So item number one is just to review some crews and projects. Paving crews has finished the paving the tar and gravel roads in the Mineral Springs area They're moving to Camp Winnetoska area and doing a few roads down there. The base crew is still on the Evergreen culvert project. They've been there since last week. And the metal for that project is going to be delivered first of next week. And the assembly company who, Fish and Wildlife, is paying for them is going to come in Tuesday and start assembling. i hope to have that road open by the end of october maybe before but um a trip to 58-20 22-058 the kerr road 411 project i've been notified by aldot that There is an overrun, and I need to apply for an ATREP supplemental application for the remainder of the $2 million that we didn't apply for to begin with because the estimate was below $2 million. And that figure is $260,841.19 is what I'll be applying for. And I'm afraid we might be asking for some more funds after that.

All I want to know is when they're going to go back to work.

When they're negotiating unit prices right now, since they went so high, I'll not tell them they're going to have to negotiate.

They didn't get into the project, so we're back again.

It has to do with that. it has to do the same same issues but more more to come And because of this A-Trip project, I've asked Sane and Associates for the Saney Road and 411 intersection improvement project, see if they can't go in there and look at those items on the plans and see if they can insert some more items to... to be in there so it won't have to be a change order in case we get into some really soft soils, really deep. And plus it's not an A-trip, so it's just going to be an 80-20 split no matter what that winds up being. So it's a better, I think it's better for us in that regard. Moving on to Item number two is discuss agreement with Town of Raglan to assist with a project to resurface and strike Jesse Ford Industrial Drive. This assistance will include managing the project along with paying half of the local fund match. which is approximately $61,109, and Raglan's portion of that would be the same, $61,109. And this project is a result of a Rebuild Alabama annual grant funded funds. And we helped them. We sent the application in on behalf of Raglan. In 2024, it did not get approved. In 2025, we changed the application to $350,000. And when you do that, you're automatically required to have $100,000 in matching funds. So it turns it into a $450,000 project at a minimum. i got the uh the estimate that i've put together and y'all can sort of look that over totally about 472 thousand uh item number three is discussed extending uh county maintenance of muscadown drive approximately 135 feet the approximate end of lot number 16 of mcintyre subdivision phase two within the right-of-way and adjacent to said lot number 16. the extension of muscadine drive will come into the county maintenance system on behalf of commissioner joy stevens as part of his one mile per st clark county policy 14. so i've got to use 135 feet of my

135, you got? 5,000, 100 something like that. There you go. I got some of it back. Good.

All these years I've not used my one mile legs, that means I've got five rows. No, it's just one per policy says.

Item number four, discuss approval to dispose of HP plotter at the highway department. The HP plotter has already been approved for surplus and put on govdeals.com. It was put on govdeals.com twice, no bids, and so we want to dispose of it. Number five, discuss clearing an area at the Highway Department campus adjacent to the Emergency Relief Building so the Emergency Relief Association can place a canopy structure. The area we're talking about is a year or two after the tornadoes in 2011. we started clearing off a section. It's between Rockwood, Rock Road, is it? And the existing structures. And they want to put a canopy in that same location. It'll take, I'm sure it'll take a half day or so for us to dress it up and get it to where the canopy structure will go.

You're talking about for the Baptist Association? Yes. We need to discuss that a little further because we're talking about that building there. We're not going to fix it. We're not going to fix the building. It's just the building there.

Okay. So you don't need to... I can remove this for now?

Well, we need you to put it right there. That's one of the things we're going to talk to Roddy about is getting with him and talk to him and see if they've got somewhere else to move their stuff out of that building because the insurance company won't insure it no more. They're not going to pay for the damage that's up there, so...

Is that why they want to place a canopy there?

