I'd like to call the transportation advisory board meeting for 12/04/2025 to order, our last of 2025. We will start with the roll call. Staff, please conduct roll call.
Mister Hurley? Here. Mr. Krasinski? Here. Mr. Laird? Here. Mr. Nyre? Here. Mr. Olga? Here. Mr. Rose?
Here.
Mr. Webb? Here. Councilman McBroom? Here. Student member Sokolowski? Here. Thanks. We have a quorum.
Okay. We have quorum quorum and the meeting is officially called to order. I'd like to thank everyone on the board, the volunteers for volunteering and giving your time to make Naperville a great place to live. Also, I would like to welcome our council liaison, Josh McBroom. I don't know if you wanna say any words. You're it's open if you'd like to.
Looks like a pretty brief meeting, so I won't make it any longer, but I just, you know, happy to be here. I've served on one other advisory board, the financial advisory board. And so, yeah, my first meeting here. I think these advisory boards are important. We do, you know, read the minutes and, you know, issues that come before us. It's very valuable, and I think it's I think it's just a great way for residents to get involved and kinda know what's going on in the city. So thank you guys for for volunteering and look forward to it. Thanks.
Great. Thank you. And also, I'd like to welcome a new student member, Alexander Sokolowski. Welcome, Alexander. I don't know if you wanted to say anything or if you just wanted to be happier here. It's up
to you.
I'm very thankful for this opportunity. Thank you for this.
Thanks, Alexander. Okay. First order of business tonight is the public forum. During the public forum, members of the public have the opportunity to address the Transportation Advisory Board on issues which are not part of tonight's agenda in accordance with the Naperville policies. Comments should be limited three minutes. Staff, do we have anyone signed up to speak as part of the public forum?
We have no speakers signed up. Very good. That's closed.
We'll move on. The next order of business are the reports and recommendations. First up is agenda item twenty five sixteen o five. Approve the minutes of the 09/04/2025 transportation advisory board meeting. I'll entertain a motion to have a discussion and approval of this item. So moved. We have a motion for mister Hurley.
Second.
Second for mister Webb. Do we have any revisions, additions, or corrections to the minutes? Hearing none, staff can we please call the roll? All those in favor signify by saying aye. And those opposed, nay.
Mister Hurley. Aye. Mister Kruszwinski. Aye. Mister Laird. Aye. Mister Neibel. Aye. Mister Olger. Aye. Miss Rose.
Aye.
Mister Webb. Aye.
Okay, so the motion passes. We approve the minutes for the 09/04/2025 Transportation Advisory Board meeting as submitted. Next we have the police report. Sergeant Sergeant Muska is here to speak on that. Sergeant Muska?
Thank you. Good evening. Police Department just finished up our first step grant enforcement campaign of the fiscal year with our Thanksgiving enforcement, where 80 citations were issued for various citations focusing on seat belt speedings and DUI. The Christmas campaign starts in a couple weeks, which will cover Christmas and New Year's, focusing on those same issues. Communications at police department with some of our commanders and city legal is finalizing putting together some educational material on the e bike ordinance to put that out on social media and newsletters and also to get that information disseminated in the high schools and schools as well.
So look for that information coming out probably shortly after the new year.
Thank you. Any questions or comments for Sergeant Muska? Seeing nothing. Thank you, sergeant Muska, for everything you do. So I'll close the police report. Next, we have twenty five sixteen o three, discuss and approve the twenty twenty six Transportation Advisory Board meeting schedule. Steph do you have a discussion on this? I just want to
point out that we to note that we do not have a January meeting proposed due to the proximity to the new year. I will say we typically do not also have a meeting in the past during the spring break week for the April meeting. This year we are going to have that on the schedule. Things may change but with the bike and ped plan really kicking in the gear as far as tabs being involved within that plan, will be around that April time. So just wanted to make that known.
Okay. So I'll entertain a motion to discuss and approve this item. Do we have a motion and a second to discuss and approve the twenty twenty six Transportation Advisory Board meeting schedule?
So moved.
Motion by mister Webb. Second. A second by mister Kurzwinski. Do we have anyone from the public signed up to speak on this schedule? We do not. Does the board have any questions or comments for the staff? Okay. Hearing nothing, staff, can we please call the roll? All those in favor signify by saying aye. And those opposed, nay.
Mister Webb? Aye. Miss Rose?
Aye.
Mister Olger? Aye. Mister Neibel? Aye. Mister Laird? Aye. Mister Kraswinski? Aye. Mister Hurley? Aye.
Okay. So motion passes. We approve the twenty twenty six Transportation Advisory Board Meeting schedule. We're moving along quickly. Next, we have the twenty five sixteen o four, approve the 2025 Transportation Advisory Board Annual Report. Mr. Proust, do you have a discussion for this?
Yeah.
All boards and commissions are required to submit an annual report to the city council summarizing accomplishments, challenges, and upcoming work. These reports will be provided to the city council in February. Our 2025 accomplishments include recommended approvals of parking restrictions, overnight parking program exemptions, the road improvement plan, right of way controls, and speed limits for the Naper Commons neighborhood, and the annual new sidewalk program. Our twenty twenty five challenges, we're welcoming multiple new members to the board along with a new board chairman. And then our 2026 upcoming work includes the bicycle pedestrian plan and municipal updates as they arise.
