Thank you.

3:14 – 4:480

5:23 – 6:2018

Up next, I'd like to welcome folks from Stone Productions. Stone Productions is a nonprofit community theater based out of the Collingwood Arts Center here in Toledo. It was formed in 2016 by President and Executive Director James Gregory Moll. We're pleased to present an excerpt from their upcoming production of the Northwest Ohio premiere of Alanis Morissette's Jagged Little Pill. Inspired by the hit 1995 album of the same name and including other hits from follow-up albums such as supposed former infatuation Junkie and Under Rug Swept, Jagged Little Pill presents a vivid, messy, and chaotic portrayal of a modern-day family who deal with their pain and try to heal. On the surface, the Heelys appear to be a picture-perfect family in their suburban Connecticut neighborhood. As their stories unravel, we find that pictures can be deceiving. Here to perform So Unsexy and Perfect are cast members Anthony Cavada, Tally Carter, and Dash Wexel. Take your time.

6:54 – 8:006

All these little rejections, how they add up quickly. One offhanded word and I feel so ungood. Somewhere along the way I think I gave you the power to make me feel the way I thought only my mother could. I can feel so unsexy to someone so beautiful So unloved, like I'm not on your mind I can feel so boring, feel so uninteresting So lonely, but I say that I'm just fine

8:0620

All these little protections, how they fail to serve me. One last minute phone call and I'm deflated.

8:17 – 8:526

How these little abandonments seem to sting so easily. Your hand pulling away and I'm devastated. I can feel so unsexy for someone so beautiful, so unloved like I'm not on your mind. I can feel so boring, feel so uninteresting, so lonely, but I say that I'm just fine.

8:5320

When will you stop leaving me, baby?

8:58 – 9:136

When will you stop deserting me, baby? Am I just living with myself?

9:15 – 9:2620

Oh, these little rejections, how they disappear quickly the moment I decide not to abandon me.

9:46 – 12:247

Sometimes it's never quite enough. If you're flawless, then you'll win my love. Don't forget to win first place. Don't forget to keep that smile on your face How long before you screw it up? And how many times do I have to tell you to hurry up? With everything I do for you, the least you can do is keep quiet. Be a good boy. Better try a little harder. That simply wasn't good enough. To make us proud. I'll live for you. I'll make you what I never was. If you're the best, well maybe so am I. Compared to him, compared to her. I'm doing this for your own damn good. You'll make her for what I blew. What's the problem? Why are you crying? Be a good boy. Push a little farther now. That wasn't fast enough to make us happy. We'll love you. the way you are if you're perfect.

12:4411

Thank you so much. All right, if you will, please stand for the Pledge of Allegiance and the National Anthem.

13:14 – 13:538

I was there with my daughter seven years ago. She was crowned Miss Debutante. It's a lot of work that takes in there, and I definitely want to give a shout out to your parents because we know what you have to do to um bring up the sacrifices that you make to make sure that your kids have a better life than you had because i know trust me i know and i appreciate uh my uh toledo club sisters we appreciate you guys doing this every year because it gives our our young ladies and young men opportunity to show off uh what they've learned and how uh gracious that they are despite what society says so we appreciate you councilwoman mcpherson

18:42 – 20:220

Thank you, President Williams. Yes, it was an honor and a privilege to attend the cotillion this year. I have for many years to President Tara and your committee for working so hard with these young ladies, but to you ladies for your commitment to doing it. The rehearsals, the practices, figuring out what really is your talent. and then going forth. It's a lot, but it shows your stigma and your talent, your gifts, and the world has many things in store for each one of you. as you go to college, and I hope they do take that on about doing something to prepare our high school ladies for college when they mention that at the cotillion. Parents, thank you for your time, your commitment, for your diligence, and for the other ladies that work so hard with each and every one of you. then we got to give a big shout out to the men that escorted all right yes they stepped up to the plate and they did a magnificent job so we want to say thank you to the young men also congratulations ladies all right well I'll have you guys introduce yourselves and then anyone else with you guys can also speak as well so and tell us where you're going to school okay

20:23 – 21:051

Good afternoon. My name is Marlia Smith and I attended Central Catholic High School. I obtained a 3.8 GPA and I am Miss Debutante 2026. I will be attending Eastern Michigan University for majoring in political science and minoring in public administration. One thing from the cotillion experience that I will take on is the emphasis on respect and self-confidence. From one of my favorite workshops, a quote sticks with me. True confidence comes from knowing yourself even when no one is clapping. Thank you. We're going to clap.

