Acceptance of the November 2025 Investment Transaction Report

Purchase of Fleet Vehicles
Recommendation: A. Authorize the City Manager, or designee, to negotiate and award a purchase agreement with standard industry terms and approved as to form by the City Attorney, and to execute any and all required documents with the selected vendor(s) to purchase two Ford F-150 Hybrid vehicles in an amount not to exceed $130,000; and B. Authorize the City Manager to issue purchase orders to, and to execute all required documents with National Auto Fleet Group, via cooperative contract pricing, for the purchase of one Ford F-250 Utility Body and related equipment in an amount not to exceed $70,000; and C. Authorize the City Manager to approve purchase orders up to 10 percent above the quoted price of any and all vehicles to account for changes in base cost, specifications, or upfitting of the vehicle, which may have transpired since staff originally obtained pricing. Approval of the Conformed Plans and Specifications, Award of Construction Contract, Budget Appropriation, and Adoption of Categorical Exemption for the Goleta Valley Library ADA, Safety, and Building Improvement Project (CIP No. 9130)
Recommendation: A. Approve the Conformed Plans and Specifications, incorporating addenda and bidding clarifications from the bidding process, for the Goleta Valley Library ADA, Safety, and Building Improvement Project; and B. Award and Authorize the City Manager to execute a Construction Contract with EJS Construction, Inc. for the Goleta Valley Library ADA, Safety, and Building Improvement Project, in the not-to-exceed amount of $5,394,156, subject to the requirements of the contract documents; and C. Authorize the General Services Director to approve contract change orders for the Goleta Valley Library ADA, Safety, and Building Improvement Project in an amount not to exceed $809,123; and D. Authorize a budget appropriation of $457,300 as described in the Fiscal Impacts Section; and E. Authorize the City Manager, or designee, to apply for and enter into any necessary utility and service agreements associated with the Goleta Valley Library ADA, Safety, and Building Improvement Project at any amount that is supported by the project budget; and F.
