Are you ready? Fun stuff. Sure. They like to call the Roman city town hall meeting at 6:30 p.m. Uh just do the pledge of the United States of America to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all.

0:37 – 1:080

Um um amendments from the last meeting. Need a motion. Make a motion. Second. Make a motion. I make a motion for 30 minutes. Second. All in favor? All right. Old business follow up on ordinance violations. Paul,

1:02 – 1:380

I don't have anything to discuss. Okay. Under new business, uh, number one is concerned business owners and adjacent property owners in the Front Street business district. If you're here talk about that, you may speak and say your name and my name is Mark Shab. We came back to listen to what you were going to do. That was the whole premise of being here last month.

1:36 – 1:520

We said we'll give you a month to figure something out. So, we came back tonight and listened to that. But what did you do?

1:49 – 3:160

Well, I can tell you that and I know you've done a whole list of things to Gerald, but um took photos, provided those to Lee. Lee contacted the property owner, talked with him, talked about the issues with the inside of the building. And right after that is when his mate the sky went in and started cleaning house and uh taking care of uh the inside of the the business. So um far as I know everybody that was evicted uh it's gone. The building is secure. Um we trespassed three people from the property. Two people that were not trespassed were caught in the property. They were arrested for criminal trespass. Um I mean at this point the building's being cleaned up on the interior. Um the windows that had the obscene organs have been cleaned off. You're welcome. And that looks 95% better.

3:20 – 5:180

Yeah, there's one load of junk left to get out. Um, maintenance is telling me that that should be gone no later than Saturday, and he hopes that he'll get us some night or afternoon this week. and he has been working pretty much on a not a daily basis but almost daily basis uh including weekends I've seen down there in the mornings. So I think they're working hard to get it cleaned up. Have you guys seen the activity on French Street around there? So I know you guys are monitoring it. Um it's gone to zero as far as foot traffic goes. Um so the eviction was at 116 and the recent eviction at 255 made all the difference in the world. 116 I can tell you is not fit for any human habitation or rerand. It is electrically unsafe. It is non-compliant with the code for a dwelling unit. Um, bathrooms and kitchens have been removed from the second floor apartment on the west side. It's just one large open room. Um, I know there's some expressed interest from several individuals to either rent or buy that building. um including INDOT for the bridge project, but it needs some attention before it gets re

5:15 – 5:580

I don't think that's in the plans from my discussion with maintenance at this time. So, I would urge the town to maybe have might take a look at it before it gets reoccupied. He's not going to let a building inspector in there. The owner's not going to let a building inspector in there. He might. You can ask. I have asked, but I mean I will if the opportunity presents itself, but I don't look for him to let us in.

5:55 – 6:110

It this that property is of no priority to him because he has too many others in too many other locations. So I have several of those in town.

6:07 – 6:580

He'll continue to ignore um I think the fact that it's vacant and secure and there's at least a responsible maintenance man that I have had contact with that there's a chance of it. Um I think his intentions are there. The owner will let him do it. Um, as far as the 255 goes, the car disappeared today about new. It's been parked in the front yard for over a month. So, that's good.

6:55 – 7:310

Um, there remains a junk lawn tractor. We can get that taken care of. That'd be great. Um, and I guess there's some concern over it being rered to someone who would contribute to the problem all over again. So, we'll have to wait and see what the owner property management company will do there. Did we have any discussions with them? 255.

7:30 – 8:110

So, that just kind of happened on its own. Yeah, I I assume they probably weren't current on their rent. No, there was a there was a dispatch called woman was being held against her on December the 30th was on vacation. Okay. Anything to add, Paul? Anybody in the audience here like to say anything further?

8:09 – 9:160

I have I have one more thing I'd like to ask for. Several people have approached me and uh wanted to know if we can maybe take a different look at jump vehicles that are on Front Street or and at the corner of Front and Western and maybe step away from the 903 ordinance. So go look at the U 90.03 and look at subsection A, C, and D. those don't require it to be or it basically says inoperable is a reason that it can be moved. There was also something else someone brought to my attention that in our UDO in the zoning code in a single family residential zone, which is that corner, that no inoperable vehicles can be stored or parked outdoors on a lot. And they thought that maybe that could also be used for

9:15 – 9:580

what's that under? Yeah. on your UDO. Um, what page? 5.45. 5.45. Yes. It's called outdoor storage standards for residential. Well, I mean, Paul can take care of it under the other code. They're supposed to be plated and operable. So, if they're one or the other, it he can tell them to get it out of there. Doesn't have to be he can take care of it. The UDO is like ministry

9:55 – 10:290

that would be like the last resort violations and forcing to clean up that way but that's a long long pattern a long be a lot more work as far as running it through the court system that this other one he can just ticket it the 9.03 3 is the exceptions to the restrictions for permitted storage and that's all I have for you.

