Commission meeting for March 25th. Can I get a roll call, please? Uh, Russell here. Hannon here. Hill here. Hughes. Kubak here. Principal here. All right. We have quum. We got quum. All right. Uh, general public comments. We need a comment card. And I did get one from Nathan. Uh, if you'd like to talk now, feel free. Come on up. Introduce yourself. Give us your address. and then he's going to be talking about the RR1 resoning and the comprehensive plan. Well, good evening and my name is Nathan Cordwan and uh 125 East Marquette Street and I'll just make this brief. I just want to say I'm absolutely delighted to see um the Arnold zoning on tonight's agenda. I believe it's items like this that I believe are truly a wonderful way to honor our rural heritage while opening doors for for future growth. I'm also inspired how this plan supports local gems like the orchard on these parcels, keeping Berlin the charming community we all adore. I'm grateful for the thoughtful vision behind this effort. I think it really shines through. I'm equally thrilled about the comprehensive the comprehensive plan potential. This process is an incredible opportunity to dream big for Berlin's future. Many residents, including myself, have so many visions for how our city can thrive. I'm excited to see this process unfold with full transparency, ensuring every neighbor's voice helps shape what's next. Thank you for the opportunity to speak. Thank you, Nathan. All right. Um, with that we move on to item number four, which is the approval of the minutes from the plan commission meeting on February 25th. I'll make a motion to approve with the recommended correction on the TID paragraph. Uh, could you say that out since the not everyone was in? Yep. We're going to change that sentence to say Hill presented a motion to recommend to common council to accept the creation of TID number 17. All right. Motion is accepted with that

1:57 – 3:490

correction. I second that and a second. Other discussion? All those in favor? I. Any opposed? All right. Those minutes go on record with the correction as noted. Item number five is the preliminary discussion reasonzoning parcels. The numbers are in here at the end of Arnold Street. Um, and the recommendation is to schedule a public hearing to formally review the resoning request on April 29th of 2025. Do you guys have anything you'd like to open up with or if you come up to the mic, tell us your name and address? And well, uh, end of Arnold Street is the address because we don't have an address. But um sorry it uh just really pleased to have this opportunity to combine rural residential um and not be full-on egg being in the city. Uh my husband and I do have an orchard currently on the the property and we're looking forward to growing more food crops possibly to sell at the farm market. We also are very interested in um restoring native plants. Uh my husband has grown native plants in the past for uh company in town and uh we would like to use the land which is kind of marshy to grow some uh native plants to you know propagate. Um, and if anybody has any questions, I Okay. Didn't know if anybody You had mentioned something about the marshy bit, but I didn't know if you had any questions. Okay. I'm curious on this marsh map. Yeah. Which part of it is your property? Um, fair enough.

street reference. I can't make a reference. [Music] And then as well just trying to visualize like where are we than I thought. So we're here, here, and here. Wetland indicators. So right now we're doing a nub. Okay. Okay. And your orchard is huge.

6:11 – 8:100

If anyone else wants to see this, we can Thank you. Thanks for second. Any other questions? I just I just like to say and this to me seems like exactly why we came up with the RR1 in the first place. So that's what I think we we were looking for. anyone's willing. We're just looking to schedule that public hearing that'll be with the new mayor. I'll make a recommendation that we schedule a public hearing to formally review the resoning request on April 29th, 2025. I'll second that. Motion and second. Other discussion? All those in favor? I I I. Any opposed? All right. So, next month will be that public hearing. We schedule activity. Yep. Item number six is the comprehensive plan. Uh the RFP process discussion. I'm going to let you open this up. So, I just enclosed a small excerpt from the RFP. It's currently ongoing, but um actually switch to see if there's anything worth noting. It's this just is a reminder that uh by this time next month we'll be uh looking at having that evaluation team review what we receive. uh presumptively we're going to receive I mean I've heard back from a couple consultants with not so much questions

8:08 – 9:520

that we have to post but questions that just clarified some of what is already existing language in this so that there seems to be interest um there was interest the previous time so um yeah this is just um to refresh everybody's mind so when we do hit the ground running for that that's going to just be occurring as planned and next month. Okay. So, we've been working on it a while. Hopefully, we get it all rolling all in place starting next month. Anybody questions or kind of an update for us here? Somebody wants to take an action. I don't think we need to on that one. All right. Uh, item number seven is old business used to request items be put back on an agenda that have previously been discussed. Any old business? Item number eight is new business to put new items on the future agenda. Also can be done with a phone call to meet any new business. Item number nine is our next meeting date of April 29th. That'll be like I said under the new mayor. Um and with that item number 10. I'll move that we adjourn. Second. All those in favor. Any opposed? closed. That is the fastest I have ever ever done planning. That's the fastest planning fish meeting I've ever had. Thanks for coming in.
