they were only projecting one rate cut yet in 26. But we have to remember that the Fed meets eight times a year. They provide updated guidance four times a year. Uh so the um
and there'll be a new Fed in May. There'll be a new director. Yes. There'll be a new chair of the Federal Reserve in May.
Um the thoughts are that they will be more aligned with wanting uh a lower interest rates because that will support uh economic growth in the US. Be very positive from that perspective as well as positive on looking at the debt service um requirements on the US Treasury's uh debt as well. But uh yes, and I think that's also coming into play when we look at what the market is expecting because the market is looking at the uh folks that um have kind of passed the test so far being narrowed down uh to be considered to replace uh Fed Chairman Powell. Um and recognizing that each of those four, they're down to four now. Each of those four they believe would be very supportive of lower interest rates sooner rather than later. Now, we know historically the Fed has been slow to lower rates when uh economic conditions have changed. Um and it's very hopeful that and the market is anticipating that a new chairman will be able to persuade the other committee members that need to continue to move and not wait until the the data uh is showing that um you know, we're too late. basically um inflation um oh wait yeah that's my next term is inflation sorry um we've been 54 consecutive months above the uh Fed's target of 2% here inflation this is the Fed's preferred measure core PCE measure it's similar measure to the consumer price index just has some different weights with some of the items that may are included in the index um currently it stands at 2.9% %. Uh we can see down from uh its height of 5.6%. Uh but again above the Fed's target um month overmonth changes on the bottom.
Those have been uh you know they vary each month. Sometimes prices go up on one category uh at a higher rate than than other categories. We know things like the cost of auto insurance and homeowners insurance have been contributing factors to inflation. um you know as as well as just you know the overall cost of also uh services has also started to increase um particularly on the uh eating out. But um when we think in terms of looking forward you know there are a couple factors that could uh account for inflation staying at somewhat these levels that there are which is around the 3%. Uh number one is you know as the US as administration you know onshores manufacturing and the like um that could result in you know higher cost of goods uh because of course our labor costs are much higher than what the labor costs are in the countries that have been producing products cheap that we've been importing um and the other factor too is just the aging population of the US where the demand for health care services is higher and is anticipated to increase and as we know there's been um you know inflation in the health care space has has been a factor contributing to our current inflation picture. Um so just a couple things that we're also keeping our eyes on uh to see uh make sure we understand you know perhaps why that inflation number may not fall to that Fed target. Um mentioned the economic growth it's been strong. We had that first quarter of negative growth that was a result of the uh companies importing goods in advance of the tariffs. Um imports don't count as economic activity. They as a matter of fact um create a negative economic activity. It's kind of strange. It doesn't seem like it should be that way, but that's how the the math works.
Uh so we had the negative growth in the first quarter. Second quarter, of course, there wasn't that same uh activity of high imports uh in advance of any tariffs or anything. So, economic growth uh clearly was rather strong as the consumer continued to spend. Uh but the forecast for the remainder of the year and in 2026 is much slower growth. No recession, but certainly much slower growth. And one of the factors that's really leading into the slower growth uh picture is the fact that the job growth has has slowed. As we mentioned, that big adjustment uh that was made in the for the prior year. Um job growth uh certainly, you know, kind of took the steam out of, you know, the outlook for the economy. But, you know, couple things uh to note when we think about the job growth. Number one, the big narrative now is does the economy really need to create as many jobs as it used to? Again, uh we have the birth rate is down. We're not having that increase in the labor uh supply like we have historically. Um we used to have the US economy used to have to generate about 100 to 200,000 about 150,000 jobs a month in order to absorb new entrance into the labor market. Now the discussion is well maybe that's you know it's too high a number maybe it should only be 50,000 and maybe it should be zero you know. So we have a lot of uncertainty here that um where some of the uh things that have been historically accepted are now being challenged I would say. Um and so that is creating of course uncertainty in the marketplace as well as the fact that we're in the midst of a government shutdown where the data that generally economic data that comes out of the federal government is not being issued. So the only economic data piece that we have received this month was the consumer price index. We have not received any economic data from the government on um you know the job
growth. Uh so this is granted this is not the longest that the US economy has been shut down. Uh the longest has been like 34 days back in 2019. Uh so we could rival that. Uh we don't know of course only time will tell. Have some personal opinions on triggers which I think will happen but I'll keep them to myself. [laughter] But that being said, me too. Yes. [laughter] All I have to say is what's November 4th, election day. [laughter]
That that could maybe have something to do with it. But any event, uh yeah, clearly uh the the market and and everyone is, you know, operating on, I would say, limited economic data at this stage. I mean, we we know what where things were headed before the shutdown. we we we can anecdotically see what is going on. Um and so we can come to the conclusions that you know we don't see any really reversal of the trend that we were experiencing before the government shutdown. Um and clearly though it will be nice to be past that um to have remove that uncertainty from the equation because the market uh does not like uncertainty. So really what all this has translated into is uh you know we do have rates lower. So this graph what we're showing here is the top line is the Fed funds rate that overnight rate. We can see that that has dropped um and we can see compared to the two-year US Treasury that has also dropped as well. Now these two um kind of benchmark interest rates we would say they do move rather in tandem um to some degree as far as directionally. uh but as we can see here the two-year Treasury moves ahead of that overnight rate. So clearly as we see that the two-year Treasury uh yield is around 3 and a half%. Um we believe that supports as well that within the next six months that the overnight rate will be down uh below that as well as rates will continue to fall. So that being said, when we think in terms of, you know, on our investment strategy and we look at these current levels of rates compared to where they have been historically over the past 20ome years, uh they still represent opportunities uh to keep investing, to keep rates locked in, but they also represent an opportunity in this environment to
really question the liquidity, the funds that are um perhaps uh invested in what we would call very liquid instruments, i.e. E interestbearing checking accounts and the like because while the short-term rates have fallen fallen we know those rates are falling as well and from when we think in terms of you know the whole investment process the objective of of earning interest maximizing that interest for the city you know there are steps that we could take to help further that objective. Um, and again, we think that next step is to to now be looking at um, as I've talked to Christina, looking at those monies that are um, have are earning interest, but will be earning much less interest throughout this time period that are in the uh, checking account. So, let's take a look at what we have here today. This is as of the end of September. Uh, we have two million that's in this cash. That's the Star Ohio account. That rate has also dropped as well. Um it's currently yielding around a four and a quarter after tomorrow. That will continue to fall. We would expect it will be just below 4% by then. Um and we have the just under 14 well just over 14.5 million invested in securities. Our weighted average maturity is kind of the midpoint two and a half years. Um we uh in this environment we think it would be prudent to be just a little bit longer maybe around 2.6 years. And the way we would accomplish that is investing funds longer term. So well this is in white but um a little hard to read. When we look at the investments that mature beyond three years we have 39% invested beyond three years. Uh we would like to uh bump that up to about 42%. So we would do that first and foremost by the maturities we have maturing within the zero to one year where we have 21% of
