There we go. Sit.

0:201

Where are you gonna sit?

0:220

I was gonna sit

0:221

on the end. Okay.

0:240

It's recording, Debbie. So I just got the final pieces.

1:14 – 1:491

It is 05:30. Yeah. Just a moment. It's 05:30. Will call the personnel meeting to order. Role first up is roll call. Entire committee is present with the exception of alder Dunbar. I have not heard from him, so I assume he will show up here shortly. Public comment. Anybody from the public that wishes to address the personnel meeting this evening? Second call for public comment. Third and final call for public comment. You're even in Zoom.

1:500

No. Alright.

1:53 – 2:361

And we'll move close public comment, and we'll move on to our consent agenda. Is there any item that anyone wants to discuss with consent? I make a motion to approve the consent. Motion to approve and a second. There's no discussion. All those in favor? Aye. Aye. And opposed? Okay. We are not gonna go in closed session at this time for any of the job descriptions. There's really no need to. So I'll have Jesse give an update on on these, and then we could take some actions.

2:37 – 3:210

Thank you. So attached to the agenda, I have a lot of information. There's some memos and job descriptions. Starting with the police department job, this is the office supervisor. This is the only one at the police department that needed pricing and needed a job description revision, actually creation for this one. So what I'm asking on this one is for approval for the job description that's attached, and the pricing for this position, and then also authorization to fill this position once it's approved by the council in April. And any questions on that one? I'm happy to answer any of those.

3:24 – 4:031

Okay, so we are gonna take them through the list here. So the first up is 26Dash0269. So that's the request to approve police administrative office supervisor pricing and fill the position. Is there any question or motion from the committee? I'll make a motion to approve. Second. Motion to approve and a second. Discussion? Seeing none, all those in favor? Aye. Aye. And opposed? Okay. Hope we can put on consent, I assume. Just job descriptions can go on consent. Okay.

4:032

If there's no objection from

4:04 – 4:191

the committee, we'll do it that way. 26Dash0270 is a request to approve the Department of Public Works job descriptions, pricing, and fill the open positions. Discussion or motion?

4:22 – 5:220

Yes. So these next two items, these are for the DPI reorg. And included are the job descriptions, the pricing, just like it was for the police department. This one, also, just wanna let you know that the overall savings, after we calculated all of the costs for moving people, the overall savings is actually around $50,000 and that would go back towards the general fund. In addition to asking for approvals on the job descriptions, the pricing, and the filling of these positions, I would also like to have the authorization to fill those at the discretion of the mayor and department head as far as the timeline of making those offers, simply because we're gonna have a lot of a lot of jobs and a lot of moving parts, and we we will probably be giving some of the offer letters right after council and then some of them the week after.

5:22 – 5:450

So that'll all be part of the resolution that we provide in in two weeks for the council meeting. I think that was all I needed to cover for those two next items. Those are separating out those two departments. I know we've talked a lot about that already in the past, but if there's any questions about it, please feel free to turn on two.

5:46 – 6:141

So we're looking for, we'll start with twenty six-two seventy, which is the request to approve the Department of Public Works tab. Can fill open positions. I'll make a motion to approve them as presented. Yep. Second. There's a motion and a second discussion. Do you need to add a timeline description to me, or does that not matter? Because, I mean, you'd always go on at the at the timeline anyway. So okay.

6:140

That'll be part of the resolution.

6:162

Yeah. Perfect. Well, if we do a resolution, I'll help you.

6:20 – 6:331

Do you want the exact consent as well? Yeah. I'm sorry. Yeah. I think any job you would fill in the timeline that makes sense. Yeah. Because it's not Right. Letter.

6:342

Your motion is to approve the request. I just

6:351

wanna make sure I understand. My motion is to approve as presented. Yep.

6:410

And I wanna mention that for the two department head positions, those, I think we need to have an exception on those. Would that be correct? So Those won't

6:52 – 7:152

The Department of Public Works can be just so we we have we have an ordinance that says specific titles which happen to be department heads need to be approved by counsel. We're gonna be revising that because there isn't a department of public works. This is a charter ordinance. It can't take effect for six days. So, actually, we can fill department of public works position right away.

7:151

We can just do that. But there

7:170

doesn't You don't need to be.

7:18 – 7:372

However, because the recommended candidate for the Department of Parks and Recreation falls under our relations policy, related individuals, that that needs a vote. So that will have a vote. That will be separate. But the other positions, none of them need

7:371

none of them need it.

7:382

It's just at the chair's discretion.

7:401

If we don't need it, we don't need it.

7:412

That's that's just more

7:45 – 7:591

Okay. So there was a motion to approve as presented. Discussion? I second it. Seconded it. Discussion? Seeing none, all in favor? Aye. Aye. That opposed?

8:02 – 8:411

Okay. And then the second document was for the request to approve parks and recreation department job description pricing and fill open positions. Do we look for the same motion? I'll make a motion except. Second. Motion and a second. Discussion? Seeing none, all those in favor? Aye. Aye. And opposed? And then the next one we have is 26Dash0136. Request to approve tourism, job descriptions, pricing, and fill open positions. Jessie?

