PUBLIC COMMUNICATIONS
In compliance with Government Code Section 54954.3, Public Communications is the portion of Planning Commission meetings set aside for members of the public to address the Planning Commission on matters related to City business that are not on the scheduled agenda. The Planning Commission cannot take action on items not listed on the agenda. Comments must pertain to subjects within the Planning Commission's jurisdiction and are limited to three (3) minutes per speaker. Per City Council Protocols, if there are ten (10) or fewer speakers, each will have three (3) minutes to speak; if there are more than ten (10) speakers, each will have two (2) minutes. Speakers may not transfer or cede their time to another individual.

Prohousing Designation, Citywide
The City is applying for a Prohousing Designation to the State of California Department of Housing and Community Development. This designation recognizes jurisdictions that are committed to accelerating housing production, removing barriers to development, and implementing housing-friendly policies. Staff is presenting the draft application for comments and review.

Request for a Major Variance to allow an increase in building height in the hillside area for a renovation project that includes construction of a 1,903-square-foot second-story addition to an existing single-story residence, along with interior renovations to the first floor (Project). The Project is located on a 0.28-acre lot in the R-1-10 (Single-Family Residential) zone with a land use designation of Neighborhood Very Low 2, located at 1193 Colina Vista and is commonly identified as Assessor's Parcel Number 065-0-224-095 (Project Site). PROJ-26-1128 Victoria Avenue Corridor Development Code Amendments – General Retail Uses Located at Victoria Avenue Corridor Plan and Development Code Area
The purpose of this item is for the Planning Commission to consider and make a recommendation to the City Council regarding amendments to the Victoria Avenue Corridor Development Code (Chapter 24.600). The proposed amendments would: allow General Retail uses with a gross floor area between 100,000 and 140,000 square feet as a permitted use within the Urban Center Zone (T5.3), as reflected in revisions to Table C (Section 24.600.180). California Environmental Quality Act: Exempt under Section 15061(b)(3)
PROJ-26-1146 Victoria Avenue Corridor Development Code Amendments – Banking Drive-Through Uses Located at Victoria Avenue Corridor Plan and Development Code Area
The purpose of this item is for the Planning Commission to consider and make a recommendation to the City Council regarding amendments to the Victoria Avenue Corridor Development Code (Chapter 24.600). The proposed amendments would: allow Banking and Financial Services uses to utilize existing legally established drive-through facilities as a permitted use, as reflected in revisions to Table C (Section 24.600.180), the nonconformity regulations (Section 24.600.680), and drive-through facilities standards (Section 24.600.320). Per Government Code Section 54954.2(a)(3), the Planning Commission Communications section of the agenda provides the Planning Commissioners the opportunity to ask a question for clarification, provide a reference to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any matter, or take action to direct staff to place a matter of business on a future agenda.
