Okay, so just under item 5A first, thank you so much for being here. And you guys would know this is Laurie Diaz, who's the acting town manager. We replaced Mr. Goldstein, who we sort of all knew. Thank you so much for being here.

Thank you. I appreciate being here. I'm really excited. I see a lot of the stuff that you all are doing, and it's always amazing to see how the youth of the community is really engaged in how the town grows and what it's doing. Your involvement's really, really important from the very beginning, not only for the town, but from civic duty standpoint, because you all are the voice and the future of our community, so it's really exciting to see you engaged. There's a couple things, Madam Chair, if you don't mind, if I can have a few extra minutes. that I wanted to kind of toss a quick idea maybe for you all to put something on the January and let you kind of think about it and see what comes out of that I'd love to task you all with. Starting probably in January, if not this month, but I want to put you all in contact with our communications team and Rudy you can help parks and comms as well. Something that we got support with in the Parks and Rec board was, how do I verbalize it? Sorry, tongue twister. I want to create a little bit of a vibe going on within the community, especially with our younger families and with little kids as well. And so one of the things that I've asked our communications team and our parks is to do a stencil with a, it's not a permanent, I guess it's called a semi-permanent chalk. It's environmentally friendly and it'll wash away kind of like sidewalk chalk that you use when you're painting in front of your house or on your driveway, right? That just says, I love Surfside with a little heart on it, right? So it's I heart Surfside. And what I'd like for that to do is to start creating a little bit of a buzz. It won't be put everywhere. We'll just put it in a couple different places, and then I'm hoping our communications team will start kind of teasing a little bit, almost like a scavenger hunt, so that we can get people to start talking about what it is about Surfside that they love. And so I'm hoping that you all can kind of come up with ways to start promoting that concept, and it can grow into something else, Surfside. The whole point is that I want our community to be talking about and focusing on all the good stuff that happens within the community and all the things that we love about what makes Surfside Surfside, right? It's an amazing community. It's 90 years, but it's held this very unique. I remember driving down these streets when I was much younger than you all. And for the most part, it was motels. Right along the beach right and it's really changed, but we're still able to connect to that access to the beach we're still able to connect to that unity in the Community so. i'm hoping to start generating a little bit more buzz of what makes us such an awesome place place to live and play and work and all that kind of stuff right so. I'm hoping that that can kind of come organically out of the community and hopefully you all can help kind of work with our team and say, okay, this is where you're, you're going to do it. This is how we think this will start generating a little bit more buzz. And so with that, um, a little birdie told me that you all wanted to experiment with your own social media accounts. So here's my feelings on that. Um, my initial early career background is in communications. I was a communications director, even for a transportation agency for several years, about five or six years. Um, I am cool with it, right? Because the way that you communicate to the community and among your peers is not how I communicate. I'm on the old cheesy dad joke type guy. It does not always work. Um, so I want to hear your voice now with that. This is the other part of the homework. Obviously, there are rules as to what government is allowed to do and what we're not allowed to do. And a big part of that is because of public records. Every comment, every like, every reply, all of it has to be tracked because someone can put in a record, and if we can't supply it, they can sue, and that's at least 80 to 100 grand that we got to write off on a lawsuit. So sometimes you're like, Why would they say this or why don't they interact even more right with the people in social media is because of that right like there shouldn't be. The town shouldn't have a policy that they'll go on somebody else's page and start communicating because we can't control or not only control, but we can't. preserve the public record that we need to do if it's on somebody else's page. Because they can delete the comment, they can do that, and then we lose that content. On our pages, we have software that automatically archives all the conversations, so we're protected. So that's why we shouldn't be commenting on it. But, all of that said, if you guys can put a proposal together, a little bit of a presentation of where you want your account to be, what's the purpose of it, right? Because we want to make sure that the channel is going to live on, that it's going to be focused on, hey, this is what we want to do with it, not just start randomly talking about all of the other stuff. The typical stuff that you don't want to talk about at Thanksgiving dinner, since we just passed it, right? It's probably off limits, right? We're not going to be talking about politics, whether it's local to the town or federal or anything between We're not going to get into religion and stuff. We're open to everybody. So I want us to kind of think about what's the purpose of your account and be able to start putting that plan together and then who is going to have access to it and all that. I want to do this not only so that you guys have a little bit, or you all, it's not just guys, sorry, old school, so that you all have the opportunity to learn what it means to manage this type of program but start thinking about things strategically yes it's a lot of fun to oh this is really cute let me take a quick picture or do a quick video and show but in these type of roles whether it's for communications or you start thinking strategically from my end as an administrator or you want to be a doctor or anything oftentimes people want you to be a leader but the leader thinks beyond just the task at hand. They start thinking about how does this benefit the overall goal of what we're trying to accomplish and what we're trying to be as an organization. It's going to be, okay, what type of posts are we going to be talking about? It doesn't have to be like super dry or anything, but it's putting a little bit more thought as opposed to what you might do on your own personal where, hey, this is a really fun moment. I'm just going to capture it really quick, do a quick post, and I'm done. You've got to put a little bit more thought to it. So those are going to kind of be your two little homeworks that hopefully maybe in January – you guys can kind of come back with, and then I can just sign off and get you off and running. Rudy will help connect everybody with Sydney as well, because I know she has her own policies and stuff, and she'll kind of help guide, but once, as long as you all kind of agree to the rules, then you guys are kind of just off and running.

