All right, I'm going to call up um Ramona Coffee, president and I don't know, CEO, I don't know what the official title is, of the local uh Hurricanes football team. And you all have had a very exciting season here, the Rackcliffe Hurricanes. Would you would you turn that uh switch up just there? And I should have said, yeah, it's good. Should have said Dr. coffee. But yeah,

first and foremost, thank you all so much for being here and having us here to have a voice. Um, please listen. And so, I'm Dr. Ramon Coffee. Grew up here since I was nine and definitely love working back in my community. I've been here for about 13 years now working at the military position. And this is my president. Um my name is Scott. I'm a prior um veteran. Well, I'm a veteran now. Prior military service 21 years. Um Ramona has entrusted me and given me the position of president for the youth football league and we made it to the championship. Two teams to the championship. won my 11U team,

got the championship in the division against Louisville teams. So, a great big feat. I'm very excited. Love all these kids and I just want this program to grow.

And that's really why we came today. Thank you. So, our football program is called the Kentucky Youth Football League, and we actually started in 2016, um, when Mayor Weaver was here, and we wanted to just do something different. Um, there was already youth football program here, but we wanted to kind of bring a different culture. My family is originally from Florida. My husband coached football in Florida for like 20 years, so we said we don't do it. We want to do a little different, okay? We have some fun. And my main thing was I wanted to have something for the girls and the boys to do, not just the boys. Um, but the girls seem to have just as much of a spotlight as the boys do. So, I was going to be the cheer coordinator and, you know, get the cheer program going. Well, it exploded way more than we thought it was going to be. Uh, we started our program with 144 kids and that is football and cheer. and we set it up originally to have different teams with different mascots kind of playing each other all at Dolly Park um in the city and we wanted them to be able to play other teams from different areas. problem is there was already kind of a I guess bad taste in there was not from the previous league that was there and a lot of people did not want to play us and didn't want to give us a chance and so we kind of had to start advocating going out to Barstown going out to Etown and they're like no Radcliffe they got a bad reputation Radcliffe they fight Radcliffe I'm like really I'm like we're new like we're not the same league so the only teams we could get to play us were in Louisville Louisville was scared of Radcliff So guess what? We started playing teams in um Louisville and our first year joining the LYSL which is Louisville youth football league. We won a championship which is the smaller of the trophies over there. But that was our first year. Our teams here in Radcliffe beat the teams in Louisville. And we

were like what? And our program became so much bigger because one thing we did not have when we started we didn't have nothing. We had no helmets, no uniforms, no nothing. My dad always said, "Put your money where your mouth is." So when me and my husband decided to do this, we invested $10,000, wrote a check. Stan Holmes was there, Chris J was there, and I handed them check and said, "This is how serious I'm about doing something different in this community." And Stan Home said, "Let me see that check. I just want to hold it." I'm like, "Listen, I'm serious." From that moment, they knew we were serious and we were here to stay. Our program for nine years has done nothing but grow. We've been doing things. We've done a football camp here. I know uh JJ remembers when we had 2023 football camp with Michael Irvin, Warren Sap right here at Dolly Park. We had kids from Georgia, Tennessee, all over Kentucky coming to Radcliffe to be a part of this program. And guess what? Guess what? The camp was $50. $50 camp. And all that money went towards making sure that Tony Sans and the people that he had brought up here were taken care of because we didn't have anything to do with that as far as getting money for that. We just want to do something for the community. We wanted kids to have something. It was girls in that camp. It was boys in that camp. You see what I'm saying? Because it was a training agility camp. So, it wasn't just football. And I have the uh brochures here because I want you guys to see the video that was made for our camp with all of our players, all of the uh celebrities that we had out there. Newspaper, News Enterprise talked about it. It was on wave three. This is something that was big in Radcliffe. You see what I'm saying? Something that we brought to the community. We want to keep doing things. We do Munchie Mondays. We've been doing Munchy Mondays ever since 2021. When we have our kids out there from