the portfolio maturing. And uh but I'll also add that of the securities that are um invested beyond even two years those securities on average we have locked in 4% or better. So when we think in terms of yes rates are lock are falling we already have uh percentage-wise over 50% of the investment portfolio locked in to yield over 4% on average. And so this is where this whole concept of let's get ahead of these rates continuing to fall um can be very beneficial uh for um the city. We're able to take a look at the securities that we have today and able to um project what those securities will generate uh as it relates to interest income for the city. Now this is the securities portion only. So this does not include any income earned on the star Ohio account. Does not include any interest earned on the interest bearing checking. This is just the securities portion that 14.5 million. And if we were we are not assuming any reinvestment in this chart. This is as of today if we did nothing forward going forward. This is what we know the city could receive on interest income. And so our objective has been let's let's get interest income so that in this falling interest rate environment we're not back to the interest income levels that the city experienced back in 2122 and 23. Um let's provide we have this opportunity to really capture what have been higher interest rates and provide some stability for the city. And so we can see here that particularly 25 the the income on the securities portion will be greater than what it was in 24. In 26 it will be greater further and then it starts to trail off but still higher than 25 but that's only because we're
not assuming reinvestment. So again as those securities roll off then these numbers fall down but as we reinvest funds these bars will also uh rise as well. So we are keeping a very close eye on this. Um again positioning trying to position the portfolio to provide that stability to the city. And then lastly just wanted to touch on looking at the cash uh monthly cash flows of the of the city. This goes back from January of 2023. So almost a three years. Um and uh we uh stacked up here um you know the monies that's in the general fund. That's the dark blue versus the lighter blue is uh just the other fund balances. And and the objective here is to get an idea of, you know, is the city's cash, you know, is it stable? Is it trending down? Um is it increasing? you know, um does it make sense as we talk through, you know, looking again at that those interest bearing checking accounts and saying, "Well, we have an opportunity to move more money from the cash piece into the investment portfolio and the cash flow based on stability or even based on if we as we've discussed, you know, some upcoming capital expenditures of let's at least get some of that income uh locked in because we're always going to have maturities in the portfolio. So if we ever needed those monies back, our next maturities could would not be reinvested if need be. But we uh recommending that we make we take these steps uh you know today sooner rather than than later. Um and we will uh ensure that there's sufficient liquidity to fund capital expenditures. We think in terms of, you know, looking at the 14.5 million that's
invested in the securities versus kind of the low point here, like the um 80% of the low point, uh, which works out to $32 million. You know, there's 17.5 million of the city's funds that we would characterize as subject to exposed to lower interest rates right off the bat. And so looking to uh and through discussions, you know, reducing that amount, you know, maybe taking 10 million out of the interest bearing checking, putting that in the investment portfolio, that will reduce the amount of exposure that the city has to those short-term interest rates dropping and continuing.
What's our what's our what what is the return on the check income? So it varies because it's a hybrid. So they take into account all of your transactions that you have in the month. So like for instance a normal month last year we were getting anywhere between 20 and $30,000 in interest. However, if you have fees that you have to offset that could be wiped out completely. Can you put that in percentage just rough? Probably around three three two to three%. And how much money do we have in our checking account? 26 million. Okay. All right. So, the general fund.
Okay. A dumb question. I got it. So, I figure I'm looking I got look I'm over here with my statement of cash and our investments are in our general fund. Is that correct? Correct. Okay. Thank you.
So, our check I think we've gone through this extensively when we've gone through our budget, but like our checking account previously we were earning nothing nothing on. So something is better than nothing. But started Eileen and I were talking before the meeting about what is an ideal amount that we could move that we still would have liquid availability for. You know, we have a lot of upcoming projects and 10 million was the number that we came to that would leave us sufficient cash within our bank account but would still be available for us. And I mean you see the interest number just based on what we currently have. Now add add 10 million to that. You know that's significant.
So you would want to keep 10 million in the checking account. We'd keep 15 and we take 10 out and invest it into the per or move money from Star Ohio which you know the interest is moving 2 million in Star Ohio. Right. Yeah. And maybe even move some money out of the interest bearing checking into Star Ohio because it there's a spread differential between the interest bearing checking and Star Ohio. Start house if the start Ohio moves like when the interest rates go down tomorrow tomorrow afternoon. Yes. If I have a bond that I've locked it in, I have a fixed rate for the period of the of the of the of the of the investment. That's correct. Okay. Yes.
May ask something about the al asset allocation. We have 50% in US treasuries and that has been on the decline. US Treasury the two-year Treasury yield um has been on the decline. Well, all the yield on all securities has been on the decline. Okay. But we invested funds ahead of them falling those rates falling. Okay. Yes. So that that so that shouldn't be changed in any way. The asset allocation.
No, the asset allocation is really a function of the market opportunities. So within um you know what's permissible to be invested uh for longer term securities, we basically have four options. We have treasury securities, agency securities, uh FDIC insured CDs and uh municipal securities. So municipal securities um pay less because they have the te lower rates due to the preferred tax status. Um FDIC insured CDs um come and go. It's very uh supply driven. Um and then treasury and agencies are the primary uh invest asset classes that are available. So within those two asset classes, um it's interesting because traditionally agencies would pay higher yield than a treasury would, but we're not in a normal interest rate environment here. And many times we see where the treasuries are a better option, which are the the highest the safest securities are better yield option than what the agency securities are. So so those relationships do change with time. So, a year from now, that could look a little different, I guess, is what I'm saying.

Do you want to do six o'clock then and then at least then if we have a recess we have a recess that that's up to you guys. Longer recess. That's is that enough time? That's up to you. We'll probably do multiple like so we'll have those three continued consecutive weeks. They're going to be week week. So we're really going to only have out there for three weeks only. It'll be three meetings.
