Staff: Kelley Stanco City Council District: Citywide Plan Area: Citywide Preservation and Progress is a comprehensive update to the City's Heritage Preservation Program that will streamline processes for new homes and other uses while continuing to protect places of historic, architectural, and cultural importance and encouraging their adaptive reuse. The initiative will be advanced in two packages of amendments. At this hearing, staff will present Package A, which includes amendments to the Land Development Code of the San Diego Municipal Code related to Historical Resources Board appointments, noticing of designation actions, the appeal of decisions by the Historical Resources Board to designate historical resources, review of National Register Nominations, and clarifying amendments related to the application of Complete Communities Housing Solutions in Emerging and Thematic Historic Districts; amendments to the Historic Preservation Element and Appendix F of the General Plan; and amendments to the purpose and intended use of the City's Historic Preservation Fund. The City Planning Department has reviewed Preservation and Progress: Package A and conducted a consistency evaluation pursuant to CEQA Guidelines Section 15162. A consistency evaluation memo evaluates the consistency of the Preservation and Progress: Package A with these previously certified environmental documents pursuant to the California Environmental Quality Act Guidelines section 15162. Report No. PC-25-051 PROPOSED ACTION Process 5, recommend to the City Council to Approve or Deny the project. DEPARTMENT RECOMMENDATION Recommend to the City Council to approve the project.
SCRIPPS MIRAMAR RANCH COMMUNITY PLAN AND GENERAL PLAN AMENDMENT INITIATION - Project No. 1142792
Staff: Matthew Nasrallah City Council District: 5 Plan Area: Scripps Miramar Ranch A request to initiate a Community Plan Amendment to re-designate 6.06 acres from Industrial Park to High-Medium Residential (15 - 29 dwelling units per) in the Scripps Miramar Ranch Community Plan, a General Plan Amendment to redesignate the site from Industrial Employment to Residential and to remove the site from Prime Industrial Land designation from both the General Plan and Community Plan. This activity is not a "project" under the definition set forth in CEQA Guidelines Section 15378. Should initiation of the community plan amendment be approved, environmental review would take place at the appropriate time in accordance with CEQA Section 15004. Report No. PC-25-054 PROPOSED ACTION Approve or deny the Initiation. DEPARTMENT RECOMMENDATION Approve the Initiation.
ETHICS TRAINING
Staff: Bryn Kirvin, Ryan O'Connor, Megan Curran City Council District: N/A Plan Area: N/A The City of San Diego Ethics Commission will provide Planning Commissioners with the required biannual training on the City's Ethics Ordinance, which applies to them. The training will provide an overview of the Ethics Ordinance in the San Diego Municipal Code, including a discussion of laws related to gifts and conflicts of interest.
