ADOPTION OF RESOLUTION NO. 26-5875 APPROVING PARTICIPATION IN THE LOS ANGELES URBAN COUNTY PROGRAM FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS BY AUTHORIZING THE MAYOR, OR HIS DESIGNEE TO SIGN A COOPERATION AGREEMENT WITH THE COUNTY OF LOS ANGELES

The City Council is requested to approve participation in the Los Angeles Urban County Program for CDBG funds. Recommendation: 1. Adopt Resolution No. 26-5875 (Attachment "A") approving participation in the Los Angeles Urban County Program for CDBG funds; and 2. Authorize the Mayor, or his designee, to sign a cooperation agreement with the County of Los Angeles.

APPROVAL OF A CONSULTANT SERVICES AGREEMENT WITH SANDRA MEDRANO TO PROVIDE HOUSING SERVICES FOR THE CITY'S HOME IMPROVEMENT PROGRAMS

The City Council is requested to approve a consultant services agreement to provide housing services. Recommendation: 1. Review and approve a consultant services agreement (Attachment "A") with Sandra Medrano (Medrano) to provide housing services for three years, with two optional one-year extensions, for a total compensation of $178,971. The total compensation shall not exceed 20 percent of the City's Home Improvement Program's budget; 2. Authorize the City Manager to finalize and execute the consultant services agreement for three years beginning on July 1, 2026; and 3. Authorize the City Manager to amend the consultant services agreement with Medrano for up to two additional years, in one-year increments. The total value of the consultant services agreement for future FYs shall not exceed $59,657 or 20 percent of the City's Home Improvement Program budget in those years, whichever is less.

ADOPTION OF RESOLUTION NO. 26-5876 TO APPROVE THE ROAD REPAIR AND ACCOUNTABILITY ACT (SB 1) PROJECT LIST FOR FISCAL YEAR 2026-27

The City Council is requested to approve the resolution to designate citywide street resurfacing projects for FY 2026-27 RMRA funding under SB 1. Recommendation: 1. Adopt Resolution No. 26-5876 (Attachment “A”) to approve the resurfacing of various streets citywide as Temple City’s designated project for Road Maintenance and Rehabilitation Account (RMRA) funds for Fiscal Year (FY) 2026-27 pursuant to Senate Bill 1, the Road Repair and Accountability Act of 2017 (SB 1); 2. Direct the City Manager to include the corresponding Capital Improvement Projects (CIPs) in the FY 2026-27 City Budget including RMRA funds and the required General Fund maintenance of effort match; and 3. Authorize the City Manager to submit the required documents and information to the California Transportation Commission (CTC) for the City to receive RMRA funds.

ADOPTION OF RESOLUTION NO. 26-5877 ORDERING THE LEVY OF CITYWIDE LIGHTING AND MAINTENANCE DISTRICT ASSESSMENTS FOR FISCAL YEAR (FY) 2026-2027

The City Council is requested to adopt a resolution approving the ordering of the levy and collection of citywide Lighting and Maintenance District assessments for FY 2026-2027. Recommendation: 1. Receive a presentation from staff; 2. Open the public hearing; and 3. Adopt Resolution No. 26-5877 ordering the levy and collection of assessments for FY 2026-2027.

The City Council is requested to adopt an ordinance amending Chapter 9-2, 9-3, and 9-4 of the City's Municipal Code. Recommendation: 1. Introduce for first reading by title only and waive further reading of Ordinance No. 26-1088 (Attachment "A"); and 2. Schedule the second reading of Ordinance No. 26-1088 for June 16, 2026.
