Authorization to Accept Bid for GPS Extenders for EMS

WHEREAS, the Wayne County EMS ambulances require GPS connectivity to provide location services to 911; and WHEREAS, while parked in the barn, ambulances were unable to provide a location to 911; and WHEREAS, the Purchasing Department and the Information Technology Department released a bid for GPS extenders; and WHEREAS, bids were received from the following: - Steffe's & Company, LLC - 808 Pantego Blvd SE - Bolivia, NC 28422 - Total: $19,939.25 - $5,991.05 (Lyons) - $4649.40 Each (Rose, Sodus, Walworth); now, therefore, be it RESOLVED, the Information Technology Director is authorized to purchase GPS extenders for the Lyons, Rose, Sodus, and Walworth EMS bases from Steffe's & Company, LLC for the cost of $19,939.25 in accordance with the county purchase policy.

Authorization to Execute Renewal Contract with Tyler Technologies for MUNIS Financial Software Support

WHEREAS, MUNIS is the software program used to manage all finances and other functions, including but not limited to accounting, budget, receivables, fixed assets, general billing, payroll, tax billing, purchase orders, requisitions, and contracts; and WHEREAS, the maintenance comes up for renewal on an annual basis on March 17th; and WHEREAS, the cost for 2026 will not exceed $299,000; now, therefore, be it RESOLVED, that Madam Chair of the Wayne County Board of Supervisors is hereby authorized and directed to execute a contract on behalf of the County of Wayne, subject to the County Attorney's approval as to form and content, with Tyler Technologies for the following: MUNIS software maintenance for all financial modules for the contract period starting March 17, 2026, to March 16, 2027, at a cost not to exceed $299,000, paid in full in advance, with an automatic renewal with a not-to-exceed increase of 5% for a period of three years.

Authorization to Enter into an Agreement with First Light Fiber, Inc. for Internet Services

WHEREAS, the county's internet service is up for renewal; and WHEREAS, a quote was obtained utilizing the OGS contract PS68696 from Firstlight Fiber Inc, and WHEREAS, Firstlight LLC provided a quote of $1200 per month for a term of 60 months; now, therefore, be it RESOLVED, that Madam Chair of the Wayne County Board of Supervisors is hereby authorized to sign an agreement with Firstlight Fiber Inc for a term of 60 months from the date of contract execution for $1200 per month for internet service, subject to County Attorney approval.

Authorization to Enter into an Agreement with First Light Fiber, Inc for Voice Services

WHEREAS, the voice services contract is up for renewal; and WHEREAS, a quote was obtained utilizing the OGS contract PS68696 from Firstlight Fiber Inc, and WHEREAS, Firstlight Fiber Inc provided a monthly cost of $2,017.33 for a term of five years; now, therefore, be it RESOLVED, that Madam Chair of the Wayne County Board of Supervisors is hereby authorized to sign an agreement with Firstlight Fiber Inc for a term of 60 months from the date of contract execution for voice services for $2017.33 per month, with approval of the County Attorney.

Activity: - 573 support tickets were completed in February. - Upgrade and expansion of the county camera system continues. - County-wide network switch upgrade is ongoing. - Civil service software is being implemented. - Procurement and contract software implementation continues. - Expanding employee self-service. - Expansion and reconfiguration of the county guest/vendor Wi-Fi. Current projects: - Sheriff/E911 Shift Scheduling roll out PossWeb as primary software to Supervisors. - Electronic forms and workflow upgrades to replace paper forms. - Multifactor authentication for all users. - Electronic time sheets and employee self-serve.

Our mission is to fulfill the requirements of New York State Laws and Regulations and to provide services for assessors and local government officials to achieve and maintain equitable assessments throughout Wayne County. Our Agency is here to serve you, ready to answer your questions, and address your concerns. Technical and professional assistance is available to county departments, local governments, school districts, taxpayers and the public for all aspects of real property assessment and taxation. Through the Director and staff, the Wayne County Real Property Tax Services Agency takes great pride in the services we provide to all of Wayne County. This agency maintains the data related to the generation and publication of town, county, village and school assessment rolls, tax rolls and tax bills. We also publish tax maps.

2025 Annual Report

The Real Property Tax Services Agency was created through State Statue, RPTL 1530 and functions as an educational and advisory extension of Wayne County Government in matters pertaining to assessment administration, as legislated by NYS Real Property Tax Law and by the options approved by local governments. We extend a multitude of administrative and technical services to municipal bodies, assessing officials and the public. Our mission is to fulfill the requirements of New York State Laws and Regulations and to provide services for assessors and local government officials to achieve and maintain equitable assessments throughout Wayne County.

Authorization to Pre-Pay Monthly Premiums to Wayne County Health Trust

WHEREAS, the Wayne County Health Trust has continued to face cashflow difficulties; and WHEREAS, cost-saving measures enacted by the Trust on January 1st will take 6-12 months to realize material savings; and WHEREAS, the Health Trust has requested that the County prepay up to six months of premiums in order to help alleviate the current cashflow problem; now therefore be it RESOLVED, that the Wayne County Board of Supervisors authorizes the Wayne County Treasurer to prepay up to three months of premiums, not to exceed $3.9 million, as needed, to the Wayne County Health Trust in an effort to help alleviate the cashflow difficulties it is currently facing.

Number of Invoices Submitted to the Audit Office for Review: 1,809. Number of Invoices Approved and Authorized by the Audit Office: 1,787. Total dollar amount of invoices audited and approved in February: $5,767,677.52. Number of Invoices Denied: 22 invoices were denied payment during the month of February for the following reasons: - Invoice does not meet contractual agreement (2) - More information is required for payment of this invoice (5) - Deleted at department request (15). Number of Invoices Altered Prior to Approval: a total of 15 invoices were altered prior to approval and payment - Invoice was incorrectly entered by department (4) - Connected or changed to existing contract in Munis (4) - A portion of the invoice was already paid in a prior warrant (1) - Adjusted to exclude sales tax (5) - A portion of the invoice to be paid be a different department (1).

Authorization to Amend 2026 Purchasing Department Budget

WHEREAS, the Purchasing Department submitted a proposed budget for 2026 that did not incorporate an opportunity to attend a conference and training for its new eProcurement platform; and WHEREAS, the Purchasing Agent did incorporate costs for a different conference that will be substituted by the aforementioned conference and training with the difference between the two creating a minor shortfall in one of the travel-related GL accounts; WHEREAS, there are sufficient funds within the Purchasing Department's other accounts to cover the additional, upon the recommendation of the Management Assistant, it was recommended to request a budget amendment; and WHEREAS, there is an additional account (Postage) that should be adjusted based on actual costs incurred from the issuance of 1099s on behalf of the County; now therefor be it RESOLVED, that the Wayne County Budget Officer is authorized to make the following amendments to the 2026 Purchasing Department Budget.