8:42 – 9:000

And that one is a result of removing the social events from group and then moving that over to the parks and recreation department. This the funding mechanism for this one is a little bit different, but I'm asking for the same thing for this approval of those job descriptions, pricing, and then the filling of those positions once they're approved by council.

9:02 – 9:411

Good. So we will look for discussion with a motion. Motion to approve as presented. Second. Let you fight over Google this time. Any discussion? Seeing none, all those in favor? Aye. Opposed? Alright. That approves. Then we have 26Dash0272. The approval of the city of Manitowoc compensation plan recommended pay grade revisions.

9:42 – 10:080

So this item is in relation to the the last ones we talked about. This is just putting all of these positions onto our compensation structure, and eliminating the positions that we're replacing, and then getting the formal approval from committee and counsel to authorize that these positions be placed in the grades as recommended by Carlson Dutman, and then he will eventually put this into our employee policy manual.

10:09 – 10:401

So basically, it just reads as what we just did. I'll make a motion to approve. Motion to approve. Second. And a second. Discussion? Seeing none, all those in favor? Aye. Aye. And opposed? Alright. That passes as well. Alright. Then we have 26Dash0268, which is a request to approve the updated seasonal hiring pay rates for 2026.

10:41 – 11:040

And this has been on the agenda the last couple of months because we are working on getting some new apprentice positions added and getting rates set to pay pay those employees. So we're just asking for approval to for approval on these these new rates for all the new apprentice positions.

11:06 – 11:191

Any discussion or questions from the committee? Make a motion to approve. Second. Motion to approve with a second. Any discussion?

11:22 – 11:421

All in favor? Aye. And opposed? Then we have 26 dash zero two six seven is a request for an unpaid interim city attorney. Yeah.

11:42 – 12:162

So a college student current college student at UW Madison reached out to the office wondering if she could do an unpaid internship probably around twenty hours a week. City's not gonna incur any costs. And after I sent this item out, Alderman Bray wrote me and said this is an excellent student, former student of hers, and it's wonderful the city is providing this opportunity. I hope you'll you'll grant it. We have plenty of things for her to do and to job shadow. So, hopefully, it'll be a valuable experience. I'll make a motion to approve. Second.

12:161

Motion to approve with a second discussion. All those in favor? Aye. Aye. And opposed?

12:39 – 12:521

Okay. I'm sure you're not able to like to have your name on the agenda. Then we have 26 dash zero two six six as the quarterly reporting PTO awards for the 2026.

12:55 – 13:200

And this is on the agenda because we did put into place in December a new policy which allows department heads to authorize some additional one time PTO awards to employees for, you know, recognizing in some way for some some way that they're going above and beyond or making a difference at the city. This is for the first quarter, how many hours have been issued, and it's

13:22 – 13:561

really, just two departments this quarter. Okay. Any questions from your period? Otherwise, we look for a motion to accept and place on file. So moved. Second. There's a motion and a second. Discussion? Seeing none, all those in favor? Aye. Any opposed? Put that in the second for no objection. The 26 dash zero two seven three is a request for resolution to hire seasonal employees related to elected officials, department heads, or supervisory personnel.

13:57 – 14:110

And this is something that we see a lot this time of year because of seasonal hiring. All of the candidates that are listed on this resolution are children of firefighter or employees in the fire service who

14:111

are supervisors or managers. So we just need to,

14:14 – 14:260

per ordinance, get the authorization to fill those positions. So

14:30 – 14:551

motion to approve a second discussion. I'm gonna put this on consent. Just seems kinda silly. All those in favor? Aye. And opposed?

14:562

Okay. That one has to

14:570

be That has to be the No.

14:591

That can't be a consent. I mean, is we gonna do the rule call. The the resolution does, but the request for resolution?

15:072

Yeah. The resolution is captured. Sorry.

15:101

Right? The resolution can be, but the request for resolution can be on consent. Because that's what this is. This is a request for resolution, not the resolution. Right? Oh, we don't have a resolution attached, but but

15:202

we'd like to provide it for counsel. Resolution. Yes. Oh, it is? Okay.

15:24 – 15:391

So it it really is then it can go to nonconsent, but it really is not requested as the resolution. Yes. Okay. That's why I was confused. We'll pass that for her.

15:41 – 16:251

Then we have one last item that does require a closed session. So it notices hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by section 19 dot eight five one c of the Wisconsin statute which authorizes the governmental body to convene in the closed session for the purpose of considering employment, promotion, compensation, or performance evaluation of data with any public employee over which the governmental body has jurisdiction or exercises responsibility. Specific subject matter that may be considered in closed session is twenty six dash zero two seven five. Transit teams with local six sixty two request to arbitrate grievance. Motion to convene in closed session was made by alderperson.

16:25 – 16:441

So moved. Cummings? Second. Alright. Hi, Narelle? Aye. Steven? Aye. Cummings? Aye. Alright. We are in full session too.

16:460

I want action.

16:49 – 17:061

We're gonna record your voice. Alright. We are back in closed session, and we are taking no action. So that does exhaust our agenda this evening, so I would look for a motion to adjourn. So moved. Second. We are adjourned. Thank you. Alright. I think everything's in there with the quote.
