Discussion and Possible Action, Including Acceptance of an Informational Report from Planning and Building Services Regarding California Assembly Bill 2533 (AB-2533), which Establishes a Statewide Amnesty Program to Support the Legalization of Non-Permitted Accessory Dwelling Units (ADU) and Junior ADUs Built or Converted Prior to January 1, 2020 (Sponsor: Planning and Building Services)

Accept the informational report from Planning and Building Services regarding California Assembly Bill 2533 (AB-2533), which establishes a statewide amnesty program to support the legalization of non-permitted Accessory Dwelling Units (ADU) and Junior ADUs built or converted prior to January 1, 2020.

Discussion and Possible Action Including Acceptance of Informational Report from the Department of Planning & Building Services Regarding the Sea Level Rise Resiliency Strategy Project and Local Coastal Program Update Project, Including Review of Proposed Amendments to Chapter 3.4 “Hazards Management” of the Coastal Element of the General Plan to Adopt Baseline Policies Addressing Sea Level Rise (Sponsor: Planning and Building Services)

Accept informational report from the Department of Planning & Building Services regarding the Sea Level Rise Resiliency Strategy Project and Local Coastal Program Update Project, including review of proposed amendments to Chapter 3.4 “Hazards Management” of the Coastal Element of the General Plan to adopt baseline policies addressing sea level rise.

Discussion and Possible Action Including Acceptance of Presentation and Direction to Staff Regarding Updates to the Mendocino Town Plan (MTP) Inventory of Historic Structures (Appendix 1, Chapter 4.13) Including Authorization for Planning and Building Services to Solicit a Request for Proposal (RFP) for Architectural Historian Services (Sponsor: Planning and Building Services)

Accept the presentation and provide direction to staff regarding updates to the Mendocino Town Plan (MTP) Inventory of Historic Structures (Appendix 1, Chapter 4.13) including authorization for Planning and Building Services to solicit a Request for Proposal (RFP) for architectural historian services.

Discussion and Possible Action Including Approval of License and Operations Agreement with City of Fort Bragg, for the City's Operation and Maintenance of the Fort Bragg Veterans Memorial Hall Building and Grounds at 360 N. Harrison Street (APN 008-183-02), with a Three-Year Term, plus an Option for Three Additional One-Year Terms, and Finding, Pursuant to Government Code Section 25526.6 that the Proposed License is in the Public Interest, and the License Will Not Conflict or Interfere with the Use of the County Property as a Veterans Memorial Building (Sponsor: Executive Office)

Approve the License and Operations Agreement with City of Fort Bragg, for the City's operation and maintenance of the Fort Bragg Veterans Memorial Hall building and grounds at 360 N. Harrison Street (APN 008-183-02), with a three-year term plus an option for three additional one-year terms, and finding, pursuant to Government Code Section 25526.6 that the proposed license is in the public interest, and the license will not conflict or interfere with the use of the County property as a veterans memorial building.

Discussion and Possible Action Regarding Waterless Composting Toilet Options for Rural Mendocino County (Sponsor: Supervisor Williams)

Discuss and support Supervisor Williams in working with stakeholders, Santa Cruz County, and state representatives and regulatory agencies to explore a limited, voluntary rural container-based sanitation pilot, subject to full cost recovery; request limited consultation, within existing resources, from Public Health's Environmental Health Division on discrete feasibility questions; and require any proposal to return to the Board before implementation or any substantial General Fund or departmental commitment.

Discussion and Possible Action Including Adoption of a Resolution and Approval of Memorandum of Understanding Between the County of Mendocino and the Mendocino County Association of Confidential Employees (MCACE) for the Term of July 1, 2026, through June 30, 2029 (Sponsor: Human Resources)

Adopt Resolution and approve Memorandum of Understanding between the County of Mendocino and the Mendocino County Association of Confidential Employees (MCACE) for the term of July 1, 2026, through June 30, 2029; and authorize Chair to sign same.
