CONSENT CALENDARItem 26-73

Approval of Cooperative Agreement No. 25-0553-000-SA, Apiary Protection Program Contract and Supplemental Budget in the Amount of $1,000 (4/5 Vote Required)

Recommendation: That the Board of Supervisors: 1. Approve Cooperative Agreement No. 25-0553-000-SA, known as the Apiary Protection Program contract with the California Department of Food and Agriculture (CDFA); and 2. Authorize the Chair to sign the original agreement, and direct the Clerk of the Board to return all signed copies to the Agricultural Commissioner's office for further processing; and 3. Approve attached supplemental budget for budget unit 1100-261 in the amount of $1,000 (4/5 Vote Required); and 4. Grant a waiver from the provisions of the Nuclear Free Ordinance.

Authorize the Purchasing Agent, or a designee thereof, to execute the attached Notice of Completion for the Ferndale Veterans Hall Americans with Disabilities Act Modification Project; and 3. Direct the Clerk of the Board to provide the County Administrative Office - Americans with Disabilities Act Compliance Team with one (1) fully executed certified copy of the Board order related to this item.

Approve, and authorize the Interim County Counsel, or a designee thereof, to execute, the attached third amendment to the legal services agreement with Murphy Austin Adams Schoenfeld LLP regarding the provision of legal assistance with construction-related matters on an as-needed basis (4/5 Vote Required); and 2. Direct the Clerk of the Board to provide the Humboldt County Counsel's Office with one (1) fully executed, certified copy of the Board order pertaining to this item.

Authorize the Department of Health and Human Services (DHHS)- Public Health Branch Director to accept the donation of an Overdose Aid Kit (OAK).; and 4. Find that the Alderpoint Road (F6B165) Post Miles 42.20-42.30 Storm Damage Repair Project is exempt from environmental review under the California Environmental Quality Act pursuant to Sections 15269(a) and 15302 of Title 14 of the California Code of Regulations; and 3. Direct the Clerk of the Board to advertise the Alderpoint Road (F6B165) Post Miles 42.20-42.30 Storm Damage Repair Project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Mar. 17, 2026, at 2:00 p.m.

Recommendation: That the Board of Supervisors: 1. Approve the attached agreement with KNN Public Finance, LLC for municipal advisory services in the amount not to exceed $100,000, or $25,000 per fiscal year (FY), for the period of Dec. 1, 2026 to Dec. 31, 2028; and 2. Authorize the Treasurer-Tax Collector to execute the agreement.

Request to Modify a Special Permit Which Authorized Reconstruction of a Destroyed Legal Nonconforming Billboard Subject to a 5-Year Term Limit Requiring That the Billboard Structure be Removed by Sept. 29, 2025. The Applicant is Asking the Board to Modify This Restriction on The Term Limit

Recommendation: That the Board of Supervisors: 1. Adopt the resolution (Attachment 1) which does the following: a. Finds that denial of the project is exempt from environmental review pursuant to Section 15270 of the State CEQA Guidelines; and b. Finds there is insufficient evidence to approve a modification to the permit to allow the billboard to remain at the site; and c. Denies the permit modification request filed by Geoff Wills on behalf of OutFront Media. 2. Direct the Clerk of the Board to notify the applicant and any interested parties of the decisions made by the Board.

Recommendation: That the Board of Supervisors: 1. Open the public hearing; and 2. Receive the staff report, Human Resources presentation, bargaining unit presentations, and public comments; and 3. Close the public hearing.

DEPARTMENTAL REPORTSItem 26-70

Mid-Year Budget Review for Fiscal Year (FY) 2025-26, Budget Outlook for FY 2026-27 and Recommendations for Budget Adjustments (4/5 Vote Required)

Recommendation: That the Board of Supervisors: 1. Receive and file a review of the current FY 2025-26 budget and the budget outlook for FY 2026-27; and 2. Direct the County Administrative Officer (CAO) to prepare the FY 2026-27 budget based on the following parameters: a. Set departmental General Fund allocations from the General Fund to increase by 5% based on current year General Fund allocations; and b. Adjust General Fund allocations further for departments impacted by the raises approved in the CAA/Teamsters bargaining unit and other attorney classifications; and c. Deallocate FY 2026-27 unbudgeted positions; and d. Accept only additional requests for General Fund appropriation (ARGFA) that are for one-time expenditures up to $250,000 per request; and e. Set the annual departmental contributions to Public Agency Retirement Services (PARS) to 2% of annual salaries; and f. Approve a contribution to the Deferred Maintenance Trust Fund (3464) as determined by county policy; and g. Approve the transfer from the Tax Loss Reserve of $2 million for FY 2026-27, so long as the minimum reserve is retained; and h. Approve a contribution to the General Reserve to meet county policy requirements; and i. Approve Human Resources - Risk Management to increase the Self-Insured Retention (SIR) for liability insurance to $400,000; and j. Provide additional direction to staff on actions to close the FY 2026-27 projected General Fund budget deficit; and 3. Approve the list of budget adjustments (Attachment 1) and authorize CAO staff to make any technical corrections necessary to effectuate the Board's direction (4/5 Vote Required); and 4. Direct staff to return at third quarter only if the budget parameters set forth for FY 2026-27 require substantial changes; and 5. Provide additional direction to staff as appropriate.

MATTERS INITIATED BY BOARDItem 26-119

Consider a Zero-Interest Loan Program to Assist Homeowners in King Salmon Affected by the January Flooding Event

Recommendation: That the Board of Supervisors: 1. Find that the establishment of a zero-interest loan program to assist homeowners in King Salmon impacted by recent flooding will serve a public purpose by supporting affected residents while maintaining prudent fiscal stewardship; and 2. Direct staff to develop a temporary financial assistance program which offers zero-interest loans to eligible homeowners in King Salmon to offset insurance deductibles associated with flood damage; and 3. Direct staff to return to the Board with identified funding options, administrative structure and eligibility criteria for formal adoption.
