2026 Early Voting Plan
Plan for Early Voting in Newington under the guidance of the Secretary of State by the Registrars of Newington. Early voting scheduled for 10/19 through 11/1. Note that in the case of a Primary (Republican and/or Democratic) dates will run 8/3 through 8/9. Notification to the public (registered voters in Newington): A newsflash on the Town website will be issued stating the dates, hours and location that registered voters may access their right to cast an early vote. This newsflash will also include information on Same Day Registration. Signage will be posted in Town Hall. Press release will be issued. Press release to local newspapers. Designated Location: Early voting will be conducted at the Town Hall (200 Garfield Street) in Council Chambers and Conference Room which is located on the first floor. This location can be best accessed by using the West entrance which is in between the Town Hall and Police Department. There will be a limited number of parking spots designated specifically for those who would like to access their right to Early Vote. At least two spaces reserved for the elderly / handicapped during Early Voting hours. Curbside voting will be offered during voting hours. Voters may access this service by using the West entrance and parking along the entrance closest to Cedar Street. Same Day Registration: SDR will be provided at the polling location in the Registrars' Office for the convenience of voters who would like to use this option. Clarification that voting can occur the next day if registered after 12 PM for both unaffiliated and new voters.
Recommendation from Permanent Municipal Building Committee
As its meeting on February 19, 2026, the Permanent Municipal Building Committee unanimously adopted the following motion: I move that we recommend that the Town Council authorize the Town Manager to enter into negotiations with the owner of the CT-K9 facility to secure it for use as the Town’s canine facility. Background: Over the past year or more, Chief Perry and the Town Manager have been exploring various alternate sites for a dog shelter since being notified that the owner of CT-K9 intended to put the property on the market. Unfortunately, no other municipal facility in a neighboring community has sufficient capacity for renting space. The only private or non-profit facility identified that would rent kennel space is in Bloomfield, at a cost of $60,000 per year. However, the long drive to Bloomfield and the rental fee make this option viable only as a short-term solution. Private and non-profit shelters are generally reluctant to rent space for municipal animal control due to the aggressive and/or unvaccinated nature of the dogs. Constructing a new facility was also considered but deemed cost-prohibitive. Purchasing CT-K9 offers additional benefits, including meeting state regulatory standards and potential for additional uses such as Town storage or renting excess kennel spaces to neighboring municipalities. If the Town were to make an offer on the property, Council would first need an §8-24 review from the TPZ. It is suggested that this matter be referred to TPZ now to allow Council to keep its future options open.
Approval of February 24, 2026 Refunds for Overpayment of Taxes
That property tax refunds in the amount of $10,131.09 are hereby approved in the individual amounts and for those named on the "Requests for Refund of an Overpayment of Taxes," certified by the Revenue Collector, a list of which is attached to this resolution. Refunds include: Francis, Deion ($69.07); Kasper, Ann ($8.02); Lebron, Amber ($21.19); Motorlease Corp ($8,752.81); Nissan Infiniti Lease Trust LLC ($418.35); Pignone, Thomas or Anthony ($75.89); Remsburg, Remi ($40.13); USB Leasing Lt ($383.94); Windish, George or Mary ($284.76); Wojtunik, Thomas or Joann ($76.93).