10:26 – 11:270

Okay. Anybody else have anything they want to say? Um, I'm Karen Fox from Institute and I have the business next door to the rental property and yes, the foot traffic is down 99.9% over the last couple weeks. My concern has been um on any given week I have a number of bridal gowns hanging in there and if that building were to catch fire uh and I would have smoke damage inside that would be terrible. So, I I know if you can't go in and and inspect the building, just saying that's my concern is it's a fire trap and the garments I have are not mine.

11:35 – 12:200

Thank you. Anybody else? I may ask one more thing. Was there anything from your investigation and the goian's rental inspections? Not that I recall locating that gives you just right to go in. I mean, I don't know. It's hard. It It's difficult to get into get into someone's home without permission unless you got a cause for, you know, some sort of crime. No. But is that is it classified as a home? Because the bottom half is a business. It's in the business district. They only made the apartments just to have extra money.

12:190

Yeah. So, I mean, it was originally the TLC gymnastics. It was

12:26 – 13:180

I mean generally speaking, you know, any kind of inspections be done by the county if it's some sort of renovation or something, but otherwise I'm not sure what other inspections would come up. Even if you make a complaint, I don't think they get to go in unless they're granted entry. And if it's going to affect their bottom dollar by letting someone in, they're not going to someone's going to tell them this is condemned, they're not going to let them in the door. It's usually a that's a good way to lose your investment quick if you have fear that there might be some issues. But I'm not sure what other else what other things would trigger mandatory inspections. I'm not sure how you get in there without permission or probable cause. Go pass an ordinance bill. They're required of annual inspection.

13:18 – 13:450

Oh, rental property. Yes. Welling unit rental unit. residential broad steps. There was a permit on the door. What was that for? That was for the building permit that he was working on and he's just stopped working on it. So, yeah,

13:43 – 14:320

but he's stopped he's not doing anything. So, he's not calling in inspections and he's he's done nothing. So, I can't move forward with that one. and the 116 is a commercial space, 112 is the residential space. So um I guess if Gian's ordinance is specific to residential, then you wouldn't have necessarily access to 116 the commercial space. Is 112 illegal? And it's on the first floor.

14:29 – 15:140

112 is on the first floor. It's grandfathered. It was a rental unit when before I ever came here. Oh, was it? Yeah. It's been Harry had it as a rental unit forever. So, yeah. I mean, we keep looking into it. That's all we can do. And see if there's something. But he's got it cleaned up for now. And if he doesn't rent it out, then it's just going to set like it is. So, I don't know why he would rent it out. It's cost him nothing but grief. But he might

15:130

rent it and it's going to keep attracting the same.

15:16 – 16:090

Well, he hadn't rented it there for a long time. There was a period of months that he didn't rent it and then he I think that couple found out that it was there and contacted him to rent it, but he wasn't running actively until they got a hold of him. Any other any other things to say? Paul, thanks for your follow up on that and getting that going and it's been taken care of. Nice to see that the foot traffic is or at least now is down. So that's a positive. Anybody else want to say anything before you move on to the next thing? And Dustin, you're going to make sure you look into

16:06 – 16:450

Yeah. to see if they're the way to to do yearly have neighborhood preservation or building department they passed in 19 looks pretty lengthy. Is there any other thing Mark that you got? I want to make sure that we're addressing everything. Just so just follow up on the ordinance. Just follow up on the cars corner and that's it. If you guys could please communicate with us if Heather continued and also too with Paul so we can make sure. Okay.

16:480

Next thing on the list is election of officers.

16:56 – 17:340

That's for the vice president, president council. Okay. So if you can if you want to vote Cher again, you can. Yeah, keep the same slate if you want to. I don't know what I do. I need a motion. I'll take a motion to keep the officers the same. Second. All in favor? Next thing on the agenda is a board appointment.

17:31 – 18:150

Yeah. And all we have is region 3A and then we have um our boards which the only one that needs reappointed is redevelopment board members. It's the same board members we have currently. They're all interested in running again or being appointed again. Think we still need one from the from the council. Yeah, I thought that was just we were just going to do the roles of this one. Okay. So, for the region, that's region 3A. So, somebody needs to represent um one of us three. Yeah.

18:13 – 18:490

Is that what she just asked me to do? Yeah. Because Well, because on it's on usually on Thursdays and Lee and I are in the BCA. Well, I'm on the planning commission and she's on the BC. I can do it. I'll do it. So, you have to make a motion for yourself. Anyone else? I I make a motion for myself to sign up for more meetings. And I'm pretty sure they're quarterly. I don't know why they normally have a listing on here, but they didn't this time of what the meetings are.

18:45 – 19:300

And then the redevelopment, we never replaced Nick as one of the board members from the council. So, we need a representative from the council for that. And then that would fill that redevelopment slate out. And we meet like maybe twice a year. You're asking me again. I'm asking one of you. I I'll do it. Okay. So then I would make a motion that you appoint Kirk as a board member for redevelopment. second and then reappoint um

19:30 – 20:030

sorry the other members of the redevelopment commission. So that's going to be a motion can to reappoint the board members for redevelopment. I make a motion to reappoint the board members for second. And the next thing on the agenda is the Rome City School Carnival March 6. How much to contribute?

