This is at 1710 White Tail Way. Parcel number is 1-8201-227-081-934-02003. This is known as the Villas and is submitted by Jeff Stockburger.
Thank you, Your Honor. Yeah, so we have a sort of an odd subdivision. It's basically going back to a lot that was already approved in White Tail Woods, which we're all familiar with. So basically, like I said, in the motion, 30 lots, preliminary plat, so 30 lots totals at Zoned R3. This is the lot that this subdivision would be taking place on. So this was White Toe Woods as a whole. This is lot four within White Toe Woods, and it was, and we actually, so the site plan for this lot was approved. Permits have been granted for all the buildings on there. Basically, what's happening is they're going back to add zero lot lines to the individual units so they can be sold and not just rented out like they are right now. Right now, they're apartments. It's all five buildings on one lot. So Zondar 3, the use was approved multifamily. They're opposing townhomes, which is, again, they're making them available for sale, not just for rent. It's a 3.4-acre site area. This is the first step in the entailment process. And then they would go to final plat and development agreement. They've already got permits pulled for all the buildings, like I said on here. This is really sort of an administrative subdivision measure. And the Planning Commission is recommending body-armed preliminary plats. So our 2022 comprehensive plan calls this plan neighborhood type A, which allows R3 in all types of housing. So it's compliant with our comprehensive plan. It meets our zoning requirements in R3. This is the entire site of Whitetail Woods as a whole. And this is where the actual subdivision area is. We've had approved site plans for basically this going all the way up. along this edge here for phase one of the subdivision. Phase two will encompass kind of the single family portion up here, but right now we're talking about the multifamily and hopefully eventually townhome development right here. So yeah, Northeastern Northeastern have single family. South is railroad and vacant land. You have multifamily and the county to the west. In the east, you have single family properties in the Eau Claire County and town of Washington. Here is the actual preliminary plat. So these are the five different buildings. All it's just adding are these individual lot lines so they can sell these. But nothing's actually changed about the site plan itself. So the site plan was approved. Permits were approved. Nothing about this would change anything about that. That's already just going back. Here's the approved site plan for the development. And these are all the permitted buildings. But right now they can only rent it out because it's all one single lot. Access to this was off of Nine Mile Creek. You have South Briarcliff Drive as the public street and then White's Hallway is the private drive that you used to navigate with the internal portion of the development here. Here are the approved elevations of the buildings on there. So kind of your more traditional aesthetic and style with these and then large scale townhomes, like larger sized units. As far as environmental review goes, so this went through the process for the Whitetail Woods subdivision, so they've already done environmental review. This was the original detailed site analysis, and all these issues were mitigated as part of the Whitetail Woods approval, so no additional review is required. Same with the parks dedication, so this is the approved parks dedication for Whitetail Woods as a whole, so they don't need any additional parkland requirements for this process. This was the approved park, and we actually have an updated design that will include a walking path around this wetland area. But everything's staying the same as far as the approved park dedication. So with that, we'd recommend approval of the preliminary plat as conditioned in the staff report. Here are the different conditions that were included within that report for your review.