literally June to October, that is five months out of the year that 150 kids are spending four days a week not on the streets, not getting in trouble. They're playing football. They're with the cheer team. They're with their parents. They're at the playground at Dolly. They're having fun. And we hold them to that. We have mentors with our coaches. Our coaches are there as fathers when they don't have fathers. We had a gold star member which is a child that parent had died in the military in active duty and we praised him and we stood by him and his family the whole year and even when he was aged out we kept up in contact with them. The mom reached out to us a few times because he was having trouble. We don't leave these kids because they leave our program. We stay with them. We have kids right now playing at John Harden playing at North Harden. We follow those kids. We have kids at Kentucky Westland right now. You know, our kids are getting picked up in the the schools in Louisville. Trinity has picked up one of our kids. Stand picked up one of our kids because they see the talent that we have in our program. Our cheerleaders, oh, they won first place varsity. Hello. You see what I'm saying? We have a dance team. Those girls, they do halftime shows. They go out there on John Hart's football field and they perform for all the parents. This is what we're doing. Munchie Monday is from June, first Monday to the last Monday in the summer. Every Monday we are feeding every single kid for our team and their siblings food, chips, drink every single Monday. We call it Munchy Mondays and all the parents know and they all bring their kids and they all we let us know how many comments and we got the food ready. But we come out of our pockets to make sure that happens. This is what we're doing in this community. We've been doing this for a long long time. But we have not had a whole lot of support doing that and we are asking for more support to be able to do that because

this is not a cheap program to run. We have to pay for things. We have to rent a field. We reached out back in 2020 um to be able to play at a high school field because we tried and we talked to DJ plenty times about having a gate. Our games are not cheap. When we play these games, we're playing for security. We're paying for our referees. And when we first started, we were literally going to the ATM pulling out $500 every Saturday to cover our expenses because we didn't have a gate to be able to get money for our expenses. I told my husband, "We can't keep doing this. We have five kids. None of our kids play football. We need to be able to take care of our kids." So, we put a whole thing out to all the high schools. If anybody will let us play at their field, we were literally writing them a check for $5,000. That was my money. But I'm like, listen, somebody please let us play at their field. John Hart opened the doors and said, "Hey, y'all come over here." We started playing there and we have been doing so well ever since. Because now we have a way to pay for our referees. And by the way, the referees fees went up from $40 a game to $65 a game. And that's four referees for three games every Saturday. And that's just referee cost. And do we pay our police officers? And we have three officers. So you can imagine we spending over $800 every Saturday. Those are costs that we don't have money for. We are having to come out the pockets for our helmets. Me and my husband bought every single helmet. Okay? When we first started this league, the helmets were $85. Our registration fees were $75. Uniform was $75. See what I'm saying? And then at death, we cover cheerleaders. We spent $25 our first year of our own money just to make sure we could start our program. I'm serious about this community. I grew up here. I'm not going nowhere. I'm here. Okay. I want to have help to do what I'm doing for this community. This is my community. I didn't go away and leave. A

lot of people do that. I didn't do that. I came back. They asked me to go work in Etown. Guess where I'm at? Down the road in Brad Cliff. I've been there all this time. This is where I want to be. I want to be helped to stay here. We got kids with talent. We have kids that are off the streets. We have kids that are surviving and doing very well with mentors, with coaches that have background checks, with team mom that have background checks. You know what I'm saying? These are safe people doing good in our community. So, we just want to have that support. But I have these for you all also because I really want you to see the video that we make because I want you to get a full scope of what we're doing and that we have way more planned, way more planned. But we want to know how much help we're going to get through all that. And that's what I'm asking you all today.

So the taller trophy is her success. So this was mine, the smaller one, I will say. But this is my president who, like I said, she stepped up in a big way for me. She led this program because I have not been able to be there as much as I would like to with my my my job. And I said, "If I can't get somebody to step up, y'all, I kind of kind of sat down because it's too much to handle when I'm doing it by myself." and she said, "You know what? I'll do it. I'll step up." I said, "Can you can be out there?" Because we like to physically be out there with the games and the practices. I don't like to be somewhere else and the games are happening. She was at every practice. She's at every game. She is the one that was responsible for these coaches getting these kids to play that ball and to understand the goals and understand the aspect of what we're supposed to be doing. We only had 22 kids on this team. They were beating teams with double back

and that's the first place trophy that they ended up winning against the team in Louisville. The the 11 teammates in Louisville, okay, but our team literally was just doing amazing. And by the way, we got a girl on that team, okay? And she hits hard, okay? So that's the success of the kids and rap. We want y'all to see that. You want to pass those out there? But this is what the kids are able to do.

