Recommendation: That the Board of Supervisors: 1. Ratify the November 1, 2025, agreement with Rendezvous Music and Vending (4/5 Vote Required); 2. Approve the first amendment to the agreement with Rendezvous Music and Vending (4/5 Vote Required); and 3. Authorize the Direct of Aviation to sign the first amendment, any additional amendments or extension to the agreement after review and approval by the County Administrative Office, County Counsel and Risk Management.

Authorize the County Administrative Officer, or Designee Thereof, to Execute and Accept Election-Related Grant Agreements with the California Secretary of State

Recommendation: That the Board of Supervisors: 1. Authorize the County Administrative Officer, or designee thereof, to execute and accept election-related grant agreements with the California Secretary of State, including Secretary of State administered Help America Vote Act (HAVA) grants, in amounts not to exceed $500,000 per grant; and 2. Establish that this delegated authority shall sunset on January 1, 2030, unless extended by further action of the Board of Supervisors.

Adoption of an Ordinance Amending Sections 817-1, 817-5, and 817-14 of Humboldt County Code Title VIII, Division 1, Chapter 7, Tobacco Retailer Licensing

Recommendation: That the Board of Supervisors: 1. Adopt the attached Ordinance amending sections 817-1, 817-5, and 817-14 of Humboldt County Code Title VIII, Division 1, Chapter 7, Tobacco Retailer Licensing; and 2. Direct the Clerk of the Board of Supervisors to publish a post-adoption summary of the ordinance within fifteen (15) days after the adoption of the ordinance with names of Supervisors voting for and against the ordinance, and to post in the office of the Clerk of the Board of Supervisors a certified copy of the full text of the ordinance [Government Code Section 25124(b)(1)].

Adoption of a New Agricultural Aide Job Classification

Recommendation: That the Board of Supervisors: 1. Adopt the Agricultural Aide job classification in the American Federation of State, County, and Municipal Employees (AFSCME) bargaining unit (classification #0668, salary range 371) into the classification system effective the pay period following Board approval; and 2. Adopt the Compensation Schedule effective March 15, 2026; and 3. Adopt the Resolution approving the amendment of the 2025-2026 Memorandum of Understanding between the County of Humboldt and the AFSCME.

Approval of the Side Letter of Agreement Between the Humboldt Deputy Sheriff’s Organization (HDSO) and the County of Humboldt

Recommendation: That the Board of Supervisors: 1. Approve, and authorize the Chair of the Board to sign a Side Letter of Agreement, (Attachment 1) between HDSO and the County of Humboldt, clarifying the payment of pensionable special compensation to members in the unit; and 2. Approve the Humboldt County Salary Range Schedule as an extension of Attachment 1.

Adoption of a Corrected Resolution to Fix a Minor Error in Resolution 26-11 for the AllPoints Outdoor Inc. Special Permit Extension Request

Recommendation: That the Board of Supervisors: 1. Adopt the revised resolution (Attachment 1) to correct a minor typographical error.

Approval of State Standard Agreement between the Humboldt County Correctional Facility (HCCF) and the Department of State Hospitals (DSH) for the Jail-Based Competency Treatment Program (JBCT) and Supplemental Budget in the Amount of $36,076 (4/5 Vote Required)

Recommendation: That the Board of Supervisors: 1. Retroactively approve, and authorize the Chair of the Board to execute the State Standard Agreement between HCCF and DSH regarding JBCT services in the amount of $4,952,468.89 for the period of Jan. 1, 2026 to Dec. 31, 2028 (Attachment 1); and 2. Authorize the Sheriff, Correctional Captain or Deputy Director Financial and Support Services, to execute any and all subsequent amendments, extensions, revisions or termination to the attached State Standard Agreement with HCCF and DSH after review and approval by County Counsel, Risk Management and the County Administrative Office; and 3. Authorize the Sheriff, Correctional Captain, or Deputy Director Financial and Support Services, to sign and execute all five attachments associated with the Agreement (Attachments 2 - 6); and 4. Direct the Clerk of the Board to return one fully executed original copy of the attached State Standard Agreement with HCCF and DSH to HCCF, Attn: Captain Duane Christian for further processing; and 5. Approve a supplemental budget in budget unit 1100-243 for fiscal year (FY) 2025-26 in the amount of $36,076. (Attachment 7) (4/5 Vote Required).
