0:02 – 0:270

Good morning. It is Thursday morning, May seventh at 10:00. My name is John Ford. I will be serving as the zoning administrator today, And we're gonna first ask if there's any modifications to the agenda. Seeing none, we're gonna move right into the consent calendar.

0:27 – 0:490

The way the consent calendar works is I'm gonna read the items off. There's, two items. One of the items has a lot of subcomponents to it, but I'll read those off. And if you would like to talk about those or disagree with it or, have questions about it, raise your hand so it'll catch my attention. I'll remove it from consent.

0:50 – 1:330

Items that are left on consent will be acted on as part of one motion, one action, and then anything that's removed from the consent calendar will be discussed individually after the consent calendar. So moving right into the consent calendar, the first item is the Culpeper Coastal Development Permit and Special Permit. This is in the Shelter Cove area. It is to allow development of a new 2,704 square foot two story single family residence with a 696 square foot attached garage. Is there anybody who would like to discuss this item or have questions about it?

1:370

2:041

2:090

The PLN number is PLN2025Dash19324.

2:221

No. I'm here specifically for the 12266 and 11465.

2:31 – 4:290

Okay. So I'm going to leave the Culpeper Coastal Development permit and special permit on the consent calendar. And then the next item is denial of 17 cannabis, permit applications due to failure to meet major s tax obligations by the deadline set forth by the board of supervisors. So the record numbers on these is PON11173, PON11187, PLN 11189, PLN 11456, PLN $1.01 $5.02 1, PLN 11585, PLN 11735, PLN $1.02 $0.02 1, PLN $1.02 $2.06 6, PLN 12288, PLN $1.02 $3.05 3, PLN 12849, PLN $1.02 $8.05 8, PLN $1.02 $8.06 1, PLN $1.03 $1.02 4, PLN $1.03 $3.04 5, and PLN $1.03 $3.07 5. Is there anybody who would like to discuss any of these?

4:390

122266 is in that list. Yes.

5:01 – 5:410

Oh. So what I'm going to do is I'm going to remove is there anybody else who would like to talk about any of these? Hearing none, I'm going to, pull actually, I'm gonna pull item two off the consent calendar. And then, I'm going to approve the Culpeper coastal development permit and special permit as recommended in the staff report. Congratulations if you're here for that. That has been approved. So now we go to your questions. Let's take PLN 11465First.

5:43 – 6:331

I would like to read this into the record. I my name is Antonio Pereira, PhD. I'm a resident of the Redwood Valley, Tietlow Hill area in the Tietlow subdivision. I strongly support the denial of PLN one two two six six dash CPU and PLN one one four six five CPU. Have seen the land ravage firsthand at the steep low hillside, and we're talking about broken trucks, mountains of plastics, and irrigation lines, discarded plastic plant pots, use of synthetic fertilizers and chemicals that inevitably enter the watershed into streams and leads to eutrophication.

6:34 – 7:311

It asphyxiates the the the eggs and and the of fish, trout, salmon by asphyxiation until we finally the watershed enters the the coastal wetlands, and the same happens in in those areas and leads to ocean further eutrophication and brown zones and the growth of algae. Discarded oil cans, diesel, and overall unmanaged trash that poisons the Redwood Valley Watershed. This isn't just a paperwork issue. It's an environmental crime scene. The 13,000 square feet on one parcel and 12,300 square feet significant are contribution to that.

7:32 – 8:311

And it's irresponsible lead irresponsible activity, reckless activity that leads to a footprint of pollution and chemicals that the applicants have failed to remediate. So I'm strongly in support to the denial, and please uphold the denial and order full cleanup of APM 316172014 and 316172019. This can only lead to a betterment of the area for as as a source of clean water and wildlife, support of wildlife, that is is is really a priceless area still in that is still surviving the ravages of civilization. Let's put it that way. Thank you very much.

8:32 – 9:490

Thank you, Doctor. Prera. Does anybody else like to speak to this? Hearing none, it is the action of the zoning administrator to deny, PLN 11173, PLN 11187, PLN 11189, PLN $1.01 $4.05 four six five, PLN one 1521, PLN one 1585, PLN 11735, PLN 12021, PLN 12266, PLN 12288, PLN 12353, PLN 12849, PLN $1.02 $8.05 8, PLN $1.02 $8.06 1, PLN $1.03 $1.02 4, PLN $1.03 $3.04 5, and PLN $1.03 $3.07 5. Those items have now been denied.

9:49 – 10:170

And, staff, can we make a referral of these, to have them checked for the for violations that may exist on-site. That brings us to the end of the zoning administrator agenda. The next meeting will be 05/21/2026 at 10:00. I'm going to adjourn this meeting at 10:10. Thank you all very much for being here today.