Yeah, they can see that because that's what we give out to all of our sponsors so that we let the sponsors know what we're about and what we've been doing. Um, and it kind of also shows them the cost that we build, what we're doing every season, what we do with our kids. And and I know of course you announced, do you want to announce the gentleman back there behind you who he is? So this is my co-founder, my husband, Coach P. Pronounce Spencer. So, and he's he's really responsible for a lot of the culture with our music and our DJing at our games. So, an announcement, anybody that knows knows that we bring a Florida vibe. We play music. We have fun. Um, a lot of times we have dance competitions in the middle between games.

Well, and I know one of the things like with my boys obviously playing for you guys, but with the Longhorns like Mrs. King's, you know, grandkids and stuff. They're now at North Middle and they're all friends and they all know each other and they're all playing football on the same teams and it's, you know, they still talk a little trash to each other, but it's a fun it's fun, you know, and so they build that, you know, we want them to that's why we follow the kids even after they leave our program after they age out. We still go to their games. We still support them in their high school. We don't have been in a lot of our games. Yeah,

we go to different schools, different games, but our program, we don't just have winning seasons. Please understand that. Our parents stay with us because it's more than just about football and cheer. We're doing dances. We're doing things with the families. We have family fun day, which is open to everybody in Ragwood, by the way. Bounce houses, free food. We've had military soldiers come off the base. When we did our thing with our camp, we actually coordinated that with Fort Knox. Fort Knox had the NFL players come on the base. They were talking to the soldiers, meeting the soldiers, and then their soldiers came off the base to our camp and was giving out things to our kids in our community. They were helping to support our camp. This was a literally a coordinated effort that we did right here in Radcliffe. And this wasn't us paying some event coordinator. This was me, my husband, JJ, Tony Sans. You see what I'm saying? We just worked together. We just network together to get something done that needed to happen in Radcliffe. And that's the kind of stuff we can do all the time and bring more exposure to Radcliffe and do more with our families in Radcliffe. That's what I've been here doing. That's what I want to be doing with you all because we've been here nine years doing this.

I want to say one um thing that she brought up about um the military base. So, my husband is still active duty. Like I said, I'm not active duty anymore. I'm retired. I mean, new new life. I love it. Um, but what was very important for me and why I really got involved in the program is because Fort Knox does not have this for the kids at all. So, they have to find somewhere to go. They have to go to Longhorns or they have to go to Hurricanes. Why we have to choose, I didn't understand that when I got here, but we're also trying to mend those relationships as well. But they do not have a middle school football team for tackle. And I feel like that hurts them when they h they have a high school team and that hurts them when that's the first time they step foot on the football field or touch that football. So with us teaching those fundamentals and those structures, it helps that transition. So a lot of our team are military kids because they they need somewhere to go. They want they love the game. My son loves the game. He aged out this year. He's so happy that he got this championship. We woke up the next morning like, "Mom, we did it. We got the championship." So, it it's very it's very humbling because I've been that parent that was just on the sideline and I now I've made my way all the way up, you know, to this high level that I graciously appreciate that you gave me. But it's the kids. It's always about the kids. And I tell them that every time and I'm on my coaches because it's about the kids. the the moment you make it about yourself, it's not worth it. So, it's about the kids. We want the kids to have a great time. We want them to love football. We want them to have teamwork and that building of community and family. And that's always every time

I I reach out to um my families and everything. Hey, family. Hey, Hurricane family. Like, it's it's that thing. I love them all. I'm going treat them just like they were my kids. And I mean that part and the love, you know. So I I really love this program. I just want to see it continue to grow, but it definitely cost definitely cost. All right. Well, thank you for coming. Oh, yeah. Um, just let everybody know um how you guys doing. I still contact the NFL players, the ones that came here and visit Michael Urban, NFL Hall of Fame, Warren St. Actually, they came back. He came back without, you know, the people, but he really wants to come back and help Rack. He told me that whatever he does, he wants to do it here at Rad. Just think about having ESPN or Sports Illustrated here in Radcliff with these football things going on. I'm still having conversation with these guys and we really want to put the spotlight on Ragnar and Bill Ratner. Those guys was walking. They was in the community. They went to IHOP. They was looking for houses and stuff like that.

