Next item of business is FP2025-08, the onestep preliminary and final plat Rawlings edition. At this time, I'll call and came for a staff report. Good morning. Morning. Morning. Before you is a one-step preliminary and final plat for Rawlings edition. This area is owned by Mike and Teresa Rawlings. Um it is currently in our planning area and the future land use map shows it as one parcel is industrial and the others are potentially zoned as residential. Um the land is currently vacant. Um there is one lot you'll see where that house is already part of the city of Augusta and so it is a residential use and we're just looking at extending the lot into some of the vacant land behind it. Um the proposed use for the properties are going to be residential. Um and the next step after this plat just as an FYI is to go through an annexation process to annex in some of these lots into the city. Um, but we can't annex anything that isn't platted. Um, so we'll start with these maps. Hopefully they're big enough. Did you know that? Sorry. Huh? Do you have any questions? No, I just it was an interesting point. I didn't know we couldn't annex anything that wasn't platted. Yes, it's supposed to be pl go through the plotting process first. So, this was this plat was taken to the Butler County
Commission um just yesterday and they recommended approval as well of this plat. Um and they know about the annexation plan as well. Um so this is the way the property currently sits. Um so where the little star is, this is the current residence and this is within the city of Augusta right now. Um, and then this whole area back here is what is being platted on this plat. Um, as we go down, this is an example of what's being platted. Um, so again, here in the red lot four, block D, we have a current residence within the city limits. What they're doing is extending this lot a little bit. There's a couple out buildings up here. Um, and they're looking to capture those outuildings and the access drive. And then lot one, block A is being platted for a future new residential unit. Um, and so the addition to lot 2, block A, is going to be annexed into the city of Augusta. And then lot one, block A is also being proposed to be annexed into the city of Augusta. Lot three block A is really a FEMA kind of drainage pond. Um so we're not recommending annexation for that. Um and it has to do with in flood insurance purposes. Um we didn't want to attach that portion of the floodway onto a residential property. Tammy, what happens then to that portion to the west? Is that going to be that's not in It'll stay in the county. It'll it'll stay in the county. Yeah. And right here is the ridge for um is like
the berm for the drainage, the flood wave, the the dyke. Yes. Yeah. Um the current surrounding land use and zoning is, you know, to the west is more agged because of the floodway. Um we have some R1 residential zoning to the north and the south and then also to the east. Um and then further up north is the park. And so this is a picture of the future land use map. And so this red arrow is pointing to the area that we're proposing to be platted right now. So you can see this bottom portion is residential. The yellow um the upper area is on the future land use map is industrial, but I wouldn't recommend putting industrial next to residential. It might have been that way. I can only assume because of the floodway and maybe they just didn't think a residential unit could go in there, but with splitting apart those lots, um they have a pretty good plan on how to get another house in there. Where's the access road? Is it going to be between So, um I feel like I need a pointer, but between is it the this road right here? They're going to access the property this way. Okay. Then there's also there's an access road right here into lot A. And you'll see on the plat that there is an access easement there to allow a secondary if if needed.
So, here's the plat. So, this will be the access right here to the property. Um, this the lot one block A is all being platted together. Um, but this front portion to the east will be where the house goes. And then you can see right here where the current house is. There's an access easement here on the plot. So I know Mike Rawlings is here as well to speak or answer any questions that you might have and I can also answer any questions hopefully that you might have. Mike, the existing buildings on lot one, block A, are they going to remain there? Yes. Currently, yes. Okay. But that's where you're going to build another house on that lot. Yes. Yeah, this property is getting annexed so we can serve it utilities because we also are supposed to annex properties before we serve utilities. Some of the outb buildings already have electric to
them being served by the city of Augusta. So, this also helps us clean that up by capturing those existing buildings. Will the annex portion of it need to come back before us or does it have to? I don't think we've ever messed with that. So, the annexation portion will not come back to you. that'll go to the city council, but during the annexation process, you have to request a zoning designation. Um, so that zoning designation will be residential, but that zoning designation will come back through the planning commission and then go to the city council for approval. So, first they'll um approve the annexation and then we'll go through the a regular zoning process. How long is this process going to take? will be done I believe in June. June. June will be with the zoning. That'll I think that final one will come back in June. The way the schedule is working out. You said June 2nd. I said June 2nd. I know it was the first meeting in June after because the annexation is going to have a protest period. So we don't want to bring any zoning until that protest period is over. So, it adds some extra time in there from the planning commission perspective. And how long is that? The protest period? Uh, well, they're usually like 14 days. So, we'll take the annexation request, I believe, to the next council meeting on the 21st. And then we'll Do your neighbors know that you're planning on doing this? Do your neighbors know that you're planning on doing this? Yes, the neighbors are very aware of this. We've had survey work. So, if you drive by, there's stakes and pink flags everywhere. Okay. And I've talked to uh the neighbor directly north and the neighbor directly south. The uh party that's on the corner of Sunset and Highland.
