To the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Roll call, please. Tim Abrahamson, present. Jennifer Benton, here. Melissa Johnson here. Gail Robber here. Nathan Sun here. Okay. The chair request a motion to approve the agenda. I move to approve. Second. All approved. I.

2:31 – 3:000

Agenda is adopted. Before the chair request a motion to approve the consent agenda. The chair requests a correction to be made to the October 21st meeting minutes by striking the word vice next to the word chair on line four where the commission chair called the meeting to order. The chair now requests a motion to approve the consent agenda. I move to approve the consent agenda. I second. All approved. I I

2:58 – 3:370

consent agenda has been approved with the update to the October 21st meeting minutes. The chair now opens the floor to the public hearing. The first order of business will be the comprehensive plan amendment appendix G, Parks and Recreation Master Plan. I now turn the floor over to the community and economic development director, Amy Rusco. Thank you. What a fabulous introduction. Thank you. Um, so I was expecting some public to attend, so since they did not, I'll just do a quick version. So,

3:35 – 4:150

um I do want to let you know that I made all of Gail's um updates except for the one of linking all of the table of contents because I need the whole document to do that. So, when I go to upload it, I'm going to try to link them all before it gets re-uploaded back to our website. Understood. So, I don't think I need to go through those changes. No. And I also made changes to the staff report. I believe you all got it. So now it should be um so thank you Gail again on that. So um attachment D. Oh that's never mind that's next. Sorry we're talking about attachment C. Never mind.

4:12 – 4:480

So I will u also want to make sure that you receive comments from Russell Joe that was emailed to you sometime around 4 o'clock today. Um I will semiress them since um that person is not here today or at the meeting at the moment. So, so can I jump in just for a second? Sure. So, we're just going over the um the first one, right? And then we'll go to the second one with Russell Joe's comments. Um, no, they're both related.

4:46 – 6:260

Okay. So, all I was going to say or all the only part I was going to talk about was the six-year CIP uh versus the 20-year. So, the fee um is everything I could find from other people's other cities documents. um and impact fees was that it was based off the 20-y year. So that is my assumption as well that is off the 20-year. That's how we get the funds, the population increases off 20 years. So so should the money. That's how I've read everybody else's and our own. Um and I guess that's all I really have to say about it. Um, oh, and just to show say that we're going off of um I did leave the um existing level of service as documented from the consultant. I do think that was technically done or done correctly. Um I did remove the projects though the same projects were removed from from both sides. But we are ch the city is choosing to use the P LOS which is the proposed level of service which is a lower level of service than the EOS and that is mainly purely why I did that was uh there are not 39.5 acres or that approximate that the city can actually could actually buy there. I don't see where there's that many acres in the city that that we could buy over 20 years. Maybe farther down the road but not right now. So that's why I want to go off of the proposed level of service instead of the existing level of service. And that is all I have for this public hearing on this topic.

6:24 – 6:510

That was really quick. So since we don't have anybody from the public here, um I'm just going to go ahead and since there are no other comments, um the chair requests a motion for the commissioners to vote on the comprehensive plan amendment appendix G, Parks and Recreation Master Plan. I make a motion that we vote. Second.

6:49 – 7:320

Second. Okay. So, the chair now request a motion for the commissioners to vote approve or disapprove. I make a motion that we approve. That we vote to approve. How about I move? What are we doing wrong here? You have to say I move. I I move to approve. We just need a um we just need a motion um to approve or deny or recommend approval or denial for the uh appendix G of the comprehensive plan. And then you somebody would state to move to approve.

7:31 – 8:060

Thank you. I move to approve uh the parks and wreck plan uh with amendment G. Second. All approved. I I Thank you, commissioners. The comprehensive plan amendment appendix G, Parks and Recreation Master Plan, has been approved. The chair now closes the public hearing. Okay. The chair now opens the floor to the public hearing for the second order of business, AMC chapter 20.90, concurrency and impact fee amendment. Amy,

8:03 – 8:530

thank you. So this is an amendment to chapter 2090 part three which is the concurrency and impact fees for community park um impact fees. So this um removed uh A and B um are fully struck out. That was our existing what we had in our existing code and then we're adding A through G. And so A through G explains um the impact fee and the calculation. And then uh the it has the entire formula and then it also breaks out the number of occupants per residence. Oh, you know what? I didn't change that on your version on G. Did I take away the two zeros?