um whatever we need them to help us. They just want us to have partners. So just let you guys know I still talk to these NFL players and they want to come back next year. Yeah. And it was just a side note and then we'll move on, but uh when I was in Florida for Cameron's football camp, there was a guy sitting next to me and he played at Kansas and I asked him if he knew who Tony Sans was. He goes, "Yeah." He goes, "Yeah, he actually knows him." So I texted Tony and I was just like, "Hey, do you know this kid?" He goes, "Yeah, what's he what are you doing with him?" So you see, it was just a weird connection, you know, cuz his son was on this football camp the camera was in, right?

And then we just started talking and then him and I started talking and he didn't know Pernell, though. He had no idea who Pel was. But you know, it's just a weird when you start talking to people, you realize connections and how things work.

Let me tell you a little bit about the potential that we have because I knew from the beginning not to change what we originally started. So, our actual business name is the Kentucky Youth Football League. I never changed it. Our mascot is Rackcliff Hurricanes because we always want to represent Rag Club and we did a mascot. But I've always known the potential of this program if we become big enough is that we're going to grow into a national football league, a youth football league like we originally planned. I don't know if you all understand, but the location of Radcliffe, where we're at, is a key point for a lot of places in Kentucky when it comes to playing football. I've been contacted by multiple teams throughout Kentucky about wanting to join our league. And I'm like, "No, we don't have a league here." You know, and they're like, "You know when we can join?" I'm like, well, I'm trying to direct them different places, but this is an area that it's easy to get to and it's a very big area to be able to have people, hotels, have people, but we have to have the vision to do that. Youth is important and everyone's looking for youth camps, youth clubs, youth. We have a program for nine years has been successful. It's only grown bigger, but we have to have people with the same vision. We have to grow to bring the youth to this area, bring the tournaments to this area. Everyone goes to Gatlinburgg for, you know what I'm saying, their rocky time.

That is a huge thing in Gatlinburgg that our kids are going down to Tennessee to go to. Why are they going there? Because we don't have that same level of tournaments here, but we can. We put on things with NFL players. We put on championship games with John Harden. We know how to organize things. That's the reason why we keep getting reached out to do more things. Our police security is phenomenal. The LFL uses our security for their game because that's how good they are. That's how organized our program has been for so long that we can do more, but we need to help to do that and we want to have the vision with you all to do that. But that's what we want to do. This is a summary of a zoning ordinance reszoning property located at 238 Cedar Oak Drive, Vine Grove, Kentucky, part of Arlington Center, lot 3B, PVA, map number 138-20-07-003 from CZ zone to R4 zone 8.840 acres. The city of Radcllay Planning Commission conducted a public hearing on a zone map amendment request on November 6, 2025 made by applicant owner Silvergate Properties LLC for 8.480 480 acres of property located on the west rightway of Veterans Memorial Parkway, US Highway 30 361 at 238 Cedar Oak Drive, Vine Grove, Kentucky, part of Arlington Center, lot 3B, PVA number 138-20-07-00003. CD book 1182, page 769, Office of the Harden County Clerk. The request was for an amendment from commercial zone to residential 4, high density single family and duplex zone. The planning commission recommended the zone map amendment request be granted as a request was supported by the evidence of record, the city's comprehensive zoning plan and applicable law. And the city council is now enacting an ordinance to change the property zoning. The city of Rackcliffe is adopting a revised code of ethics for city officials and employees pursuant to KRS 65.003. The ordinance defines terms and standards of conduct regarding conflicts of interest, receipt of gifts, use of government resources, confidential information, political solicitation, patronage, honoraria, meeting attendance, and other related issues. The ordinance outlines required financial disclosures, processes for enforcement, hearings, and appeals, penalties, and repeals the previous code of ethics. Uh so as you all know um Mr. Tim Marsh has been our interim fire chief for the last few months and from all accounts they have not ran him off yet up there but uh Tim has been with the department 25 years and so uh we made the as a body you know we considered him as the interim and now that we were getting into December he's approaching that sixth month and so I'm see yeah six almost six months but I'm making a recommendation uh and I need a motion in a second for approval.

