Well, thank you. It's always a pleasure to come down and talk with the commission and and everyone who's here and who's watching. Um it's been kind of a while. So um it's good to be back and um I'm really excited about this Mills Creek project. We're just starting to finish up on construction. So I'd like to take the opportunity just to kind of talk about how we came to be for this project. Um how it's being funded a little bit. Uh Jared's going to go through some of the construction uh process of it and then we'll kind of let you guys ask some questions. So um all right. So first things first, just talk a little bit about Mills Creek. Um there's always a lot of improvement we need to do for our streams. We've got several streams that run through Erie County. Um in Sunduski, we actually have two main streams, Pipe Creek and Mills Creek. So Mills Creek's on the west side of Sunduski, Pipe Creek's on the east side. Mills Creek actually starts in Belleview and then makes its way all the way to the lake. So it's it basically is a watershed or drains about 42 square miles of of area. Most of that area is agriculture. There's a little bit of urbanization, but again, it's kind of like bookend on either end. So, a small portion of Belleview and then mostly just the west side of Sunduski. Um, just to kind of give you a perspective and as we kind of talk about this flood plane project, um, I'd like you guys to kind of think about how much water moves through this system. So, um, Jared and I were playing around with a little bit of math. When we have a 2-in rain in the Mills Creek wershed, that's about 580 million gallons of water that starts to move down through the system. So, it's kind of a hard number to try to capture. So, we were kind of playing around with some different stuff. Um, if you were to take Strobbo Field and if you could stack water, you would stack water as high as the um top thrill dragster. That's how much volume of water actually makes it through the golf course on its way to the lake in a 2-in rain. Now, obviously, we don't have 2in rains a lot. Sometimes they're smaller, unfortunately. Sometimes they're larger. Um, but the system really does move a

lot of water. And so that's going to make a little bit of sense when we talk about flood mitigation, what we could and could not actually do as part of the project. Mills Creek unfortunately is listed as an impaired water of the United States. Um, its impairments are mainly because of nitrogen and phosphorus. Obviously, those are the big drivers of the algoloom and um the uh uh dead zone in the central basin of Lake Erie. Um, Mills Creek also has a lot of nutrient enrichment in it. That's from failing septic systems. Some of it's from wastewater uh the wastewater plant from Belleview and the um uh and then just some of the agriculture that's in the area. One other big point to to note is that Mills Creek actually empties into Sunduski Bay near uh Lions Park. And just looking at the swimming data at Lions Park just last year, I can't say this is for every year, but just last year, um about 60% of the swimming season was actually under advisory, which basically meant, you know, you're you're being advised not to go swimming in the water. So, there's really a big need to try to improve the Mills Creek wershed, not only because of, you know, the the hopes of being able to maybe one day have have some swimming at Lions Park, um but again, the health of Sunduski Bay, the health of Lake Erie, you know, it's all interconnected. So obviously whenever we're talking about trying to improve a wershed um lots of times we try to go to the source which in in the Mills Creek wershed you know mainly agriculture um and some of the stuff that's coming from the headwaters. Um but every now and then there's a great opportunity to do some good at least before the water starts to um enter into the lake. So, we've been talking with the city of Sunduski about uh potential improvements on Mills Creek Golf Course, I think for gosh, at least over 15 years. Lots of the talks have been what to do about erosion. Some of the talks have been about flooding. And then more recently, some of the talks were, hey, we've got this creek running through the course. It's this great

asset. Should we be doing something? Could we be doing something that really improves the golf course and improves the lake? So, that being said, oh, I wanted to also show this this map on the side that looks like purple and and green. That's the flood plane extent. So, the green area is what's called the 100red-year flood plane. Does not mean that a a storm happens once every hundred years. It just means in any given year, there's a 1% chance 100red-year storm. So, um that's a storm that's over 4 in in if you guys know in the last decade, we've had a lot of hundred-year storms that have been happening more frequently. So, um, again, as we kind of talk about this project, keep in mind that most of the golf course itself, the actual golf play area is down in the flood plane itself. So, the project wasn't necessarily meant to make the flood plane go away, but it was to try to help mitigate some of the effects of the fact that a golf courses in in a flood plane. Um, I think golf courses are excellent areas for or to development wise in a flood plane because at least you're keeping this open green space in an area that that needs to naturally flood. All right. So, again, like I said, our district has been kind of talking off and on with not only the city about the park. Um, but as we got this grant opportunity, we actually also met with an advisory committee that was made up of some of the the golfers um that that advised the the course. Um we met with some of the different uh city management um and then we brought in a bunch of different specialists as well too and we really started to kind of dig deep and say you know what can we do with the money that we have that can serve water quality um but also help to enhance some areas on the golf course. So um main project goals improve the the function of the flood plane. Um Mills Creek actually had become a bit entrenched um in its in its area through the golf course. So, it wasn't really expanding into the flood plane areas when we had smaller storms. It was only kind of expanding at larger storms. Um, we

wanted to put in some wetland areas. Wetlands are natural filters for sediment, uh, nutrients, things like that. So, if we could create areas where water can go and be treated before it goes back into the stream, that would be a huge win. Um, we had several areas throughout the course that was experiencing some erosion, some stream bank erosion, and a few of those areas were actually, um, starting to jeopardize uh, I believe it was it TE's and greens or just just TE's. I'm not a golfer.

