Um start off with our crack sealing. We wrapped up on our chip seal project roads uh south of Sinai there yesterday and we're going to be working on County Road One north of 14 uh or uh 458th Avenue uh north of 14 for about a mile. We should be wrapped up with crack sealing. Um we are starting to haul some P rock for that project and and [snorts] the other things we've been working on. We uh we did some patching with some cold mix and some gravel out on uh 214. Uh we're trying to make it the best we can, but like it Marty and I talked, I think the only thing we did out there was speed up traffic. Again, I know Marty and I have been talking about doing some additional signing out there as far as getting uh some additional speed limit signs put up and we'll continue to talk about that, but we may be seeing some intermediate signs out there to help remind people that uh the speed limit is 45 mph. Um, I'll maybe let Marty touch on a little more of what he's finding out there or his deputies are finding out there. But, uh, aside from that, uh, just been rolling with the flow, kind of wrapping up some of our county projects and going to be starting on some culvert projects here after uh, planting season uh, hopefully wraps up soon. I know we've had pretty good conditions for the farmers and it's also been good conditions for the highway department to get out there and get some work done. But uh aside from that, just waiting to hear from contractors on when we're going to start some of our our
plan projects and and then um here I'm sure within the next meeting we'll be talking about a couple of bridges here that uh we're going to be bidding. Um, I know that a letter was provided to the county as far as the two structures that we will be bidding on County Road 25, uh, north of Bushnull. Um, but before we advertise for bids, that'll be announced to you guys so we all kind of know what's going on. All right, any questions for Brian? Brian, do you have any updates on the Rumble Strip stuff?
Um, I talked to Matt. um he was going to to let me know. I talked to him about another issue and I did bring it up to him, but uh there again, believe when the contractor gets in the area, uh he'll let me know and I can and let you guys know. But we are on the radar then. We are on the radar. Thank you. I did also talk with Matt last week and he happened to be in pier and he talked to the contractor I guess and it should be next week or the following week is what they uh anticipate anyway. So,
thank you. Say Brian, if you could uh could you just elaborate for the townships that are listening again what dollars are available for them to use and what size different structures that they can apply for and get those funds and some of those replacements.
I'll maybe let Stacy touch a little more on the dollar amounts. Um I know we have some money that uh is allocated you know from at right after the first of the year that's going to be allocated for uh some of the projects and those projects uh commissioner post are projects for culverts 16 square ft in opening and less than 20 ft uh you know so anywhere between that 16 square ft in opening and and 20 ft in opening uh those culverts are are the ones that are uh intended for this program. Um and the application process uh starts with the 5-year plan and that's you know be to be submitted in the fall. Uh I believe that's October 1st. And then as far as the project wise goes for uh each township to submit applications for their structures based upon uh you know the original uh survey that the county did for all townships in the county. Um and then once that's submitted the commission considers those at right after the first of the year. I believe if you guys can recall uh we did go through that process uh right after the first of the year to approve those structures and then you know those projects are be to be completed the you know throughout that summer and then start that cycle all over again with the 5-year plan, the applications and then the approval by the commission and then the get-go to get them going on that project. And that does cost the townships 20%. Uh the county was awarded uh Stacy can touch on those numbers like the initial fundings. uh you know just short of a million dollars the first round and then you know following
that and I let her touch a little more on that and and uh you know so we have used you know a good majority of our funding but there is still a lot available out there and I printed out a a print out to for Commissioner Jensen I'd be more than willing to print out you know what the initial survey uh what we did back in 2021. And then I also went back uh through had the the guys go through this winter and we updated the RAF program um on the state's website uh because there is going to be an additional round of funding coming and I wanted to make sure that we had the culverts that had been done updated on that website because based or that GIS database I should call it the database determines uh still, you know, what we're going to be getting for funding uh based upon the structures that are listed in that inventory.
Can Can you touch on the opt out in the levy? Uh I I'll let Stacy do that.
The restrictions really have all been removed. I don't The townships no longer have to have an opt out. They no longer have to have that levy. Um, basically it's due to structure size is the is the limitation for culverts. Um, up on the screen now you can see where we were or where we're at. And of of course 2026 is just an estimate based on the quotes that were provided to us for um for projects to be done in 2026. So, you know, after all is said and done, we have, you know, about 660,000 left. Plus, this does not include the funding that we will receive at some point later this year. I think
I believe it's going to be sometime after July 1st. Yeah, after July 1st, we'll get additional funding because the legislature did provide additional funds for this program. Um,
in the amount of I believe it was 5 million. Yeah, 5 million across all counties. So, we'll get a portion of that um coming up. I mean, 2026 is is done for funding. Those projects were all approved um back in late last year or early this year. The next step is um August, the end of August is the deadline for townships to submit their five-year plans to my office. That kind of triggers our indication that they're interested in possibly applying. It it doesn't necessarily mean they will, but that is the first step. They have to submit a five-year plan by the end of August. We have forms for them to fill out for that plan. And then by the end of October, we need [snorts] to receive a resolution that says they know that they're responsible for 20% of the project costs. And then an application form for one per uh per project. So if they're doing more than one culvert, they'll need more than one application. and then quotes from a contractor getting us a just an estimate. We know that those change because we're kind of looking at things almost could be a year in advance. But um so those things the resolution the application and the quotes are due by the end of October and then the commission needs to approve projects for the following year. So we would approve projects for 2027 by January 15th of 2027. [snorts] Stacy, just to clarify, that five-year plan is something that I think there's some confusion among some of the townships that they have to submit that every year where they do that where they update it every year and add new
new structures onto that list and then hopefully taking some off that they've gotten completed. Correct. Yes. And there is a specific form that we we have to help to assist them with completing that plan. What when did they remove the opt out and the levy? Oh, that's been probably it's been a couple of years probably now. Um
and and it used to be that they couldn't have do culverts on minimum maintenance roads and I think that was taken off as well. I I think they realized that all of these stipulations and the money wasn't getting spent so they removed some of those things to make it as easy as possible. The reason I asked yesterday on the website for the DOT, it still states in there that you have to have an opt out or a road levy in place and numerous townships in Brookings assess themselves a road levy. It don't it could be a nickel, it could be 30 cents up to 50 cents. Um, an individual from South Dakota LTAP also said that they still needed to have that opt out and levy in place. So, I don't know if Peter hasn't got the information out or