Currently, the house is basically vacant because they're in nursing homes. So, they're they may not be aware of it because they both have dementia. So, And we spent a lot of time as staff even before the plat was created. Um going over more of a site plan version of the plat and meeting with Mike and his engineer and then water and wastewater and making sure we could serve it utilities and how we would serve utilities and talking about the access easements, how they the direction the house was facing. So, we talked through I think pretty much every obstacle that we may have ran into even before they started working on the on this final plat. Yeah. There's no no place in the where you going to build that's in a flood plane, right? It's not in the flood plane. Yes. Yeah. Only the pond is pond portion and the the pond lot three and lot two should remain as one. If you when we sell the house, whoever buys the house should will get the pawn part, but it the reason we kept it in the county is so that it doesn't trigger the flood insurance requirement because that would double the cost of the insurance on the house. Um, and just FYI, directly north of lot one where basically where the levy is now, there was a house existing before the flood of 98. And so, city utilities did extend to that house so that they're on the north side of this property line. Uh Fred Spencer plotted this all
originally back when Parkplace division was built and that was all in the county and the other than the house. So, but just north of that there was a city a city property that had a house and then across the street on Highland, of course, there were two or three houses that were tore down after 98. So, the utilities are close. It's just they don't come onto that county property now. Sounds like a fun fun project. Oh, yeah. It's been a it's been a wonderful experience for the mayor to realize what goes on in planning and zoning and splitting lots. I was just thinking about that. We thought this would be a sink a simple split, but because of the pond, it got kind of hairy. Yeah. So, and then you got to wait on the zoning changed. Yeah. And then the annexation, we had to coordinate all the timing of when Yeah. Everything needed to be done. And we couldn't have done, just thinking out loud, we couldn't have done like in today's meeting done a uh approval of a zoning change based on the condition that the annexation goes through. I'm just wondering if that would have sta saved some pro like some time like basically saved a a meeting for Yeah. for No, because we want to get through the protest periods first. We want to allow that. So, we try not to tread on those time frames. Yeah. A very similar thing was proposed to me for the text amendment changes that we're going through right now. Um, if the city council could go ahead and approve them as long as there was no protest that came through during that, like not wait the 14 days, go ahead and have the council meeting approved. If there was a
protest, take it back. But they're in state statute and we really have to wait for those protest periods to expire. That makes sense. I just wondered. Yeah, I do. Okay. I'll uh I'll make a motion on FP 2025-08 approval for the onestep preliminary and final plat for Rawlings edition. I'll second that. Have a motion and second. All in favor? I need to talk. And we have our next meeting scheduled tentatively. We don't have any more meetings in April, I don't think, from what I could see. Correct. I'm going to be at a conference in Lawrence um on the 23rd or 24th, whatever. I think it's the 23rd. So, I will not be here. So, we do not have another meeting in April. You don't have any I'm going to be leaving from the 15th to the 30th. You guys don't have any plats you need me to sign or anything before I leave on the 15th. That's right. We will have two myars we can get for you. It's on my list to get those. Try and get those milers this week. Okay. I'll be here Monday will be my last. Yeah. It'll be for Redbirds Meadows that was just here
um at the last or March 12th, I believe. And then we can go ahead and get the mayor's myar since it was also approved by Butler County. Okay. And we'll go ahead and have you sign it and take it to city council. Sounds good. Um I feel like I had something else. Oh, just an FYI, the proposed text amendment revisions for the commercial self storage and the car lots will be going to the city council on the 21st. So, I'm sure there will be lots of conversation had at that meeting as well. So, just just an FYI. Is there been anything happening on that Huffman's property out there on Kuster Lane? No. No, that project has I would say stalled and they have ended the project for now. We probably I know this is not a you thing but then they need to somebody needs to get over there and start maintaining it like doing all the correct. Yeah, we'll have code enforcement. We're getting you know we're gearing up for grass season so it'll be on the list to make sure that that property stays maintained um during this grass season. Yeah. Okay. Nothing else.
