Resolution No. 3473 - to approve the City's action plan for Community Development Block Grant (CDBG) funds for CDBG FY2026 program year.

Resolution to Amend SC7-25

Charter Amendment Resolution No. 2026-2 to amend §SC7-25 of the charter of the City of Salisbury to change the signatures and authorizations requirements for disbursements.

Resolution to Repeal SC23

Charter Amendment Resolution No. 2026-3 to amend Article XXIII of the Charter authorizing collective bargaining by repealing Article XXIII in its entirety and abrogating all collective bargaining rights.

FY2027 Budget Ordinance

Ordinance No. 2999 - appropriating the necessary funds for the operation of the government and administration for the period July 1, 2026 to June 30, 2027, establishing the levy for the general fund for the same fiscal period and establishing the appropriation for the Water and Sewer, Parking Authority, City Marina, and Storm Water Funds.

FY2027 Water Sewer Rate Ordinance

Ordinance No. 3000 - to amend Water and Sewer rates to increase rates by 2.5% and making said changes effective for all bills dated October 1, 2026 and thereafter, unless and until subsequently revised or changed.

FY2027 Fee Ordinance

Ordinance No. 3001 - to set fees for FY2027 and thereafter unless and until subsequently revised or changed.

Budget Amendment for City Parking Garage Repair - 2nd Reading

Ordinance No. 2997 - approving a budget amendment of the City's capital project fund to provide funding for the City parking garage structure repair.

Budget Amendment for FD Overtime Funds - 2nd Reading

Ordinance No. 2998 - approving a budget amendment of the FY26 General Fund Budget to appropriate funds to The Salisbury Fire Department's Operating Account.

MWIFA Loan for Naylor Mill Project - 2nd Reading

Ordinance No. 3002 - to authorize and empower City of Salisbury (the “city”) to issue and sell from time to time, upon its full faith and credit, one or more series of General Obligation Bonds in an original aggregate principal amount not to exceed $4,874,910 for the public purpose of financing or reimbursing costs of a project that the city generally refers to as the “Naylor Mill water main extension project”, together with related costs as provided herein; determining that any such series of bonds be sold to the Maryland water infrastructure financing administration (the “administration”) by private sale, without public bidding; authorizing the approval by resolution of the final or substantially final form of any loan agreement with the administration and, with respect to any such loan agreement, acknowledging the administration’s rights thereunder; making a pledge of certain revenues receivable from the state of Maryland, and acknowledging certain payment responsibilities of the city; providing that the council by resolution shall determine or provide for certain details of any such series of general obligation bonds; pledging the City’s full faith and credit and unlimited taxing power to payment of any such issued bonds and providing for the imposition of ad valorem taxes upon all real and personal property within the city subject to assessment for unlimited municipal taxation to pay any such issued bonds; providing that by resolution the council may provide for or identify other sources of revenue to be pledged to payment of any issued bonds or from which any issued bonds will be payable in the first instance; authorizing the council by resolution to provide for post-closing modifications affecting any issued series of bonds; authorizing officials and employees of the City to take certain actions in connection with any issued bonds, including as may be delegated by the council by resolution; designating in order of priority the City officials authorized to attest to the city seal; providing that this title shall be deemed a statement of the substance of this ordinance for all purposes; providing that the provisions of this ordinance shall be liberally construed; and otherwise generally relating to the sale, issuance, delivery and payment of and for any issued series of bonds.

SAFE Monarch Grant - 1st Reading

Ordinance No. 3003 - authorizing the mayor to enter into a contract with SAFE Monarch for the purpose of accepting grant funds in the amount of $4,945 and to approve a budget amendment to the grant fund to appropriate these funds for expenses associated with supporting monarch and other native pollinator populations

Ordinance No. 3005 - to accept funds awarded by the Local Government Insurance Trust (LGIT) for the City of Salisbury Department of Field Operations' implementation and expansion of vehicle monitoring.