Moving on to number six. Discuss recommendation for a general labor position at the highway department. Do they take the applicants for the future? think we got we had some good candidates to to to go over and consider and uh so maybe hopefully a lot of them will apply for the next uh opening and then uh informational purposes uh we'd like to post a job uh and a job for a operator two position and it's already in the budget it's uh it stays in the budget it's just vacant right now so So we'll do that. We'll get with the HR department after next Tuesday if it's okay. That's it.

will start with the rescue squad building go ahead and start with it all right well i sent the pictures out what all they had up in there and i will say this ryan said he uh the quote he gave me on it he did go higher because he didn't know what was going to be when he took the tin off of it what was actually going to need to be replaced probably everybody In some places, yes. There's no problem to look through the drop ceiling because it doesn't fell through. And you can tell that the wood is rotten. As far as, I know he put rafters on there. Unless he's talking about the tail end of the rafters where it runs off the tin. and where it's washed back up under, it's rotted a lot of the ends. So that'd be some replacement there in order to, if we wanted to put gutters, cause here's the other thing that they've mentioned too, is where the water runs off the building right there, you know, that's a concrete slab. The dirt's already up above the concrete slab. We've got the building next door, the water runs off it, runs downhill towards that. So it allows that water to seep in underneath the block and come in on the floor. That's how come all the tile in that section on that side was all rippled up and rotten. And it was going to need a new front door too because the front door stopped rotting. Well, I know we was talking about it the other day, and we were talking about how old it was, and I remember it being there when I was riding the school bus as a kid.

You just need to get with them and talk to them and see if they got somewhere else to move what they've got inside there, out of there, if they got somewhere else to put it. Because we want to tear that building down. We don't want to spend $80,000 on fixing it. It'll probably end up costing us more than that once we get in there.

Yeah, that'd be one situation to be cheaper just to tear it down and put something else on top of it.

That'd stop the water problem on the other building. Exactly. As far as this big stuff, he wants to leave it there. We've always got a spot for him.

Well, Seth, I think they also got some stuff... one or two items in the other building the shed up on up on the hill so as far as that part if they're under agreement with that they could their two trailers that they got in there they could move them up in the other building i don't know what's in that other night it's been a while since i was up there and the door was actually open And it seemed like they had, it was either one vehicle or one trailer sitting in it. we'll do all right the other thing sent tina the email about the folks that contacted me were not with crs they was hsb i think who it was but they were working through crs and they had sent us an updated that the state of Alabama has imposed on all county municipal buildings on water heaters. Anything above five gallons, we have to now have it inspected and have to pay the state $20 apiece for a certificate to put on them. Water heaters, you said? Water heaters. Anything above five gallons. and we have 26 of them that are above five gallon. All total, we got 38 water heaters, but from 26 to 38, that's 12. We got 12 of them that are tankless. That are tankless.

Inspect in what way, in what respect?

I'm not sure what they're going to actually do.

Right there, turn on the hot water valve and see if it's hot water coming out of it. If it does, that means it works.

I'm assuming the same procedure they follow on the boilers. Basically, they come out and look at it and make sure, I guess, if it ain't got no leaks or it looks okay, and they send us a certificate.

Who have they got doing it?

If I remember correctly, the name of that company was HSB. And that's the inspector? They're going to do the inspection for CRS for free. There ain't nothing free in this world.

You remember that. I specifically asked him that.

I said, what's this going to cost us to have this done? And he said, well, we're doing it in conjunction with CRS, so it's not going to cost y'all anything. The only thing you're going to have to pay for is the certificate from Alabama. $20 a piece. $520 for our county. Correct.

That's the same one that wouldn't pay for Rod and Bill and everything else.

But we knew it was coming because a couple of years ago they talked about it. I remember you mentioned it one time before. They talked about it a few years ago. Well, now they've implemented it. What would it take for you to get certified and do it yourself? Even if we could do it, if they are actually doing it for us for free, we're still going to pay the state of Alabama. because we got to have that little piece of paper they sent out. It's free. I mean, you're right. I mean, what do you do to a water heater? You walk up to it, you look at it, you rub, go see if it puts out a lot of water.

I've been doing this more on the pop-off valve than anything else.