Correct. It's going to be those three back toback. I mean, I I can be ready to go for the next council meeting. Um, we still have to pass a temporary budget for before January 1st and And we're doing permanent. We're not No, no, no. We're doing a permit. I understand. But we have to do something. We used to do temporaries, right? And then Yeah, but she doesn't do She doesn't do this. We know. Yeah. All right. I get confused some days. So are you okay doing the three consecutive meetings like that? November, December, December passed on an emergency. Okay. And and those meetings are back to back to back. Yes. Okay. Good evening uh council mayor Scapiti law director Vosana. How are you doing? My name is Chris Krak. I live at 2950 Canon Road in Twinsburg. Um, so I understand that the issue of allowing uh data centers as like use in the code under the industrial and manufacturing designation has been sent back to the planning commission. I'm glad to hear that. Um, briefly, um, at the city of Twinsburg planning commission meeting held on August 18th, 2025, uh, there was a presentation by an attorney representing a real estate investment firm. Uh that attorney was asking for um hang on one second allowed use designation for six parcels of land totaling 43.4 acres. Um we know the specifics. Uh in that meeting, city planner Lynn Muter offered the following. She said to make the data center a permitted use and define it define it.

You want to look at it for a minute and then come back?
No, I think I can handle it. Um, so essentially, Miss Meter, what she said was that in order to do it the right way, you would have to do the setbacks and the generator placement and all of the other things that come into play. And that she believed that that required a ballot issue. Um, she made that pretty clear. Then she said later on, however, if we wanted to do it more expediently, we could do um a like use or a conditional use permit. So, um what what I'm seeing here is that the uh data centers weren't written into the code um originally, the code that was rewritten last year. And I'm not sure why that would be. Data centers are not a new thing. Um they've been around for about 20 years. Actually, the earlier data centers were have been around much longer. um the ones we're seeing now like the hyperdata centers popped up about 2005 2006 um so what I'm saying is that if it wasn't put in the code originally what we should look at doing is putting it on the ballot I really don't think um you can argue for like use I know we've heard this before folks got up and said that uh it was very very different and I do believe it is having done a lot of research on the subject watched a lot of videos read a lot of letters and newspaper articles um and that sort of thing So inevitably I think it comes down to 71 that says that uh uh people should be voting on land use. If it was clearer, if this was clearer and you could really argue that um the like use was that much alike, certainly it would be something you consider consider for like use, but I really don't think it is. I think it's more of a um an environmental concern, a grid concern, uh water consumption, noise. Um there's always a possibility that folks will come in and start buying up some of those [snorts] industrial lots that are kind of disuse and maybe not in the best shape. And I think that um it should really go to a vote of the people. So I'll just leave it at that. I hope you guys will consider that um and look at doing it um prudently rather than quickly. I think that's probably the

Next we have Colleen Rubin. Good evening. Colleen Rubin, 2259 Sandalwood Drive. During the summer and fall of 2024, I was very much a part of the release of records campaign directed toward the unlawful termination of three police officers. The goal of this campaign was to make citizens aware of the true events and to force the city's hand in turning over records. The city had been very selective and resistant. The campaign was successful and the fears of the mayor, the chief of police, and a city law director have been realized. The mandamus action has moved forward and depositions have commenced. But I am not here to talk about depositions. In reviewing the past one and a half years of the Summit County Clerk of Courts docket along with the city council meeting minutes and the city's financial records, some serious questions have come to light. These are about transparency, legal compliance, and how public funds are being used behind closed doors. This is just a small sampling due to time. First, attorney Mike Cicero. This is the attorney hired named in the public records retained to assist with the illegal discharge of three police officers. There is no resolution, motion, or council meeting showing that the city ever authorized the retention of or payments for the services of attorney Mike Cicero or the firm that employed him. There's also no record of how he was paid. Under the Twinsburg City Charter and the Ohio Opens Meeting Act, any legal services must be publicly authorized and voted on by city council. The complete absence of any such records suggests that the city bypassed the required public process, a clear violation of both the city charter and
state law. However, a review of the expense audit trail report, which is where one looks for payments when they are not where they belong, showed five payments to that law firm that employed attorney Cicero, totaling almost $21,000. It was described as labor investigation. Next, we have the retention of Weston Herd. Weston Herd did receive formal council approval to be retained, but the issue deepens. In January of 25, the city reached a settlement with officer Matt Feifer. It was almost $90,000. There was no council vote, no public announcement of the settlement in any city council meetings. Further, by March of 25, the city's finance record showed a payment of over $110,000 to Weston Herd with no corresponding ledger or public appropriations record. You can all think about what went on there. This thing this brings us to the settlement with officer Olivia Bartullik. The same process seems to apply as with Mr. Feifer in review of city council minutes for September and October of this year. There is no resolution, no council vote, and no public announcement. The financials I have are only through August. So we will just see how her settlement is accounted for. This is a pattern. It is hiring attorneys without public knowledge, settling lawsuits without publicly held votes or resolutions, violating the Twinsburg city charter and Ohio's open meetings act, which exists for the purpose of keeping the government transparent and accountable. Twinsburg residents should be aware of how much of our taxpayer dollars have been spent on lawyers and settlements to defend our elected officials from their wrongdoings in their bad deeds. The termination and subsequent legal proceedings of the TPD3 per review of the public records has cost us polygrapher $7,200 well above the
standard charges. Attorney Cisero 20,875. Weston Herd LLC, they have been paid in excess of $575,000 as of August of 25. $575,000 to defend our elected officials from their bad deeds. This does not include the settlement with officer Barulavic. Nor does it include the past two months of court appearances, deposition preps, and all the time spent in admissions. This this can easily be an additional $200 to $300,000 or more depending on what this settlement was for officer Barulovic. We are nearing the milliondoll mark of taxpayer money. All because of the wrongful termination of three officers and this is far from over. This because the malfeasants of our entire administration. It is no wonder the no wonder the city fought so hard not to release the records. [snorts] And since my time is up or thereabouts, I look forward to sharing much more with the city residents in coming meetings. Thank you for your time.

Uh Mrs. Cleell has presented all the changes to the code and uh reviewed the updated policies and handbook. Uh this will be on his third and final reading. uh she is here if anybody has any questions for her. Uh I just want to say thank you so much for all your time with this. I went through a lot of it and having the outline of the changes and everything was really it was a lot of time you put into this and and we thank you for that. It was needed. Thank you. Okay. Ordinance 105 2025. this ordinance is to create chapter 157 of the codified ordinances for a school district relations committee. Uh I went over the reasons uh at the last meeting. Uh the long story short is uh I would just like that the schools and the city um get together twice a year just to discuss all of the entities that they have in common, all the upcoming projects, the money spent together, and just to create um an open meeting um that all the residents can come to if they'd like to. It's open to anybody that uh everyone is just on the same page and moving forward, we're both rowing in the same direction. And that's all I have. Any comments on ordinance 105? All right. Resolution 106 2025. This resolution is to apply for STBG funding for the traffic signal upgrade project. Uh council approved an application for the CMAQ funding in July for the same project. Uh depending on if and how much the city receives will determine the amount the city will apply for from STBG. Um does anybody have any questions for Miss Moore? She is here. Is there anything you would like to add for Russ or is it kind of self-explanatory?