So the story the story behind this is I I had planned to be in Nashville this weekend and was unable to attend and I had taken hours out of my day to write a nice speech to, you know, for Ashley to read at the ceremony. And I asked her earlier, I said, "How'd my speech go?" She said, "Well, they didn't get to read it. They didn't have." So, I called him. I said, "I worked I worked myself to death to get that speech done." So, that's the story behind that.

But I do apologize, of course, for not being able to attend, but congratulations to everyone that was promoted and all the guys. So, absolutely. But you can say yes, absolutely. Um, first of all, I want to say uh thank you all for having the confidence in me and the mayor and council uh entrusting me with the uh livelihood and the safety of the citizens of Rackcliffe. Uh I don't take it lightly. It's a it's a privilege and honor to do this. U you know I don't do it alone. I have a great group of employees, staff. Um, you know, thank you for the extra captain because having Captain Vandermmon and Captain Green helping me, uh, makes the day-to-day stuff a whole lot a lot better, a lot easier. We run a lot smoother. Uh, with all the new promotions, we uh, finally had our staff meeting today where we're getting everything on track from with all the lieutenants and the sergeants. So, everybody's on the same page now. Uh, it's onward and upward. Uh, you know, like I said that it uh I don't do this alone. And you have a chaplain or we have a chaplain firefighter also now which I thought that was pretty interesting uh and appreci appreciative. So very well done Saturday. And since the Radcliffe uh Women's Club is in the room, I announced I believe last week that there's a food drive uh that we are as a a city and the women's club collecting just non-p perishables, um feminine hygiene products, baby diapers, and uh form formula things that you can't maybe necessarily get on SNAP. And the fire department uh both fire departments in Rackcliffe are drop offs. And when I was on there Saturday, uh, Miss Marsh showed, uh, me a room full of canned goods and the things that are going to be picked up at the end of the month that was donated by, I believe, a Cub Scout Troop 488 or are they Boy Scout? Cub Scout Troop 488. So, we were hoping for more collectibles, more items to be dropped off and they have been gracious enough to open their Well, they're open 8 to 8 Sunday through Monday. So, seven days a week, go to the fire department and take uh some non-p perishables. Um the festivals of trees, if you're wanting to still set up a tree at Calvin, you can still do that this week. Yesterday at 9:30 last night in Harden County courtroom, there was 31 guilty verdicts for torture of animals. That is a trial that's been waiting two and a half years. And thanks to our Commonwealth attorneys, our detective Radcliffe Matting Lee, everyone that testified, the families that lost pets to this um situation, uh Harden County set a huge precedent throughout this our county and the state of Kentucky for animal welfare laws. And I'm proud to be a voice for animal welfare. And I'm proud that it happened uh here in Rackcliffe and that the verdict was what it is. Tomorrow at 9:00 is the sentencing and uh this news is being echoed throughout the state with um just how excited everyone is that this was a vic a huge victory. So I I have to say that for

So then that comes along stories and whatnot about having, you know, just just dirt on our boots. You understand how people sustaining in the gap, it is it is really horrifying to see him and have short memory. He doesn't remember anything beyond getting in the ambulance. He doesn't even remember, sir, getting in the ambulance. And so, he's got that short-term memory right now, but it'll all make its way back. He's dying to get on his cell phone. He's on cell phone restrictions. He cannot do the work but it's killing him because that's what he wants to do. So he is doing okay in the CICU. He's on the second floor at Baptist. Last thing similar to Maria I was also awarded the citizen of the year by the Omegas High five fraternity incorporated the local Zai chapter for doing what we all do and none of us do it by ourselves. So I just wanted to make sure that um I said that. And last but not least, or maybe it is my least, my president back there, uh, Kevin Russell has been diligently representing our Harden County branch for NAACP as we have been paying it forward to several organizations that have also been riding with us and riding hard when we have donated $500 to those organizations anywhere from the youth center services or what we call the ferisses at the high school. We're at um North Harden High School also helping Hannah Hope all these