20:01 – 20:310

Um, in the year prior, we've contributed 200 in the form of the 2 L set of cans or soda bottles. I didn't know if we was to do that for this year as well. Same problem with that deal. Do you I think they do it. They use those for one of those games like ring toss or something that they do. Yep. Make a motion to make money. You do.

20:29 – 21:120

Make a motion for the Rome City Carnival for $200. Is that for 200? Second. All in favor. All right. Next thing on the agenda is a Humane Society in Mobile County, the 2026 building of $3,000. Yep. So, I received that this morning. Um, it's the same it's $3,000 for this year was the same as last year. Um just need a motion to approve the continue to pay for that. What is that? It's for the transport, shelter, food, water, and medical care for stray pets that we that they pick up they pick up area. So you make need a motion to pay for that? Yeah.

21:10 – 21:540

Y Okay. I'll make a motion for the Humane Society of Noble County for $3,000. Second. All in favor? I Next one on the list is resolution 254 appropriation. You want me to read every one of them or you want me to read? I can read them. Okay. Okay. Yeah, you probably should read them so they know what y

21:52 – 22:290

you guys are talking about. Resolution 25 202504 resolution by the governing body of town city county Indiana whereas need to encumber appropriations for the following fund in 2025 budget to the 2026 budget lit fund number 44 equipment $1,1331 for purchase order 25-1061 this is for the circle target and head plate It was approved on 31st day of December 2025.

22:31 – 23:060

I don't know if you want to read the other was there four more or three more that are the incumbrance ones because these are all the encumbering yes appropriations. So if you want to do all of those and then you can do one motion for those 254 through 258. Then you can do the next one. The 255. Yeah,

23:02 – 25:010

this is resolution 25 uh 202505. Uh it's the for general fund number 430 park improvements $5,552.14 purchase order 25-1056. This is for fencing Kelly Park tennis court pickle ball courts moved on 31st of December 125. And then uh 2020 resolution 20256 general fund number 362 park repairs of $4,440 for purchase order 25-105. This is for mulch at the Lakeside Park approved on 31st day of December 2025. And then resolution 252507 general fund number 430 park improvements $16,750 for purchase order 25-1058. This is for concrete walkway at Grant Park approved on the 31st day of December 2025. And the last one on this one here is resolution 2025-08. It's a CEDIT fund number 454 tennis court $19,500 for the purchase order 25-1055. This is for stripping painting of tennis tennis and pickle ball court approved on 31st day of December 2025.

25:03 – 25:380

Have you wanted to make a motion to do all of those? These are already This is just in the budget. Is that what this means? Yeah. So, yes, it's it's to move money from the 2025 funds that that are over so we can move it into 2026 and use those funds. So, that's resolution 4 through 8. Okay. So, I made a motion to pay the resolution from 4 through 825. Thank you. All in favor? All right. I got sign.

25:36 – 27:350

Yep. And then we got resolutions uh 2025-09 0-10 and -11 for incumbrances that are to be resolved upon transfers be made within the MH MVH fund accounts for the fiscal year 2025 and uh there's from street assistance to the insurance which is 17,43 38 uh MVH contractual to the MVH insurance 2823 and 36 cents the MVH equipment to the MVH health insurance 12,500 and then transfer from legal to general health insurance of $10,000. And the last one is the transfer from LEC equipment to the LEC training $54.78. Oh, sorry I missed one. I got resolution 12 transfer office supplies to the police maintenance of 162908 LIT equipment to deputy wages number two and three. uh 9,3183 LIT training to deputy wages 805.37 and then LIT office supplies to deputy wages of 50288 deputy reserve clothing to deputy wages of $96.60 60s Marshall clothing from there to deputy wages of 1343 and then LIT Social Security to the deputy wages of $1,200.

27:36 – 28:090

And that was resolutions uh 8 through 12. Make a motion to pay resolutions 8 through 12. Second. All in favor? All right. The last thing on our new business is Jane Klein with Subway Sue to build. Is anybody here to talk about that?

28:09 – 29:090

She didn't seem like she was going to come in and attend. um what her um complaint is that her sewer bill has increased by $52.56 for the 2026 um increase. Um and she isn't agreeing with that much of an increase because they have more employees, but they still don't work that much. There's still generally only like one to one, maybe two people in there at one time. So that's why she's trying to be corrected with she's got um last year one full-time employee or this year she's got one full-time employee, 13 part-time. Um last year she had zero full-time and one part-time or 11 part-time employees. Um so she's just asking to reconsider um increasing that bill by that much. I don't know what we would adjust

29:12 – 29:330

I don't know do that for her we have to do it for everybody I don't see right and and again she didn't she didn't want to come in and talk so she wanted $5256 Excuse.

