Start free trialCrum Owner’s Lot
Request for an owner’s lot on the David and Barbara Crum (#10-17-07) MALPF Easement property. Staff feel that the proposed site options for the owner's lot meet MALPF's guidelines. Staff recommend approval of the owner's lot for David and Barbara Crum.
Nowell Special Occasion Event Venue Request
Request to allow a special occasion/event venue use on the Nowell (#10-15-10) MALPF Easement property. Staff feel that Mr. Nowell does meet the requirements to have a wedding venue on his MALPF property and he is aware of the requirements for Frederick County Zoning. Staff recommend approval of the request for a special occasion/event venue on the Nowell Farm.
MALPF
Staff are working on settlements from the 2025/2026 MALPF cycle. Surveys have been ordered and 1 MALPF offer from the 2025/2026 cycle is scheduled to settle this month. The next MALPF application deadline is 4/1/2026.
IPP
The top ranked 21 applications will be presented to the Frederick County Planning Commission’s public hearing on December 10th. On February 3rd, the top 21 applications will be presented to the Frederick County Council. The next application deadline will be 9/1/2026.
Rural Legacy
Still receiving interest in this program. Staff will be submitting one Rural Legacy project to DNR in the coming days.
CREP
Surveys have been conducted on a few CREP projects that are in the works. Staff continues to receive interest in this program.
Critical Farms
Staff is still going back and forth with one final offer from this past critical farm cycle. The next cycle will open sometime in 2027.
Next Generation
A 36-acre project in Emmitsburg is scheduled to settle in SANG in the next couple days. Staff continue to receive a lot of interest in SANG and Next Gen.
MPRP Proposed Transmission Line
There are no new official updates. The project has not yet received a Certificate of Public Convenience and Necessity (CPN) from the Maryland Public Service Commission, which is required before construction can begin. Community opposition is strong, with residents advocating for protection of their homes and businesses.
CDI Overlay
The Frederick County Planning Commission made a recommendation to the Council to limit the overlay to the Windridge property which is partially in the Rural Legacy Area (RLA), the Noffsinger farm which is in the PPA and RLA, and several smaller parcels which are in the PPA and RLA as well. The County Council Public Hearing is scheduled for 5:30pm on December 16th, 2025 on the first floor of Winchester Hall.