Just a quick detention overview. We have 49 inmates. Uh 28 inmates are Brookings County inmates. Uh and then 21 are from uh well actually we only have u two from Hamlin County right now and then 19 US Marshals. And uh total there's 84 on the 247 program. So that's still staying down. Like I say, [snorts] we've been up to 157 participants. 84 is uh a lot more manageable. And uh so but that area still uh uh stays busy. Uh last week I went out to the utilities and gave two presentations on scams and scams seem to be uh going around right now. different ones. Uh, actually the counties around is probably the whole state. We got the toll that comes back and forth where where you went through a toll in South Dakota. I haven't found that toll booth yet, though. I don't know. Maybe Brian's got one out on the county road somewhere. They help us out with bridges. I don't know. Anyway, and so that's going around. And then uh we have the one with unpaid uh uh traffic tickets and that and we try to put as much as we can on Facebook as people call in and and report that. Also, it's garbage in the ditch season. So, I want my guys to kind of be watching the township roads. It seemed like every every spring certain areas get uh um Maderry Township and the uh southwest um of Brooking seems to get in the ditches and then uh straight north seems to get. So we'll be putting some stuff on Facebook not to throw your couches in the ditch and stuff. So but every we go through that every year. And then I have been talking with with highway man Brian about um some more signage on 314. My complaints to the office has come down,
but if you read the rants and raves, people still complain of speeders and stuff out there, but as far as into actually into my office and we're trying to patrol that as much as we can. We have not had any issues with with um overweight trucks, at least while we've been out there or any complaints. But I thought maybe we could probably put some more uh signage, you know, probably west of um the Bennett barn and on the other side because that place will start to get busy too, you know, with uh graduation stuff. And I'm not at least we can maybe slow some of that speed down if we have a couple more signs in there. There's big gaps without signs. So maybe that could help us a little bit. But Brian's good to work with with with that type of stuff. So, um, other than that, unless you guys have some questions. So, we're waiting for the construction season to kick in and and wait for that stuff to that stuff to happen. Uh, uh, I'm sure we'll have issues when they get start working on 28 and traffic coming down from the north and stuff, but we'll handle the best we can. So, yeah.

