Any motion to approve the commission meeting minutes from May 13th, 2026? So moved. Second. All in favor? Three votes for, zero against. Approval of work session minutes from May 5th, 2026 officeholders meeting. May 5th, 2026 department head update meeting. May 5th, 2026, countywide UTV permits. And May 7th, 2026, MS4 bids. Resolution 2646, Cass County Commission and Codes and Zoning Department approving an agreement with Consulting Engineer Services with Christine Lubert, P.E., doing business as Lubert Engineering for MS4 Program Professional Assistance. I need a motion. So moved. Second. Valerie, do you have anything to state on that for the staff report, please?

1:32 – 1:510

This is MS4 permitting that the county's been involved with for a long time now. We're bringing, we want to bring this company in to kind of help us through that process, make sure we're getting our annual reports done correctly, we're doing our monitoring correctly and all that, just kind of get us going in the proper direction for the new requirements of MS4.

1:52 – 2:152

Thank you. Any discussion? No. All in favor of resolution 2646? Three votes for, zero against, resolution passes. Resolution 2647, Cass County Collector's Office, approving the bid of Kaupel Land Title Incorporated for the 2026 Cass County pre-tax lien search. I need a motion. So moved. Second. Mr. Mollendorf, we have a staff report.

2:16 – 2:553

Our office report. Yes, good afternoon. This is the first leg, the first step in the process for our annual tax sale. We have to determine which properties are two or more years delinquent in the payment of taxes and then we locate the lien holders and notify them as well it's required by stat statute chapter 140. uh we received one bid this year uh and you have that bid in front of you and i urge its approval thank you very much any questions for chris no no thank you thank you chris further discussion all in favor of resolution 2647 three votes for zero against resolution passes

2:55 – 3:062

Resolution 2648, Cass County IT Department, Health Department, approving payment of an invoice from Service Tech for camera work done at the Health Department. Need a motion. So moved. Second.

3:06 – 3:201

Matt, comment on that for a staff report, please. This is just for an additional camera that covers the parking lot. We've moved some of our staff parking, and we won't be able to cover them in the county vehicle for that end. Service Tech was the original vendor that installed all the cameras in the building, so it makes sense to go with them.

3:21 – 3:422

Okay, thank you very much. Any discussion? No. All in favor? Three votes for, zero against. Resolution 2648 passes. Resolution 2649, Cass County Collector's Office. Approving agreements with the Hunter Group, LLC, for collector software, licensing, data, migration support, and related services. I need a motion. So moved. Second. Mr. Mullendore?

3:43 – 4:283

Well, we're going to implement a big change. We're going to get us into 2026. I included a cover letter with the bid. We talked to three vendors. We talked to Ulrich, we talked to DevNet, and we talked to the Hunter Group. The day before the bids closed, Ulrich Group decided not to bid. We were too complicated. I wanted to move too quickly. So we conducted in-person interviews with DevNet and with the Hunter Group, and even the reasons why I'm recommending the Hunter Group. In the cover letter, they're Missouri-based. They're from Lone Jack. These folks are just a few minutes away. They're a family-owned business. They only do Missouri collection software. Questions for Chris?

4:282

No. So they're used to working with Vanguard through the assessor site, too?

4:33 – 5:123

All of their clients are Vanguard clients. Good. So there are going to be a lot of changes. We're going to have text messaging billing. We're going to have direct email going. When you pay with a credit or a debit card on the site, a paid receipt will populate. We're going to get rid of all this paper. We're just choking on paper. We're going to put the VIN on the paid receipts now, which is something the Department of Revenue's asked us to do. So we're going to make a lot of, I think, pretty dramatic improvements. And we're going to save some money because I'm now able to terminate my contract with Huber. that hosts, CassCountyCollector.com, that's going to free up some additional money each month.

5:132

I know we're getting rid of the AS400, it's been there for how many years? 40 years, 30 years, whatever it is, and it's getting harder to find programmers, even when I was back there 15 years ago.

5:21 – 6:093

Yes, well, Brett is retired. The Hewer Group in Jeff City are backup programmers, and the folks that we did the AS400 security servicing with, they've had retirements as well. So it really, let's be honest, Senate Bill 3 or Senate Bill 190 is going to be here in some form or fashion, and I need something more nimble to administer it. So we are already working with Brett and the Hunter group for data migration. In a previous life, Mr. Hunter was an AS400 programmer for Huber and Associates. So when he and Brett, we had a chance to sit down, they were exactly the same. Do exactly what they need us to do. We're going to get 26 years of tax data transferred over.

6:092

When's the conversion plan? What date?

6:12 – 6:303

So Google Live is August 1st. Of this year? We're going to put it down now. You know, taxpayers are demanding the slicker system. It's got to be an Amazon experience to pay the property tax bill. We're going to move this to the cloud, and those other days, 400 boxes would be one. OK.

6:31 – 7:182

Any other questions? About time. Thank you, Chris. I appreciate it. All in favor of Resolution 2649? Three votes for, zero against. Resolution passes. Thank you, Mr. Mulliner. At this time, we're open to the podium for any public comment. If I could scoot forward to the commission, this would be the time to do it. Seeing none, we're going to close the public comment portion of the meeting. Commissioner of Communications? All good. We are going to go into executive session under RSMO 610.021.1 legal. And when we come out of the executive meeting, we will list this through the general session. Do we need a motion? So moved. Second. Roll call, please, Kathy. Bob Houston. Yes. Mike Moreland. Yes.

7:181

Jeff Welch. Yes.