29:40 – 29:580

So they essentially have three more people working than they had last year. No, two because they had 11. Yeah. And they went to full time and then three. So

30:02 – 30:420

yeah, they it says here they went from 11 part-time employees in 2024 to 13 part-time employees to one full-time employee. And her she's she's challenging the $53 per month increase. Yes. Where's her total bill run? Um, right now it's 17308. It was 1252. I don't think that we can do anything about that unless there's something else. I don't think that we can change the rate or anything. It's just based off the facts.

30:42 – 31:020

Yeah. And that's what we tried to explain to her as well. It's based on the ordinance. So, unless you want to change the ordinance, is that how we come up with the figure? Is that what you're

30:57 – 31:380

We have a company that does the figures out, you know, what they would pay per employee or part-time employee. It has to do with if it's got food service or it doesn't have food service. if it's got, you know, people coming in there and using the facilities, which they are because it's a restaurant. So, that's all taken into account. Yeah. I just don't think we there's anything we can do. I think it is what it is.

31:35 – 32:200

Yeah. In the email, she's stating is that all the hours added up amounts to four full-time employees essentially or full points. She thinks it would be cheaper if it was reported that way, but I'm not sure. That's how we collect the data. Yeah. I'm not sure. How does the How does it figure the It doesn't go by hours, does it? It doesn't. It just bodies. Bodies. But again, we're going to change it for her. We have to change her. But we don't necessarily know if it'd be cheaper if she reported full full-time and one part-time. And I don't know if that would make her cheaper for any

32:18 – 32:570

four full-time or part-time. I don't know. What is it? Well, she's saying if you put the hours together, it's four full-time employees, one part-time, but I don't even sure if four full-time, one part time would change her bill much. I don't know. This is how That's what she's trying to say is that she thinks it would be cheaper that way, but we can't even guarantee that. that rate isn't I mean check to see what that will be and report it back at the next meeting and table that you know

32:58 – 33:120

yeah I don't know but it's going to change the anything but well be able to at least look at it I know it's more expensive when she does it the other way too and then she'll be fine Fine. Yeah.

33:17 – 34:020

Next thing is departmental reports manager. before we get into department reports on new business not on the agenda but you guys make a decision on a new police vehicle so we can get something ordered and make u make some type of financial arrangements I'm okay with it if it if it meets our needs and what we're doing, but it meets our moods.

33:58 – 34:200

Vehicle vehicle maintenance. Um, we used all of $7,000 in vehicle maintenance out of the Wr. We used all of $7,000 parts and repairs. you know what you're looking at. Um, we went over both those line items this year.

34:18 – 35:120

Uh, in vehicle maintenance and parts and repairs. Uh, gas and oil were um just about 8,000 some odd dollars we spent in gas and oil out of the $10,000 budget for that line item. So, and the Dodge is uh two wheel uh rear drive. So, in the snow, um Daniel's been using my car on the nights that he works, my vehicle, and leaving his at my place um so he can get around for all the missions. Yeah. We

35:10 – 35:540

I I didn't remember what the vehicles were that he had in front of you. You have the Ford hybrid lease interceptor SUV and then the Chevy Blazer electric vehicle. And you were recommending the Chevy Blazer recommend. Yeah. Yeah. Electric. You said that we could use we could put the charger over here. It was what $800 or something like that. Just just shy of 2,000 for that. Yeah. Um and we can So just like the the gas tank that the You look perplexed. Too much money,

35:53 – 36:080

huh? Why so much on the charger? Was it a GM charger? It is a GM charger. You get one from there's other chargers out there. Yeah, you can get one from Amazon for $300 or something.

36:03 – 37:210

Okay. All right. Um, but I think uh for a community this size and uh and one of the things that I found when I tested it was that letting it idle for almost 12 hours and only using um 5% of the battery which would have cost a$150 to recharge that 5% versus one of our trucks sitting out there idling for the same amount of time at the minimum would have cost six gallon of gas at so roughly 17 something uh for idling at that same period of time. So, I've got a couple different ideas on how it's going to be used. um to make sure that it's keeps a good constant charge. And um you're looking at uh the 80% charge, 221 miles, which our guys are roughly around 100 miles a night maybe if that

37:19 – 37:380

roughly. I wonder. Yeah. So is that with all electronics in it? Because typically whenever you have a lot of heavy usage of of weather, you typically will go through the battery a lot faster.

37:33 – 38:240

Yeah, I let I let it run um for like I said almost 12 hours. It was uh was it 30 some degrees or 28 degrees or what? I forget what I what it was. But um I let it run for almost 12 hours and it was only 5%. It just idle. So uh and it uses its own battery to run the the radio and the lights and the other stuff. So it's got one main battery to operate the vehicle and then a separate power supply uh like a car battery that operates the other stuff. What about in the event of a natural disaster of some sort to where you can't charge them?

38:22 – 39:000

Well, I think we'd still have access to where like Kindleville has got all kinds of fast chargers. There's three at the Ford dealer right there. Max uh Max Plats. Chevy's got some. Um I think there's some other So, we got we got the funds to do all this. We'll have to get financing. Yeah. To get a loan. So, we're into a new budget year now.