So, special areas that were important for the golf course. So, things that were very expensive to relocate. So, the better thing to do was try to come up with something to protect them. Um, and then again, mitigate flooding. Now, it's a flood plane. So, we were we did not try to approach the project of trying to make the flood plane go away. Um, but as we talked with with the city and with some of the golfers, we started talking about some of the biggest impacts to flooding. Um, one of those was the storage buildings have been flooded through several times. Um, so we decided to put in a burm um to try to help redirect some of the flow once it comes out of bank and not go through the buildings. Um, we also, uh, had some areas where we regraded it so that water, what was happening was water would come up and over, but it would get trapped. So, it would flood the golf course, but it couldn't make it back in. And so, we regraded some areas, so now water can come up and come back down. So, that way we can shorten the length of the impact to the the play areas. And then we focused a little bit more on fairway three. That was an area that really laid pretty wet. Um, but because we didn't want to impact golf play too much, we only did a portion of the project, but the city now has plenty of soil when they want to uh do the rest of it. So, we raised that area up, regraded it so that again the flood can come up, but it can go back down um much quicker. Um, basic uh nuts and bolts of the project. Um, this was funded through H2 Ohio. I'm I'm sure you guys have probably heard of Governor Dwine's um water quality initiative. Um we were really fortunate that that this project was was selected for funding. We got about $975,000 from them to do this project. That was design and build. Um the money came through Division of Wildlife and uh we selected uh GPD as our main designer for the project and um for our contractor we had Mark Hannes Construction. Now we're currently under budget right now. Our

design came in um at about 145,000 and so far our construction is not 100% done, but we're roughly around 675,000 at this point. So, we're going to end up coming in under under budget for the project. Um our proposed construction timeline was really we wanted to try to get as much done between November and March because we wanted to get everything done before golf season got active. Now, obviously grass doesn't grow in the middle of winter, so we had to focus on mainly the grade work and and things like that. And obviously now there's going to be a little bit of extra time letting things green up. Um we decided that uh the project's really not going to end until till June. Um we wanted to try to make this a little bit more engaged with the community. So we also have some volunteer plantings that we want to do in some of the wetlands too just to try to get people out and really learning about you know this this project and what it means for their community. So what does it really look like? Um this is the the project here. All those green um kind of like looking balloon like things, those are the wetland areas. So we decided to design everything again to not impact golf play. So we put the the out- of-bounds markers pretty much all over the map and asked our our designer to just try to stay out of those areas as much as possible. With the exception of fairway three, we took a small little section um and just narrowed that that fairway a little bit. Um, with all the the wetlands, there's about eight different wetland cells. Um, all of those are basically supposed to charge with water whenever we have significant rain. Some of them will start to have water in them, a little bit over an inch of rain. Other ones it'll be more than 2 inches of rain to have water flowing through them. The idea again was to make a spot for the flood waters to go without trying to impact golf play. Um, we also did some, um, and I don't think it's as visible on here, but as you get down closer to Tiffen A, um, we

did a stream realignment. Again, this was to protect that that green. Um, the creek was coming through and really really chewing away at the bank. So, we've realigned the stream. We've put in some some new riffles and put in some additional flood plane benching in there as well. Once we got a little bit closer to Tiffen A, there's a couple different bridges there. Even though that little area flooded, there really wasn't much we could do because there was so much other infrastructure that was in the I shouldn't say in the way, but it was just present. And unfortunately, the water quality grants don't pay for you to move infrastructure. So, with that, I'm going to let Jared show you guys photos of construction. A little lit right there.

Um, I joined the district last year almost entirely post design. Um, but I hit the ground running with the bid process and with our construction oversight. Um, so these photos that I'm going to be showing you are throughout the construction process. Um, these first three are from our initial um, you know, first three two and a half months of construction um, where we're doing a lot of the rough grading um, putting in a little bit of the erosion control matting um, and then working on those stream banks um, to stabilize them with rock and rock to. These are some overheads or this is an overhead that um Tom Horseman was was really kind to take for us. He had been um going out monthly to take overhead shots of um the entire project. And so we've picked a few here. Um this is kind of up towards uh the Beckling Bend um right at that new bridge that was constructed. That's um our our first flood plane going um downstream. And then this is through mid to late construction. things are coming along. We've got our riffles in the river to kind of or in the creek to airate and provide habitat for macro invertebrates. Um we've got you they're a little bit hard to tell, but in that upper right photo there are some tree plantings that are in. Um and then you know more erosion control matting. At this point everything is pretty much wrapped up and um seated. We have things planted and so we're really excited to see this thing work and then we um we get hit with our flooding event in April. Um we really get to see it work. Unfortunately, a little bit too well. Um we got 4 in of rain um more in some parts and that was a little bit more than the system was designed for and the uh the plants were not stabilizing um the soil yet. they weren't holding that erosion matting down and so we lost a lot of erosion

matting. Um you can see in some of these pictures it's folded. Um you can see the the filter sock has kind of been pulled downstream. Um so we really got to test them. We really got to see how they worked and luckily they hold water. Um so you know we got we got most of it right. Um but as you can see from the aerials I mean we got a ton of water. there's, you know, flooding on the course, which this project isn't necessarily designed to to help with. This is more so within the flood plane. You can see the the ponding there. Um, but this project really firm

