You're live, Mr. Chairman.

0:16 – 0:27Speaker 5

Hello. I'd like to call the order of this meeting of the Planning and Development Committee for July 13, 2026 to order. And if Chairman Blunt will do the invocation, I'd appreciate it.

0:28 – 0:40Speaker 4

Absolutely. Let's pray. Dear Lord, thank you for this beautiful day. Even with the rain, we need it. Pray that you'd be with this meeting. Help our focus and help us guide our decisions. Do the best for Greenville County. In Christ's name we pray. Amen.

0:40 – 0:52Speaker 5

Amen. Then a motion to approve the minutes as presented of the June 1st, 2026 meeting. So moved. All in favor say aye. Aye. Aye. All right. We're ready for the first docket.

0:56Speaker 1

Sorry, Mr. Chairman. I'm still trying to get Zoom running appropriately here.

1:00Speaker 5

Oh, yeah. We got Kurt yet?

1:02Speaker 1

He's on Zoom. I'm not sure if he can hear us.

1:06Speaker 5

Kurt, can you hear me?

1:09Speaker 4

I don't know.

1:10Speaker 5

Kirk Captain Kirk.

1:16Speaker 3

People. Well, I think.

1:21 – 1:36Speaker 1

Yeah, Mr. Chairman, I'm not sure if I can get this working right here in time for us to do this one.

1:37 – 1:57Speaker 5

Oh, we're texting them now. See if we can do something off. Okay, up here.

2:02Speaker 4

We said he's home but doesn't see anybody.

2:12Speaker 5

Can you hear us? Can't hear either.

3:02 – 3:20Speaker 1

sorry mr. chairman I don't think we're going to have audio for this but we can at least share a screen over zoom for him I don't know if anybody wanted to call him or anything like that. Otherwise, we can kind of get started as is.

3:21Speaker 3

Mr. Chairman?

3:24 – 3:43Speaker 4

Yes, sir. I know that in the past they've been able to filter in votes through the clerk, but is that something where he can see the docket and tell one of us, or how should we do that? And I could text him and tell him, or if he's just going to have to miss out on this one, either way.

3:46Speaker 5

Want to put him on the phone?

3:48Speaker 4

I'm not sure. Would you like me to just call him on the phone and him be on the phone?

4:00Speaker 1

I believe we've done that before in a situation like this, if y'all are amenable to that.

4:14 – 4:49Speaker 4

is the first. Hey, so I can put you on through my phone and put you in front of your seat that you would like that way. And you'll have it on the screen as far as what you're looking at. All right. Because he said he has a question for you for staff. So we'll just do it that way. Okay, well, I'll get you going here in just a second. All right. Okay. You there?

4:51 – 5:04Speaker 5

We can hear you now. Okay, great. Hey, on the is my turn, Ben? No, we ain't gotten to the first docket yet. Listen. Oh, sorry. All right. Okay. How are you, buddy? Thank you. All right. Let's go to the first docket, please.

5:04 – 6:46Speaker 1

Thank you, Mr. Chairman. First docket is CZ-2026-024. The property is located at 3316 Wade Hampton Boulevard in Taylors. The applicant is William Cunningham for Edward Cunningham. The 1.7-acre subject property consists of a portion of one parcel and is located approximately 3.8 miles northeast of the intersection of North Pleasantburg Drive and Wade Hampton Boulevard. It only contains an auto body shop. This is the zoning of the surrounding area. Subject property outlined and shaded here is zoned C2 commercial district. The request is for S1 services district. You can also see the surrounding property zones. The applicant states that the proposed land use is a special event facility with food truck park. This is the subject site and photos showing the area surrounding the subject site. Staffs of the opinion that successful rezoning at the S-1 Services District would be consistent with similar zoning in the area and would not have an adverse impact on the surrounding properties. Based on these reasons, staff recommends approval of the requested rezoning to S-1 Services District. Greenwood County Planning Commission recommended denial. The Planning and Development Committee voted to hold this docket at the June 1st public meeting. uh mr chairman i'll just add on this one um i believe there has been some communication from the applicant to you all i believe he sent an email previously and then as requested staff had sent information about the last ceo for the property as well which i hope you all received and then if there are additional questions about the property of proposed use i know the applicant is also in attendance here today if you would like to hear more information from him

6:48Speaker 4

We got any questions from the Councilor McGahee is the first agenda item when you had a question.

6:55 – 7:09Speaker 6

Well, I was just wondering on both of them actually the on the zoning docket attachment from the from the agenda. It doesn't have the Greenville County Planning Commission recommendation on it. Is there a reason why were these not updated or were they updated or

7:11Speaker 1

Uh. That may have just been something we missed or actually know it. It is on the one I'm looking at here.

7:20Speaker 5

It says it tells us this is not, but it don't tell us why.

7:24Speaker 1

Yeah, that's I mean, typically we don't put reasons on that agenda. We just put what the vote is. Yes.

7:35Speaker 4

So you do have the vote. Councilor McGee denial on it, just not the reason.

7:41Speaker 6

Correct. I see that. And I'm wondering if that's, you know, on the staff report, why we can't get a report on why the Planning Commission denied it for.

7:54Speaker 4

Maybe he's asking that question too now. Yeah.