Staff is asking the transportation advisory board to approve our accomplishments and challenges for the upcoming year of or the accomplishments for 2025 and the challenges in 2026 for the upcoming year.
Great. So I'll entertain a motion to discuss and approve this item. Do we have a motion and a second to discuss and approve the 2025 Transportation Advisory Board Annual Report?
So move.
We have a motion from Mr. Hurley.
Second.
A second from Ms. Rose. Do we have anyone from the public signed up to speak on this? We do not. Thanks. Does the board have any questions or comments on this topic? Hearing nothing, staff can we please call the roll. All those in favor signify by saying aye and those opposed nay.
Mister Hurley. Aye. Mister Krasinski. Aye. Mister Laird. Aye. Mister Neibel. Aye. Mister Olger. Aye. Ms. Rose.
Aye.
Mr. Webb. Aye. So
motion passes. We approve the 2025 Transportation Advisory Board Annual Report. Next up is old business. Staff, do you have an update on old business?
We do we have two items here. Alright first the 2050 road improvement plan was endorsed by city council on November 18 after being approved for a recommendation by TAB. This plan identified the locations of road and intersection capacity issues and the modifications needed to reach acceptable levels of service. The improvements will be incorporated into the city's capital improvement program as new projects and will be evaluated in further detail at that time. Second update on the bicycle and pedestrian plan.
So staff is continuing to work with the consultant Epstein and Sons International to update the city's bicycle pedestrian plan. We are approximately a third of the way through our community engagement. We have had two successful pop up events, one during the public safety open house and the other at the Halloween hop in the downtown. At these events, Epstein promoted the interactive map and invited residents to weigh in on the types of infrastructure that they would like to see in Naperville. Our interactive map, which hosts these public comments, has been open since October and has received so far over 400 comments that locate areas in Naperville where residents want to see improvements.
This map will remain open until the December and then we have two more public events scheduled for 2026. A pop up event at the Fort Hill Activity Center in January and a public open house scheduled here at City Hall in April. More details about these events will be posted on the city's website and social media. Epstein is currently compiling public feedback to develop the vision that will guide the plan and identify key objectives. They have also been working on evaluating Naperville's existing network.
City staff is currently evaluating the first draft of the existing conditions assessment and we anticipate that these plan elements will be completed in early twenty twenty six. Preliminary recommendations will follow in the spring for public feedback at the public open house here at City Hall.
Do we have any questions or comments from the staff, I mean from the board on that? One quick thing, so in April, the open house, and I think in a previous meeting you mentioned we may be involved in that or something like that, I don't remember, maybe you could clarify that for me.
Yeah. So with the bicycle and ped plan update, TAB will be the the guiding board and commission for that. So all public forum will be here at TAB. Probably it'll be after the public open house.
Got it.
But at the public open house because of the Open Meetings Act, we will only be allowed to have two TAB members at any given time if you guys would like to go to that open house. So when that comes up at a closer time sometime in March, I'll reach out to everyone with the dates and times for that public open house and we could get a schedule together so that we're not in violation of that.
Perfect. I'm looking forward to that. Okay, anything else? Okay, so we'll close old business. Next up is new business. Does anyone have anything for new business? Go ahead, Webb.
I was just wondering where are things with the e bike ordinance? Sorry, say that again? The e bike, electronic bike ordinance, where are things with that? Yeah, at the Tuesday, this past Tuesday, December 2 city council, the e bike ordinance was approved by city council with no changes recommended as it was written. The main, I'm gonna kind of give an overview of that.
So the ordinance is a, man I'm having trouble finding the right words today, is a supplement to the Illinois Vehicle Code Ordinance for e bikes and e motos. And what that supplement adds is a 15 mile per hour speed limit for e bikes on all city and park District trails along with a ban of class three e bikes on city and park district trails that 15 miles per hour is is in line with DuPage County's recommended speed limit on trails and then the band for the class three e bikes is similar to what other municipalities and jurisdictions along with the park district which has already done so what they have done in the past. So that class three e bike can go upwards to 28 miles per hour and is somewhat of a danger when on a multi use trail with pedestrians and other bicyclists.
Do we have anything else on new business? Okay. So hearing nothing else, we'll close new business. Now entertain a motion and a second for adjournment. Do we have a motion and a second to adjourn the meeting?
So moved.
We have a motion from Mr. Webb. Second. A second from Mr. Uliger. Staff, can we please call the roll? All those in favor of adjournment signify by saying aye. And those opposed, nay.
Mister Hurley? Aye. Mister Kwiswinski? Aye. Mister Laird? Aye. Mister Neibel? Aye. Mister Olger? Aye. Miss Rose?
Aye.
Mister Webb? Aye.
So we have a unanimous agreement on the adjournment. And this concludes the December 2020 12/04/2025 Transportation Advisory Board meeting.