Um, sounds to me like uh we talked about it before. We're replacing all the uh getting rid of the boxes. We're going with a higher tech thing that's going to Right. You know, when we need a grant to help afford it. So, yeah, it looks like it's about a $9 million project and we're hoping for six million. Is that correct? And you know, they that's Yep. That is correct, Mr. Post. Thank you. Um uh we did receive some feedback from AATS uh concerning the CMAC funding. Um they felt pretty confident we'd get at least 4.3 of the 5.88 we asked for. Um
he was hopeful we would get more. Um and at that time I asked him if it would be okay if I applied for the STPG to make up the difference if we didn't get it and the deadline is looming. So um that is what what you've got. So, right. And then the three million is that um there'll be there'll be city out of um there's a lot of funds that we use for that. That would be the highway fund, the STP fund um and even permissive um tax, which isn't really out of our general revenue, but um we may have to make up some difference. It's like in 2030 when this project will go forward,
right? Some bake sales or something. Okay, sounds good. All right. Um any other questions? No, thank you.
All right. Uh, resolution 107205. Uh, this resolution is to amend the renewal contract with ATNET plus to include additional computers. The request to increase the user count to 190 as we are continuing to grow and is not to exceed $160,000 annually. Uh, this will be on its first reading tonight. Are there any questions for that? All right. Resolution 108 2025. This resolution is to apply for, accept, and enter into the OEPA WPF construction loan application for the wastewater treatment plant improvement project. Uh the estimated cost is 17 million which includes the rolled in design costs, construction costs and services during construction from BNN. This ordinance will be on its first reading tonight. Um, with that said, uh, I I agree with Mr. Kra that this should ultimately end up on the ballot. If we're going to add it, uh, that's I I I believe that's what it should be. Alex, come on. Stand over here so we can be in the mic. Uh what I have for Alex tonight is from the office of the mayor. We have a proclamation and it goes like this. small. Whereas the administration, council, and residents of the city of Twinsburg, Ohio extend congratulations to Alex Miller for his achievement in earning the rank of Eagle Scout. And Alex Miller earned the rank of Eagle Scout on June 3rd, 2025. And Alex started scouts in 2014 as a wolf scout with Club Pack 677 in Twinsburg. He earned the arrow of light in 2017 and crossed over into Boy Scout troop 213 in March of 2018. He held the positions of troop quartermaster, patrol leader, assistant senior patrol leader, and um alo Alex also attended the national youth leadership leadership training in June of 2023. And Alex has earned the following awards: scout rank, tenderfoot, uh, second class, first class, star scout, life scout, and eagle scout. He has received 26 merit badges, including 14 Eagle required badges. For his Eagle Scout project, he built four benches and three shelving units for the United Methodist Church of Macedonia. And Alex graduated magna cumloud from the twinsburg high school in 2025 and completed in business professionals of America for CVCC. He is the son of Rob and Sylvia Miller and also brother to Kyle. And whereas now therefore I Sam Scapiti mayor of the city of Twinsburg express my congratulations to Alex Miller on achieving this prestigious and honorable rank of Eagle Scout. I further
congratulate his family, friends, and fellow scouts as they gather here to commemorate this special occasion. First we have Doyle Stzman. The reason I bring this sign before I start, my name's Doyle Stesman. Uh 9550 Liberty Road in Twinsburg. Um I got my sheet. Let me bring it up. So, um mayor, council, uh and residents, uh good evening. I'm also a longtime resident like many of everybody else that's here as longtime residents. I've lived in the township. I've lived in the city. Two times in the township, two times in the city. I I like to be fair, you know. Um uh since I moved here into into Twinsburg, a lot has changed. I remember when there was one red light, one traffic light in Twinsburg. wasn't that long ago in my life, but for a lot of people it was very good. Um, just a little background since on on community community uh type things like mainly Facebook um I've been slandered quite a bit um because I'm trying to to uh make a change to a zoning and so because of that I've been the bad guy. So, I thought it was only right that I would come and speak today. Um, a little bit of background of what I am. Um, I built our first home in the township. We lived there 12 years. Then we purchased another house. We purchased a old one room schoolhouse, a Twinsburg schoolhouse that we rehabbed and made into a nice home. Um 13 years later, we
moved into a home on Depot uh by Depot and Canon um which we had owned for many years. We had um I had replaced all the essentials. The electric has all been up to because this is a central home. I replaced all the electric, all the heating, all the plumbing and then rented it out to uh others for many years. And then we moved into it, my wife and I moved into it ourselves. Um actually my wife and I and our son um who came back uh from Iraq. Um three years later we purchased where my wife and I live today and many people know it's the red barn on Liberty Road. Um we spent three years rebuilding that place before we moved into it. I give you that history just because it's a little bit of who I am. Um next um I wasn't tired yet. I I did purchase the old Fireside Restaurant building in 2008 at an auction. Um this building, as you as many people know, has a long history of many different businesses occupying it. Some of the businesses were things like um restaurants, bars, dance clubs, fish market, boxing club, a wedding location. Uh they would fly helicopters land in the back and people get married. and then also a gentleman's club which didn't last a whole long. I still have the mirrors. Um, following that time of rehabbing the Compass building, which turned out, by the way, I also own Compass. There's some people have told me that I'm hiding who I am. I'm trying to expose myself. It didn't come out right.
Compass Computer Group. I do own it. I've owned it for 28 years. Um, we moved into that in 2009. Um, I say all this to let people know that I am 100% in the club of those who love Twinsburg. I wanted to thrive and keep the small town community feel. Now, the reason I'm standing here today is I'm asking city voters, if I'm allowed, to pass issue 44, a yes vote. uh requesting zoning re reszoning of the old bluetop property bluetop motel to be changed from C2 to I1. Um and I'll show you on a map here. Um the the property in question is is outlined in red. Next to it is all I1. Across the street is all I compass is a C2 right next to it. And um it I'm not really making any changes to to one small change to the property.
One minute
and it's so that I can merge the two properties together instead of having because I own the I own the I1 next door to it. Full full exposure. Um so my Compass building is located right next to this property. We share a property line between Blue Top and Compass. You can bet I've been hoping for a long time that somebody would step forward and replace Blue Top with something much better. Over the years, undercover police, Twinsburg police would monitor Blue Top from inside our building. They would climb the stairs, go up in the top, and watch out with cameras and everything. Sometimes they would just be in our parking lot. We'd see a car that wasn't familiar parked in the back. We'd call Twinsburg. They say, "Yeah, it's one of ours." I have witnessed police from surrounding communities um and the Summit County Drug Enforcement all of a sudden appear in their driveway and then they would appear in our parking lot because there's more vehicles than they could hold.