Not a lot of new things happening. Still elections, obviously. Lots of interest in elections this year. Um, and in some of the new bills and laws that were passed, but so Jen is busy answering those questions. Um, we went to Kowanas Club and talked to them about the new laws and elections. So, that was fun. Um, taxes, first half taxes, all that's wrapped up and done. Last week, um, just to give you some numbers, in the month of April, we collected 27,246,493. Um, for the total year, we're at 52% of the total taxes that are due. So, we're right where we need to be for the year to get that first half done. Um myself and Christine from the office will be gone at spring workshop for the next couple days. So the office will be a little more short staffed, but they've got it. They can handle it. Um but otherwise it's just all the normal work. So

The we got a planning and zoning meeting tonight and on May 14th, we've got a tabletop exercise with our pandemic planning coordinating committee pod to to cover our requirements. Got a call from Dave Jacobson about the burn ban. Looks like most of the fire chiefs are leaning towards lifting it. So, I guess at the next commission meeting, we can put it on the agenda to to lift it and u we'll just keep an eye on the weather between now and then, but and go from there. I got uh on April 28th, of course, I was gone for three weeks. first part of April. I got back in April 28th. I got a invoice from Amp Electric for our emergency operations center, which is the East Fire Station. Last year, we had talked about putting the generator from this building over there at the East Fire Station, and we told them we'd pay half the price, which is fine. and they they hooked it up and never never informed us of the bill. Well, April 28th they did. They they sent me a the total price was $30,410 and the county share of that, of course, is is half of that, which would be $15,25. So, just to let you know, at the next bill cycle, I'll go ahead and and pay that. We did make that commitment on the emergency operations center. So I just feel we we need to do that on the Maderi Township drainage issue. We had discussed having a meeting public meeting by the end of May. They've got the environmental assessment looks like the draft environmental
assessments complete. Tomorrow we're trying to have a a conference call with core of engineers and and the NRCS at the federal level with Banners Associate. Depending on what that call looks like, then we will plan on our public meeting. And I guess my question to the the commission is, do we want to have I I'm thinking May 19th is going to be too short for us to get those public notices out. We want to we want to make sure we notice this one properly and also put it in the Town and Country Shopper a couple times to let you know in case we miss somebody with the notification, we do want it in the Town and Country shopper for at least two weeks in my opinion. So, does the commissioner have a date that they'd be possible looking at? If we go into June, of course, you got a a Thursday meeting. And I don't know if that's feasible for the board to meet. I guess I didn't get a chance to talk to Miss Stephen before.