You got a lower element, a higher element, and a pop-off valve.

You don't know when it's bad. That's where we're at on that. We've got to do it. Okay, as far as updates, Clay's building. I didn't look to see if they had the wiring done, but I know they got the meter box set and the wire already run up. It hanging out for Alabama fire, breaker box already on it. They was putting water out there yesterday on it across the road.

having to do with electricity. That property is in the city limits now. And we're having to go through a inspection. That work, the electrical is having to be inspected before Albion Power will make their connection. They waive the building permit fee, but they're not waiving the building, the builder license fees. And Jones Contracting and the subs are paying theirs. But it's going to be an issue that will be raised for the SWAT building also.

That's in the secret, you say?

It didn't used to be, but it is now. Yeah, they've extended the city limits nearly to the roundabout.

So who's doing this inspection, I guess? Is Ashwin having it today? Yes.

There's two different things there. There's a city limits for city limits. It is a school district. School district does not apply.

Well, I don't know. But it's normally, if it's in unincorporated areas, it says county dash the school system. But now it says Asheville dash the school system.

Well, their C limits don't go that far. Their school district does, but the C limits doesn't.

I think the way Clay learned this is Alabama Power.

Yeah, Alabama Power. Well, see, Amy has to pay the city of Asheville for water, sewer, and garbage. And she's on over the hill. So I know it goes to right there.

Whether Eddie Burrito, the engineer in charge with Ivan Power... got his information on the same tax, the tax map information, and then called Asheville. I don't know. I know that when the bid specs were being drawn up, Dan told the company doing their bid specs that we were not in the city.

I don't know what's going on. There's no cost in this. That inspection, you know, the builder, Jason, it'll be on him. And I'm glad they are.

Okay. The large fee, because we're, as I understand it, because we're a county government, the large fee is waived. The actual billing permit fee, there is no billing permit fee to be paid. There was a billing permit application that I had to fill out and turn in.

And they just still have to come in. I don't have anything against the inspection. I was just shocked to hear we were in the city limits of Asheville.

Well, we wouldn't when we started these projects.

We've never been in a city like this.

The one we got the beads in today for. The generator. They stubbed it up, but they still got to extend it around to where the generator's going to be located.

They put it right where we was talking about.

You're talking about the meter's going to set there?

You're going to have a long run there because the generator ain't going to be there.

We're going to give the generator to whatever gas company they use. They'll just have to run the gas line from where the meter's going to be sitting over there to it.

No, because they knew exactly where the meter was. They all measured it with the tape measure. So we're good on that. It's just got a little bit longer run on it.

They just got to open the ditch and drop a copper line in it from the meter setting.

But yeah, when we discussed where the generators are going to set, he said, I can set the meter here where they stubbed it up at he said or i can set it up over here on the corner of the fence and it was the opposite corner so i said set it in the middle so that puts our gas line closer to the generator i guess the guys who done the generator bed

They know, they know, they know, they know, they got it covered from around there, but they're being hired because they got to we're having to pay for that. Which I don't understand why they couldn't set that meter where we requested it, but, you know. We'll live what we got.

Okay. Uh, as far as the. all went blank rescues not rescue squad flag it around bill sheriff's building uh they've already got their meter the meter box and the breaker box set up uh but they've only got just a few wires pulled into the box so they they still got a lot more wiring to do inside the building and as far as when the power company's going to be coming i don't know contacts To ask that question of how long it's going to be before they'll be able to pull. Or where they got to set another poll in order to do their poll underneath the ground.

They got a pile already sit there for that bill right there where they see it.

So they don't sit well, I missed it.

I hadn't been up there in a few days. I drove by.

I went up there, but I didn't pay no attention because I was thinking the pole was going to be towards the back of the building, towards the ditch. Or the wood line.

The drawing was to go... basically almost parallel to our road on the other side of our road that goes up to there and to the Co-Mix pile. And then from there, it's gonna go underground.