Uh Twinsburg firemen, policemen, merchant squads know Blue Top Motel extremely well that property. Um Mr. Stman, um just make your final thoughts if you would just because of time. Um, okay. So, final thought is I understand that there are those who are concerned about data center built there and this is why I'm here because there's a lot of comments about data centers. I'm not building a data center. I don't have the room for it. I don't the the property is not big enough. Even if I merge neighboring properties, we don't have the electric power available in that part of town. That's closer to Chrysler plan if that was need power. So, I'm just asking for a yes vote on 44 on Tuesday.

All right. Thank you. So, my name is Marisha Rush, 1930 Cambridge Street. I first want to start off saying good evening to mayor, treasurer, council members, clerks, and as well as Twinsburg community. I want to start off by taking you down a road. Imagine a school where parents, educators, and child, every child felt seen, supported, and inspired to reach their full potential. That's the Twinsburg school district I believe in, and that's the Twinsburg school district that I'm running help build. As I mentioned, my name is Marisha Rush, and tonight I stand before you not just as a candidate for the Twinsburg school board, as a parent, as your neighbor, and as someone who has watched this community grow with pride and heart. With three open seats on the ballot, I humbly ask for one of your choices to help move our district forward. I grew up in believing in the power of education because I saw firsthand how it shapes a life. That belief has guided me as a University of Toledo alumni and a board trustee and in my professional career as a bank examiner for the Federal Reserve Bank of Cleveland. In my work, accountability and excellent isn't just ideal. It's an expectation. With over 15 years of experience, I've worked on and led teams, ensured compliance, and delivered results built on transparency and collaboration. These are the same values I vow to bring to our schools every day and every decision. I'm running because Twinsburg School is at a pivotal moment. We are a community bringing with talent, pride, and heart. And our students deserve leaders who continuously act with integrity, purpose, and a vision. I want
to ensure our schools are equipped to meet every need of every child. As council member Post mentioned earlier, leadership is more than just me standing up here asking you to support us for a levy. Leadership is all about partnership. It doesn't stop when council meetings ends. It doesn't stop when our board meetings ends. So when our board, family and educator and local leaders work together, that allows us to strengthen not just our school, but our entire community. Reminderville, Twinsburg, Twinsburg Township. Cuz every time we invest in our students, we invest in the future of this community. A a community that is the future built on confidence, achievement, and unity. So, as you head to the polls, I humbly ask for your trust, your support at the polls, when you submit your support. Good evening. Hello. Uh thank you for allowing me a few minutes to speak this evening. Uh my name is Mike Roberto and my address is actually 131 Overlook Drive in Kent, Ohio. So you might be wondering what's the guy from Kent doing here uh speaking with you tonight in council. Well, I'm actually here to listen and learn more than to speak. Uh but I thought it would be important to introduce myself since you might be wondering who the guy in the blue shirt is in the audience. Uh as mentioned earlier, my name is Mike Roberto and I'm running for the 2026 Open State Senate seat in District 27. District 27 includes all of Portage County as well as portions of Summit in Jiaga County, uh, including Twinsburg right here. I've recently retired after 34 years as a teacher, coach, and school administrator the last five as superintendent of the Aurora City Schools right down the road. And I'm running for state senate first because I want to continue to build on that 34 years of of being a public servant. But also, I have concerns. In particular, I've have concerns about education and specifically the erosion of support for public education down in Columbus. I also have concerns about the economy pertaining to affordable housing and property taxes. And like others, you might know I have concerns for people losing access to health care. Now, uh I suspect I shared those concerns with many of you. However, to be sure that is the case, I came here tonight and I'm planning on attending uh other meetings when able to gain a better understanding of the concerns as well as the good things taking place in Twinsburg. So, after the meeting, I'll be sure to share my contact information with each of you should you like to keep the lines of communication open with me. Good evening, Mr. Bar. Folks, all right, [clears throat] so since our last meeting, we did have a planning commissioner meeting uh met October 20th. A couple of items on the agenda. Uh, there was a public hearing regarding a conditional use permit for Northstar Church. Um they want to use some of those office condos off of Revena Road, 9263 Revena Road, uh for part of their parish. Uh they've got a youth ministry and some other things in there. Uh there was nobody uh at the public hearing that had any opposition to that. Um so we proceeded into the work session. Uh and ultimately uh that was passed. The conditional use permit for Northstar Church was passed 40 and again that's 9263 Revena Road uh units A7 and A8. There was also a final site plan um review and approval for Deer Run Apartments. They're going to be working on a clubhouse facility. Uh the architects and builders were here gave a little bit of a presentation about what they're looking at doing. Uh that did pass unanimously. Uh there were a few conditions obviously meeting uh storm water protection prevention plan that type of thing um and making sure that uh they've got all their eyes dotted and tees crossed and uh Lim Muter also provided us with some uh text amendments to the zoning code um just to clarify these were these are different um amendments than was discussed previously Mr. I believe we tabled one of the uh one of the ordinances pertaining to that. Um most of these just for the again the purposes of transparency um were almost like uh I want to call them like scriber errors or um errors that just make things a little clearer. For example, there is a section 110803 that talks about ferrris and nonferris
manufacturing processes uh that we suggested we in insert the word metal. Uh just to clarify uh what if you don't do that essentially uh everything is either ferrris or or non-ferris. So uh we wouldn't really be able to do anything there. So, just some clarifications. Um, fencing material for whatever reason was listed as an inch and 5/8, although inch and a half is a much more common uh building size. So, uh, nothing that is substantively changes our zoning code. Um, again, um, I do have a copy of this if anybody'd like to see them and we can certainly make them available. Uh, those did pass. Uh, those text amendments um did pass 4. Uh there there's not a meeting currently scheduled for November. Um although that may change uh due to agenda items being added. Um other than that it was a fairly uh routine meeting. So again those are open to the public. They are on Mondays and they at 6:30 in council chambers. That concludes my report. Thank you Mr. Post.

I'll be meeting with them uh probably by the end of this week to figure out um how we're going to use this you know as a council communication um you know and I would love to talk to them to to just get like a paragraph of you know like public safety what do you do with it when you going to do it how are you going to do it and also fitness advisory that's another uh uh point that I would like to visit and see how I can help them out, you know, instead of just going, okay, fitness advisory, when are they going to meet? I want to know when they're going to meet, where they're going to meet, how they're going to meet, and then what are you going to do?

