Hello. Thank you for hearing me. As uh Mark said, I want to just make a request slash a consideration as you're considering replacing the LED. I'm all for the budget and things like that, but I just want to ask for some consideration. I know a lot of LED lighting can be very harsh and cold. And I love anvil. That's why I've chosen to put my roots here. I want there to just be a consideration that the lighting that is replaced is a warm tone to maintain that comfort and that appeal of Danville. Um there's a certain feel that people know of Danville when they come here. just so we continue that um when you're considering which LED lights to bring in and use for the street lighting. So that's it.

I still stand. I think this is great. I I still somewhat I don't want to say disagree, but I question the uh the way in which those issues once found will be fixed. And then the um community engagement coordinator. I calculated that based off of 80 hours and she's going to 70 hours. That position is going to 70 hours. Yes. This is for comp time. Currently there is not a limit on how much of a balance the employees can carry throughout the year or their time while they're employed here. And I'm trying to get this lowered to a two week max per hearing. That way people aren't carrying it over from year to year and their pay increases is then when we pay it out we're paying out higher volume. So I'm trying to get it to where it's a a more in line with giving the people a capability of having a balance but not hard balances that we would have to pay out later. question carry out. Does this play out or would say now? How's that going to get paid out?
It will be paid out sometime within the first quarter of this next year of 26. We'll actually pay that out or we'll make them use the time. So, if we make them use the time, there's quite a few people that have time. So, we would run into issues, I believe, in departments where there would be short-handed and it could be the police, fire, I mean just different departments and they'd be short-handed and I don't I I feel we should pay it out so that we don't have the issue of people not being here because we need the employees. How high would you save them up? Where are we talking months worth or there are some people that have 200 hours or more?
I think fairly you can go to 240 before you start getting paid back at it at overtime. In my time, uh, it was always kind of understood that that, you know, it was kind of a an 80h hour ballpark. That's what you tried to to keep it at, but we didn't have anything officially calling that out. So, while I can appreciate this, it's that's something that we'll need to manage, I guess, from department heads down, I guess. But, yeah. Or what kind of uh are we going to take from a money standpoint? And where's the money? Well, the the idea is if we do it now, we're going to be paying out less. And if we wait and somebody leaves in two or three years and they have more raises on top of it, is the longer we keep this going, the more money we're going to pay out.
How does that affect the um I guess question is how does that affect their taxes on that? Because if somebody just takes 12 hours for one day on a 12-h hour shift that they need that day, they're going to get paid less than what they're going to get, they're going to get tax less on that than they are if they take the 200 hours at once that they got banked up. I mean, because you get that 200 hours paid out, you're going to get hit hard on taxes compared to when you go to do your taxes at the end of the year or the first of the year, that will work out when you do your taxes. So that% Yeah,
I'm just trying to
I think it's a good idea. I'm looking out for the town and trying to lower huge payouts because I know there was a I believe it was the police chief that got a big payout. And so there was somebody that for almost a year was the acting police chief that didn't get that pay because of the big payout. But the other thing that this encumbers too is that if someone leaves in a department and I'll use Jim chief pills department as example when we do that payout we're not replacing that person till all that is brought back or down person already when that happens for me it's I want the employees to use their time
right that's good for their mental health it's good for makes them better employees I don't want them banking these up to per month. Yeah. So, with that being said, I do think the two weeks is reasonable. Use it or lose it. Um, I think that conjunction with all the other time that they're able to bank up between sick and personal, you know, it's that's that's one of the perks to working for a municipality, right? And but I don't think that there's really any issues with capping in at So, we need a motion for this.
Before that, I I have one question. Um would this be applied only at the end of the year? So could an employee uh let's say come January if we have a lot of January February a lot of bad weather some of the streets department accumulate a lot of overtime and they could they approve more than two weeks during the year as long as they use it before the end of the year so is only applied at year end or is it on an ongoing basis and we just cannot accumulate more than that at any point in time. I was wanting on a on an ongoing basis. So if someone has 80 or 70 whatever their two week limit is then it will make them get paid for that overtime pay.
So at no point in time unemploy they're just going to get paid out for it. They I mean either paid or forced to take time off at the end of that week going into I feel like the town is very generous generous with the amount of sick and PTO that we give and with the holidays. So I feel like two weeks is is a good amount to give the inputs.