38:56 – 39:330

Um so, we can work out the financing with our current budget and uh probably some of this year's and next year's budget. So, you thinking what? A three-year loan or two years? Two to three. Does GM do any track leases with those? What? Leases with those track leases. I think they call them with commercial. They do have a lease program. Um that's uh I think it's a dollar at the end of the lease.

39:31 – 41:060

Correct. That's typically what they run. But have you looked into it? Um, the one that I initially looked into was uh that was around 14,000 a year, which I think took us uh but the car was also initially priced higher than what this currently is. So, I don't know if that lease would be any different than just um looking at 20,000 out of this year's equipment budget and 20 out of next year's and all good. Well, how soon that they want it? Obviously, you want it as soon as possible. Um, I've got uh both the upfitter and well um Lucas Platt from Ford called and the uh um rep from GM called or texted me too. Kind of curious where we're at with this. So, um there's for a brand new build on the GM side is at least 14 weeks. Um

41:04 – 41:480

I'm not sure where the build time is on the board. So, the sooner the better. So, as far as So, we have the money for it then you said. But we Yeah, we will approve financing. Yeah, this year and next year and next year we'll be okay. That one. Well, I think he was looking for the Chevy, right? Chevy. As long as we have two other patrol cars, right? Or so we won't be just all electric, right? Yeah. We currently have three.

41:48 – 42:230

Okay. So, we've got the 2020 Ford, the 2018 Ford, and then the 2012 Dodge. Are we trading on anything? Are we going to we're going to keep it? Yeah. We need We need to have more vehicles. Well, the Dodge is like new. Yeah. Yeah. Much work you've done to it. Yeah. I was I was hoping to get rid of the Dodge, but in 2017 being told that kind of went out the window.

42:27 – 42:410

I made a motion second injury report.

42:39 – 44:390

Um for the month of December, I had six meetings. Uh we didn't have a BCA plan or per board meeting for the month. We did three building permits, one electric, one plumbing, and a house addition. Um kind of a short month, much going on. Still working on lumber loss landing. Dustin and I have to get together on the annexation so we can get that going. Um, I have the year end stuff too here and then I have Scott year and stuff. So, I'll just quickly run through. Actually, I'm going to do the plan and BCA one and Jenny's still working on the building permit. So, we'll have that for next month. But we had 33 applications for the year. Six of those were planning commission. We had one, two, three minor subs, one administrative subdivision and two vacates. Board of zoning appeals. We had 25 petitions. Two were special special exceptions. Those were the short-term rentals. Those were both approved. We have four appeals of the plan director's decision. Um that's the fence arriva issue going on. And then um Brett Swany with the sideyard setback issue that's resolved um with the agreement that we made with Mr. Sweeney and the neighbor. The other one on Pleasant Point is ongoing. We had 19 standard development

variances. Um, one of those was a no decision on Mr. Swainy. We had two denied and how one was tabled to this year and the other ones were approved. I don't know if you want me to go through all of those or

45:05 – 47:040

Okay. So, my end year end report I had 99 meetings for the month or for the year. um typed agendas, legal notices, notes, interested parties and minutes for the appropriate boards. We have park board, conservancy, redevelopment commission, planning commission and BCA and do the water samples for IDM met with um property owners regarding all of those applications that I just reviewed. Worked on a conservancy. Um, their big thing for this coming year is cleaning out the pond at the public access and then working with Ark to do some plantings in there to make it look better. We're also changing or not changing I should say, but adding to our pervy as a group of what we're working on. Um, we're going to go from what we've been doing, which is maintenance operation of the dam. We'll continue to do that, but we're going to look into more of water quality issues and ways that that could be funded. Uh, we issued 83 building permits for the year. I don't have um specifics on those until next month. chamber. We had roadside cleanup, worked on bylaws, we had the tree lighting ceremony, and then it was the chamber's 31st anniversary. Rome City baseball had one baseball team and one T-ball team, the park board, they put in a covered bench out at the dog park. They had the pickle ball, and they didn't do the cornhole tournament this year during Shiakqua. They had the food trucks during the fireworks. They do the summer concert series last year in June, August, and September. They installed a bench at the halfcourt

47:03 – 48:580

basketball/pickleball court at Lakeside Park and installed new play equipment and rubber mulch. They attended uh I attended the Noble County Park Board Summit and then we installed the new sign at Gaff Park and the tennis courts have been paved and we'll be doing the striping in the spring. updated our asset management plan on our road system per um elap's new program. Something that's coming down from a new law through how the house whatever we have to do an asset management plan for the utility. So that's something I'll be look working on for the sewer department. There's they've got some meetings that they're going to have to help figure out how to do all that that I'll be attending. Um Echelman fixed the drains on Lions Drive and Ker Island and they also did the new Culver Pipe on 900 North. We closed out the CCMG grant on the Kelly Street Extended and Kur Island road projects and we were denied for CCMG money for 26. Um, and that will be starting the bridge project. Well, they've already started it, so we're just waiting for them to come in and actually they've widened the lane to take the traffic when they shift the um traffic over to the west. That's what that paving project was for. Indiana Pump Works completed the overhaul of the lift station 4D and that is completed and it was $118,000