He was unable to make it tonight, but he would like me to uh speak on behalf of the environmental commission. Uh they were happy to participate this past weekend in the spooktacular event put on by the parks and recck department. Uh the commission members, Virginia, Helen, and Jonah spent the day passing out over six plus bags of candy, chips, safety lights, and slinky toys. He said it was a fabulous community event, and it was very well attended. and um he was grateful that the environmental commission was able to help participate in this event and um that's all I have there.

Um I thought that we did a really good job utilizing more of the space in the amphitheater and around the the surrounding areas. Um, just want to thank Quest Financial for being the main sponsor as well as the parks and reccks department and everybody that made that an outstanding event this year. It was outstanding. Um, again, prior to caucus this this evening, I did attend the finance committee meeting. Um, as Mrs. Lobby said, the next finance meeting will be on Tuesday, November 25th at 6 p.m. here in chambers. The next meeting of the safety committee will be on Tuesday, November 12th at 6 p.m. here in Chambers. And the next meeting of the public works committee will be in February of 2026. environmental commission members that were there. Uh highlight for me was passing out cookies with Mark from our uh recreation commission. These cookies were donated by Cody Sweet Shops. There were other businesses in addition to Quest that was the primary sponsor. Ebony's ice cream shop, a lot of the daycare, child care centers, home restoration businesses, food trucks. It was a top-notch event and our um new events coordinator was manning the tractor for a hayride and it was just awesome to have that uh additional support from fire, police, and a bunch of other entities in the business uh Twinsburg were there. It was awesome. Moving forward, um, Safety Town is, uh, moving along and October Sun Studios and the local Girl Scouts have, uh, augmented our safety town a little bit and there's still some landscaping to come and, uh, looking forward to a ribbon cutting with the safety town. Uh, turkey trot will be November 15th. The frost bites uh, frost brightite event will be November 22nd. That's our holiday lighting. Senior snowplow registration is on the city's website. So, if you're a senior citizen would benefit from that, our recreation department organizes that. Um, in addition, everybody else that attended the meetings. Um, in between the caucus meeting and this one, I was approached by a resident and I just want to say that uh I was getting prepared for this meeting, there were things that were shared and I was trying to figure out what was shared and in the midst of that somebody came forward and and maybe uh I'll just say it when stakes are high and emotions are high and we're getting ready for things um maybe we're not the best folks and if I offended that resident uh please extend grace uh because I might had not been my best. Mr. Fury, thank you, Mr. Post. I attended the finance meeting earlier this evening. I wanted to thank uh Eileen uh Stannic. She's been done a great job. This this is this program is bringing in a half a million dollars possibly uh with the if we do the invisal investment. So, um, and we used to get just on regular savings accounts a quarter of a million dollars a year.
Then we went to zero and we and this is about our eighth year. So, it's been really really well to to generate additional revenues for the monies that we're sitting on. The architecture review board met on October 16th. There were five cases. The first one was 251036, which is a sweet kitty signage passed unanimously. 251037 was a Baba Queen signage on Darrow passed unanimously. Uh case 251038 on Daryl Road was the uh Deerrun Clubhouse. That's a two-story building that uh uh that Scott had mentioned earlier that went through planning that passed uh unanimously. And lastly, there was a Bale Edge ice ebony ice cream shot. Uh it was putting up some additional signs and their signs were approved unanimously as well. Their next meeting is November 6th at 6 PM. We had Eagle Scouts. We had lots of scouts here. Scouts do good work in our community. Some of that good work can be uh raking leaves for seniors. If on November 15th, the Twinsburg Boy Scouts will be [music] raking leaves for seniors in our community. Um this would be organized through St. Cosmos and Damian and Keith Barnes. If you would like to get your leaves raped as a senior citizen, you need to sign up by calling the parish at 330425 8141. The uh the cut off is November 2nd to sign up, but uh the weather permitting, they will come and rake your leaves on the 15th as a service for the scouts. Twinsburg Library Foundation is having
their annual reverse raffle. I will be number 77 this year. It is held Thursday, November 13th at the public library. If you would like to get a ticket, Foundation oftlgmail.com or call the library. They're selling a hundred tickets for uh at $100 a piece and uh you can win $2,500 or or multiple trips. uh great uh organization that supports our library. This Thursday, the Hilton Garden Inn will have a blood drive with with the Red Cross. Uh they will be open from 7:00 a.m. to 6:00 p.m. You can pre-register or you could drop in. They they run this every every month. Uh and it's in the ballroom. So, if you would like to give blood, which there is a critical shortage for blood in in Ohio and throughout the country, uh please consider giving. You can give every 60 days if you're doing regular, 90 if you're doing plasma. Um, and that's all I have right now. Thank you.
Thank you. I I got to let you know I I tried to give blood today at our school, but I learned this year and actually the people who organized blood drives also did not know this. You're only allowed to give so many units in a 12 month period. So, it's 60 days for the one and but I met my quota. So, I could give today, but I'm my quota starts over tomorrow. So, so if you're not doing anything come to my house tomorrow after you get out of school Thursday, just drive over to the Twinsburg Hill. But, uh there you go.
All right. I just thought that was kind of ironic, you know, because power reds count as two and that's what I usually do. So, I thought you'd get a kick out of that. Um, anyways, mayor's report. Mr. Scapiti. Mayor Scapiti. You know, I've had it was a short week for me or two weeks for me. I was on the West Coast celebrating my son's wedding. So, um, all I had for the last couple weeks, I had a lot of fun here in city hall in the city of
Mike. Sorry. Thank you back there. I appreciate that. Um, yeah. So anyway, I had a short week and so a couple things that I did though uh when I was here uh through our employee appreciation, they do a donuts and cider delivery to all the departments and they do that uh during the uh during the fall uh to kick off the fall season. And um so we got to do that. We were up very early in the morning. our our HR director, uh, Tammy Kal, uh, Leslie, my executive assistant, and myself. Um, and Michelle, uh, Tammy's, uh, HR coordinator.
She's the coordinator. She's our coordinator. Yeah, there's so many new people. I just I can't keep track. Anyway, so we all went out and we delivered donuts inside all the departments and it's just really nice getting out there first thing in the morning. We start at 7 o'clock, and we get to see all these folks, and uh, it's just it's a lot of fun, and I believe they appreciate it, too. So that that was the first kickoff we had.