Are you talk the first meeting in June? That first or do you want to do a special meeting? what I thought Bob was referring to. Do you want Are we talking a special meeting or during a scheduled commission meeting? It's solely up to up to the board. [snorts]
If we if we do it on a commissioner meeting, that's fine. We just need to set a date a time. So after your basic typically we do it after at a regular commissioner meeting, then after your regular business is done or you just stop the meeting and have the drainage meeting and then then it comes back. This will be a public hearing, so we'll we'll take input from the public at the chairperson's discretion. Of course, I don't with as much as much uh input as we had on our last meeting and stuff, I just wonder if it shouldn't be something special that we do just for this or what what's the consensus of the board?
That would be my recommendation as well. I mean, we had one before and that's what I thought we were talking about, a special meeting. So, that's that'd be all we'd be talking about. So, Yep. Yeah. Are you referring to the one we had at the BCAC? Yes. Was that two years ago in June, was it? Yeah. So, was that just a like public comment or it wasn't a Was it an official? It wasn't a commission meeting. It wasn't a commission meeting. It was just a publicformational meeting and discussion. Correct. Yeah. And this would be drainage drainage board. Okay. And this would be a actual drainage board meeting.
Bob had speakers there and and the public was able to express their concerns also there. So, but it wasn't an actual drainage board meeting. It was just a public input meeting. Right. But we we want to do a actual drainage board meeting. Is that your recommendation? I would I would recommend that way we've got the complete board there and and the public understands that you guys getting [snorts] serious about the matter. Whereas if we only have a public input type meeting, they're going to feel maybe it's not that big a deal. Yeah.
We want people to realize this if they've got thoughts on this project, we really would would like them at this meeting. Any thoughts on dates or anything like that, commission? What's your Is that something you have at the evening so people can make it with work? And that's what I thought. June 1st in the evening. We could have Yeah, it's up to the board's discretion on what, when, and where. Yeah, June 1st works for me if we wanted to do something like that. But of course, consensus. Are we thinking out at the BCAC again? Yeah. If that's what you'd like. If we have it there, we can't. It's much harder to broadcast it though. So, if we have it in in this room,
we could actually put it on our YouTube channel and whatnot and, you know, potentially reach more people that way. That's fine. That'd be I think that would get us get it out to more people as well if they couldn't make it even though it's if we do like a What time would you suggest a 6:30 7 o'clock? 6 at least six probably six o'clock. 6:00 and then then if it goes you know to 9ine it's people still get home before supper some of them okay so Monday June 1st is Monday June 1st at 6:00 p.m. We have to check the availability of this room, but as long as the city's not not
correct. Yeah. I think the only thing, Jenna, that's getting ready for uh voting and Yeah, that's okay though. We'll set up early Tuesday morning. Okay, [snorts] Bob, as long as you can check it out with Banner to make sure that it works for those folks as well. Correct.
Yeah, I'm already touched base. Like I said, we yesterday I discussed everything with banners and and they understand We're having this and they're going to they're also sending me a addendum to the contract that they've got because they're not under the old contract. I've got the money budgeted for 2026, but the way they do their contracts, it doesn't match necessarily my budget. But yeah, we got the money in the budget to hold this meeting. And so we'll that
we'll check on the availability of room, but other if it's everything's good, it would be 6:00 p.m. to 9:00 p.m. and we'll start running ads and stuff. I'll check with Joe also on the availability. Well, this room, so never mind on that. I just wonder with upcoming elections if the night before might put too much stress on some of our staff as far as having it that night or not. It would make a lot but we count in here which means little stations with tables and it's
I don't know. I mean it's possible but it will be harder. Could we set your stations up at 9 after the meeting's over? Yeah, I'll come in at midnight. Well, you just you just give us a map of what you want and we can we can make it work. Would would we want to push it to June 8th? That's that next Monday. We'll be back a week. I don't think that changes anything as far as the work we're going to be doing. So, it doesn't change the work, but it it helps with elections. It helps with elections and finance. That's one less headache they have to worry about. Why don't we push it to June? Check with Banner to see if June 8 at 6 PM works for them. I think that would be the that would be the best. Okay. Unless it's a campaign issue for some of you. Nope. And other than that, I am working with with the BCOAC and I had a interstate power system come up yesterday. We they're trying to get an estimate on what it would take to do a generator down at the BCOAC. So once I get those numbers, I'll get them to Miss Stephenson. There is. We are I haven't since I got back from my vacation. I haven't talked to Assistant Sheriff Bitler yet, but he was going to contact the state of South Dakota communications branch and see if they can get us a contractor. That is a good good segue. We had a 911 meeting. There was a lot of discussion on our communication system. So the 911 committee wants us to do an audit of all the all the communications to include to include all the repeaters throughout the county and the radios and and talk to each fire department and see what the issues are. We and they want it to be an independent audit. They don't want they don't want the local radio people that sells us radios to be doing it. So, we're going to work with the state of South Dakota, try to find a contractor, get an RFP on what it would cost, and of course, we'll bring it back to the county commission and, uh, see if it's financially feasible to do it. But, um, yes, that's in the works, sir.