And I think they can kind of to your point Dave I think they can adjust that. So if they have to come in and they're five hours that they came in, they could take a half a day the next day to cover that five hours or whatever they need to do to cover those. Yeah. Have you discussed this with department heads or all department heads? Yeah. The ones I talked to, they seem all okay with it. Which out of curiosity, which departments seem to have those banked? We know that. I don't want to put you on the spot, but we know that
I know that that my department has pretty high balances and it's it was before I was here. So, I don't I mean, they've been carrying it for a long time, so I don't know how long they've been carrying it. Um, I would say the police department idea as long as there's no objection and the department has policy standpoint. I like it. Entertain a motion. Amendment policy manual for flex time. This law. Yes. This is the pretty much the same thing only it's for the exempt employees which is the department heads because they're exempt so they don't get paid over time. coming for you tonight. Um, if you recall a couple weeks ago, I asked you to give consent to have a letter prepared. The letter's been prepared. You should have seen it in your packet. Uh, clerk treasurer has the letter. It's been signed by the RDC and so I'm seeking your approval this way and sign it tonight as councel so that the RDC can get that sent to the uh county government officials. Love it. Question or discussion? Uh, I think I don't know if it'll help, but it won't hurt. And everything we can throw at them to ask for them to stick around is going to help. So, I'm all for it. I agree. Uh good evening once again, council members. Mr. President, I come before you tonight for a capital expenditure request for future development for the town of purchasing the property at 347 North County Road 200 East for the amount of 340,000. One appraisal was 340,000. The other one was 358 and we had agreed to 340 discussion. I like it. I love the location. We're growing. And I know that there were some concerns with that last place. obviously get to that we're selling but we need fire we need fire stations trust that you have done your research and found the best possible place but I'm all in any other comment I would make comment I I'm I'm in favor of this I like the location I think it makes sense I think this drives home what in my opinion the need we do some long-term planning on uh because we're starting down a path of if we prove this are we actually committing to go ahead and build the fire station without really talking about financing. I I'm in favor of this, but I I I caution against just going blindly into continuing to do these steps one at a time without really thinking the long term.
Um I was thinking about the future financing aspect of it the other day and I realiz whether it's tomorrow that we do this or 10 years from now, we're going to have to take out a bond. Um I just can't imagine a scenario where we can save up the money and make these big payments. So whether we take out the that's in my mind when are we taking out the bond is how we're build the fire station unless anybody else has a different idea. So whether that bond is now or tomorrow or 5 years from now, I don't know what the outside of that what kind of conversation we need to have on the financing because can we pay the bond payment? That's what I envision. So I don't disagree with having a meeting and getting that plan in place. Um well, I was just going to make a comment defending Chief Duncan. Um, not that it was attacked or anything like that, but he does have a long-term plan. Um, you know, he's he's been working on this for the last year and a half, two years. Um, so, you know, this property came about. He has his boots on the ground doing his homework. Uh, he he figured this property would be a good location and I think I think he's made a good decision.
It's all based on data and if it helps you, it obviously you're not committing to a firehouse. were committed to purchasing land for future expansion of the town. Uh should the police department need to relocate, should the uh street department no longer can function where they are and if it makes more sense at the time to build a new street department than a firehouse, then so be it. We have the property for the town. Obviously, I have a vested interest in it, but I'm also going in this town blindly and knowing that, you know, whoever needs this the most at the time when the money is available will be the person to get it. Door update. Miss Henderson. So hopefully you saw in your packet that the Danville social district was approved. So that's very exciting. Um I have reached out. So just talk about the next steps. I have reached out to all the participating businesses and they should be getting a letter as well saying that they're they have been approved. So they have not indicated yet that they have received those letters but hopefully soon that will happen. Um, and then it's the fun stuff. So, we get to uh design the signs, get the signs put up, mark the boundary. I've updated our website with like a FAQ of all the questions people might ask, even a business one for businesses. They might have specific questions. Um, we have the ordinance on there and also the boundary map. So, really, we're just getting the signs in, getting the signs for the businesses, and then we'll be good to go. So, we're hoping to do the kickoff really uh the patties for the patties on the square events, but hopefully we'll have it all installed and ready to go a couple weeks before so we can work out any kinks or anything we have.

Would you mind real quick updating if you talked to me about the possibility of a a geo fencing? Uh if you could let them know about that as well. I think it's a a great program that if we can afford it, we should look at. So I so um I did talk to a company that does a geo fencing and they can geo fence the boundary and so what would happen is someone would scan our QR code and then it would save their IP address and then anytime they would enter or exit the boundary they would get a notification with all the rules of DORA saying you've entered the social district or you've exited the social district just to help maintain the boundary. and everyone knows the rules. So, um I did get a quote back today. There's a couple of questions I have about it. Um there's a flat rate for the actual geoence, but then there's you have to pay for impressions they call it. And I don't know if that's impressions or per person or if it's just interaction with the with the app. So, but it is kind of exciting. And if we don't start it right away, we can always start it later. Well, there would be one time cost or annual cost.