Last time I was up there, they got a pole set right there where you turn the Co-Mix pile to the right of there, they got a pole set right there.

It'd be more simple. But that don't mean that'll work. They sub all those out. Yeah, both of them.

Okay. That's about all on that part. I'll update you all on this. We're running into a problem with the generator at Beaver Mountain here a while back. We had to replace the starter in it. And then after we replaced the starter in it, Then found out the control unit was bad. So he had one on his truck that did work, didn't work properly. So that's the reason we wound up buying another control panel to put in it. But we still got one other problem with it. The Wi-Fi on it does not work. Hmm. So whatever marked the starter up, marked the control panel up, also marked Wi-Fi up in it. And so in the process, I got THM giving a surprise because they've got an updated version of the Wi-Fi that go in the Generac generators to see what that's going to cost. That's supposed to be way younger, better than the one that they originally put in them. And in the process, I talked to Chris, and I can't remember what Chris's name is. Warren. Because I found out we had fiber. We got the fiber loop from tire to tire to see if they can take and give us internet across that. and do away with the Mi-5s, and just put us up a wireless router in the building, and use our own, and do away with those three bills.

I thought we replaced the generator.

It's been a couple years. We did. Apparently, this one looks like either we took one heck of a power surge up there, or lightning hit it. Because, I mean, it burnt the wire completely off the back end of the starter. And the control panel, I couldn't tell if somebody had put their hand down on it and had put weight against it. But it looks like to me it would have cracked it. But it had a dent place in it, either where it got hot and sunk in, lightning broke down you talk about a little fiber board with my yeah it's okay yes yep what's that generator doing uh we put 20 26s i think and the other thing i've done is uh because this is something they didn't do on that one that the other one did have and he's going they're going to give me a price on what it'll cost to do that is The old generator that was up there, the exhaust was piped going outside of the wheel. This one is not. So the inside, even though it's got a door on it, that room gets twice as hot. Because you got the heat off of the engine plus the exhaust in there. Even though we do have an exhaust fan to keep exhausting it out. But it gets hot. Which also causes the room to stay hot. Because you've got the heat off the block heating the room up.

How much money are we going to spend on it already?

The generator? Let's see. About $1,200. How much more are we going to spend on it?

I'm waiting on prices. How much does your generator cost to start with?

See, I can't prove it was lightning. That's the only thing. I cannot prove it was lightning, because that's the only thing up there that got damaged.

Which, if it was, you know, a good bit of money, it would be good if we could prove it. $1,200 is not good. Right.

Or deductibles.

How much was it generated?

I think when Freddie got them, they were running at... I think he got them at $3,800, $3,900. $3,900?

$3,800. We done spent $1,200. They come back with another price, another $1,200. That's $2,400. It'd be better instead of spending $2,400 or $3,000 on a generator, you buy another $3,000 or $3,800. Not now. It'd be looking more closer to $6,000 now for one.

but i understand what you mean but it's what that is one of them things where it was that the tower was down but apparently the power had flickered uh no this was after after we got started replaced on the top power lost power lost power at 2 o'clock one afternoon. We didn't know it because the Wi-Fi was already out on that unit. And it had been running from 2 o'clock till... I know when... He called me, it was around 5.30, and the generator had quit running. So I don't know if the power had flipped on and flipped back off, but it created an alarm in the generator. And once that thing goes into alarm, it will not crank back until you clear the alarm out of it. Even though when I cleared the alarm, the generator cranked back up, but the power was already back on by the time I got up there. So there's a problem with that situation, what you're talking about. We spent the money, but then you're going to have it without a generator up there to replace it. And who's to say we replace it? If we get struck by lightning again and it hits it, then we're in the same boat again.

But you had a failure on the starter? And a control board. And a control board. Those two were fixed. We're running. We're running. It'll run. Two o'clock one afternoon, we crank it. It goes down and when you reset it, that new starter and controls and just that.

So we're running. It's ready.

We just didn't get a notification because the little Wi-Fi was out.