Um later on that day I came back and we had a a kindergarten class here from Willox. And uh that's always a joy to have these children here from Willox school. They come in and they get to see they walk into the the lobby here and we take them through the building. We we show them around. Um, they love coming into the council chambers and they they were all sitting in your seats and uh there are some pictures that were released I believe on Facebook and and our website and they were sitting up here and they just they have a ball doing that. They sit in my chair in my office and you know they were just they were all over the place. We give them little goodie bags to take with them and then from there a police officer comes to the lobby and takes them takes them to the police department and they get to follow they get to follow the officer which is really it's like they're really out of tension at that point. Um so they go in there and they see the police department and they give them little goodies as well and from there fire comes and picks them up in the police department and they they get to spend at least an hour hour and a half here in the morning. So, it's really a joy to have these children here and uh makes you, you know, remember when your kids are that little. It makes me feel younger, too. They It's a lot of fun. Um, finally on the uh we also had the Coca-Cola ribbon cutting. They had they started a new can line there uh at the Coca-Cola plant. Now, as many of you know, CocaCola is not located in the city of Twinsburg. It's in the township. However, their parking lot is in the city of Twinsburg. So, I I was honored to be invited there for their ribbon cutting and I thank them for uh inviting me and I thank them for all they do for the township and we're more than happy to house all their cars on in the city of Twinsburg and you know we really appreciate them parking in in our city. Um and so it was a nice day and if if you haven't seen any of those bottling plants I mean this one was incredible. I mean super clean uh operated very well. The staff was so nice and welcoming.
It's a lot of fun when you go and and get to see some of these things. So, uh it was nice. By the way, they gave out commemorative bottles. And this one, these little Coke bottles and it says Twinsburg on the back of it. And they also gave out cans to us as well. Uh Twinsburg ribbon cutting October 16th, 2025. So, this will be I displaying this in my office. I probably won't open this. Um, I've received a bottle from many years ago when I was on city council in uh, Bedford Heights that I've never opened till this day. And it's a bottle of root beer. And sometimes if I get really thirsty, it's hard not to open that bottle. But that was probably 25 years ago. So I'm not sure how it would taste. So I'm going to stay away from it. Don't open it. What's that?
Don't open it. I know. So yeah, I'll keep this for forever as long as I can. And uh, just to repeat, the spooktacular was spooktacular. This was spectacular. I'll tell you, it was great day. Great, great weather. Thank you to the parks and rec staff. Thank you to Quest for uh being our main sponsor. We appreciate all of it. And I know the kids had a blast. The weather held out beautiful. There was a lot of things for them to do. So, um you know, I'm just I'm proud of Twinsburg and and I'm just so happy to be a part of uh some of these events and and things that happen here and around town as well. Is that the new plan for the you know you stick you stick wedges in a can of coke to to strip off the outer coating so they rust so they get a little more more uh friction so they spin the ball more. So and that's true
it's like eight hours in a can of Coke and there's and all the all the finish is torn off. So I'm not I don't drink that stuff. Well I hope it does the same thing to my inner lining because I drink a lot of Coke. All right. Well, uh, do you have any department heads or mayor director? Yeah. Anybody Nate's gonna speak? Well, I wanted to uh come before you uh tonight instead of a typical report uh just to give you an update. Uh Shannon was gracious gracious enough to include a timeline just to let you guys kind of know what's been going on. Uh we've been busy at the wastewater department with this project preparation. Um the timeline was put together [clears throat] to just help uh me keep track of some of the items that we're working on and then be able to uh relay that information to you guys as well. Um, so just some of the main uh points that were that were pretty important is going back into July, uh, we had a a tour with Ohio EPA, there were 15 uh different people, some from down in Columbus, some from the local offices from EPA um, that that came and wanted to go through the project, go through the plant and take a tour um, to help a aid and answer questions for the uh, PTI submittal. Um, [clears throat] in doing that, we actually received that um, in record time. Um, some of the other individuals that I have talked to um, since then uh, in the wastewater industry could not believe that we received the PTI in that uh, that short of a period of time um, with very little questions. So that just uh, proves that you know the work that we've been doing uh, with BNN has been uh, pretty rock solid to be able to continue to take the next steps forward. Um, since August, uh, I've been working, uh, with BNN as well. Um, going through the technical specifications, um, taking binders home every night. Um, my kids are all I think they know the technical specifications and the different colors of what the highlighters mean. Um, but I just want to make sure that this is right. This is a project that's going to far outlast all of us, outlast me. Um, I just, you know, want to let you guys be aware of of the time and effort that we're putting in to make sure that this is being done right. Um, [clears throat]
so we we um submitted a nomination form back in September that basically lets EPA know that we were going to be submitting uh a construction loan application in December. Um, that was accepted. Um, we have the legislation now for the first reading for tonight for us uh to enter into and submit that the application for the construction phase um with the WPCLF. We'll have the legal notice um the engineering [music] department is actually going to be putting on a bid express. We're going to be putting that out to Akran Bea Journal as well. So, the the project itself will be bid um November 3rd and um I'm sorry, November 10th and November uh November 3rd and November 11th is what it is. I apologize. [clears throat] So, we'll have a pre-bid meeting um as well. And with the bid express uh website, uh you know, we'll have a lot of questions and we're going to have a lot of vendors visiting the site um asking questions um trying to amend some of the contract. Um we're going to be steadfast with the decisions that we made with that. Um so there's going to be construction loan paperwork then with the approval um uh of that uh loan that will be due in December 1st. Um so there'll be some actual legislation paperwork that gets involved with that. Um and so then beginning of December, we have addendas so that if there are any changes that actually do need to come into effect with the design, um those can be submitted and then added to it. Um I'll be up here a handful of times in November and December as well. Uh just to give you a heads up with some of the other legislation. Um there's going to be a uh request for after the bid is
awarded for the con the the awarded uh contractor to be uh granted that and as well for BNN to be doing um some of the services throughout the uh project itself. Um I know in [clears throat] the packet uh that was uh given for the legislation there's actually a breakdown uh of what the costs are um associated with that. Uh, one thing I just did want to point out, if you guys had seen that, um, one thing that that BNN uh, helped with as well, um, earlier this year is we had held a meeting with Summit County uh, to discuss their cost sharing and ultimately uh, they're on the hook for just over $1.7 million out out of this project. So, that's um, pretty exciting. Um, they had no questions. U, they had no comments on it. they they uh agreed with what we were doing and their cost of share association with that. [clears throat] So when we get through uh December and into January um there'll be a lot of bid openings. There'll be bid documents that go to DEFA who actually uh distributes the funds. Um there'll be some upcoming legislation in January then as well so that we can um accept the awardance of those funds and um you know we'll have the award of the bid hopefully by the end of January and then start to plan with um having our first pre-construction meeting. So um I just wanted to give a brief description of of what we've been doing and whatnot. We're um you know halfway through the process in my eyes with uh you know the bidding aspect with it and um just wanted to see if anybody had any questions

Yes. Thank you, Mr. Post. Before we uh kick off the legislative portion of the evening, I wanted to offer a uh brief clarification for council relative to the comments that were made earlier tonight about certain legal costs that have been incurred by the city. Now, as you all know, especially you, Mr. Post, I normally resist the urge to comment on matters at council unless requested by the council or the mayor, but sometimes the record demands to be corrected, and this is one of those times. here. Put simply, the comments made earlier tonight were incorrect. Um, when required, as many of you know from recent memory, contracts for legal services and settlements have been authorized by this council. And I want to draw attention to a couple examples. First off, for example, via resolution number 67-2024, this council authorized the mayor to enter into an agreement with the law firm West and Herd for the provision of legal services for the city of Twinsburg. Two, via resolution number 39-2025, this council authorized the settlement with former officer Matthew Feifer. Three, with respect to the settlement with former officer Olivia Bartullivik, it was my legal opinion that that settlement agreement did not trigger the need for council pre-authorization and therefore it was executed by the mayor without going to council first. Furthermore, and on top of all of that, all of the legal expenses incurred so far by the city have been authorized by this council through the council appropriations process budget,
any payment being issued. And again, I jotted this down most recently to my memory notably given the comments earlier tonight via ordinance number 99-2025 whereby among other things the costs for Ms. Olivia Barulvvic's settlement agreement were authorized by this council. As always at any time if you have any additional questions relative to the legal fees and the costs that are incurred, please do not hesitate to reach out to me or frankly reach out to Christina Conway. she knows the numbers backwards and forwards. Uh because of that, I want to kick it off to you real quick if you have anything to add or any further detail, please. Sure. Thank you for your time. Thank you.