My name is Teresa Halman. I'm actually the owner of Bellacasa and I'm excited about this venture. But um it's actually just going to be a wedding and event center for uh up to from two people up to 100 people for different not just for weddings but for anniversary parties, private events, uh special dinner dates. If you guys have people you like to take on dates, uh it'll be a fun place. But that's why I'd like just a a beer and liquor license. I'm actually not going to be allowing hard liquor on the property, even for events. I'm not going to allow people to bring it in. So, I just want to be able to sell wine by the bottle, wine by the glass, or beer by the bottle or by the keg. So, there's not even going to be any um I don't even know what you call the draft beers or anything like that. It's everything's going to be pre-bottled or in a keg. So, just going to be a an elegant event place is what we're going for. So,

Yep. This would just be um similar to the other businesses that we have uh renewals with. uh Danceland, um the Brookings Country Club, Shade, we've got a multiple of of businesses without throughout the county that have a retail onoff sale malt beverage in South Dakota farm wine. This is a type of license where the county has an unlimited amount. Um so there really is no limit to to uh to give to the businesses in the county. It's the liquor license that we have a cap on and that's not what she's applying for. So, yes, this would be a retail onoff sale malt beverage license just like all the other uh businesses that we give this to.

Uh good morning, Matt Loggerstrom, mayor of White. I uh want to thank you all for considering this. Uh this is brought to us by our residents of the golf course north of town. Um as you all are aware, there's an access road parallel to the highway in that area. Um what we're asking for at this speed limit is to create a zone of awareness. Um, I believe that the top the start of it will be at the top of the hill just north of the golf course. It'll proceed downhill to the bottom of the hill where we have a 35 mph speed limit going into town. Um, this was brought to me by the residents of the golf course and eventually the city. Um, lots of people going back and forth in that area. Uh, particularly this time of year as we get uh the golf season up and running. Having people slow down a little bit, especially as it's coming over the crest of that hill, uh creates a good safety awareness zone, especially for people turning into that north access into the main golf course. Um the people at the golf course are extremely happy about this is it's something that's going to be moving forward. Uh just creating an awareness zone so we prevent accidents in the future.

good morning. I'm uh Evan Hennington with the utilities. Uh we are looking at installing a new 8 inch water line south to the wastewater plant. Um, we need this application to connect to the existing water line that is on 44th Street South in the ditch. Um, if you have any questions, I can definitely answer them. Anybody have any questions?
I haven't. Uh, there will be temporary lane closures for this. So, I just wanted to make sure the board was aware that uh what what do you estimate for time frame and when do you intend on performing this project? Uh so, the work for this project won't begin until after August 1st. Uh for we're going to do a one lane road closure there. Uh we're expecting one to do one to two days uh to close that lane. How will it be signed and and traffic controlled on that? Will it be stop signs on each end or will it be electric? How will you be doing that?
Uh flaggers is our plan. Um if it goes two days, hopefully we can open that road up overnight with barriers along the edge and then start back up in the morning. Okay, [snorts] that was my question on if it if it stayed open over overnight if how it would work. So, okay. Any other comments from board questions? They're going to be Brookings Dual Rural Water will be the owner of this. The joint well field is across the road from the new water treatment facility that Brookings Dual Rural Water is building along our county road 7 or 466th Avenue north of Bruce. Um they are going to be directional boring uh a water line a 16inch PVC water line cased uh and then also the uh the accompanied that would be a uh cased um electric line to feed those wells in order to to bring water across the road to that facility. So that's what these two permits that you're going to be considering from the joint well fielder uh about any comments or questions hearing none. All in favor signify by saying I

So um we we pay the work comp right away at the beginning of the year and then they come back and audit us for a prior year and then this year we got some reimbursement money back. This is to basically make them whole. Um, so we're not over budget at all in any of those uh lines as we continue through the budget here in 2026.