So that's so there is a onetime cost to set it up and that's just we pay for the actual geo fence and but the next question is for the impression is it if someone scans it like it saves their information we just have to pay for them one time or is it anytime someone is engaging with that software do you have to pay? So and I'm I don't think we should have to do that. So it's not like worth looking into. Yeah. Thank you. Thank you. Okay. Thank you. Next up, street lighting LED replacement. Mr. Morgan.
So, I've been talking about this for a while. Uh, finally got a commitment letter from Nuke. Um, as you can see in your packet, spelled my name wrong, but other than that, I'm good. But uh the uh their their statement in writing is is there's no cost upfront to the town to convert the old lights to new LED fixtures. The monthly cost will decrease. Uh it's estimated we'll go from uh $2,7289 a month to $1,890.31 a month. Um that savings of $83858 a month converts to $10,000 a year. And when the project's completed, we'll receive a rebate check for $7,700. Uh made some calls uh to some people who are in the industry. And uh this this seems like a pretty good deal. You know, I say if it seems too good, it probably is. But I had to find the downside to this. Is this similar to um what's it a few years ago that we talked about it but there was an ongoing thing that we were doing for LEDs and was a deal that was struck prior to us. Is this the same thing?
It's very similar. It's uh if you're talking about auto maybe office like Walmart. Yeah. And I think it's important to know that Hendrick's power have power in within limit which I do. They did this a few years back and I couldn't tell the difference it was. Um we've obviously heard from somebody about the color. Is that something we can if there's a choice I will I will take a look at it absolutely and offer back counsel but they from what I saw they didn't offer me any real options other than to save money
which I was the motivation for the for Duke to do this because it sound like from our perspective it too good of a deal to be true. It unifies everything for them. uh makes it easier to come into our town and do any replacements, repairs or anything that they need to do. Uh plus uh they have an ongoing uh payment process, I guess, so to speak. So, and but they will be the ones that will take over uh repairs that we won't have to do anything anymore. Uh we call them, we say you have pole struck, you had this, whatever, it's it's all going to be on this.
And the last line losses Our street lights are electricity eater so more efficient street fight less losses. Sure. There you go. I am seeking approval. I'll make a motion to approve the Indiana lighting service agreement with energy. Then could you also put on there that you would and motion by Mr. I would second that with the understanding that if there is a warm option that we pursue that second by Mr. Dob all in favor I opposed motion carries 59
thank you very much street lighting for Lincoln Street Mr. So, I come for you tonight with another lighting project uh for the Lincoln Street. Um this is was we were approached by the school on this. Um probably a couple years ago, I didn't do much with it. Um it came back around now. They've got some construction going on there. It probably had a little more credence in my book of to-do stuff. So, uh we did some research. We had Duke come out. Um there's going to be some equipment cost here because uh there has to be um some converters and and um transformer
transformers. Thank you. Can't think of the name. Transformers, some additional poles. Uh there's going to be some property. They're going to have to get an easement uh to be able to run line. Uh there's an upfront cost of $23,49120. and the uh I met with the RDC last week and they've agreed to pay this cost. They'll pay the upfront cost. So, alls we have to do is I'm asking the council because we just saved $838 a month. I want to know if the council would agree to absorbing the um I think it's like 198. Yeah, it's like 196 something.
There you go. 19576. and I'd like to be able to absorb that. I've talked to the court treasurer. She believes it's acceptable for us to do it. Um the unique thing just to give you an idea of how these new street lights on Lincoln Street are going to look. Obviously for us, lighting the street is what a street light is for. But this new street light will actually have back lighting. So it will actually um have light that will go down onto the sidewalk as well for the students who are walking. So, it will be a dualpurpose light, uh, which we we I didn't know something like that existed, but Duke presented it to us and they were pretty forthcoming with it. So, again, I'm seeking council approval tonight for the town to absorb that $195.76 a month once this is all installed. uh will with the traffic or with the plans for the traffic got you know stage three or whatever but I don't think anyone wants to see us spend money put these in and then two years later whenever that is to come through and rip them all out I assume that's not happening but so most of these light poles already exist okay
um and Barry remind me or Lisa you guys were with us on that walk through but identifies has this everything is movable. So, if we have to move the the poles, but the lights and the wiring and everything will be there for this project. It'll probably save money on that project, too. Put lights in that area, right? Uh the only really variation for many of our Wednesday meeting dates uh would be the redevelopment commission and plan commission in November. Um that Wednesday is uh Veterans Day and so we've moved it to Tuesday, November the 10th, but everything else will hit their Wednesday dates. And um again, uh just want to get that on there. After speaking with clerk treasurer, we did put a December 30th date on there in case we needed it. But let's see how this year goes. Go well. We won't be questioning dates.