49:00 – 50:580

and we have 14 more lift stations that need to be done. Probably the same amount of money. Um Scott's report for the month he had figure out his numbers here. Okay. 1,277,992 gallons enter the plant. We are not discharging at this time. They had three call outs all for sanding and plowing the roads. They did not pull any pumps this month. And they had 18 locates. They took down the Christmas lights from Oh, they fixed a Christmas light um there at Edwards, put new rope lighting on it because it um put it up and it didn't work. They ordered new blades for the snow plows and um on the pickup trucks. They plowed sanded roads 15 times this month. Replaced one street signpost. Ordered the rest of the fencing for the tennis court. Finished rebuilding an 18-in valve at the sewer plant and put it back together. put in the UV sterilizer and or pulled the UV sterilizer and cleaned it and it it's ready to have the new sleeves and UV bulbs put in for the spring. Converted five light fixtures to LED in the town hall. Um, uh, Travis is painting J had painted Jenny's office and now he's painting the hallways and then we'll have him do the restrooms cuz those hadn't been painted since came to this building. Um, talked to the insurance company about the 21 Chevy being wrecked. They found there was more things that was wrong with it. So, the truck is going to be out of commission for six weeks and Heidi contacted the

50:57 – 52:510

insurance company and told them we needed a vehicle. Um, which we got that. So, that's helped out a lot to have another vehicle for him to use. the year-end report. Um, they had 56 call outs, pulled eight pumps, pulled nine grinder pumps, eight lift station pumps, I should say, pulled nine grinder pumps. They had 533 locates. Um, for Lakeside Park, they excavated an area for the concrete pad and playground and the statue along the walkway. The playground, they bored 26 holes and set all the poles in concrete. They used approximately three yards of concrete. He got really descriptive here. They removed the teeter totter and relocated in another area. They put in the rubber mulch on the walkway. They diagnosed five light fixtures that were not working, replaced bulbs, and then two of those that they couldn't replace the bulbs. They found their spurnt wires underground and they'll have to wait um until the spring to retrrench that. At the dog park, they turned on the water for the summer. Um fix toilet and restrooms. They excavated a 9x7 area and put in gravel and put it concrete slab for the covered bench that I talked about. They put in an old fire hydrant for the dogs. They took um a leftover culbert pipe piece from the 900 project and put it out there so the dogs could run through it. Um they ordered a fence section. So next in the spring we're going to separate out the small dogs from the big dogs. So they have the fence ordered. They'll put that in in spring. The sewer plant they replaced

52:49 – 54:460

faucet and lab building. Repaired three valves in the filter building. Um, I'm trying to speed this up. Third, they replaced a valve between pond one and pond two. That was um a big production. We had that area that the valves are in is a containment area that was full with water. So, we had to get it pumped down before they could get in there to change that out. I don't even power wash the drum builder and the UV sterilizer. And there's a tunnel that is underneath where this building is that takes the sewage water from pond number five and then runs it through the UV sterilizer in the tertiary drum. And that has to be cleaned out every They usually do it in the winter. I don't know why. It can't be super warm down there. And there's the valve gates they have to fix. So that's what that whole section's about. Town hall. Um they redid the counter window in Jenny's office so that it meets um ADA code. They reframed it, trimmed it out. They put in the security door. um changed out um the lights and the set on the exterior of the building and installed um the speakers, exterior speakers in the basement. They added a plug for the chair lift for the adsible chair lift. Um worked on the water heater and then they cut down the two trees in the front if you remember. That was a long time

54:43 – 56:420

ago. so that we could put our Christmas tree up and put the the new tree up that chamber bought for us. Kelly Park, um the watershed buildings, they powerwashed and then they painted those buildings and then we had a company come in and put new roofs on and they also fixed the right angle gear drive in the building. The tennis court, they took down section of fence so they could get in there to repave it. Equipment maintenance on the 2008 Ford. The bed floor was rotting out. So, they got a piece of metal and they cut that. For the front end motor, we took off the rear backhoe cylinder and took it in to get it rebuilt. The Bobcat, they had to switch out the harness because when we get a new one, the the new harness doesn't match up with our roadside cutter. So they have to fix that um so that that works. Then they switch off to the snowb blower controller for the winter maintenance on the generators in various locations around the town changing the oil and checking the function. um we're going to have the guys do this from now on instead of we had a a generator company that would come out and do it and we found out that they were only like doing I don't know they weren't doing all of the generators and instead of emptying the oil into a container and taking it away, they dumped it on the ground or inside of the generator. containment area. So, I called him and I said that we no longer needed their services. We would take care of it. Um, street drains, they backed out four 14 catch bases and jetted out 12 drain lines. Sycamore Park, they cleaned out