And I think that would look really great on whether it's college applications or, you know, I don't know if we can work on maybe getting them volunteer hours, even just for this, we might be able to kind of work something out so that you guys, you all sorry. I will do better. You all will be able to use that for anything moving forward that you might need or even requirements that you have at school for volunteers.

Not a private meeting. You'll do this here, right? You'll come through. We'll take a kind of look at it, make sure that the presentation is kind of working. And then I think what we'll end up doing is Doing a few different posts, seeing what the engagement is. And then we can go to a commission and do a presentation of, hey, we've worked with the manager. We have this opportunity. We're already seeing how positive this is. Here are a few different posts. And then we'll start sharing that a lot more going forward. But I think we do kind of what is called a soft launch. It's kind of going out, testing things, seeing how it works with you all, how it works with us. And then we can do a major push once we all kind of feel comfortable and we know exactly how it moves forward.

We also already have like full access to the Surfside Florida account. So we've been posting since like, what was it? March or something. So we have like some... Because our thinking is, like, that's, like, the style of post that we're already doing on the account, like, with our event a couple weeks ago or with our event in June is sort of going to be the same style. We just want it to be a more specialized audience only with teens who will, like, posting, like, I know, like, the town does a lot of, like, posting their flyers or posting other stuff, but we want to get sort of, like, our faces out there because we feel like that's what's going to resonate with youth, like, seeing their friends on it. Okay. We'll also include in that presentation stuff we've already done and the impressions that that's gotten. Since Lucia has access, I think on Instagram there's a feature, especially if you have a business Instagram, you can look at insights. So she can look at the views.

But... but yeah we're yeah we're thinking about that no problem that way we can help promote um for signing up and see who's interested as well yeah also i know that there's a good amount of kids especially after a college event that go to um like go to beach hut and they weren't really aware that there was a youth council and they're like hungry for something to put on their college app and at this point they're going to be seniors next year so if we like obviously also our council only started last year but If we get that word out there, I think we're going to have a lot more participation from the youth for many different reasons.

I'm sure there's stuff out there. The idea came, I saw a product in a conference that I was on where a guy in Seattle it's a spray and when it rains it keeps it dry so they use that to do stencils and stuff I didn't really want to do that I thought I like colors so I wanted to see different colors and the chalk and all that and I thought that it would be a little I'm totally cool with having a little kid grab a piece of chalk and then start drawing all around it. I love that kind of stuff. So I wanted to kind of try that first. But outside of that initial stencil, the whole point is just to have positive conversation developing around town and not getting drowned out with all the negativity that could come about.

I'd love to start it earlier, but I think you all need a little bit of time as well, right? So I want to, and we might test it out here and there, and again, soft launch, okay, look, it rained, it's still kind of there, we know how long it's going to take and all that, and then you guys are the ones, hopefully, that really drive that conversation into the larger audience.

And then leave like subtle hints. So if you want to develop, or you can be like, Mr. Manager, that's really cheesy. Um, this is what we think might be better. I'm totally cool with that. It was just the initial idea that I had. how it grows or, you know, hopefully it grows. If it doesn't, it doesn't, but hopefully it just gives an opportunity for conversation.

Yeah, we can do that. One of the things that I hope to be able to do at one point is generate enough conversation where we can have, especially at our events, our communications team, film people talk about what they love about the town. Because then that starts becoming part of an archive and helps become part of, 10 years is gonna go by in a flash. And when you're doing your 100 year anniversary, having these type of videos that talk about all the, you know, what they remember, all of these memories, that becomes a much deeper connection to the town. So we gotta kind of start somewhere. And instead of starting, oh my gosh, we're turning 102 months, we can kind of start planning a little bit better from now.