8:54 – 9:380

Sorry. Yes. Okay, then never mind. I have the old version. Just want to make sure I made all the changes. Um and then the under G it shows the impact fee um per person uh per person per unit and then we're charging 50% of rate of the fee which is what we had in the in the in appendix G of the park master plan. So are we able to show that up here or not? Sure. You want the chart? Yeah, the chart if we could please. Oh, those zeros. I was looking down there. Yeah. Hey, your zeros are there. They are there.

9:37 – 10:010

Yeah. Okay. Can you um potentially approve or deny without them and I'll remove it? Correction. Sure. Yes. Thank you. You can do this, right? Way to go, team. Yes. I'm not sure if you can read that very well. No. No. That's okay. But thank you. Okay.

10:050

Do you need to look at Did you want to look at the hard copy? Thank you. Yeah.

10:19 – 10:370

Okay. Okay. So, yes, I was in error. The double zeros are there. Oh, well, thank you. My bad. Thank you. Anything else, Amy? No, that's it.

10:35 – 11:540

Um, if I could add something here, um, in regards to the letter that was received from Russell Joe, I just wanted to make a statement. So, the planning commission received a last minute letter today with comments and questions from Russell Joe with Master Builders. And as a recommendation, um, to those of you who are watching online, it would be helpful that when you send these letters to submit them at least, um, at the very least 24 hours in advance because for the planning commission, we would like to be thoughtful and have the time to be able to review that. So, we would appreciate that moving forward. Thank you. Okay. Okay. Since we don't have anybody here from the public uh to speak, I'm going to go ahead and move forward and ask uh the uh commissioners to please provide a motion um on the approval or disapproval of the AMC chapter 20.90 concurrency and impact fee amendment. I move that the Arlington Planning Commission make a recommendation to the city council to approve AMC chapter 2030 zoning code amendment with the correction on paragraph G removing the two zeros showing a total of $1,921.33.

11:58 – 12:400

Second. All approved. I I I Hey, the concurrency impact fee amendment has been approved with the changes as vice chair said and the chair now closes the public hearing. We now move on to new business. The topic of discussion will be the December planning commission schedule. Amy, thank you. So, this is really quick. I already mentioned it, but I just kind of wanted you to do it at a meeting. You don't have to technically vote, I don't think, on it, but are is everyone okay um cancelling the workshop on December 2nd and having a full meeting on the 16th? Yes.

12:38 – 12:550

Okay, everybody. We will have um we will be adopting meeting minutes. So, we'll be caught up through the end of the year, which is really what I wanted to do. But we also have two designer reviews that will be coming to you. So, we'll get those to you as soon as possible.

12:53 – 13:430

Okay. I know. Perfect. Okay. Um, do we obviously we don't have any public comments because there's nobody here. Do we have any or did we have any online comments besides Russell Joe's? Um it's it's the same comment, but he did submit um he submitted a one-page remote signin comment sheet that did not include the comments um on November 18th and said that he wanted to speak tonight and that's all it said or he said he would want to make uh it says Master Buildards of Kingston County would like to provide comment during public hearing on park impact fees and that's and then just has his name and address. That's this is the the sheet that comes through right

13:41 – 14:210

to us, but there were no attachments. The attachment came today. Okay. Okay. Thank you for sharing that. Okay. Next order of business will be the commissioner's update and comments. Do any of the commissioners have any updates and comments they'd like to share today related to the agenda? Okay. Next order of business with the city staff updates and comments. I don't have anything additional. Hey, this is a really short meeting. So if there is nothing else, the chair asks for a motion to adjourn this meeting. I move to adjurnn. I second. All approved. I This meeting is now adjourned.