7:59 – 8:35Speaker 1

Correct. So I'll be honest on the own docket 24 at least Planning Commission didn't give a clear reason before making the motion. I know there were some questions about current use of the property. And if the requested s one would allow for something like a junkyard. For the record, salvage and junkyards are only permitted in the I-1 zoning district, so those would not be permitted on the property. But beyond that, I'm not sure what the reason for Planning Commission's vote was.

8:38Speaker 4

We'll follow up on that too, Councilor McGee.

8:41Speaker 6

Okay, no worries. Yeah, I would like to. I'll follow up with some of the Planning Commission myself as well. That's all I have. Thank you.

8:50Speaker 3

Thank you. Since it was held on 6-1, were we supposed to get some additional information fed back to us?

9:00 – 9:19Speaker 1

Yes, so staff had sent the information about the last certificate of occupancy that was applied for in 2016. I emailed that to all the P&D members last week, which, Mr. Mitchell, did you not receive that one?

9:20Speaker 3

Well, some of us have been having issues without emailing phones.

9:24 – 9:54Speaker 1

Okay, understood. Well then, so the previous CO, So under description of project, this was from 2016. Description was muscle car service and body body shop without paint booth, some car sales. And then I believe there was also a storage component as well is what the document read.

10:03Speaker 3

So is this why staff was able to recommend approval because all the instances came in?

10:13 – 10:53Speaker 1

Not necessarily. So like I said, this is the past CO for the building. So that's not necessarily what is proposed. And I believe the applicant and the email they provided to the commissioners and council members clarified that, you know, while that was the past use of the property and some of that may continue as they transition over, really the future of that space is I know they want to have some sort of artisan or fabrication spaces in the S-1 area and in the commercial area, looking at doing some event spaces and food truck courts.

10:59 – 11:28Speaker 4

Councilman Blunt. Thank you, Mr. Chairman. I'll just say that with the staff's approval and the Planning Commission's denial, but without there being any really clear information as to why they denied, I don't really know that I could even consider that in my consideration. Unless there's more discussion, I'll make a motion on this one. I'll make a motion to approve. Senator Councilman.

11:29 – 11:50Speaker 5

We have a motion on the floor for approval. All in favor, say aye. Aye. All right. This is the result of this. Kirk? I'll abstain because I don't have enough information. Okay. So this passes three to zero with one abstain. All right. Next docket, please.

11:52 – 13:58Speaker 1

The next docket is CZ-2026-025. The property is located at 3799 Old Easley Bridge Road in Greenville. The applicant is Austin Allen of Arbor Land Design LLC for SC Vocational Rehabilitation Department. Rather than going back through this docket, this was the vocational center. Previously, you had voted to place this on hold to allow the applicant time to explore and potentially submit an FRD rezoning request. They have done so. It would be going to the August rezoning public hearing, but they have submitted for a flexible review district now. Typically in the past the way this has been handled is the initial request this docket 25 would remain on hold to give the FRD time to catch up to it in the process. I believe the Chairman give me one second let me look to see when that docket would return to you folks for P&D. Okay yes so the FRD request would reach you on September 14th for P&D so if you wish to you could just hold this docket 25 until then rather than also hearing it again next month.

14:00Speaker 5

Kurt could you hear that? Apparently you can say it again.

14:05 – 14:19Speaker 4

basically that we would be holding this until the frd that they've submitted catches up with the current public hearing the public hearing about 25 okay i'm fine with that okay

14:20 – 14:45Speaker 4

So I'll need a motion, Mr. Chairman, just to make sure with with the what that no, you guys have been patient here with us a lot with this is everything that we're talking about in line with how you're seeking to move forward. I couldn't tell. I was trying to look and catch faces but or if you want to share anything, yeah.

14:45Speaker 3

Well, we I don't think we were

14:49 – 15:11Speaker 2

I don't know that we were clear on the procedural status of it. I think we had initially thought we would be here in August at the August public hearing, I think, but I agree. I mean, we have submitted the application for the alternate route. We weren't sure, candidly, whether that could be approved today and replace the existing docket or not.

15:12 – 15:26Speaker 1

But since yeah, so the new request that was submitted is it's on docket that party since it does have the specific criteria, it would need the public input session. So it would start over through the public hearing on August the 18th and continue from there.

15:27Speaker 2

As soon as we can get it done, the better. But we did think that it would require some sort of public but weren't sure, but we didn't want to miss a chance to be up here. Sure, absolutely. I just wanted to make sure.

15:37Speaker 5

We'll get back to P&G September 14th, correct?

15:40Speaker 4

Correct. Yes, sir.

15:43Speaker 5

All right. Go ahead. Someone make a motion.

15:45Speaker 4

I'll make a motion to hold.

15:48Speaker 5

I'll have a motion to hold. All in favor say aye.

15:53Speaker 1

And, Counselor Blunt, just for clarification, is that to hold until the September 14th meeting?

16:00Speaker 4

Yeah, to hold until whatever meeting.

16:03Speaker 5

Before it already catches up? Yeah. Okay.

16:05Speaker 6

Thank you. This is the property that burned down, correct? Yes. Yes. Okay, yeah. Perfect. All right.

16:13Speaker 5

All right, we're good. I forgot to open this. One of my last chances to use the gavel and I forgot.

16:20Speaker 4

I'll make a motion to adjourn.

16:21Speaker 5

All in favor to adjourn, say aye. Aye. So moved. See you September 14th.
