An amendment to an approved site plan amending planning and zoning board resolution number 9432 to authorize an approximately 18,973 square foot expansion to the existing 38,038 ft warehouse and office building on the eastern rear portion of the structure and other site related improvements including modifications to the existing surface parking areas and to provide additional landscaping providing for repealer providing an effective date. Good evening, chair and board members. My name is Mey Barera, planner with the city and I'll be presenting the ATMA B biio manufacturing site plan amendment. The ATMA Biologics project is located at 6300 Park of Commerce Boulevard within Arvida Park of Commerce of an approximately 5 acre site. The property is zone warehouse industrial and has a future land use designation of plan mobility. On November 17, 1994, the planning and zoning board adopted resolution 9432 approving a site plan for the construction of an approximately 52,360qt office and warehouse building on the property. The development was approved as a two-phase project with all site improvements in the initial building constructed as phase one and a future building expansion plan as phase two. Phase one was completed. However, phase two was never constructed constructed and has since expired. Today, the applicant is requesting a site plan amendment to modify the previously approved development to allow for an approximately 18,973 square foot expansion to the warehouse portion of the building together with associated site improvements including modifications to parking, loading, landscaping, and circulation on the property. The proposed expansion will provide additional warehouse space, including industrial freezer and cold storage areas to support ongoing operations of the property. The existing building consists of approximately 38,038 square ft. The applicant ADMA Biio Manufacturing LLC is a commercial bio pharmaceutical company engaged in the production of plasma derived products.

The proposed site plan excludes an approximately 18,973 foot expansion to the warehouse portion of the existing building located at the rear of the property. The project includes modification to the surface parking areas, including the addition of ADA compliance spaces and the incorporation of a new loading area to support oper operations. Additional improvements include reconfiguration of internal circulation, enhanced landscaping and buffering throughout the site, and the construction of a new 6- foot wide sidewalk along Park of Commerce Boulevard. These improvements are intended to support the continual operation of the facility while maintaining functional circulation. This slide depicts the west and east elevation of the proposed building expansion to the existing structure with the west elevation oriented towards toward Park of Commerce Boulevard and the east elevation facing the Yamato scrub preserve. The design maintains consistency with the existing building through similar materials, horizontal articulation and facade treatments. The elevation distinguished between the office and warehouse components with the office areas incorporating glazing and the warehouse portions remaining more utilitarian in appearance. Overall, the proposed design is consistent with the industrial character of the warehouse industrial zoning district and is compatible with the existing development of the property. This slide depicts the southern and northern elevations which face adjacent warehouse buildings within the warehouse industrial zoning district. Staff recommends approval of the application for the following reasons. The project is compatible with surrounding office and warehouse uses within the Park of Broken Sound. The

application is consistent with comprehensive plan goals, including policies supporting pedestrian access and circulation. The project meets all applicable city code requirements, proposed site improvements, including modifications to the surface parking area, the addition of a loading area, and the construction of a new 6oot wide sidewalk along Park of Commerce Boulevard, which will enhance pedestrian circulation near on a property. The project maintains architecture and functional continuity with the existing building since no significant changes are proposed to the building's exterior appearance. The application was heard at the community appearance board meeting on March 17, 2026 and was formally recommended approval with conditions in a vote of 520. The recommended conditions included the incorporation of architectural stuckle reveals along the western elevation of the proposed expansion and the relocation of the exterior roof access to an interior location within the building. These changes have been reflected in the revised drawing submitted by the applicant. The development services recommends approval of the site plan amendment.

Uh good evening, David Millage. Uh for the record, I'm land use council for the property owner and applicant here to present uh this proposed site plan amendment. So, AdMma Biologics, you know, who are they? They're one of the largest FDA drug manufacturers in Florida. uh they employ 360 uh local uh employees. Um with this proposed expansion, they anticipate adding another 15 employees to the local workforce. Um and they also have existing economic development agreements with the city. Um so what do they actually do? Um they develop life sustaining treatments uh for patients to live safer, healthier and more productive lives. Um they have invested heavily in state-of-the-art manufacturing operations. Um they have a really highly skilled workforce. Um and again we're looking forward to presenting this application tonight. Uh so this is at 6300 Park of Commerce Boulevard. It's on 5 acres. It's within LERP and has a plan mobility uh land use and it's an existing office and warehouse use. This is the location of the property. It's to the west of the Yomato scrub natural area west of I95 within the Parker Commerce. Now, this is just a street view of what it looks like today. There's a lot of mature oak trees that provide a lot of softening and screening to the existing building. Um, as Miss Barrera had mentioned, this was previously approved in 1994. It was for two phases. The first phase was built, the second phase wasn't ever constructed. Um, this is essentially a net increase in 5,000 square ft. Um, what's existing today is what's shown in that kind of periwinkle purple

color. Uh the expansion is to the east of the building um behind it from Park of Commerce Boulevard shown in in in gold. Uh circulation on the site is being modified to be essentially one way. Um it provides better circulation around the project and we're also adding a new 6ft sidewalk. Um this is the tree disposition plan. Two of the trees were already dead. four being removed because they're in the parking uh surface area. And this is an aerial of the site. As you can see to the east there are there is the uh phase 2 pad that's right behind it um which is shown in gold and then the new expansion is right here shown shown in red. I we did a lot for the landscaping plan. There's a lot of additions here and actually um one one important thing to note is so we're we're removing 66 in uh of trees. However, we're adding 176 in. So we're actually adding an additional 100 in of trees on this site. So it's really going to be a great addition to the park of commerce. uh we've meet all the criteria of the site plan um section 28-54 and uh this is a strategic expansion of the facilities for this great manufacturer. Um we've enhancing connectivity by adding the sidewalk and we fully meet the code.

We think that we'll be able to, you know, thread the needle with the sidewalk. And will any of the additional traffic in the back affect the scrub and natural area or
