Well, I'm here to talk a little bit about the dedicated centers. And the sector I'm going to focus on tonight is the chasse aux feusants, a massive economic engine for South Dakota, generating between 250 and 287 million of annual income. The chasse aux cerfs is a large first-class industry in South Dakota, generating more than 160 million of annual economic activity. The construction of data centers can have a significant impact on the feusants and the cerfs of Virginia. Colchids have a need for a thick nesting cover, calmness, grass and shelter. Studies on birds show that industrial noise, due to the success of breeders and all abandoned species, Virginie's deer depend heavily on established travel corridors, such as tree lines and rivers, to circulate between resting areas and food sources. The physical footprint of a data center breaks all these natural corridors, which, combined with night security lights, forces the deer to turn around. If the doers and the deer leave a region because of data centers, the hunters will spend their money. And we also talked a little about noise. Beyond the noise, there were these vibrations. In addition to the constant noise, there are low-frequency infractions and seismic vibrations generated 24 hours, 24 and 7 days a week by the cooling fans of the data centers and the emergency generators, which can have significant documented impacts on fauna and cattle. This causes serious reproduction problems. Agricultural groups have documented cases where cows exposed to continuous burrowing and vibration of the soil. Data centers have suffered from reproduction failures, including mornay spikes. New mornay. Chronic weight loss and stress.
Persistent vibration triggers a permanent response of leak juice, increasing stress hormones.
It has been proven that cattle can lose up to 30% of their body weight due to discomfort and disturbances in their grazing and sleeping habits. Disturbed grazing behavior or active attempts to escape the source of vibrations on the ground. Physical body vibrations. Low frequencies can physically shake the internal organs and tissues of an animal, causing damage to internal balance or to the organs of animals. impact on fauna interference with communications of many wild animals including some birds, insects and large mammals use low-frequency infrasounds to communicate on kilometers to detect weather changes or predators vibrations data centers create an acoustic masking that suffocates these vital signals Abandon of the habitat. And then when we look further, when we compare this with what has to dry, you know a lot of these silos where they install fans in the north center, once they start them, they don't want to stop them. So is there any concern about possible later load cuts and which could be disconnected first. You see, I'm going to be in the same situation. This is one of my concerns on this subject.
The other question, how does Aberdeen benefit from this center? Thank you. Yes, we thank you for asking these questions and sharing these details. So, as mentioned, these are the three information meetings and they all aim to help the Council to write and submit to the Urbanism Commission an ordinance that will limit, prohibit or regulate data centers within the limits of the city. And the very first meeting we had two weeks ago went very well. And it was August 17th. We benefited from an instructive public meeting with a data center developer and an acoustician engineer. We had energy experts and government leaders. And so we can't wait tonight to focus on professional organizations and commercial interests. And we are looking forward to receiving useful information tonight. And we would like to start with the CEO of Aberdeen Development Corp, Tim Hannigan. Tim, we are waiting for your presentation.
First of all thank you.
We think that the rules in place before a project arrives are very important.
And so with that, we know that whatever the industry we are talking about, there can always be good and bad projects. The data center industry is not different. The ADC absolutely supports an ordinance because we think it should really accomplish three things. It must protect citizens. It must then create a certainty for developers within the community and allow Aberdeen to seize opportunities when a responsible project can meet these standards. So what we are really talking about is creating a framework here for future projects. And I want to declare at this time that there is no specific project in the course that we know of, at least. And we have been contacted by potential projects.
It is simply the normal course of business.
Calls received, all kinds of different questions. We just need to provide information. That's it. But at the current stage, measures taken by the Council and any future project will have to respect and demonstrate that they conform to the guidelines established by the Council. We therefore think that the political objective is quite simple, to allow investment when the interest for the community is real, that the impacts are manageable and that everyone understands the reality.
Thus, a good ordinance, what we aim for, really allows two legitimate answers.
The first is yes, that when a project can demonstrate that it meets the needs and that it has the necessary guards to protect the citizens, we think that there must be a way to say yes. But the other answer must be yes, if a project is suffering and that it cannot respect its guards, not the citizens, then the ordinance simply leads to So we think that this order finally becomes a filter saying essentially yes, as if you can respect these standards, but without it being... To answer the question of knowing why we should even create a voice for these projects, what is the potential economic advantage? When we talk about economic advantages, we can divide these projects into three categories. The first concerns jobs and the masses. We can divide this section into subcategories by distinguishing the construction period, the permanent employees who ensure the operation of the site and the additional activity generated by the salaries injected. The second section concerns the expenses related to local contracts. These are electricians, mechanical entrepreneurs, telecommunications, security and construction services. able to provide. And the third section is the one of revenue.
In particular, tax and potential taxes on sales and services.