21:12 – 21:3916

Good afternoon, my name is Sabriah Greer and I attended Central Catholic High School. I have obtained a 3.8 GPA and I am the Miss runner up for Cotillion. I will be going to Bowling Green State University as a forensic investigator for criminal justice and Cotillion has taught me how to respect myself and others mannerism and etiquette. Thank you.

21:3911

Thank you.

21:46 – 22:1619

Good afternoon. My name is Dana Bethany and I attended Central Catholic High School. I obtained a 5.0 GPA and this fall I will be attending the University of Toledo with a minor in nursing and a with a major in nursing and a minor in pharmaceuticals. From my cotillion experience, I learned the importance of having a voice and having the courage to speak up for myself and advocate for myself in all situations. Thank you.

Thank you. Just have to say, these girls came from one of the good schools in District 4. Just saying.

Ms. Smith. It's my pleasure. As you all know, we have Mama Brown, who had been the chair for over 24 years, and I stand on her shoulders as she stood on other shoulders. And so the representation today, along with their parents, I have no words. They spoke it all themselves, and you guys gave a good introduction. And so I just want to give these ladies their due, which is an applause, and I continue to keep them up front and in the light. And so, therefore, I'm done. You ladies have done it all.

Authorizing the mayor to enter into an agreement with Leading Families Home and declaring an emergency. Councilman Driscoll.

49:50 – 50:4017

Thank you, President Williams. I'm not really sure how to, my inclination here is that we should hold this vote. I'm waiting for a referral answer to what I think is a fairly innocuous question, which is, if we knew we were going to pay this money, why wasn't it budgeted for? And I don't want to hang this up on process. I couldn't be more supportive of this organization, couldn't even be more supportive of this ordinance. we all worked really hard on that budget and i think it's important that we try to stick to it and i think it should be a pretty simple answer as to why we why we didn't budget for this and if we if we didn't budget for it perhaps there should be a appropriation a disappropriation from somewhere else in the budget so um i would make a motion to hold this vote to wait until we receive an answer from the administration to the referral question as to why this wasn't budgeted for

50:4111

Hey, there's a motion on the floor, but before that, Councilwoman Jones.

50:46 – 51:419

Thank you, President. I did speak with Chief Clemmons about what the delay was, and apparently this request was put in last December to the finance department, but for some reason it must have fell through the cracks and they were waiting on finance. So that was the reason why there was a delay. This was brought to my attention. before but mostly as an emergency to get past the last council meeting but we wanted to wait until we got some other answers and so there was an email sent to all of us explaining the situation and at this point it is they basically have to pay staff and this was a promise that the city had to the to this organization in order for that for this merger to actually happen so that was the cause of the delay was due to the checkup for the finance department

51:4211

I think still a motion on the floor. I'll take Councilman Driscoll.

51:4817

I'll withdraw my motion.

51:5111

Authorizing the appropriation and expenditure of $100,000 from the water, sewer, and storm water operating funds for the customer assistance grant program and declaring an emergency.

53:11 – 54:2512

Councilman Martinez. Thank you, Madam President. So earlier this month, we had a very good water quality meeting, and we did discuss this in depth. It sounds like there's a very comprehensive plan. I would encourage everyone to support this as we begin turn offs, I believe, on June 1st. I think if we have any umbrage with the plan, it is really that from start to finish, that it's roughly about 60 to 70 days from the time they start to the time they actually turn water off. uh i think from the conversations i've had with the members on this count on this this uh we prefer a more truncated time frame but certainly understand that this is a very delicate issue and you know water is a necessity so i think this is a very well thought out uh very uh comprehensive strategy that weighs the uh the empathy and the sympathy of families struggling to keep water on but also the financial responsibility that you have as either a tenant or landlord depending on uh where you fall in the line there and then also the homeowners so i would encourage everyone to support this thank you it's not emotions really yeah we're good suspension all right excuse me

Granting a special use permit of major public utility water towers for a site located at 1910 Northover Road in the city of Toledo, Lucas County, Ohio, subject to certain conditions and declaring an emergency.

59:59 – 1:00:304

Councilwoman Morris. Thank you, Chair. I just want to go on record again with my opposition to this project. Not necessarily the entire project, but the location in a residential area. As you heard at the committee at zoning and planning, the neighbors are not happy about having two huge water towers in their neighborhood. I have fought this with every ounce of my soul and I will continue opposing this, so I just wanted to go on record with that comment.

1:00:3211

Councilman Martinez.

