All right. Good evening, ladies and gentlemen. We're going to call this regular city council meeting to order. We will first stand for a moment of silence and then we'll face the flag for the Pledge of Allegiance. All right. Thank you. Thank you so much council. Is there anyone have any agenda modifications? I Hearing none, that portion is closed. We're going to move on to proclamations and awards. We first have a proclamation in front of me for the Treasure Coast Regional Planning Council Month. And we have with us tonight the executive director of that organization, Mr. Thomas Tom Lanahan. Yes, sir, you can come forward. I'll read it from here, and then I'll come down, and we'll present and take a photograph.

All right. This is a proclamation Treasure Coast Regional Planning Council month August 2026 whereas the Treasure Coast Regional Planning Council was established on August 19 1976 to promote communication coordination and collaborative regional planning among local governments and whereas The Treasure Coast Regional Planning Council serves a four-county region encompassing Indian River, St. Lucie, Martin, and Palm Beach County, including the city of Sebastian, where we are. Whereas for five decades, the council has provided invaluable technical assistance, comprehensive planning, emergency management coordination, and economic development strategies to protect our unique environment and enhance our quality of life. And whereas the city of Sebastian has consistently benefited from this partnership, working together to balance sustainable growth with the preservation of our natural resources and community character. Whereas the Treasure Coast Regional Planning Council will officially commemorate its golden anniversary during a regional celebration on Friday, August 21st, 2026. And we'll have Mr. Lanahan share a little bit about that later. Now, therefore, I Fred Jones, by virtue of the authority vested in me as the mayor of the city of Sebastian, Florida, and on behalf of the entire city council do hereby proclaim August 20, 26 as treasure coast, regional planning council month. Thank you in the city of Sebastian and urge all citizens to recognize the council's 50 years of dedicated service leadership and vision for our region.

Uh, so, um, uh, thank you for having me here for this and thank you for the opportunities to work with Sebastian over the, over the last years of, you know, whether it be updating your recreation element, facilitating conversations between the city and, uh, the County commission, um, letting us have uh... and dot uh... as our secretary treasurer and uh... vice chair uh... and on all his years on the the council with us we really appreciate it uh... so thanks for signing him that duty but uh... so thank thank you for that and uh... i do really appreciate uh... the proclamation absolutely thank you sir Thank you. All right. Thank you very much. I appreciate it. I have a little something for everybody.

All right, brief announcements. Friday, August 7th, Sebastian River Area Chamber of Commerce Grill Night Out. It's from 5.30 to 8 p.m. It's a really great night. It's a great night to meet some businesses and to get to know your community. Saturday, August 8th, early voting begins here in the council chambers and runs through Saturday, August 15th from 8 a.m. to 4 p.m.

This is a portion of our meeting where you come and speak about anything that's not on the current agenda. All right. Next item is committee reports. We have any committee reports? Hearing none. Public hearing, we have none. Unfinished business, none. Item 12, new business, 12A, consideration of selecting the top three ranked firms for RFQ 26-16. Mr. Stokes, or is it? No. Mr. Graham?

Yeah, there's no resolution, so it would just be a procurement item.

Good evening council, before you is my request to select the top three ranked firms for RFQ 26-16. So we did issue out a request for qualification and I know previously we did issue requests for qualifications for engineering but this is specifically for the airport so these firms had to have significant experience working with not only airports but also the FAA. We would like to award to Infrastructure Consulting and Engineering, Hoyle Tanner and Associates, and Crawford Murphy and Tilly Inc. So if council approves, I will move forward with negotiating with the firms to get their rates and then also put together an agreement for these services.

Good evening, Council. This is ITB 26-13. This is for the Sebastian Municipal Airport. This is the terminal building apron expansion. So this project was bid out in March of this year, but we had to place the project on hold because it is being funded through the FAA, FDOT, as well as airport reserves. So at the last council meeting in July, we did receive the grant from the FAA. Okay. to fund their portion, so I'm asking the council if we can move forward with the lowest responsive responsible bidder, which is Ranger Construction Industries, and requesting that we issue a purchase order for $944,533.83 to complete the project.

All right, and Ranger has done jobs out there before?

They have, yes, sir.

And this project will get started approximately when? We don't have an idea, do we? I don't want to put you on the spot.

Well, once you award it, I have to go through getting their bonds and their contract and everything together. So I am assuming possibly late September, October timeframe.

Yeah, all right, thank you. Is there anyone from the public who would like to speak on this item? Any raise? All right, none. All right, public input is closed. Council, any questions or motion?

I don't have any questions, but I just want to remind for those that are out there listening that the FAA grant was 95% of this project, and then the DOT grant was 2.5%, and the airport reserves was 2.5%. Those numbers are just the FAA grant was a little over a million. The DOT was 27.75%, and the airport reserves was 27.75%. I just wanted the public to know that we're getting a really good deal with this.

I just want to say, uh, I don't want to extend the meeting very long, Fred, cause you might, you might beat another record here. Um, but, uh, the treasure coast regional planning council, I have, I'd be remiss if I don't tell people that everybody who likes what our riverfront looks like and what we've done down along the river that came from them. they produced the charrette that actually laid out what we should be doing along that riverfront and the tenants that we should use as we develop that area. So that's something that they've done. And so they have had some positive impact on Sebastian. So I just want to bring that out. Thank you. Thank you, sir.
