Approve the Closed Session, Regular Meeting, and Special Meeting Minutes of June 30, 2026, July 16, 2026, July 21, 2026, and August 3, 2026..docx
Approve City Department Reports for the Month of July 2026 (Engineering, Finance, Fire, Public Works, and Recreation and Community Services).
Approve City Commission Report for the Month of July 2026 ( Parks, Recreation and Beautification Commission and Senior Commission).
Approve Resolution No. 2026-52, A Resolution of the City Council of the City of Patterson, Adopting the City of Patterson's Conflict of Interest Code As Is Currently With Minor Changes/Amendments.
Accept all proposals for the Construction Management, Construction Inspection, Contract Administration, and Materials Testing Services for the 6B E Street Waterline Replacement and 9th Street Improvements Project and award the Professional Services Agreement to Cecil & Cecil Enterprises, Inc., and authorize the staff to execute a negotiated Consultant Agreement with Cecil & Cecil Enterprises, Inc., in an amount not to exceed $963,789.00 and authorize the Finance Department to make any necessary budget amendments.
Approve request for a road closure of Zacharias Road from Rogers Road to the western City limits as part of the I-5 Trade Center Project. The duration of the closure and detour is approximately one hundred twenty-two (122) days. The dates of closure are tentatively scheduled for August 24, 2026 to December 23, 2026.
Authorize the Purchase of a Used 2018 Freightliner M2-106 Water Tender utilizing Development Impact Fee Funding and Authorize the Finance Department to make the Necessary Budget Adjustments.
Approve an appropriation in various accounts of $15,000 to the appropriate Fleet Division machinery and equipment expenses to fund the purchase, installation, associated project contingencies and authorization for the Finance Department to make the necessary budget adjustment.
Approve the addition of two (2) full-time Maintenance Worker I positions and one (1) part-time Maintenance Worker position to the Solid Waste Enterprise Fund, approve an appropriation in the amount of $221,245.99 to the appropriate Solid Waste Enterprise salary and benefit accounts to fund the positions; and authorize the Finance Department to make the necessary budget adjustments.
Approve Street Closures on N. Del Puerto, N. Third, N. Salado, W. Las Palmas, S. Del Puerto, S. Third, S. Salado, W. Las Palmas, & Plaza Circle for the Farm to Fork Dinner Fundraiser event for the City of Patterson, Youth and Senior Scholarship Program, downtown on Saturday, September 26, 2026.
Approve the Patterson Fire Fighters Association IAFF Local 4577 Memorandum of Understanding Effective July 1, 2025 through June 30, 2028.
Approve the Patterson Management Mid-Management Employee Association Memorandum of Understanding Effective July 1, 2026 through June 30, 2028.
Approve the American Federation of State, County, and Municipal Employees (AFSCME) Local 10, Patterson Management and Mid-Management Employee Association (PMMEA), Patterson Fire Fighters Association IAFF Local 4577 (IAFF), and the Department Heads and Unrepresented Salary Schedules, Effective July 1, 2026, and the Patterson Fire Fighters Association IAFF Local 4577 Salary Schedule Effective October 1, 2026.
Approve the New Information Technology Analyst Job Description, the Revised City Clerk Job Description and Authorize a Five Percent (5%) Salary Adjustment, the Revised Deputy City Clerk Job Description, and the Revised Program Manager Job Description with Title Change to Assistant to the City Manager.
Appointment of Up to Two City Council Members to Participate in Consultant Interviews for the City Attorney Services Feasibility Study.
It is recommended that the City Council: 1. Receive an update regarding the City Attorney Services Feasibility Study Request for Proposals (RFP); and 2. Appoint up to two City Council Members to participate in consultant interviews.
Consider an Interim Urgency Ordinance No. 890 Extending the Temporary Moratorium on the Approval of New Land Use Applications for Data Centers for 10 Months and 15 Days and Issuance of Written Report.
It is recommended that the City Council: 1. Adopt, by at least a four-fifths (4/5) vote of the City Council, Interim Urgency Ordinance No. 890, extending Interim Urgency Ordinance No. 889 for an additional 10 months and 15 days, through July 15, 2027; and 2. Receive and issue the written report, attached as Exhibit B, describing the measures the City has taken to alleviate the conditions that led to the adoption of Interim Urgency Ordinance No. 889, as required by Government Code section 65858, subdivision (d).