um I may kind of defer back to legal counsel on this if it's okay. Um I got this from them. Um tonight we're going I'm asking council go ahead and do council organization. It does help us uh administratively to prepare for the next year uh by having these decisions already made. Um, so in January, uh, all you're having to worry about is is your boarding commission appointments. Uh, so it does clean things up a little bit and whoever is, uh, elected president, uh, it gives me time to give them, uh, some of the, uh, resumes of those people who are appointed by the president of the council. So, um, real I'll just run over real quick and throw in if there any time. Uh, president of the council calls for nominations for president of the council. Any member may nominate someone for the position. All nominations for president are taken at that time. Nomination does not need to be seconded. Uh, when the nomination is amended, the president repeats the nominations and then continues to the vote. Uh, if there is more than one nominee for a given office, the candidates are voted on in the order in which they were nominated. As soon as one of the nominees receives a majority vote, president declares him or her elected to that office and no votes are taken on the remaining nominees for that office. Excuse me. An election uh to an office becomes final. Um and it says immediately, but obviously with the way we work, it will be January 1 is when it will take effect. Um so I think that's everything. Um and then uh we have president, vice president and of course the department liaison. So Mr. is there anything else you want to add?

And uh um like I said it half of the documents in my computer that are resolutions, ordinances or everything else uh started with someone from their firm and then I've just kind of pushed it along if you know what I'm saying. Juel likes the spicy slim gyms and so we got a couple boxes for him to take home. Um lastly um last meeting um I spoke to some issues u that were online or that we've been hearing from the public. And one of the things I really want to address tonight um was that there had been uh talk that we are not transparent. And the fact of the matter is we are extremely transparent. The problem is is that um sometimes people can't find what they're
looking for. And uh with our new streamyarding that we started um we went from um archiving to live. And so for people to find those things, they had to actually hit the live button. And when you hit that, everything's there. Uh including meetings with the RDC and the council as uh joint meetings. Every everything's in there. We we hide nothing. Uh I did ask Madison to put them in playlist so that people can find them a little easier. Uh but the point that I I want to make tonight instead of and I know people are going to talk amongst themselves. I can't do anything about that. But instead of letting it fester, call us. Uh if you believe that there's an error in anything or an omission in anything we're doing, call us because we'll if if we can't find it, then it may not exist. But I can almost guarantee we're going to find whatever it is you're looking for. Uh it may take us a minute or two, but uh I'd rather people actually come to us and ask uh than sit there and talk about it and and get mad and matter and matter at us. So that's that's my last stump to stand on. Thank you.

Um, obviously, thank you. Um, I want to also send out thank you to the the committee that put together that Christmas party. It was one of the coolest events of the year. I think it was packed. Everyone was happy and cheerful and there were so many prizes and things going on that if I threw an event or did an event, it would never look anywhere close that good. Uh I I normally end uh the meetings like this, but in general, you know, appreciate what you guys do day in and day out. You know, we we take a beating online sometimes, you know, and uh you know, the effort that you guys put in, you know, behind the scenes day in day out is is phenomenal. So, greatly appreciate all the effort. Uh specifically lately, want to call out the snow removal. Uh I know we also had a couple uh fires as of recent in the kind of crummy weather. Just uh quick little shout out to Chief Hilton and Chief Duncan. I had the pleasure of being invited to Chief Hilton Shop with a cop a couple weeks ago. If you haven't seen that, the smile on the kids' faces and the policemen that are there that help them out is phenomenal. Unbelievable event that that goes on. Chief Dun did loves a glove today at the North Elementary. That's to get kindergarteners to pick one pair of gloves like two cats. But hey, that's all right. Um, but yeah, that those those two programs along with everything else we have just just shows what we give back to our community and what the community means to us. So, thank you guys. Thank everybody. Thanks for snow removal. You guys do great coming down always work keeping us out of the you know but yep thanks everybody and have a great year about it.

So I greatly appreciate all of what you do. Um it's fine to stay invisible. Just make the town continue to be as good as it is. I greatly appreciate it.
