And I can go ahead and get started.
I'll call the meeting to to order. It is what's what? Four of twelve. We'll call a meeting to order at four of twelve. We have a quorum. First item on the agenda, appeal from property owner for snow removal test. Don't see any attachments. I don't know the gentleman's name. Oh, yeah. Yeah.
Thomas Watkins.
Mister Watkins? Yes. Welcome to our meeting.
Yes. Thank you for reminding me.
Basically, this is the item, and we're going to be discussing it. Would you like any input? Sure. Well, first of
all, thank you for inviting me to this. You know, I appeal. Really appreciate this. I can bring you my peace of mind. First off, I wanted to let you guys know I'm not a delinquent. I know just not doing anything. Most of the time, I've been living at that residence for the past seven, eight years. I recently bought the house from my sister-in-law that owned that house in 2024. So every winter, I usually get the snow removed from that sidewalk area. I mean, that day, it was just epic.
I had to get to school. I to get home. It was still snowing at that time that night. So if I didn't get to it, I thought at least I had time to get to it that afternoon. And at least I I mean, before I even get a chance to get to it, it was already done. I never nobody said that, you know, it wasn't a twenty four hour, you know, notice. But I was told by the lady that I don't shouldn't be warned twenty four hours, but I was like, woah. I'm just I was asking why I wasn't even getting warned about it, but I understand safety reasons. People are walking on the sidewalks. I know that's the most important thing, but the other place other area, just need to make sure that I get my area clean.
So the majority of the time, 100 like, 99% of the time, I get that cleared off and even the sidewalk. So it was just epic that day. I really just like the only time this happened, somebody called something on me, god, I've never I always get that clean. Always. Always get that clean. I know people have to walk on me. So just one day, lacked. Just now, don't know what happened. All I know was it just was really cold, and it was really like oh, I did snow blow that area. So I I snow blowed, but the chunks were in the bottom, it got really frozen under that. So so that's what happened. Yeah. You can let us stop it.
Waldo. 3819 Waldo.
Where is 3819 Waldo?
It's right down the street from Time Out, right across the street from Lutheran High School.
It's also across the trailer park. You know?
Okay. Right on that. I was trying to guess you know, because I'm looking at the pictures here, and I'm going, I wouldn't recognize that as Waldo even though that's in my area. Yeah. You know? So that helps. Thank you. I have a question about
the dates here. So this says the complaint date was 02/04, and the inspection says 02/09. So how does that work? Like, would he have received a notice on February?
So '2 so and I'm not sure if you realize this, but we don't go out and look for these. It's based on complaints. So the complaint that we received was on the fourth. So then we actually didn't get out there or they are we have a contractor that goes out there. Okay. So there was actually five days that passed between getting the complaint and then actually getting shuffled.
So then when when would he have been notified after five days? Right?
We don't get we don't do the notifications anymore. It goes out into tax bills. Oh, but there was still
five days I mean, that was you went and looked.
And it was before the contractor went and completed it, and it wasn't done. Yeah.
So it still wasn't done after five days?
According to the date of the complaint.
That's what I was asking.
Were there So
it said
snow
in that time frame?
It snowed more than one than that week.
Oh, so in m five Yeah.
It snowed it snowed more.
Yeah. I was just It was dates and Yeah.
It was it snowed more than week. K. I remember that.
Is that is that the period of excuse me. But is that the period of time too where it got packed down in that period of time too? That's the
It was early February. February 4 was the day the complaint came in. February 9 is when the contractor went. So I don't recall what the weather was
like there.
I know I meant there was a week that we really were getting out of all the stools too. Because
I remember, I mean, when I walked the dog, I mean, even in my neighborhood, I mean, people got out and shoveled, but it didn't look like they shoveled because it had been in that one little period of time, it just got so packed down and icy that if you didn't get it at the right time, you had this layer that was gonna be there until it warmed up a little
what saying. I don't know when I don't remember everything because I'm taking Right.
That's why I'm asking also. Yeah.