56:40 – 57:460

the drainage ditch. Um, that runs there along nine. And they ran the grinder route twice this year to check for problems. Assembled four picnic tables and two park benches. and mowed roadsides three times and cut back brush twice around town. Replaced six grinder pumps and also put in the last five grinder lids with the guide rails. So those are all um finished except for there's six um simplex stations. So, we'll have to get the lids for those. Otherwise, um that's like 90, what is that? 93 stations that have been upgraded with new lids and then repairs to the electric feeds on the grinders at three different stations. And that was due to the underground boring making our lines and not letting us know. That's it. Well, oh,

57:450

well, they probably don't have it either. December

57:51 – 59:500

end of the year next month. But, um, for vehicle mileage, squad 1, 1232 miles, squad 3 489, and squad 4 292. Uh, hours work, I work 72 hours. Dustin 173. We had one scam that was reported and a stolen plate meetings attended and they attended police prosecutors meeting December 4th training council meeting which was online December 4th town council meeting December 8th police prosecutor's meeting December 18th and chief's meeting on December 18th training attended or conducted we did defensive tact ICS training on December 2nd and we had six officers from Albian

59:49 – 1:01:450

and I forgot one officer from Wakavville. Um December 16th we did defensive tactics training um just for Albian again six officers. And then also on the 16th after we got done with that we did CPR AED choking for adult child and infant. And then on December 23rd, I did defensive tactics training for the rest of the guys that needed it. Uh special events activities. December 9th, we had shop with a cop and Daniel were with that. And December 13th, we assisted out at hand shoes market and salvage for their children's Christmas toy drive. Um notes. We had the quote from Sheepard Chevrolet Max Plat Ford uh for new vehicle um squad 4 apparently had a tip in the windshield down at the bottom and when we had that real cold real cold freeze and when the uh defroster was turned on the windshield split right up the middle. Um, so it had a new windshield replaced in it. Um, December 18th, Wood Range City used our range and December 18th, I had oil change and tire rotation done on squad 3. We had 138 incidences in town for that our our department uh took care of for in this year compared to September was 163, October 159 and November 126.

1:01:45 – 1:03:020

Outside of town, we had 79 incidences that we took care of or created. Um September was 104, October 107, and November 77. Sheriff's Department responded to or created 27 incidences in town in December compared to 34 in September, 28 in October, and 26 in November. outside of town. The sheriff's department created or responded to 78 incidences compared to five in September, 65 in October, and 74 in November for the traffic sign on Front Street. Front Street had a total volume of 14,889 vehicles with the average volume per day of 480 vehicles. Minimum speed was 5 miles per hour and maximum speed was 62.

1:03:000

Oh, it's less than

1:03:02 – 1:03:470

and that kind of answer your question from last last month. So, we used the sign on Front Street with the results or not on Front Street, I'm sorry, Jackson Street down here um at uh Martin. Um based off the speeds and complaints on uh Jackson Street, we ended up putting a four-way stop in at that intersection um to slow traffic down using the traffic data. Wait, is that uh it's been two years now? I think maybe three, I don't know.

1:03:46 – 1:04:190

Time flies. I know. But that to kind of answer your question from last month about the traffic data. So, I got a question for you. On the Lraange, Lraine City Police Department use the range. Yeah. Do do they sign a waiver like look at bill does? Okay. I just don't remember them signing there. Y they're not uh like right at the very beginning of the No, there's they're in the middle of the year for some reason. I don't know why.

1:04:17 – 1:04:350

Yeah, I'll probably get one here in the next couple months from them. But yeah, they they actually two three times a a year for Walkerville every year. They always do the waiting.

1:04:36 – 1:05:360

We got claims presented for payment of the general fund 291,25796 and then the sewage fund 123,8981 a motion to create make a motion to plan second. All in favor? All right. That's the agenda for tonight. Uh, anybody else have anything to say? Rome city uh county council meeting on for January 12 is ended at 7:30. Oh, sorry. Make a motion to make a motion to second. Thank you for coming. So Justin contact Mr. Krueger.

1:05:33 – 1:06:090

Yeah, I'll find out what the deal is. So you want us to go ahead and put the money in the bank? Take money. We could still sue for not completing the work to violate it again. It's a violation. Of course, not done. The whole attorney fees, which I thought that's what we were trying to get away from. Well, but if we don't cash it, then we assume I guess if we don't even clear some certifi.

1:06:24 – 1:07:060

Well, that'd be my guess. going through otherwise. Well, yeah, it's not quite kosher, I guess. What do you think we I didn't hear because I was talking to Dustin seeing if shepherds can match the quote that we got from

1:07:07 – 1:07:320

certainly wouldn't save on if you have to go there and have work done. I mean they'll do but it's be a lot nicer. How far off are they? About three pointer. I would think they would meet it.