1:00:33 – 1:01:3312

Thank you, Madam President. Just to remind this council that we did appropriate the funds last, I think, early spring. This was a $100 million project. It came in at $80 million, so under budget. This is a requirement from OEPA. And then previously, I think last year, we did the agreements to go into contract. And I will point for the record, yes, my vice chair has fought vehemently against this project. Not necessarily the project, but in the location. And I certainly understand the concerns that the constituents have expressed. This is a step in the process that was unfortunately overlooked, but we are in the progress of doing construction. This will help with water pressure in the area. So this is unfortunately a necessary evil in the location. Yes, it does suck. But this is the best we could do given the limited financial resources we have, so I would encourage everyone to support it. Thank you.

1:01:3411

Thank you.

1:01:3518

Move to relieve.

1:01:395

1:02:045

McPherson. No. Morris. No. Sorrento.

1:02:125

Williams. Yes. Driscoll.

1:02:25 – 1:02:415

Ordinance passed. Hold on, let me double check here. Ordinance failed, my apologies.

1:02:4411

Councilman Martinez.

1:02:45 – 1:03:0712

Thank you, Madam President. I would request a motion to reconsider. Again, this is a project that we've already funded, allocated. We already acquired the land. This is an by OEPA. And I'm not quite sure what would happen if we stopped this process for the special use permit for the water tower. So I would ask for a reconsideration on the vote.

1:03:1011

Okay, hold on just a second. Understood. We gotta go to the rules.

1:03:2313

The motion to reconsider must be made by a person on the prevailing side.

1:03:3012

Thank you for clarity.

1:03:3211

Thank you. All right. Motions on the floor to reconsider? No. Nope.

1:03:3813

He voted for it, so it was not on the prevailing.

1:03:4618

Okay. I move to dispense with the reading of the Soto City Journal for the City Council meeting of May 12, 2026.

1:03:5511

Seeing no objections to order.

1:03:57 – 1:04:5018

I move to excuse Councilwoman Kramer for non-intendence of the Water Quality Committee of May 13, 2026 and the Housing Community Development and Public Health Committee of May 14, 2026. 1:04:5211

Seeing no objections, so ordered.

1:04:54 – 1:05:4618

Thank you so much. I just wanted to mention again that the Clean Soil Recycling Center opens soon. I believe on June 2nd. Should be open to the public and after. Really excited about that. So be on the lookout for that. Please bring us your trash. And last, I'd just like to mention that the pride flag raising is this Friday at 11 a.m. Everybody is welcome to join for that. event, always a good one, from our city. And I am also elated that we can move on from talking trash after today. Thank you to everybody who has been involved in that process to get us to the point that we're at today. I am looking forward to working with Republic and Teamsters and the administration to make sure that we can have a clean city. Thank you so much.

1:05:49 – 1:07:283

Councilwoman Kramer, first call. Thank you, Chair. I'm very excited to report that we received a report from Lucas at the Lucas County Public Library System, and we have given out 466 gun locks in one month. I'm really excited about that. We are keeping households safe here in Lucas County. So it's a huge win. We actually have to order more gun locks from the VA. So that's really exciting. So thanks to everybody who's been getting the word out about that. I also, I'm just going to hold this up. You may see a billboard that looks like this. I want to thank Lamar because they have donated some digital billboards that have this visual on them. And I saw one this weekend. I was driving through town with my mom and I was very excited to see that because it's been a big initiative for us. We want to get the word out that those gun locks are in every library, and we want people to take them. So if anybody wants the breakdown of where the gun locks were given out, we do have the full breakdown of where they were given from each library. So very exciting. Also, June is, in addition to being Pride Month, it is Gun Violence Awareness Month. So we do have a... remembrance ceremony of all of those who died by gun violence in Toledo on June 5th at 11 AM at the Toledo Spain Plaza. So we will be reading all of the names of those we lost to gun violence in the city for that event. So I encourage folks to attend and support those survivors who are there for that event. Thank you so much.

1:07:3113

Councilman Martinez, first call.