Oh. Um, in that second picture by the barns, you can see that uh there's there's a really nice pond in that in that uh second flood plane. There's actually a burm that was constructed behind the barns um to kind of protect that infrastructure and everything within from uh you know any kind of water damage. Um so that worked exceptionally well um through through this event. Um but yeah, this uh eventually receded or uh the water receded and then we were able to clean it up again, go back um the contractor was really quick. They got it out there within a week to make sure that everything was uh rematted, receded, um and kind of tacked back down. So, this is uh our photos from early May after everything was done. You can see we've got budding leafing out of all of our um live stakes. The grass is poking up through to help hold all of that erosion matting down. Um and so some really good um kind of uh uh progress within within this project. We're expecting it to take, you know, a couple seasons before everything's fully established. Um but things are things are looking a lot greener out there than they were. And um it's it's going to be really pretty once it's done. Um this is a photo, probably the best photo we have of an absolutely beautiful riffle. You can imagine all of the uh all the macro invertebrates just happily enjoying their time down there because this is just such a great project.

Um we live for that. We have northern pike in the system too and so hopefully they'll they'll come up a little bit further too. So right now northern pike have been found um really uh downstream of Tiffen A. They've had no real reason to come up into the um into the golf course. So hopefully we're giving them a good reason. And in case any of you were curious, they found about 4,000 golf balls throughout the course of a bunch of maybe uh we're counting it as a cleanup. Half of it commissioner water. A bunch of mine.

Um but going forward, we've got a few upcoming events. Um, we're going to do project tours come May 26th where we'll be able to take the public around um, and kind of give everybody a hands-on view of what has been done there um, and see how everything's greening up. There will be two time frames for that, one in the morning and one in the evening. Um we've also got a couple volunteer wetland plantings that we're going to do um at the end of June, towards the end of June. Um just to kind of add um some color to the the flood planes as they establish within the first season. Um the flood plane seeding that went down is still um establishing. So things aren't going to flower necessarily. Um so we're going to go in and plant about 12,000 um plugs that will flower. They will add a little bit of beauty in this first season. Um that way we kind of make everybody happy. Um and then additionally we're going to have project tours towards the end of the year after the first season um to kind of you know see how everything has uh has wrapped up. But that is all that we have. Are there any questions?

I don't want to just say this is kind of like a pet project, but I mean when I when I moved back here in 2006, every time I drove past the golf course, I was like, "Wow, what an opportunity. What an opportunity." and you know, here we are not quite 20 years later doing this great project and getting ready to to finish up on it. Proclamation. Whereas Memorial Day holiday weekend approaches and summer seems around the corner, an increased number of drivers will be traveling. And whereas the safety and security of the citizens of the city of Sanduski and the surrounding areas are vitally important. And whereas the 2024 seat belt use rate was 91% but we can do better. And whereas in 2024 there were 9,758 unbuckled passenger vehicle occupants killed in crashes. 59% of those deaths were unrestrained young adults 18 to 34, the highest percentage of all age groups. And whereas regular seat belt use is the single most effective way to reduce injuries and fatalities in motor vehicle crashes and is the best defense against impaired, aggressive, and distracted drivers. And whereas the use of seat belts is supported by the laws of the city of Sunduski and now therefore we do hereby announce May 18th through May 21st, 2026 as click it or ticket in the city of Sunduski and urge all citizens to wear seat belts when driving or riding on our roadways dated this 11th day of May, 2026.

And my understanding is the county is is helping with that portion as well.

Uh, that's be actually be coming up here in about 6 weeks. and it's June 20th through 21st is the first uh or the second annual freedom fest and then on that Sunday is the Junth farwell freedom celebration which is like a a block party. So I just wanted to get the information out there. Don't know how many commissioners will be available to show up. I also think that we're doing a ribbon cutting if I'm not mistaken on that particular day. Yeah, we're coordinated, but I believe the ribbon cutting is going to be on the uh Saturday of uh the day after Juneth on Friday, I believe. Um but in conjunction with the um Ferris uh dedication of the courts. Um they're having a basketball tournament during that weekend. So, um, we're coordinating with the family to, uh, and, um, we'll get that information out to you, but I believe it's going to be on Saturday morning before that tournament starts.