I'm not sure. And Billy couldn't make it here to kinda give us the history because normally he would.
So he's basically asking for us to waive. You you know what we've done in the past.
I'd be in favor of it as long as you agree. Oh, you'll
never see me here again. You'll never see me here again.
My accent
I will I will tell you right now. You give me away. I will you'll never see me here again. I will be I will buy I will buy a mail shovel just to get the ice up. I I'm telling you right now, I'll give it away for won't never see me again.
That's good to see. He's never you will never see him at he's moving to Ash. Come on.
No. No. No. I'll be here.
My sweet drive by No.
I'm just right I'm right there. I'm right there.
Here's the deal. Usually, we have a little bit more information as to the weather, how many times it snowed, what was Yeah. Conditions, you know, whether it was packed on, and it's a pain in the butt. And You know what I mean? Mhmm.
Not having the definitive answer when we're going to assume that the conditions are such that we're in a situation where what we've done in the past on occasion, not very frequently, we've approved the not sending or canceling the bill. But what happens then is you're going you you would have to agree that if this happens again, you would not petition for us to over, you know Oh oh, yeah. I'll do yep. I'll agree. So it's sort of like
It's it's a war it's I feel like it's a warning, and I guarantee you will not see me again. It will not it it's not gonna happen again. I'll probably be out there midnight to do it. It'll be done.
And I
have a motion.
Is it there? I've got a motion. Do I have a second? Second. Okay. We've got a motion in a second to Yeah. The Yeah.
However, however Grant the appeal. Grant the appeal. Cancel the bill and any other discussion? Yeah. Just one one quick thing. Like I mentioned, these are complaint driven. We don't do this. Yeah. So, I mean, sometimes we when granting this appeal, we make ourselves a little unpopular with whoever called in the complaint.
Yeah. I understand that. But at the same time, I feel I this is the first time I'm here. Sure. And I really like, I've lived there for eight years, and I never had problem not shoveling over those areas.
Once again.
Yeah. It won't be out again. So this is, like, the last I, like if I did it completely over and over, then I understand, but this is the first time this ever happened. It was really bad that week. So yeah. So I'll make sure I'm gonna buy a new metal shovel to be nice. So that's I'm making sure I ask what I'm gonna do, but I'll be the that'd my $100 off that bill right there would be in the middle shovel.
Okay. Alrighty. K. We've got a motion and a second. All those in favor, say aye. Aye. Opposed, nay. It's unanimous. Just so you know, while the committee is abolishing sort of, you know Yeah. The bill, our decision still has to go to the city council, and the city council has a vote in it. Yeah. So it may change at the city council. In the past, whatever the committee has recommended normally goes through. But just so you know, it still has to go to the city council and get their blessings for it to disappear. You'll get a letter after
the council meeting as to what the council decided, if the everything is rescinded or not. Alright.
Yeah. So but like I said, this you know, it's my first time this happened, and if, like, they've been disflavored, will not happen again. You'll not see me again. I won't. And if it does, then that means I wouldn't be in because I have to pay the fund. So let's get waived. I'm guaranteeing you'll not see me again.
Question. Can this go on consent?
This does go on consent. Yeah. It always does.
So it's a little easier that it'll be on the consent agenda. So if somebody doesn't look at it and say, I wanna pull it off and discuss it, hopefully, it'll slide through. So that's where we are. Alright. So whenever
you get a letter, let me know about it.
Maybe 11 a letter no matter what. Alright. Yes. And they see eighteenth at the council meeting, so it'll be after. It'll be Alright. Couple weeks.
So pop yeah. That yes. That's my first baseball game, my son. So yeah. So I'll be busy.

So they're putting a main electric line going through for lighting. We're adding three pole boxes. So then it's like a junction box kind of. That way we can split off a bit at some time in the future. Exactly. And then for the console chambers one, one was for an encoder. Not really sure what that is. Four. The second one was, for batteries and a wireless batteries and a charging station for the mics. And then the one with a new restoration and recovery was for grouting and sealing some manholes.