1:07:34 – 1:10:1912

Thank you, Madam Clerk. A couple things. Before I start about D2, I just wanted a couple things that I failed to appreciate until recently. So normally, when I was on council, it was just quick prayer, Palliative Allegiance, and the Star Spangled Banner. But up until this council, I've never experience what i appreciate is the art and culture that we brought in in addition to and i just thought that was so cool i actually kind of got to step back and enjoy the dancing and the singing and i was like wow we get so wrapped up in in our day-to-day activities as legislators and we forget that the beauty and why we are doing what we do so thank you for bringing that back into uh city council art where it belongs in the public um and then secondly i also sincerely wanted to thank everyone that worked so hard on the trash contract not only with Republic but the administration, with the Teamsters, with this council. I think at one point we were really up in arms about the lack of progress being made over the past several months and everyone really sucked it up and came to the table, put egos aside and get a very good deal for our residents. So I just wanted to make sure I said thank you to all your guys' hard work. I don't think everyone appreciates the talking trash, and community input and engagement. It's exhausting and you guys did a phenomenal job and I wanted to thank the Teamsters for being willing to work with us and fight for their contract. No one's gonna advocate for you better than yourselves. So I really appreciate all of the advocacy on all sides of this that we were able to kind of come to a common ground and get a better contract. I just wanted to point that out before I went into D2 issues. So thank you, everyone, sincerely. And really, just we have, it's the start of summer, so be safe. Happy Memorial Day for those that I didn't get a chance to see over the weekend. And then next Saturday starts OLPH Fun Fest. If you haven't been there, I strongly encourage you. Friday, Saturday, and then Sunday there's mass, and then there's a small Polish dinner, I believe, Polish wedding dinner. That is a great event, family, very family friendly. And I appreciate the administration willing to curb some street repairs because that would have impeded on street parking. So I appreciate the constituents that reached out to me to say, hey, by the way, you know this is going on, right? This is going to block parking, so I appreciate the accommodations that were made by the administration, and I sincerely appreciate all the hard work with the volunteers that put on this program. And for those in the elected arena, this typically would kick off campaign season. So that being said, I yield my time. Thank you so much.

1:10:2213

Councilwoman McPherson, first call.

1:10:25 – 1:11:350

Thank you. Just one thing. Parents, we have the summer programs. The list is out. It's free transportation for the students all summer participating in the programs. Please sign your children up. You've asked for it, we've provided it, now it's left up to you to make sure that your children have things to do throughout the summer. There is a variety of activities and learning classes for the students in order for them to be safe, And learning all summer, they said about the mind and it's the devil's workshop, so we gotta keep them busy. So let's please sign your kids up, get them registered, and let's have a safe summer. Let's enjoy the summer, that's it.

1:11:3713

Councilwoman Morris, first call.

1:11:40 – 1:12:434

Thank you, clerk. I had the ability to attend the blessing of the fleet at the Bayview Yacht Club over the weekend and wanted to thank Councilman Driscoll for attending as well. The weather was not very cooperative, but we did have a good time and we blessed the fleet. And so the one thing about this event is really to celebrate our maritime heritage, but then also remind people to be safe out on our waterways. June also brings Point Place Days, and that means the big parade on June 6th at noon. It means garage sales and the beloved bread, cake, cookie, and pie contest. I have been a judge in the past. I don't know that I'm going to be this time, but I do know the grand marshal of the Point Place Parade. So thank you so much, and I hope to see you up in Point Place all of June.

1:12:435

Thank you.

1:12:49 – 1:14:0215

1:14:0313

Councilman Driscoll, first call.

1:14:06 – 1:14:1917

You know, I had nothing until Councilman Sorrento brought up his referral and said he hopes there's an answer soon. Me too, Councilman Sorrento. There's nothing that this administration respects more than the referral process. I can tell you that much. That's all I have. Thank you.

1:14:2813

Councilman Hobbs, first call. Councilwoman Dr. Jones, first call.

1:14:35 – 1:16:249

Thank you, Claire. Hope everyone had a good Memorial Day. It was kind of relaxing for me in a way, but it's because husband went on a trip and so I was solo with the kids for a little bit. So it's been interesting to see how I handled them, but it was all good. So glad to be back in action and around adults. and having adult conversations. Other than that, I do want to thank vendors and attendees that came to the food truck out at the Delta Hotel last Thursday, I believe. We had a slew of food trucks from different cuisines, such as Jamaican spice, Greek. We even had pizza, all sorts of Mexican Latino cuisines, and I think everybody had a good time. Had a DJ as well, and so he bought the jams, and even though it was cold, it was a good time, and so we're planning to keep this going, and so just look out for a lot more information, probably add a little bit more to it, but I've heard a lot of good things from that. And then also echoing sentiments as far as summertime coming up. So everyone just be careful. Of course, get the kids in summer programming as well. And just everybody have a safe summer. And thank you to the cotillion winner and runner up. Brings back memories of when I was in cotillion and I was under the guidance of Edna Brown at that time. It was good to see the cream of the crop from Central Catholic High School. And then also looking at, I'm glad it keeps going. It is definitely a wonderful event to attend and a good time for young women to dress up as well. But other than that, I yield my time.

1:16:26 – 1:17:2711