And so what we are going to examine in detail to understand what these different sections could represent. And I would like to remind everyone throughout this section that these figures are hypothetical. These data must be considered as a rigorous analysis and hopefully as a reference, but each project will have to be evaluated. As the size of the data centers can vary considerably, we decided to take the available figures, to examine the different averages and to normalize them for a center of 10 MW. This gives us a unit of common measure to compare the potential impacts of different sizes and facilities. Here are these figures. They must be considered as illustrative examples and not as guarantees. Obviously, if a project is presented, we will have to, as I said, evaluate it at the right time. According to the hypotheses announced for each 10 MW strip, we can expect on average 13 million dollars of investment in construction and 150 million in IT equipment. The total investment in the installation would amount to a quarter of a billion dollars, or 263 million. Of course, each dollar will not remain here in Aberdeen. The network equipment and specialized components will come from the outside, but a large part will come from the local community.
It is in the construction part that we will probably observe a local impact.
These are areas where we have local suppliers able to respond to the demand. Beyond that, we will see about 45 specific jobs in the construction sector during this phase. This will obviously depend on the speed with which they want to get on board. We will also see about 27 jobs indirect linked to suppliers. During this phase of construction, about 14 additional jobs will be generated by the associated expenses. This brings us to about 86 potential jobs per year over a construction period of 2 to 4 years. At the same time, this represents about 5.9 million dollars in direct salaries in construction businesses. Of course, this is temporary employment, we are aware of it, but temporary does not mean without import. As you can see, it's cheap. Of course, several years of demand for electricians, mechanical entrepreneurs and concrete workers could have a real impact on their lives. Let's now move on to a permanent employment for a data center. We know that they are a strong capital intensity, but not necessarily a strong intensity. Tomorrow is a well-known fact. However, we should not underestimate these jobs. Thus, for each section of about 10 megawatts, we expect about 5 employees. Direct to the data center and 7 employees. On a continuous basis, this represents about 12 positions that would be created in the community of support. In addition, we want to emphasize that the value proposition is not limited to high-value jobs.
These jobs tend to be high-value jobs.
It is therefore a combination of this high-value job and the activity of suppliers that gives these centers an economic advantage. The following slide shows an example of where these jobs could be realized. It is obviously difficult. However, for each section of 10 MW, it is an approximation of the distribution of jobs that could include public electricity services, computer support, continuous construction during the development phase, and beyond. The wage would support workers in the restaurant industry.
Sales in detail, health, housing, and loans.
Then, data centers potentially generate a significant amount of tax on sales.
They buy a huge amount of equipment and this equipment is updated periodically.
Our recommendation is to consider tax on sales as a potential advantage. The reason is that the equipment is not renewed continuously. This being said, the initial investment of 150 million dollars to 6.2% represents approximately 9.3 billion dollars in taxes on country sales, including 2.5 million dollars for each section of 10 megawatts. From a tax point of view, regarding the tax, once again, on the basis of 10 megawatts, I would like to note that I had interviews with Jean Leckie at the Comté. I insist on the fact that we have to put a big asterisk here because we should therefore carry out the real implementation of the project. But on the basis of certain hypotheses that we have been able to retain, we thought that about $400,000 would be a reasonable number to advance, which would represent about $168,000 and about $95,000 with the usual distribution. It is therefore important to note that it brings a recurring annual economic advantage that is not irregular.
It would therefore be a very good thing.
We also want to note that by examining the impact, you know, our school is currently working with a... Everything we can do to help correct this disaster is an advantage for our community. Beyond these direct impacts, we want to examine the situation as a whole concerning the economic activity generated per megawatt tranche. So we assume about 12 million dollars of direct annual operational activity. And once we estimate the supply chain and the household expenses, it represents about 33.6 million dollars of economic activity that would be present in our community for each 10 megawatt tranche. We know that a dollar in this example is not a dollar that goes on someone's bank account, but these are dollars that circulate Another question we are often asked is what communities really say about this. There are a few examples here. Epavillon in Nebraska is a place where I personally went. I stayed myself in front of the data center.
I didn't hear anything.
But they continue to boast, with their multiple campuses on a large scale, of being a community with a quality of life. Raised, an atmosphere of small town and a prosperous local economy.
Another example that we often see is that of Quincy in the state of Washington. Quincy has publicly declared that more than 60% of its population is European.
and a large part of them are directly involved.
This land tax helps them improve their community equipment.
They have a new sporting complex and over the 20 years when a data center has been present in their community, it has financed the vast majority of improvements made to the fire station and police stations. About a year ago, when these conversations took place,
And I found it interesting that a community that has been welcoming them for 20 years doesn't even have an order in place at the moment.
But beyond that, when we look at what a flagship project can accomplish, it is not only the building that arrives in the city and brings advantages.
Before leaving the previous slide, I wanted to ask you a question, if you can come back. The city of Papillon in Nebraska mentions that they have three data centers. Do you know if they are all located in the same industrial zone? Are they separated? Do you know?