I am all for creativity, whatever we can get out there and have everybody. There's plenty of organizations that, There's awards for communications, video production that cities and towns and all the stuff that they do. So I'm all for taking your stuff and saying, look what our youth council did and trying to go after national awards because that would be great for you all as well. So I would love to see you all more involved and even to the point where, hey, this person, I know they're on the youth council, but they're so amazing. We want to create an internship here in the department because we could use their help and stuff and then that can grow as well. So I'm open to all of that. I need to take off because I have another... committee meeting that I am required to attend, but thank you for entertaining me.

So I kind of abandoned the idea of trying to reach out to school, because I, it was really- Does everyone know what she's talking about? Yeah, okay. Yeah, so, no more school, and so after I saw how much turnout we got from the college prep event, the collaboration with the Beach High College Club, I remembered that there was actually a new club at the school, the political philosophy club that I think the P.E. juniors started, And I just got an idea that, oh, we could do a similar thing that we did with the college prep series, but instead with that club. Because my biggest, and honestly, just the youth council's biggest problem when it comes to hosting events is turnout, I think. So I reached out to them, and they confirmed today. The sponsor of the club, there was going to be a meeting, but the sponsor wasn't there, so I didn't get to speak because they didn't have a meeting. But either way, the board is very on board with it. And some ideas that we were thinking of, I was thinking of making this kind of like a series similar to the college prep. But I was thinking maybe five events over the course of three months, something like that, like in January to March. situation and the ideas that I presented to them so obviously as the town manager said it's very risky to be you know openly discussing things like at the Thanksgiving dinner table those types of subjects but I think that with this It's a political philosophy club. So discussing political ideas, like certain theories and certain frameworks of thought, is not taboo. It's not controversial. It'll just be more of an educational thing to base civic engagement off of, rather than a debate. We're not going to be hosting debates. What I was thinking that we could do, also since there's an election in March, one of those events could kind of have voter registration things, a little table of voter registration, maybe in early February. But how are you thinking? So I remember you said something about it's going to be, the theory is going to be power.

I told them that the Youth Council could host more of a, like, the practical application side of politics, like maybe bringing in a commissioner to speak about their experience in governance, or talk about advocacy, like how last year we went to Tallahassee and how that went, and making relationships with legislators. things like that that are a little more like real life and then their club can specialize more in certain theories like for example there's a political theory of power that talks about different types of violence and it's like direct violence structural violence and like cultural violence and then we could just talk about how that plays into like real life governance and things like that just just um you know little educational events like that pairing together what we can do and what they can do because i i think that's i think this is super cool i just want to make sure that it ties back to like civic engagement because like that's what we're there to foster so like i like your idea of like bringing in a commissioner because that like ties in more to like what we're good at or like advocacy stuff like that i think that resonates well with the council's mission so i think like as long as we balance the political theory with like We could talk about different internships with different political places and your offices.

The club? I don't know the number, but what I've seen from their Instagram is that they have pretty good turnout, and there's a consistent amount of kids that go to those meetings recurrently. We'll be the moderator. Or I'll be the moderator.

Yeah, we'll keep it simple. That's the whole point. That would foster the entire point of maintaining stability, the stability in action thing. That's what's going to teach people also about civic engagement. contrasting I think we should brainstorm ways that I mean I don't know anything about political theories so I think this would be better from you but like brainstorming different combinations of like political theories with something more like advocacy something like your experience local government like because I don't know that like violence is something that we can really tie into advocacy, unless we're talking about safety, but I don't know. Because structural violence means like institutional violence, so like abuses of power and things like that. So that would be kind of what they would specialize in more, but I've taken the class, so I kind of, I could, we could coordinate. Also, I liked your idea about the voter registration. I don't know if this is written down in mine, but I know like 16 and 17 year olds, they can start pre-register. So maybe we can encourage that. I don't know if we can print out the papers for them to do it, to try to advocate for them to start.

We need to, like, I feel like, Jorge literally... like worked with Ella and I for like six hours for the event in June. And he didn't have to do that. And you guys were amazing. The chairs and like all this stuff. Going forward, how can we like help make that better? Like how can, like if we wanted to get the crumble or get the drinks and stuff like that, like we were wondering like how to tap into like our account so you guys don't have to keep buying it for us.

So, what I've heard last fiscal year they didn't budget for the youth accounts oh okay so unfortunately there isn't nothing to tap into because there's nothing there um obviously if we if we coordinate correctly and we communicate correctly maybe we could pick and plug from like rgl accounts or obviously you guys do a lot of like service work with PD and like communications and like if you have an overall with like all the departments maybe I could contact some of the directors and see how we could all like come together and help you guys when you do host events so it's just not all targeting Parks and Recreation for my sake um Thankfully, like last one, we did look out for you guys and obviously it was already in the, it was already, you already threw it out there so we had to cover it. But like I said, if we properly communicate and all come together and take like steps. So make sure your events run smoothly.