Just some additional comments to address,
you know, some deficiencies that were raised with the finance department. Um we have gone through three different appropriations amendments this year that pertain to either settlements for the the fees we discussed or two appropriation amendments for the law department. So to say that the finance department is operating without the proper authority that was passed by the summit county budget commission would be patently false. Um, this council has approved all appropriations amendments that have come to it. Um, so I'm not quite sure where that information is coming from. All of these items in the legislation are clearly posted on the website. Um, so just so this council, you know, rest assured that between finance and law, we are dotting our eyes and crossing our tees. And as everybody is well aware, the city is audited annually. This has never come up as a compliance issue in the three years that I have been here and it's not going to come up as a compliance issue because we have all of the appropriations in order before we expend money.
Thank you. Thank you. So the facts the facts aren't sexy, right? It's the It's saying that we're not following, you know, protocol is what seems to make a headline. But every time this happens, when you do a fact check, we always we always come out on the right side of the road. And that's because we're doing everything the right way. And there are so many times that residents come up here and say that we're not doing things the right way. And there are so many times we don't comment on it. And I know Mr. Rosanna, I I appreciate you saying that. I did ask you before the council meeting. Thank you for pulling those up, Miss Collins, as we asked you to do. And um thank you uh Mr. Rosanna. I I did ask you to say because I think it's important that the community knows that we we are not just going to sit here and listen. Sometimes we do need to defend ourselves when we are quote unquote attacked by saying we're not doing everything correct. Mr. Rosanna, I'm going to toot your horn right now and say that you are so thorough with everything you do that I know that if we come to you about anything, we are going to get the best legal advice ever. And I know that if you're not sure, you will research it and research it and let us know. And and I know that you work tirelessly. And so for anyone to come up here and say that we are not up and up with our legal department or anything or the admin, they're just wrong. And so I encourage our community members that anytime you hear anything, you you you don't believe it because you don't know it's true unless you find out the facts. And someone came up today saying that these are the facts. Well, they weren't the facts. If you ever want the facts, call city hall. Find out the facts directly from city hall. Don't listen to social media. Don't listen to
all the Twinsburg pages. The truth is right here in these walls every day for you to call and find it out. Okay? You can email Miss Miss Collins. She'll get you anything you need, any legislation. Ryan's the senior captain and lives next door to me on Claria Circle. Was a great kid. He's gonna play soccer at Tiffen and he headed it in from a corner kick by uh Jackson Trudeell who lives across the street and is a sophomore and is an outstanding kid. So the Claria Circle guys combined for that one goal to take him to districts. The Twinsburg varsity soccer team is going to advance towards the state playoffs this Wednesday in Niles, Ohio playing Hudson. So very exciting with the boys hawker. Used to used to be able to sit in the backyard with those guys, but then you know now there's 15 soccer balls and they're
kicking them. They use my yard as the backup. But uh all good. Fantastic kids. Very proud of them. Great families. And that's all I have this evening. Thank you. You said that I tell you I mean the other kid played Ohio State for four years in a in a Columbus Crew. uh his sister got a scholarship to uh I forget I'm gonna get it wrong, but it's in Pittsburgh. Awesome. But uh yeah, my kid didn't pardon me, Dukane. It's not Dukane, it's Robert Morris. Um but uh yeah, my kid played soccer for like five years and went to golf. So baseball and basketball. Water's good for golf, too.
That's all right. It's all good. But great kids. Very proud of them.
Thank you, Mr. Pace. Two things to wrap up this meeting from my end. One is a celebratory note. Uh Tim Hower, he's a a Twinsburg resident. He was recognized by the Summit County Veteran Service Commission as the Summit County Veteran of the Year. You might know Tim's name from the Christmas card gathering where every hospitalized veteran in Ohio receives multiple holiday greeting cards. and uh he organizes that uh plus a suicide prevention uh several suicide prevention events a year. Great to see Tim get recognized across Summit County. Um that's positive. A challenging time is ahead. There's a government a federal government shutdown and with that shutdown there's going to be a lapse in funding for sub supplemental nutrition. We're part of Summit County District 1, which has 1530 or so residents who receive supplemental nutrition. Now, it doesn't mean that on November 1st, everyone uh loses the nutrition that's provided through SNAP benefits. It just means that payments will be delayed because not everyone's on the same payment cycle. But the reality is there's going to be folks in our community that are impacted negatively. At the same time, there's an opportunity to do good. So, we have a faith pantry, our community hunger center, Saints Cosmos, and Damian, Church of the Resurrection, emergency assistance uh program, all within Twinsburg, Soulen, and Northfield. all going to be burdened, extra burdened with 1500 residents that have effectively lost food uh because of leadership in Washington. Uh our fire department's in on the game November 15th at the Giant Eagle parking lot. Stuff that ambulance. Mayor, I hope they're bringing a big ambulance. I know we have different sizes. I hope it's a
big ambulance and I hope they have to bring a second one because with the state of things going on, folks are going to be suffering. We can make a difference if we have the means and by all means if uh 211 for hope help if you need other assistance. Thank you. That concludes my report.