1:07:38 – 1:08:220

Talk to Dustin. Dustin. That's okay. I think because you just made the most do the Chevy Turbo is you didn't say where you were buying a car. So you might be able to get away with it which was the quote from the last. Yeah. So yeah, we've got two quotes. One from Kelly and one from Shephards. Same both in the same same identical vehicle. Shephardds is about $300 to $400 more expensive. So the question is can can you meet this even though we have quotes

1:08:21 – 1:09:020

can you reach out to him and just say hey it's like $300 keep business in I think otherwise driving down that's transportation overall. It really should purchase within the county that you're in, right? Be able to do a reb. Yeah, you'll bring it back for the first uh they'll if they'll drop it then. Okay.

1:08:59 – 1:09:400

Although I wouldn't I guess there's probably a warranty updates for like software update stuff after like the first 10,000 miles they do an inspection on it. tryate. Yeah. Yeah. As they find bugs and stuff. I'm sure they'll do live updates. Actually, the vehicles now actually a lot of times they actually update themselves. That's depends connect.

1:09:40 – 1:10:170

Yeah. Yeah, it uh they basically said after the first first 10,000 miles, they want to come in and service the grid. Um and then after that, it's just tire rotations and fluid checks. Um hopefully nothing goes wrong, right? Yeah. Yeah. I'll see if they can. It's like a computer. Yeah, you're driving a computer now. Well, it's my Ford. I've got to take in for a recall

1:10:13 – 1:10:410

Wednesday and they're going to try to do that recall over the internet over air. And they said, "Well, it should only take an hour, but depending on the Wi-Fi connectivity, it may be three or four hours for that update." So, I think you probably need somebody drop it off. Yeah. And I'm sure one of the guys can do that for you. Yeah.

1:10:460

Yeah. Correct. Yeah.

1:10:56 – 1:11:180

Yeah. Yeah. Good job, Kirk. As long as Yeah. I mean, if there's no issues with saying, "Hey, this is a court that I got." We We don't mark up municipalities. I think they're probably $00 cost. So, you don't do it for do it for a pool, right? Okay. It's not a profit thing at all. So, yeah. Yeah.

1:11:16 – 1:12:010

Well, I know they when I talked to them, they're like, you know, we haven't done any quotings on on our Chevys here in Kenderville for years because we just haven't had any. So they now that we built this one for you, maybe maybe we'll start doing them again, you know, but they were like otherwise they send everything to the one in Auburn that deals with all the dodges. It's because uh Mopar has they're a lot more aggressive and Bruce, what did I sign up for? The one you got to be at tomorrow. We don't we don't meet hardly ever on that because we don't have any money. So there's point getting together. Yeah.

1:12:10 – 1:12:520

Yeah. She's gonna have somebody's gonna ask something after. What's the deal with the uh what's the deal with the BMW down there in the in the off the roadway down in the woods? Oh, I saw that. Yeah, I saw Well, the only reason I saw it one day is because deer almost hit me. I had to stop and I saw it there because a deer was almost got a deer there. I I don't know. He pulled that in there. It's been there for I just noticed because the leaves are gone now. I can see.

1:12:50 – 1:13:350

Oh, yeah. It's been there all all year pretty much. So he can have the That's actually the county jurisdiction. That's not even in town. How do you get this group? It is. We're missing businesses. Yeah. Yeah, it it is. Um you got even guys that can shoot. Yeah. Um like Harry Binger's house right there across from the restaurant that's not in town. would have but I don't even think I don't think he was even hooked up to you might be. Yes.

1:13:34 – 1:14:160

So yeah, when you talk about shooting I first bought the house going on the lake that fall I heard these this tingling on top because I had a metal roof. I went out there and there's a guy in front of my house shooting ducks over my house. I'm like dude what are you doing? He goes, "I'm shooting." But why are you shooting towards the house? Shoot them away from the house. Yeah. Because we had no ordinance about shooting them down limits. Yeah. Now they have to go clear to the backside to do that. Yeah. They're supposed to go back into the basin back there. Way back in the back. Yeah. It's way Yeah. Can you see shafts back there? Yeah.

1:14:14 – 1:14:320

And dude, what are you doing? I guess if they don't come down, I think we still go through check. Yeah, I agree with that. Yeah, okay. But ask if you have any just

1:14:37 – 1:14:550

I'll start out the conversation that want me to make sure that we right. was talking to me.

1:14:590

Yes. I'll call you tomorrow. Thank you. Yeah.

1:15:12 – 1:15:500

Yeah. I Well, I was off. Um, the last day I worked was December 19th. Me, too. I came back January 5th. That's when I came back. So, it's like, you know, Mark's his complaints. I was on vacation. I didn't get on the computer every day to log in to see what was happening in city. I didn't sat there with the radio. That's why I was kind of taking back what we're doing. I thought we had one more time in just a month. Yeah.

1:15:46 – 1:16:440

Well, then the other part of it, you know, um we kind of put it out there that really not a whole lot we can um you know based on we can't be forced and blessed into this place of business. He has to voluntarily do that. He's probably understand when people walk. Yeah. Right. I need to send you a card.

1:19:00 – 1:19:590

It's not tech. Okay.