That letter was included with my staff report. Also, as part of the E911 board that we had, uh the meeting E911 board meeting that we had a couple of weeks ago too. They had presented um numbers for from the last 2026 year to date and then 23 24 numbers, call numbers. So, I just included those in my reort um just kind of as an FYI item. Other than that, just some upcoming upcoming dates. Make this bigger so you can actually see it. Um the the economic summit is going on as we speak out at the Dakota Bank Center. um May, next Tuesday, May 12th, we do have that special joint meeting here in the commission chambers with the city uh Brooking City Council to um deal with some ordinance changes uh with the joint jurisdiction. That's at 5:30 here in the chambers. May 25th is Memorial Day, so offices will be closed that Monday. Just a reminder that the regular commission meeting for that first meeting in June is Thursday, June 4th. Again, that's to canvas the results from the primary election that will be held on June 2nd, that Tuesday. the veteran memorial uh is the the replica memorial is coming to Brookings June 10th through June 14th. I believe there is going to be a ceremony for that. And then on Wednesday, April 29, um, I attended along with Commissioner Jensen, um, a meeting with Banner on the 214 project. And then on Thursday, April 30th, I went to Watertown for a first district meeting at noon. And that's my report. Thank you. All right, Commissioner Post.
Yes. On Tuesday the 28th, we had a weed board meeting and just barely had enough people there for this time around, but we we made it through our business and that was all I had.

Six different proposals on a bike path from Aurora to Brookings to Vulga. Um the the young folks that did that did a great job. It was that was a fun thing [snorts] to be part of and to see how that process works and they they put a lot of effort into that. Um, so, uh, I enjoyed that presence. On the 30th, I was able to attend my first board meeting for the domestic abuse shelter. So, learn [clears throat] what's happening there. And, uh, and that's my report.

on the 22nd, I also attended the Samra Avenue construction project uh, over there. Uh, they'll complete the project here after uh, I think in July sometime. Uh but there's just kind of a pre-construction deal and they had some things they were cleaning up on their initial uh project. On the 23rd, I attended Sou Valley Electric uh meeting over in Elkton. It was a pretty informational meeting. There was uh uh they had a presentation on data centers and they also has a presentation on uh high voltage power lines. So it was a kind of a good meeting I just happened to attend and uh um some good uh information shared there. On the 27th, I had a hospital board meeting. Uh we kicked off the meet meeting by touring the OB unit. And it was interesting that uh last year I believe there was uh 430 uh births up there at the OB unit and it was uh um about 212 uh boys and 218 girls. It was kind of interesting. It was about an even split. So, um it was a good tour with that and after that we had uh the general meeting on the 29th. Also met with Commissioner Vanderwal at Banners for the progress meeting on uh 214th Street. And uh that's all I have.

[clears throat] And for my report on the 23rd, uh like Bob mentioned, uh we had an E911 uh meeting in the in the next door room. uh talked about as he as he mentioned uh finding somebody to audit our repeaters and our radio systems countywide. I think that's uh something that we need to start looking at uh and also looking at the radio systems in general countywide. Uh later that afternoon on the 23rd, I did have a Brookings Regional Growth Alliance board meeting. Um talked about some of the new new things going on. And of course, we touched on the economic summit that's going on today. And uh in that on the 24th, uh attended Short's Hot Box Ribbon Cutting uh down in uh on Sixth Street, which is uh going to be a neat uh transition from food truck to actual brickandmortar store. If anybody hasn't been there, that's uh it's a very nice uh new new building. On the 28th, I was able to attend the Central Bank ribbon cutting uh for their new building. Uh uh that was very well attended as well. Then on the 2nd, uh I attended the Jack Rabbit scholarship auction up at uh SDSU at the Sanford Wellness uh uh sports complex. Uh they had uh close to a thousand people uh in attendance there and raised uh raised just under $3 million for scholarships for Jack Rabbit. I think it was one it was 2.96 million. So very very good for our student athletes. And then on the 4th yesterday I did attend the White City Council meeting. Learned about some of their updates and their uh their things they have going on for the next year with uh sewer and and water up updates and and planning for pioneer days. So and that is my report.