I know for sure that two are located just south of the I-80, just next to the city of Papillon. Meta has two installations there, I think, and Google is building a third one. But as I was saying, a flagship project, a high-end project can really exceed the value of the project itself.
You can see the appearance of auxiliary services, whether they are computer services, after-sales recovery, hand-to-hand services, etc.
This will always interest us as a development company, because the objective is not simply to recruit one to keep the hands crossed. We will continue to try to recruit auxiliary industries and to think about how an investment can potentially create opportunities.
And we can definitely consider this potential here.
And so this slide summarizes the economic discussion. On a 10 megawatt base, we have about a quarter of a million dollars of capital investment, nearly 86 temporary construction jobs and 12 direct and permanent jobs. About 33 million annual economic activities in addition to increases. So we know that we have to balance this economic impact
with potential costs and positive repercussions.
For each of these categories, we must find a balance between schools and staff, firefighters, roads, water and sewage. All this must be revealed. But we want to emphasize that South Dakota is certainly not the first state to be interested in
In fact, we are very far from it.
I would even say that we are among the last ones. And I think that gives us a certain advantage. We have the opportunity to observe what other communities have done, to identify where the problems have occurred and to make sure that they are not affected.
This starts with the establishment of clear protections, as I mentioned at the beginning of our conversation.
However, we must also recognize that all concerns do not necessarily relate to the zoning. Electricity capacity, network rates and reliability are regulated at the level of the state by the public. As for the environmental permits and atmospheric emissions, as indicated in the file, it relates to the Department of Natural Resources. But the third part I wanted to address is that of the negotiations. When a project reaches a stage where it becomes really viable. We are waiting for a good developer to come to the community, to sit at the table with the municipal officials, ourselves, the other stakeholders concerned and the inhabitants to work concretely on the specific requirements of the project. This is where you could see agreements on the use of the roads of the partnership. Thank you. If you notice, we want to emphasize that an ordinance cannot cover all raised questions, but it must provide sufficient guidance and certainty to our residents and to the city. We take the expectations before anything else. We want to emphasize that this does not mean that it is a blank check. The balance that we are looking for here is to balance the advantages while having to deal with its potential impacts and to demand its protections.

No matter the concerns, by integrating them into an ordinance, we can establish these standards. Once this is done, thirdly, we can invite potential projects and promoters. When the project becomes larger, conversations can become much more specific.
We will know the tag of the project, the potential site.
need for infrastructure and impacts, such as infrastructure improvements, contract opportunities, road use agreements, which could lead to a community advantage agreement or a specific agreement. This is where we clearly identify what a promoter is committed to beyond the simple project, to ensure the attenuation of all Then, once this step is completed, we will verify that their plans are consistent, that they respect the standards and keep them safe during the project. And finally, the ultimate step is the benefit.
We collect the benefits of a responsible project. We think that the ordinance is basic and from there, we have specific discussions on the project to build on it in order to optimize the benefits for the community thanks to a responsible development.
I'll finish where I started. We should be able to say yes to the right project, but it is just as important to be able to say no. This implies protecting residents, creating predictable standards, demanding responsibility, and when a project meets these criteria, we allow Berlin to seize the opportunities.
We don't think we have to choose between protecting the community and continuing... We believe that with a good order, we will be able to do both.
Finally, I would like to review some statements that we have received from companies. The ones we have received are very similar. I will read one and then I will be able to distribute it. It is precise that I discussed with Gaëlle from the Chamber of Commerce last week that she had received.

He declares that I emphasize that the municipal council of Aberdeen takes the time to explore and carefully study emerging sectors such as data centers. As a resident firmly supporting economic growth, employment creation and new investments, I think that Aberdeen must remain open to opportunities that strengthen our local economy and benefit the residents. Rather than closing the door to new industries, I encourage the Council to establish reasonable ordinances and clear directives, promoting responsible development while protecting the interests of citizens and the character of our communities. If you have a project of 25 MW, you multiply it.
It is important to note, you know, that in life... And so, we thought it was logical to take this model as a reference, on this smaller scale. We know that each project is not a perfect linear multiplication. Do you have an idea of the required size to make it economically viable?
I mean, the last time we had a meeting, they were... I had the impression that we were talking about a megawatt, and I just don't know how to translate power into economic viability. To tell you about it, I think that each developer will probably have his own calculations.
I would say that we have received calls from someone looking for three earth axes to install a unit, to others looking for large parcels.
We don't know how serious these conversations are, as long as they don't come back to us.
But I think it will probably be an individual calculation for each developer on what is viable for them.

Yes, that's an interesting question. I would say first that our usual process consists of proving reasonable diligence to the community.

People who don't know that this meeting is taking place or who are simply trying to find a place to live and feed their children. It's my humble opinion.