Right. And I've done everything that Generac... recommended doing on it because there was a couple of things that needed according to them needed to be changed and i checked all that i even moved the wi-fi set it on top of where they say the wi-fi thing is on the generator moved it in there and it's still it will not connect to it so what are we paying a month for that wi-fi this this little box about this big yeah yeah okay and where you got plugged in plugged in We got three of them. I don't know.

Probably the same as yours.

Susie can tell you, but I think it's about $30-something. $35? $30-something a month would pay for each one.

They do a good job. I know we're in the... But this Starlink. I've got Starlink. And I've got a Starlink package in my house. I can carry that thing with me anywhere I go. too sure we need to head that direction at some point in time in our life because it's like ten dollars a month well for that now the starlings 120 but you get that hat on you can use it anywhere just ten dollars a month and that would be fine too it's the thing is if chris can do that i mean that fiber is you put whatever you want to across that fiber

As long as there's no problem with it interfering with.

I'm not saying you can't you can't I'm just saying we need to think about those lines, right? When we're in this, there's multiple things we need to do because I got our link in an office and then. Go anywhere with the other, is what I'm saying.

Because I got THM, they're looking at something else for me. Here they told us we could do this. There's something else that we could purchase through them. And you can have it set up on your desktop to where you can see every one of your generators that are online. You can see when the power goes off on them, when the generator cranks, and when it cuts off. Yep. We can do that in-house.

Chris Warren can do that. And that's the reason I wanted to talk to him. We don't need to include THM. We just let our people do it.

When they can't do it, then we'll go somewhere else. That's my suggestion.

I think from what he told me on the drawings, the new building sells how far away to put it, what color to put on it.

I'll make this real quick.

This has to do with that flow forward project going to the water department and what I'm doing is I'm requesting your consideration to appoint a spokesperson from the county commission to participate with Don Patrice and Clay, because those are the four entities that were doing the flow forward project for us to get the data and get information from the water systems. And so this now, I had asked Ms. Henning to just kind of talk through it. But I don't know if that's appropriate because she's not on the commission yet. But I need to have some county commission representation for this flow forward. And so if you would like to appoint an individual to speak or if you all want to, you know, whatever you decide. But now the amount of time is for two meetings. One first meeting is for us to meet together with Clay and Dawn and Patrice to get our plan together and anticipate questions that would come from the water systems. The second meeting is with the water systems. So what I'm doing is I'm facilitating the technology to do this, but I'm doing this on behalf of those four entities who are going to benefit from having that information. So I need, and I can't speak for you, and I can't speak for them. So we need to have sort of a little powwow to talk and anticipate know questions and concerns but we want to make them comfortable with sharing um that information and i think this is the best way to do it is to you know a little bit of pre-planning so um they're not comfortable not wanting to share their information right and so up to date um you have um approved a memorandum of understanding and a data sharing agreement. I've communicated with some of them. I understand that they have concerns and that's what that meeting is going to be, is going to be for them to pose their questions and for us to let them know this information is going to be behind the wall, the security that we're doing and putting into it. But if you look at it from my perspective is that I technically, I wouldn't put this stuff together, but I'm putting it together for your decision-making purpose and for his and for Patrice. And so y'all have, they have to be bought into it. We need to talk around a little bit so that we can anticipate what their concerns are and then give it a shot to meet with them. And so... So, so the question of hand is, do you think it more appropriate for. All of you to be, or for you to appoint a person to say, you know, the county commission is going to be, they're not going to speak on behalf of each individual person, but to speak from the perspective of the commission and these are the benefits. We're not going to do this. We can't, you know, all of the things that we can't do are outlined in the agreement, you know. And so, you know, and so we're, y'all are bound by this agreement and they're bound by that agreement.

When do y'all meet?

As soon as I get an answer to this question, then we'll meet probably next week-ish or We won't get nobody appointed. We won't get nobody appointed. Within a week after you appoint them. We'll fall under one person instead of spread out amongst all of us.
