Paso Robles Youth Arts Center (PRYAC) Facility Multi-Phase Renovations (PD25-02, CUP25-18, MOD26-02, P25-0010)
The project is a multi-phase renovation of the existing Paso Robles Youth Arts Center (PRYAC) facility including construction of approximately 4,800 square feet of additional floor area to establish more classrooms and program space. The project entitlements include Development Plan 25-02, Conditional Use Permit 25-18, and Development Plan Modification 26-02 (PD25-02, CUP25-18, MOD26-02, P25-0010). Address: 3201 Spring Street / APNs 008-032-023 and 008-032-012 Applicant: Paso Robles Youth Arts Center CEQA: Staff recommends the Planning Commission determine the project is exempt from environmental review as a class 32 categorical exemption for infill development pursuant to the State's Guidelines to Implement the California Environmental Quality Act (CEQA), § 15332. Recommended: Approve the project for a multi-phase renovation of the existing Paso Robles Youth Arts Center (PRYAC) facility including construction of approximately 4,800 square feet of additional floor area to establish more classrooms and approve modifications to required parking and fencing height by adopting Draft Resolution PC 26-XXX based on findings and subject to conditions of approval.
Allegretto Resort Expansion, (GPA25-02, RZN25-02, SPA26-01, PD25-06, CUP26-03)
Planning Commission recommendation to the City Council approval of the Allegretto Resort Expansion, General Plan Amendment 25-02, Rezone 25-02, Borkey Specific Plan Amendment 26-01, PD 25-06, CUP 26-03. Ayres Paso Robles, Ltd, (applicant) has applied for Entitlements to expand the existing resort. Address: 2700 Buena Vista Drive (APN 008-121-021) Applicant: Ayres Paso Robles, Ltd CEQA: Staff recommends the Planning Commission recommend approval of an addendum to the 2012 MND for the original Allegretto project. The Addendum is the appropriate document under CEQA to analyze the consistency of the Project with the type and intensity of development previously analyzed for the site in the MND as provided for in CEQA Guidelines section 15162 and 15164. Recommended: 1. Recommend the City Council approve the project by: a. Adopting Resolution PC 26-XXX (A) to recommend the City Council approve an Addendum to Mitigated Negative Declaration, and b. Adopting Resolution PC 26-XXX (B) to recommend the City Council approve the General Plan Amendment, Rezone, and Specific Plan Amendment, and c. Adopt Resolution PC 26-XXX (C) to recommend the City Council approve the Development plan and Conditional Use Permit for the project.
